Step 2: Submit TranscriptsTRANSCRIPTSStudents who have no previouscollege coursework must submit highschool transcripts or GED certificatewith their admissions application.Students who submit their transcriptsprior to high school graduation mustsubmit a final, official high schooltranscript to the Office of Admissionsprior to the end of their first term atNormandale.

Transfer students must submit officialtranscripts from all institutions they haveattended when they apply for admission.Students who submit transcripts withcourses in progress must submit a finaltranscript upon completion of thecoursework. Transcripts will be evaluatedfor transfer of credits, courseequivalencies, and placement testingrequirements or waivers.

Transcripts from other MnSCUinstitutions: Normandale willelectronically retrieve your transcriptfrom other MnSCU institutions you haveattended at no cost to you, so it is notnecessary to submit transcripts fromthese institutions. However, if you haveMnSCU coursework in progress at thetime of admission or you completeadditional coursework after admission,you must notify the NormandaleAdmissions Office to retrieve yourtranscript once your coursework hasbeen completed. Certain holds, such as apast due amount, will prevent us fromretrieving your electronic transcript. It isyour responsibility to ensure that yourrecords are free of holds and to notify theNormandale Admissions Office once yourholds have been lifted.

SCORE REPORTSFor possible waivers from placement testingor for consideration of transfer credit(depending on which test was completed),submit ACT, SAT, and placement examinationscores administered at other institutions, orsubmit official score reports from theAdvanced Placement Program (AP), theCollege Level Examination Program (CLEP),International Baccalaureate (IB), and others.Score reports should be submitted to theOffice of Admissions at the time of application.

Types of Financial AidCollege financial aid resources consistof: Grants and Scholarships (moneythat you do not have to pay back)Loans (money that you must pay back)Work Study (money you earn throughcampus employment).

HOW TO APPLYYou can apply and be considered forgrants, loans and part-time jobswhether or you are a full-time or part-time student. We recommend allowinga minimum of five weeks for theprocessing of your financial aid file(from the time you file the FAFSA). Thiswill make sure you get your funds in atimely manner.

FAFSAYou can start the process bycompleting the Free Application forFederal Student Aid (FAFSA). Thefastest and most accurate method is atwww.fafsa.gov. You (and your parents,if applicable) should apply for a federalPIN. The PIN is your electronicsignature when applying for financialaid and will be used in other aidprocesses. You can have the results ofyour FAFSA sent to Normandale byusing the Federal School Code 007954.

ELIGIBLE PROGRAMSIn order to receive federal and statestudent aid, you must be admitted toNormandale, declare a major, and beseeking a degree or certificate. Somecertificate programs, such as NursingAssistant, Computers/InformationManagement, Marketing Managementand Exercise Science, are not eligiblefor financial aid.

Federal Pell Grant RecipientsChanges to your class schedule (adds,drops, withdrawals or course exchanges)after the 5th day of the term may result in thereduction of your Pell Grant. If you add acourse after the 5th day of the term, your PellGrant cannot be adjusted for the increase incredits. If you drop a class and add anotherclass that is the same number of creditsafter the 5th day of the term, your aid willalso be reduced, as the added class will benot be recognized for financial aid purposes.

MN State Grant RecipientsStudents who are eligible for the MN StateGrant must have a valid FAFSA atNormandale no more than 30 days after thestart of the term. The Financial Aid Officemay request unofficial transcripts from allprevious colleges attended in order todetermine your aid eligibility.

LOANSStudents who wish to use loans to assistwith their educational expenses must beenrolled in at least 6 aid-eligible credits. You must complete a Master PromissoryNote (MPN), Entrance Counseling, and aloan request in order to receive loan funds.You will need your federal PIN for thisprocess. We encourage you to complete this process at least 2 weeks before the loanfunds are needed.

SATISFACTORY ACADEMIC PROGRESSPOLICY STATEMENT (For complete policy, go to www.normandale.edu/sap)You must make satisfactory academicprogress toward a degree or certificate toattend Normandale and remain eligible forfinancial aid. Requirements include:• Cumulative GPA of 2.0• Completion of 67% of credits attempted• Not reaching or exceeding 150% of the

maximum credits needed for attainment ofyour chosen degree or certificate (includ-ing transfer credits).

WITHDRAWAL FROM COLLEGE/RETURNOF TITLE IV FUNDSIf you withdraw from all credits for which youare currently enrolled, financial aid disbursedis subject to Federal Return of Title IV Funds,as well as a calculation of return of state aidprograms. You may also be required to repaya portion of the financial aid you received ifyour courses are not completed satisfactorily. The complete policy is available atwww.normandale.edu/titleiv.

NORMANDALE SCHOLARSHIPSNormandale Community College Foundationmakes scholarship funds available torecognize students who have demonstratedoutstanding academic, leadership, service,extracurricular achievements or financialneed. Placement TestingAll new entering students shouldcomplete placement testing in reading,writing and math prior to registering forcourses. The results of the tests provideaccurate course placement based oncurrent skills to help ensure studentsuccess. New applicants will receiveinformation on how to schedule andcomplete the placement testing in theiracceptance letter.

PLACEMENT TESTING FOR STUDENTSWHO ARE NON-NATIVE SPEAKERS Lack of English skills will not be a barrier toadmission or participation. We takeappropriate measures to assess eachstudent’s ability to participate and benefitthrough readiness assessment andcounseling. The assessment will ensuremore accurate placement in appropriatecourse levels and help to determine whetherstrengthening English language skills arenecessary to maximize the student’sacademic success. If needed, Normandaleoffers an excellent program, English forAcademic Purposes (EAP) to help studentsprepare for the many English languagedemands of their future academic career.

PLACEMENT TESTING WAIVER OREXEMPTION Students may be waived from participating inplacement testing by submitting copies ofscore reports such as ACT, SAT for possiblewaivers from placement testing requirements.

PLACEMENT TESTING FOR TRANSFERSTUDENTSStudents transferring from accreditedcolleges or universities or holding abaccalaureate degree from a United Statescollege/university may not need to completesome parts of the placement test. Studentsshould submit transcripts of previous college-level score reports for possible waivers fromplacement testing requirements.

To help facilitate a successful transition tocollege life, Normandale provides thefollowing programs:

ADVISING & REGISTRATION SESSIONFOR NEW STUDENTSTo prepare students for a successful start toNormandale, new students attend anAdvising and Registration session to registerfor the first time. This program provides anopportunity to become better acquaintedwith the Normandale campus, its policies,student life, and academic successprograms. In addition, students will workwith advisors and counselors to plan theireducation program and register for classes.New applicants will receive information onhow to schedule a time to attend Advisingand Registration in their acceptance letter. It is important that students arrive on time,bring an acceptable form of photoidentification. The session is 2-3 hours long.

ACADEMIC ADVISINGAdvisors and counselors are available tohelp students achieve their educationalgoals. Students can obtain assistance inselecting courses, choosing a major,transferring to another college, planning forgraduation requirements, evaluation oftranscripts from other colleges anduniversities, or planning strategies foracademic success.

Advisors and counselors are available bothday and evening. Contact the Advising andCounseling receptionist at 952-358-8261 foroffice hours and counselor availability.

REGISTRATION FOR DEGREE-SEEKING STUDENTS ENROLLED DURING OR PRIOR TO SPRING 2013Fall 2013 registration begins Monday April 22. The number of credits you have successfullycompleted both at Normandale and in transfer (as accepted) will determine your registrationdate and time (or “window”) as reflected below. If you do not know how many credits you haveearned, consult eServices or visit the Records Office with photo identification.

RegistrationGuidelinesAll students must register online atwww.normandale.edu/register.Exception: Students in the CollegeSuccess Program (identified ineServices with a hold code of 0059,College Prep Standards) must registerin person with the written approval ofan advisor or counselor.

1. Before registration begins on April22, log in to eServices to:a. Be sure you know your student ID

number and password.b. Understand how to register.c. Verify you have no holds to

prevent your registration.d. Determine when you can register.

2. Meet with an advisor or counselor toplan your schedule.

3. Be sure to learn about courseprerequisites. You may be allowed toregister for classes even if you havenot met them. If it has beendetermined you enrolled in a classfor which you have not met theprerequisites, the College mayremove you from the class without a refund.

STUDENTS IN THE COLLEGE SUCCESS PROGRAMMeet with an advisor or counselor beforeyour registration window opens. Your ad-visor/counselor will assist you in selectingclasses and will sign your registrationform. To register, bring your signed form tothe Records Office with photo identifica-tion after your registration window opens.

GRADING METHODSMost classes at Normandale are gradedA through F. Other options include:

P/NC: Students have the option of takingany course numbered below 1000 forPass/No Credit rather than for a lettergrade. A grade of P assumes the studentcompleted the course with a minimumgrade of C. A grade of NC indicates thestudent did not successfully complete thecourse. Grades of P and NC do not countin a student’s grade point average but docount in calculating the student’s comple-tion rate when determining satisfactoryacademic progress. The default gradingmethod for most MATH courses num-bered below 1000 is P/NC. You maychange the grading method up to thecourse withdrawal deadline.

AU: Students who wish to take a class forpersonal enrichment or skill building butwho do not need credit for the class mayelect to audit a class. The student has noacademic responsibility for auditedclasses. Audited classes are not givencredit, do not transfer, and are not eligiblefor financial aid or VA benefits.

To change to Pass/No credit or Auditgrading method: The registration instructions atwww.normandale.edu/register reflect howto select these grading methods at the timeof registration. If you have alreadyregistered and want to change yourgrading option, log in to eServices, then:1. Click “Courses & Registration”2. Click “View/Modify Schedule”.3. Click the� (pencil) icon next to the course

ID of the desired class.4. From the “Grade Method” drop-down

menu, select the desired grading option.5. Enter your password, then click“Submit”.8. The result of your request (success or

failure and why) will display.

ADDING AND DROPPINGApril 22 – August 30You may add full-semester classes throughAugust 30; you may drop full-semester class-es through the August 30 for a 100% refund.If you cancel all classes after the fifth day ofthe term, you may qualify for a refund or par-tial refund; see the refund schedule on page15. You may add and drop late-starting class-es (those that begin 8/30 or later) one busi-ness day after the first class meeting.

Financial aid recipients: Before makingany schedule changes, see “Federal PellGrant Recipients” on page 8.

WITHDRAWINGAugust 31 – November 27*After the drop period, a student maywithdraw from any course prior to thewithdrawal deadline (approximately 80% ofthe length of the course). Withdrawaldeadlines are published in the registrationguide each term for full-term classes;students should consult the course notes ineServices for withdrawal deadlines forclasses that do not meet for the full term.

When a student withdraws from a class, agrade of W is recorded on the student’s aca-demic record. A grade of W does not count ascredits attempted or earned for calculating astudent’s GPA, but it is considered for the pur-pose of satisfactory academic progress forenrollment and financial aid. A student whodrops or withdraws from a course is no longerallowed to attend or participate in that course.

Students are encouraged to confer with theirprofessors and an advisor or counselor aspart of the official withdrawal process.

Students who drop or withdraw from allclasses during a term may be entitled to afull or partial refund. See the Refund Policyon page 15 for more information.

Students are responsible for understandingthe impact of such action on their studentaccount and financial aid status.

*Classes that meet less than the full semes-ter have an adjusted withdrawal date. Con-sult the Records Office for more information.

COURSE PREREQUISITESA prerequisite is a requirement that a studentmust complete in order to enroll in a course.Prerequisites include courses, placement

test results and other criteria established byfaculty to ensure a student has adequatepreparation to be academically successful ina course. The catalog course descriptionand the semester course schedule indicatecourse prerequisites. COURSE WAITLISTINGWhen your course search results indicate aclass is full, you have the option to addyourself to its wait list to reserve a seat inthe event one becomes available. The lastday to add yourself to a waitlist is the fifthday of the semester.

Notification of an open seatBe sure to utilize your student email accountat www.normandale.edu/studentemail; youwill be notified at this email address as yourposition on the waitlist moves up. Once youare offered a seat in your waitlisted class,you have exactly 24 hours to register (theemail will indicate your registration deadline).It is extremely important, therefore, that youmonitor your email closely so you do not missyour waitlist opening.

Important: Being able to add yourself to awaitlist does not mean you will be eligible toregister for the class if a seat becomesavailable. Be sure you resolve all holds,verify in eServices you will pass courseprerequisites, and remove all otherregistration barriers in advance so that youcan register when a waitlisted seat isoffered to you. Waitlisted seats becomeavailable 24 hours a day, includingweekends, and staff may not be available toassist you. You cannot be returned to youroriginal place on the waitlist if you fail toregister during the 24-hour window.

All registered students are financiallycommitted for tuition and fees after the5th day of the semester. Your registrationinvolves a seat reservation in each ofyour classes, all of which have a limitednumber of seats available. In requestingthis reservation, you have incurred atuition obligation.

NOTE: If students decide not to attend theirclasses, it is their responsibility to dropthem. Students are responsible for thepayment of tuition and fees for all coursesnot dropped during the first 5 businessdays of the semester, regardless ofwhether or not the student chooses to at-tend the class. PAYING TUITION AND FEESStudents can pay their tuition and fees inone of five ways:Option #1: Online. Credit card or checkpayment can be mailed to the Business Of-fice at: Normandale Business Office, 9700France Ave S, Bloomington, MN 55431.Option #3: Drop box. Payment may bedeposited in drop slot next to BusinessOffice, Room C 1087, at any time.Option #4: In-person payment. Payment isaccepted in person at the Business Office,Rm C 1087: 8 am to 5 pm, Monday throughThursday, and Friday as well as non-classdays 8 am to 4:30 pm. Option #5: Nelnet payment plan. PAYMENT DEADLINESArrangements for payment of fall semestertuition and fees must be made by August 5,2013. Students who have registered forclasses but have not made arrangements forthe payment of their tuition and fees by Au-gust 5 may have their registration cancelled.

Students registering for classes betweenAugust 5, 2013 and August 30, 2013 will have 24 hours from the time of their registration tomake arrangements for the payment of theirtuition and fees. Students who do not makearrangements by that deadline may havetheir registration cancelled.

Students registering for classes anytimeduring the first 5 business days of thesemester must make arrangements for thepayment of their tuition and fees within 24hours of registering. Students who do notmake arrangements by that deadline mayhave their registration cancelled and may beunable to re-enroll in fall semester courses.

Students can arrange for the payment oftheir tuition and fees by the established duedate in any one of the following easy ways:1. Pay the full balance of your tuition and

fees (through one of the methodsdescribed above).

2. Enroll in the Nelnet payment plan andmake the necessary down payment.

3. Apply for financial aid by completing theFAFSA early enough so that Normandalehas received the results of your FAFSAapplication by August 5. If you plan to usethis option, keep in mind it takeapproximately one week after you havesubmitted your FAFSA for the results tocome to Normandale.

4. Submit a Third Party Billing Authorizationto the Business Office.

5. Submit a verification of an outsidescholarship to cover tuition and fees to theBusiness Office.

6. Enroll in the Post Secondary EnrollmentOptions (PSEO) program and submit yourPSEO form, signed by your high schoolcounselor, to the Business Office. Thisform must be completed and turned ineach semester.

Full payment of all tuition and fees must bemade by the established deadline. Studentswho do not pay their tuition and fees in fullby the deadline will be assessed a late fee of$25. Students with outstanding accountbalances after the deadline will have a holdplaced on their record and will be unable toregister for future courses or obtain anofficial transcript until their account balanceis paid in full. Accounts that are not paid infull will be referred to the MinnesotaDepartment of Revenue, or anothercollection agency. Collection agencies mayassess fees up to 25 percent, which isallowed under MN Statute 16D.11.

Drop for Nonpayment. While Normandaledoes participate in the drop for nonpaymentprocess, several factors can prevent yourclasses from being dropped; therefore, if youdecide not to attend, it is your responsibilityto drop your classes either via eServices orin person at the Records Office. Be sure thatyou drop by the designated drop dates or ouwill be financially and academicallyresponsible for those classes.

TUITION AND FEE RATES*At this time tuition rates have not beenfinalized and are subject to Board approval.Current rates will be posted on theNormandale website under, “Tuition Rates” atwww.normandale.edu/tuition-rates.

Application fee. $20 (this is nonrefundable).

Reciprocity. Reciprocity agreements are ineffect for students from North Dakota,Wisconsin, South Dakota, and Manitoba.Reciprocity requests should be filed with thehome state approximately six weeks beforeregistration. Reciprocity forms are availableat www.getreadyforcollege.org.

Refund Policy forFinancial Aid Return to Title IVIf a student completely withdraws fromall credits (either officially orunofficially) in a term before the 60%point of that term, the financial aidawarded is subject to the federal“Return of Title IV” policy. Studentsearn financial aid in proportion to thetime they enrolled up to the 60% point.The unearned share of financial aidmust be returned to the programs fromwhich they were paid as prescribed byfederal regulations. The student will berequired to repay all unearned financialaid. Please contact the Financial Aidoffice prior to withdrawing if you haveany questions regarding your possiblerepayment obligation.

Senior Citizens. Minnesota residentsaged 62 or older may register for coursesat a reduced tuition rate. Seniors mayregister beginning the first day of the termon a space-available basis. You must self-identify as a senior at the Records Officeto qualify for the reduced rate. Seniorswho audit courses are required to payparking plus additional fees assigned tothe registered course(s).

Special Course fees. Some courses haveadditional special fees. These fees areindicated in the online class listing.*Tuition and fees are set by the MinnesotaState Colleges and Universities Board ofTrustees. NOTIFICATION OF RIGHTSStudent Data PracticesThe Family Educational Rights and Priva-cy Act (FERPA) affords students certainrights with respect to their educationrecords. These rights include:

1. The right to inspect and review the student’seducation records within 45 days of the datethe college receives a request for access.Students must submit a written requestto the Registrar that identifies therecord(s) they wish to inspect.The Registrar will make arrangements foraccess and notify the student of the timeand place where the records may beinspected.

2. The right to request the amendment ofthe student’s education records that thestudent believes to be inaccurate or mis-leading.Students may ask the college to amenda record that they believe is inaccurateor misleading. They must write to theRegistrar, clearly identify the part of therecord they want changed, and specifywhy it is inaccurate or misleading.If the college decides not to amend therecord as requested by the student, thecollege will notify the student of the deci-sion in writing and advise the student ofhis or her right to a hearing regarding therequest for amendment. Additional infor-mation regarding the hearing procedureswill be provided to the student when no-tified of the right to a hearing.

3. The right to consent to disclosures ofpersonally identifiable information con-tained in the student’s educationrecords, except to the extent that FERPAauthorizes disclosure without consent.One exception that permits disclosurewithout consent is disclosure to schoolofficials with legitimate educationalinterest.

A school official is a person employed bythe college in an administrative, supervi-sory, academic or research, or supportstaff position (including law enforcementunit personnel); a person or company withwhom the college has contracted such asan attorney, auditor, or collection agent); aperson serving on the MnSCU Board ofTrustees; or a student serving on an offi-cial committee, such as the NormandaleCommunity College Judicial Board, or as-sisting another school official in perform-ing his or her tasks.A school official has legitimate education-al interest if the official needs to review aneducation record in order to fulfill his orher professional responsibility. Upon re-quest, the college may disclose education-al records without the consent of the stu-dent to officials of other colleges in whichthe student seeks or intends to enroll.The college will make a reasonable at-tempt to notify the student of the recordsrequest unless the information is part ofthe official college transcript. The annualnotification of the college policy statesthat the college intends to forward theserecords upon request.

4.
