Regionalization – A Dredgers Perspective (not THE)
• Important to engage all dredgers in discussion
• Most entrepreneurial business
• Multiple investments amounting to several $100’s of millions dollars even without a commitment.
Regionalization - A Dredger’s Perspective
Foundational Issues (why?)
• Schedule
– Typically time to permit
– Time to contract
• Costs
– Always a question
– Best attitude is what can I do to lower costs?
Regionalization A Dredgers Perspective
Has this been done before?
ABSOLUTELY!
Regionalization A Dredgers Perspective
Experience
- SANDAG (Non- Corps) - PKS (Non- Corps)
- West Coast Hopper - NC Beaches
Upcoming
- Delaware Beaches - SAD Hopper
- Houston - RSM
Regionalization A Dredgers Perspective
Promise - Efficient Execution
- Better management
- Regulatory motivation
- More streamlined schedule - Utilize dredges for their purpose not towing
- More bidders
- BETTER bids

Regionalization A Dredgers Perspective The Big Nut – Mob & Demob (Shared) SAFETY – EVERYONE INVOLVED Crews (Some cases over 100 persons mobilized) • Salaried • Shoreside • Waterside Organization • Mob & Demobs Inherently more dangers/risks • Hand over meeting • Task oriented briefings

Regional Sediment Management
- Combining Authorities to do the right thing!
- Beneficial Use of Dredging Material
Regionalization A Dredgers Perspective
Cautions
- Include all projects at bid time, don’t piggyback - Have money and permits in place, options add risk - If non-Corps project, focus on boilerplate contract.
Needs to be adaptive for dredging - Engage dredgers early, industry days work
Draft Plans & Specifications
Regionalization A Dredgers Perspective
Cautions
- Be flexible on schedules, lots of scheduling issues for dredgers
- Fix dates and priorities if necessary, but understand cost impact.
- Start date unimportant, finish date is important don’t include unnecessary constraints
Regionalization A Dredgers Perspective
Cautions
- When owner is engaged, prices drop
- There is no way to increase work requirements and lower costs. Help yourself by being flexible where possible.
- Allow and encourage innovation
- Reduce Risk
