Broome Facility Overview• Buckley’s Road Waste Management Facility nearing end of operational

life

• New site identified and approval applications proceeding

• Liquid waste lagoon at landfill has been de-commissioned, as footprint needed for waste disposal

• Liquid waste treatment facility established in 2015

Page 19: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

Broome Issues and Needs• Limited airspace at landfill• Future site to be secured and established• Buckleys Road landfill to be capped and rehabilitated• Establish a domestic waste transfer station in Broome to support RRRP• Liquid waste (septage) solution required as currently being transported to

Port Hedland

Page 20: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

SDWK Achievements since 2013 RWMPDerby Landfill• Gatehouse software introduced• Landfill Closure Management Plan produced• Operational Management Plan developed• Hydrogeological assessment completed• New clinical waste and asbestos cell developed

Fitzroy Crossing Landfill• Staffed • Waste acceptance controls• Site Extension approved, now 30+years operational life• LCMP produced

Page 21: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

SDWK Facility Overview• Derby Landfill10-15yrs airspace, depending upon compaction, waste

quantity and cover material. Will need to identify potential sites and start approvals process.

• Fitzroy Crossing Landfill: 30yr+ airspace and future site already identified.• Camballin: No change, small trench landfill, less than 300tpa.• Grease trap waste system with capacity for 320 tonnes per year.• Septage waste: Shire informed State Government that Department of

Housing (now Dept of Communities) is responsible for Septage waste so no new facilities planned.

• Facilities contracted to 3rd party to run (Derby & Fitzroy Crossing)

Page 22: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

SDWK Issues and Needs• No fees for domestic waste disposal due to issues with illegal dumping and

high clean up costs.• Derby landfill has 10yrs-15yrs operational life left, new site identification and

approval process underway.• Waste cost significant component of annual budget• Resourcing an issue (staff, time and budget constraints) • Very low rate base.

Page 23: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

HC Achievements since 2013 RWMP• Purchased 20 tonne excavator for landfill• Waste reserve established in 2015 for closure costs (10% of

gate fees)• Warmun landfill closed and rehabilitated• Electronic waste data collection (Excel spreadsheet)• EHO position converted to Health promotion position to

increase waste education and communication• Operational plans and LCMP produced (10++ years

airspace)• Concrete, metal, tyres, batteries, gas cylinders, cardboard,

e-waste currently stockpiled on site• Established tip shop (converted shed)

Page 24: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

Halls Creek Facility Overview• No longer managing Warmun landfill, old site

capped and rehabilitated• Halls Creek landfill 10yrs + airspace remaining• Identification of new landfill site • Considering installation of weighbridge• Halls Creek Liquid waste facility – licenced for

septage wastes, grease wastes, and waste mineral oils. Used by one contractor

• Kerbside collection services provided in house• High transport cost for domestic drop off recycling

Page 25: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

Halls Creek Issues and Needs• Community acceptance of gate fees charged• Customer disputes over waste volume estimate (therefore

cost of disposal)• Needs a replacement/second waste collection truck and

traxcavator/compactor to conserve air space• Issues with getting recyclables collected (e-waste, metals

tyres, batteries, gas cylinders)• Resourcing an issue (waste a part of a larger portfolio)• Not currently collecting waste oil but would like to• Very low rate base• Limited opportunity for recycling due to high costs of

transport to market

Page 26: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

SWEK Achievements since 2013 RWMP• Gatehouse, boom gates, electronic waste data system

installed at both facilities• Wyndham landfill staffed with waste acceptance control• Hydrogeological assessment at both landfills• Purchased landfill lids to preserve airspace• Decommissioned old contaminated liquid waste lagoons

bioremediated sludge until below Class II threshold and buried

• Operational Management Plans (inc SOPs) produced• Constructed new liquid waste lagoons• Potential new landfill site identified

Page 27: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

SWEK Facility OverviewKununurra landfill• Potential airspace • DWER environmental impact concerns• Minimise impacts = longer operational life• New site lease negotiation and assessment underway• New liquid waste facility working

Wyndham landfill• LCMP revised to increase airspace – 8 years operational

life• Community prefer a landfill to transfer station• Option to extend site or new site being assessed

Page 28: Regional Waste Management Plan · 2019. 6. 5. · • Electronic waste data collection (Excel spreadsheet) • EHO position converted to Health promotion position to increase waste

SWEK Issues and Needs• Limited opportunity for recycling due to high costs of

transport to markets• Issues with getting recyclables removed off site• Resourcing an issue (waste a part of a larger portfolio)• Progressing assessment and approvals for the new landfill

site at Kununurra• Currently lack of community support for Wyndham

landfill conversion to transfer station• Landfill operates at a profit and used to subsidise rates• Low rate base.
