Introduction


1. Introduction

The RTCC (Regional Transport Coordination Centre) Operations Dashboard provides access to location-aware real time travel disruption information for the West Midlands Combined Authority Region.

The Dashboard visualises real time information for highways, rail, metro and bus in a fully interactive web-based mapping application, enabling Transport for West Midlands to coordinate a multi modal travel approach, moving people in and out of our region.

Access is available for the TfWM, its partners and key stakeholders within the region.

1.1 Objectives

On completion of this manual you will be able to:

• How to access the system

• How to use the applications i.e. add data, layer control, basemaps, tables, timeslider etc...

1.2 Conventions

Indicates additional useful information.

Indicates an important piece of information, take particular care to read this information.

Bold Text Indicates menu names.

Italic Text Indicates window, screen, page or dialogue box titles.

[F4] Keys on your keyboard are indicated in bold text enclosed in square brackets [ ].

File > Open Moves through a navigation path are indicated with a >. In this case you would click on the File menu, then select Open.

2.1 Login for Internal User

To be able to access the RTCC Dashboard you firstly need to authenticate to the tool.

Use the following URL in your usual Internet Browser to access your enterprise login in Transport for West Midlands

https://maps.tfwm.org.uk/portal/home

Select WMCA Staff.

Your account is linked to your normal network email address and password.




2.2 Login for External User

To be able to access the RTCC Dashboard you firstly need to authenticate to the tool.

Use the following URL in your usual Internet Browser to access your enterprise login in Transport for West Midlands


On request to [email protected] an account can be created by the Data Insight Team.

An email will be received stating your username and password.

Select “ArcGIS login”.

Enter the given Username and Password followed by the button. Your login is all case sensitive.

2.2.1 Changing Your Password.

If it is the first time you have logged in, you will be requested to setup a security question and change your password.

Using the dropdown arrows select a question.

Select the question and enter the appropriate answer followed by the button.



To be able to modify your password if you have already logged in.

1. Select your name in the top right-hand corner of the homepage .

5. Enter your original password followed by the New Password using the criteria specified.

6. Re-enter the New password for confirmation.



7. Once complete select .

8. Select followed by to return to the homepage.

3.1 Regional Transport Coordination Centre (RTCC)

This dashboard displays a live view of Congestion disruptions, RTC disruptions, Highways England Alerts, Bus disruptions, Metro disruptions, Rail disruptions and Flood disruptions in the West Midlands region.

3.1.1 Data Source

New Congestion Disruptions, irregularities and RTC Disruptions – Waze. This accepts feed data for both real-time and planned traffic incidents. Waze collects map data, travel times and traffic information from users and transmits it to the Waze server. Waze users ("Wazers") can report accidents, traffic jams, roadworks and other categories of disruption to the road network. Congestion disruptions are calculated automatically using Waze historic information they hold on the usual speeds across road links. The system flags any road links that are slower than normal. The Waze data is updated every 2 minutes.

Highways England Alerts – Highways England web feed. This displays the latest traffic information reported to the Highways agency on Motorways.

CICO Disruptions - Service update emails (i.e. if a bus report says road is blocked) or from the RTCC monitoring itself.

Bus Disruptions – Internal Journey Planner – ICS (Incident Capturing System).

Metro disruptions – Twitter in agreement with the Metro Team.

Rail disruptions – National Rail feed from the National Rail DARWIN system.

Flood disruptions – Environment Agency feed.



3.2 TfWM Events Dashboard

By selecting the burger icon in the top right-hand corner, you have the opportunity of opening the Events Dashboard showing current and future scheduled events. This opens an additional web mapping application.

On the far left you can choose a specific filter and turn on or off the current restrictions or items that are scheduled to occur two weeks ahead.

Should the items be highlighted blue then the filter is “Off”

By selecting either “Current Restrictions” or “Two Weeks Ahead” will display only the restrictions for that time period. In this example “Two Weeks Ahead” is selected.



Displayed to the left of the map is the legend



And on the right of the map a description of the disruption.

By selecting an item in the events calendar will zoom the map view to the particular location.



By selecting the event again will return the calendar back to the home view.

By selecting one of the dots on the map will display more of a description of the event.

By selecting the icons on the description tile will display other events scheduled at the same location.



3.3 Highways

At the top of the page are the live current metrics of traffic disruptions throughout the TfWM network. The values are updated every 2 minutes.

By hovering over the right-hand corner of a notification widget will display a zoom icon enabling you to maximise the size of the widget.

3.3.1 RTC Disruption Tab

Displayed is a chart showing a description of the RTC Disruption, stating the Type of Accident, the location, the time of the alert and the last time is was reported.

By selecting the incident in the Waze Road Traffic collision Disruption table will zoom the map to the location of that RTC Disruption.



Then by selecting the incident on the map will display a pop-up showing details of the disruption.



3.3.1.1 Alert details

3.3.1.2 Using the map.

Search. Enables the user to search for a particular address or place on the map.

Select the required address and the map will centralise to the chosen location.



Home. Once selected the map will return to the home view of the West Midlands region.



Legend. When selected, a legend is displayed explaining what the following icons displayed on the map represent:

Layers When selected, the required layers can be displayed by selecting a checkbox next to the item.

To remove a particular layer, remove the check from the box.

Basemaps: The ability to change the background basemaps.

Imagery This map features satellite imagery for the world and high-resolution aerial imagery for many areas.



Light Gray Canvas This map provides a detailed vector basemap for the world featuring a neutral background style with minimal colours, labels, and features.

Navigation (Local Language) This web map provides a detailed vector basemap for the world featuring a custom navigation map style. Labels are in local languages at large scale.



OS MasterMap High-resolution backdrop map data includes:

• a comprehensive range of features such as Roads, railways, vegetation, boundaries,

urban Extent, buildings.

• Rich topographic data content, uncluttered and clean mapping

OS VectorMap Local A highly detailed, customisable, street-level map, OS VectorMap Local shows fences, building outlines, paths and street names, for the accurate lie of the land.



OS VML MasterMap High-resolution backdrop map data includes:

• a comprehensive range of features such as Roads, railways, vegetation,

boundaries, urban Extent, buildings.

• Rich topographic data content

• Uncluttered and clean mapping

Topographic Topographic map which includes boundaries, cities, water features, physiographic features, parks, landmarks, transportation, and buildings.



World Imagery (Clarity) This tile layer is designed to present imagery from an archive that may be clearer and/or more accurate than what is presented in the default World Imagery map.

Zoom In

Zoom Out To Pan across the map, select and hold down the left mouse button.

This will display a Pan icon which will enable you to move the map around.

In the legend: or centralises the view back to the initial disruption.

Highlights the spot of the disruption.



3.3.2 New Tab

Displayed are the number of new Congestion Disruptions reported in the last 2 minutes.

By selecting the Jam in the Waze Jam Disruptions table will zoom the map to the location of that Jam.



To understand how to use the map features please see 3.3.1.2.



3.3.3 Irregular Tab

Irregularities are events and jams that exceed ‘normal’ conditions.

KRN – Key Route Network

Therefore, the notification widget above is stating that there are 3 irregularities appearing on 3 of 23 key route networks in the West Midlands.

By selecting the Irregularity in the Waze Irregularities table will zoom the map to the location of that disruption.



3.3.4 Ongoing Tab

Displayed on the Ongoing tab are the Congestion Disruptions that have just been reported.

Also displayed are the number of Existing Disruptions that were reported more than 2 minutes ago.

By selecting the disruption in the Ongoing Waze Jam Disruptions table will zoom the map to the location of that disruption.



3.3.5 Gauge Tab

The Gauge Tab shows the cumulative total of the RTC Disruptions, New Congestion Disruptions and Existing Disruptions with a chart title of Waze RTC and Jams Total.



3.3.6 HE (Highways England) Alerts Tab

The Highways England tab shows disruptions reported to the Highways agency.

By selecting the disruption in the Highways England Disruptions table will zoom the map to the location of that disruption.



3.3.7 CICO Disruptions Alerts Tab

The CICO Disruptions tab shows disruptions that have been reported by the CICO’s which they have received by service update emails or from the RTCC monitoring itself.

By selecting the disruption in the CICO Disruptions table will zoom the map to the location of that disruption.




3.3.7.1 How do CICO’s Raise an Alert?

Once a CICO has received a service update email they can update a form, that can be found using the following link:

The results on the form creates a web service that can be fed into the gis (geographic information system).

Specify the priority of the disruption.

Enter the date and time that you raised the disruption.



Followed by the date and time that you would like the disruption to be closed.

This maybe later than the Incident as there might still be a bit of a delay even though the disruption has cleared.

Enter the date and time of when the disruption started.

Followed by the time you believe the disruption will be over.



Enter the title of the incident.

Enter the subject of the incident.

Then enter a full description of the incident.

Select where the incident is located on the map. If required search for the location using the find window.



Select “Submit”.

The CICO Disruptions widget count will be increased by one.



By selecting the disruption in the CICO Disruptions table will zoom the map to the location of that disruption.

To modify the incident i.e. close the incident down, you will need to either use the “CICO” Disruptions Map link

available under the burger icon use following link to access the appropriate app:

By selecting the incident on the map the details of the incident are shown.

To modify the incident i.e close the incident down, you can select the Update button

Select the incident on the map.



Find the Processed field.

Change the “N” to a “Y”.

Select the “Close” button

The CICO Disruption wizard will be decreased by 1

If you do not set Processed to “Y” then the disruption will always stay on the map, irrespective if the dates set on the form have been passed.



3.4 Public Transport and others

3.4.1 Bus Tab

The Bus Tab shows any Bus Disruptions in the West Midlands region.

By selecting the disruption in the Bus Disruptions table will zoom the map to the location of the particular disruption.



3.4.2 Network Rail Tab

The Network Rail Tab shows any Rail Disruptions in the West Midlands region.

By selecting the disruption in the Network Rail Disruptions table will zoom the map to the location of the particular disruption.

A table is displayed showing details of the disruption including the routes affected and a description of the issue.



3.4.3 Metro Tab

The Metro Tab shows any Metro Disruptions in the West Midlands region.

By selecting the disruption in the Metro Disruptions table will zoom the map to the location of the particular disruption.



3.4.4 Flood Tab

The Flood Tab shows any Flood Disruptions in the West Midlands region.

By selecting the disruption in the Flood Disruptions table will zoom the map to the location of the particular disruption.




3.4.5 Alerts Panel

Should there be an alert that needs to be broadcast, an Alerts Panel will be displayed describing the disruption.

Once the issue has been rectified then the panel will be removed.

By selecting the appropriate disruption on the map then a popup will be displayed with more details about the issue.



By selecting a link to the disruption in the Alerts panel, then your browser will open displaying more details about the issue.

The Dashboard alert numbers relate to disruptions occurring within the West Midlands Combined Authority Area. The data however extends this boundary to visibly display any disruptions occurring in neighbouring authorities allowing users to have a greater understanding on any problems arriving in and out of our area.
