The Regional Rules (NUR) is a study of the organizational model of the Cantabria territory to raise awareness of the elements and values that shape the landscape of Cantabria. The NUR serves as a generic plan for those municipalities which have no local plan and the rest of the municipalities of the region in a complementary way with the plan. They propose the identification and rehabilitation of heritage and incorporating territorial farming activities compatible with the rural environment. It also incorporates a dynamic view of the landscape, long-term process of renewal and transformation. This represents a deeply change over static and traditional visions. The NUR propose new routes of reflection and proposes new ways for rural and environmental management.
