both elementary and secondary schools
b. Five-year plan of activities that are based on the needs of pupils, students and

charge ofjoumalism in both elementary and secondary schools
11. Each delegation is expected to be at the venue by 7:00 am of January 26 (Sunday)
and to leave in the afternoon of January 29 (Wednesday) right after the awarding and
closing ceremonies for individual contests, radio broadcasting and collaborativepublishing.
12. The conduct ofthe other major activities listed in Enclosure No. 8 shall be charged
against the Regional Fuirds, subject to the usual accounting and auditing rules and
regulations.

18. All delegation heads with their respective SPAs and contestants must beresponsible not only for the food, accommodation and transportation of their Campus
Journalists (CJs)/pupils/students but also for their safety and security all throughout the
RSPC and RFT. Thus, the parents' permit and medical certificates together with the

GENERAL GUIDELINES FOR THE SELECTION OF WINNERS IN T}IE DIFT'ERENTINDIVIDUAL WRITING CONTESTS
The competition in the Individual Writing Contest is dcsigned to showcase the competencies ofcampus journalists, demonstrate their holistic joumalistic skills and proficiency through media
exposure, immersion and press conferenc€s, and promote fiee responsible joumalism.
Only leamers from schools with publications, both in English and Filipino, and,ior maintain a
l€gitimat€ publication staff website for the school year and who won the top seven spots in each
category are allowed to compete in the various individual contests ofthe RSPC.
The following will be strictly implemented and complied with:
A. General:l. To facilitate proper identification, the participants are required to wear their school
uaiform with their valid school ID/RSPC IDs especially during the contest proper.
2. Should there be queqtions and assistance nceded, the participants can only raise their
concems to the assigned proctor. The proctor shall refer them to the Rcgional TWG forappropriate response to their queries or concerns.
3. Contestanls should not put any identifing mark on the contest entrv or answer sheet.
4. The top seven wimers per medium shall be recognized and the points they will gamer
will be included in the computation ofthe overall scores.
5. Any violation of the stipulated guidelines will be grounds for disqualification of theparticipant.
6. The decision of the members ofthe Board of Judges in all aspects of the contest shall
be deemed final and irrevocable.

4 Photojournalism
a. Preparation:
l) Padicipants should be at the contest venue thirty (30) minutes before
the orientation.2) The photojoumalists are allowed to use any Digital Camera (point and
shoot only) with a maximum of 16 megapixels. Contestants who shallbe bring any DSLR and other high-end cameras will not be permitted
to ioin the photo shoot.
3) The student contestant should bring his own camera cable foruploading of pictures.
4) Cellular phones, exlra digital cameras, extra storage card or any
additional materials/equipment are not allowed in the contest area.
b. Memory Card l,oading:
The contestants will load the storage card in front of theexaminers/proctors.
c. Photo Shoot
l) After announcing the contest theme/topic, the first shot (cgntrol shot)
by all contestants should be focused on one subject as determined bythe examiner/proctor.
2) Every contestant is given one (1) hour to take pictures, which does not
include the loading and unloading of the storage card in front of theexaminers/proctors.
3) During the actual photo shooting, the advisers, trainers, and parents ofth€ contestants are NOT allowed in the venue.
4) The contestants are allowed to take ten (10) photos, but only six (6)
shots (including the control shot) will be submitted as official entries.5) Five (5) best photos and the control shot will be uploaded by the
cbntestant to the RTWG assigned laptop/deskiop for judging.
6) Captions per picture should be encoded by the contestant uponuploading ofthe photos to the laptop/desktop.

GENERAL GI]IDELINES FOR GROI]P CONTESTS(SCHOOL PAPER, e.DOCIJMENT and e-PIIBLICATION)
The goup contest is open to Elementaq/ and Secondary schools whose school papen belong to thetop/ best in the division.
Only those school papers that have rron in at least four sectionvcategory shall be declarcd asone of the Best School Papen in the negiotr,
The top ten (10) winnen in each s€ction per medium (English and Filipiro) will be aflrormced.
However, the points garnercd by each publication shall be added only to Group Contest -Newspaper Category, if the school papers will qualify in criteria B.
The decision of the members of the Board of Judges in all asp€cts of the contest shall be deemedfinal and irrevocable.
The School Paper may be submitted in ary of the followirg fonnat:1. Paper-based (print) or E-document (pd| Since the school paper and edocument
entries will be evaluated using the same set of criteriA each division is supposed to
submit ten (10) entries per category, which are composed of school paper and e-document regional qualifiers combined. The requirements for lhe edocument arc thesame as those of the paper-based entries except that they will be in fhe portabledocument lormat (pdD. All Edocuments enlries of each division must be placed inone flash disk and labeled accordirgly.

Each section will bejudged according to the guidelines/criteria set for the section/category.
After a thorough tlree-to-five{ay evaluation by a set of at least twelve judges, each division willsubmit a naximum of 15 winners per s€ction and for each medium @nglish and Filipino) 10 the
Regional Ofilc€. The school paper and edocument entries should b€ properly seaied and labeled percategory. Sufncient copies of the school paper or edocument entries should be included in thepackage. The number of copies should correspond to the number of divisional wirnings of eachschool paper. A lisl of winning division entries should also accompany the package. This list shouldbe duly endorsed by the Schools Division Superintendent to the Curicuhrm and LeamingManagement Division on or before the deadline. Divisions are also required to include tlle result ofthe evaluation duly signed by thejudges to tlle same'omce mentioned. (See enclosure 1a.)
No school is allowed to subrnit their school paper entry (ies) direcdy to the Regional Office.
Since the contest for E-publicaiions is on its early stage of implem€ntation, points gamered by anyschool on this event shall not be added to ltre points eamed by the division. It shall ofncially be partof the comp€tition in 2016.
1- Conceming the content, the same principle of the printed school pap€r shall be applied.However, the E-Publication should be developed as a simple interactive web page.
2. The E-publication's homepage must contain the publication's nameplate and an active
button for every section of the publication (News, Editorial, Features, Science &
. Technology and Sports).

1. The editorial section should lrave at least two (2) pages and should include the following: main

bits, news feature, news analysis, indepth newVinvestigative news and survey news.

1. The Feahres Section should have at least three (3) pages.
2. The featue articles should display unique and creative presentation of topics, logical
organiution and progression of ideas, wdten' facility of the lalguage and proper
citations/attributions of souces.

GUIDELINES FOR TTIE COLLABORATIVE PUBLISHING CONTEST
The competition in collaborative publishing is designed to encourage teamwork amongcampus joumalists and simulate the workplace of an editorial departnent in a publishing
house.
Each division shall organize a tram of seven-member contestants who shall not be competing
in any of t}te regional individual writing contest. Therc will be one team for English and
another for Filipino, both at the elementary and secondary levels. Contestants shall $'ear theirunilorm wrth identification cards
All contestants are required to attend the orientation before the actual competition.Once the contest has starte4 members of€ach team shall no longer be allowed to go back totheir quarters nor report to their respective advisers.
A mini press conference will be held to become the basis for the actual writing of theeditorial, feature and news articles. Either a video of a sports evcnt will be. shown orcoveftrge ofan actual sports event shall be attended by the sports writers. Pictures ofthe minipress conference shall be taken by the photojoumalists and editorial cartoons will beproduced while the rest ofihe team arc doing write-ups, lay-outing and editing.Sports writers and photo joumalists must be ready to watch an actual game where they shallgather appropriate data and,/or conduct interview before and after the game. A pre-game
conference shall be conducted for the introduction of the players, coaches, and toumamentofficials. Consequently, a post conference shall be held for further intcrview and data
gathering.
The team will be given trvo (2) hours for data gathering and writing and another two (2)hours for lay-outing and editing.Each teem will bc re{uired to bring a maximum of (4) laptops installed with eitherPAGEMAKER or IN DESIGN and Photoshop (for the secondary level) and Microsoft
Publishcr (for the elementary) for the lay-out the group's final output. The laptops will bechecked by the RTWG for any other official applications and pre-written documents orrefercnccs therein.

GUIDELINES FOR RADIO BROADCASTING & SCRIPT WRITING CONTESTS
(FILIPINO AND ENGLISH)A. General Guidelines
I . There shall be a separate day for the conduct ofthe script writing and broadcasting
for each medium.
2. Each schools division shall have two separat€ teams composed of seven (7)
members for the English and Filipino categories. The members should not be
participants in any individual contest.
3. No team member is allowed to wear anlthing that may identifi' his school, or
division4. Individual awards include best anchor and best news presenter, while group awards
include best in technical application, best infomercial and best script.
5. In getting the overall results for best radio production, accumulated points fiom the
individual and group awards shall be considered.
6. The decision ofthe members of the Board of Judges in all aspects of the contest
shall be deemed final and irrevocable.
7. Any breach or violation of the stipulated guidelines shall be valid grounds fordisqualification.
B. Scriptwriting1. The students will be given I l/2 hours to prepare a script for a S-minute radio
broadcast, tlnt rncludes an infomercial, which may depict health, environment,
politics and social issues, and four (4) news articles, which may be based on press
releases, raw data, or any other option given by the RTWG. The infomercial shall
have a marirnum length of(l) minute and shall use the language that the group is
competing in. Another 30 minutes will be allotted for the printing of the output.
. 2. Each team may use up to three laptops and an inkjet printer in preparing andprinting of the script. The team should ensure that the laptops they will use for the
contest slrould not contain any document that they may use as reference or model

Broadcast Simulation
1. A broadcast room for the presentation shall be identified in the testing center orcontest venue. Only the contestants, judges and the members of tlle contest
committee shall be allowed inside. The student broadcasters shall be concealed
from the judges all throughout their presentation.
2. T"he orgnizers/host division shall commission an independent sound system
provider to ensure quality audio output. The technical operator shall only set the
sound system before the simulation. A jack/auriliary cord will be provided for the
CD player, laptops and other sources ofsound effects, except mobile phones.

The order of presentation will be identified through drawing of lots by the directors

Provided running time shall be applied.
The organizers shall provide a wall clock or a timer, which will serve as the
official time that can be seen by the contestants and the judges. There will be an
official time keeper.
10. A yellow flaglet shall be raised to signal the team that they have one ( I ) minute leftfor preparation. The green flaglet shall then be raised to signal the team to start.
The yellow flaglet shall be raised again to wam tle team that they only have one
(1) minute remaining and followed by the red flaglet to indicate that their time is
up.
11. The entire production schedule shall be govemed by the zero (0) or perlect score

Specific Guidelines for the RI(FT
CREATIVE DANCE COMPETITIONl. The group is composed oftlree (3) pairs, 3 males & 3 females.
2. Each participating group will create a dance depicting a certain sports of their choice.Example ifthey choose basketball, their steps should include dribbling, shooting, throwingand catching.
3. Time of performance should not excsed 5 minutes including entrance & exit.
4. Props should be naturally placed on stage during the performance but has no bearing orweight for judging.
CRITERIA FOR JUDGING:
A. Creativity 25YoB. Choreography - 20%
C. Grace & Footwork 25%
D. Mastery & Coordination 20%E. Attire 10%
Total 100%
STORY TELLING
l. Contestants will be gathered in the assigned room.
2. Coaches and parents are not allowed to mingle with the contestant as the competition
stads.
3. Each contestant will be given a maximum time of 3 minutes to deliver the piece.
4. The winner will be chosen by the panel ofjudges based on the general criteria below:
