Beryl Fishwick extended a warm welcome to all and in particular to our honoured guests and explained that in the absence of the County chair, Beryl as Vice President would be chairing the first part of the AGM before handing over to the new chair.

5. Revised County Constitution.

Beryl Fishwick explained that the Executive Committee recommended that the County Scout Council Membership should be revised within the County Constitution. Copies of the amended Constitution were included in the AGM Agenda Booklet and had been available to download from the County website.

Beryl went on to explain the changes were:

Addition of DESCs to be consistent with ADCs being included

Addition of County Network Leaders

Addition of a Youth Representative from each District

SAS Chairs to be changed to SAS Managers

Removal of Skills Instructors and County Advisors

There were no questions put to Beryl.

The amended Constitution was Proposed for acceptance by Sue Heald and Seconded by Chris Watson.

6. Membership of the Scout Council

The membership of the Scout Council is detailed in the booklet, Beryl highlighted that Philip Malpress’s family have expressed a wish for him to be removed from the Vice Presidents list due to ill health.

7. The Annual Report and Accounts for the year ended 31st March 2013.

Copies of the Annual Report were available for all present, with additional copies provided to each DC to distribute throughout the County.

The County Treasurer, John Greenwood, reported that WYStrading had suffered this year both from eco-nomic climate and the bad weather with a number of long outstanding bookings cancelling in parallel with a number of costs, such as gas and insurance, increasing. The Board Directors have met and presented a financial plan to the County Executive to increase turnover and cut costs in 2014.

The County on the whole has had a good financial year, with support of Scouting in the County creating a surplus of £37,721, compared to a deficit of £20,053 in 2012.

Reserves are being held to ensure that the level of activity can be maintained for at least one year, with-out income through a policy to hold between 75% and 100% of one years gross expenditure.

There were no questions on the night John offered to respond to any additional questions if they arose later.

The accounts were Proposed for acceptance by John Greenwood and Seconded by Wendy Gill.

8. The County Commissioner’s nomination for County Chair.

Beryl Fishwick handed over to Mark Stageman, County Commissioner to nominate the County Chair for 2013/2014. Mark nominated Linda Malloy.

Sue Heald thanked all members of Council for their Nominations and their subsequent involvement in the postal ballot. Sue went on to announced the results of the ballot for the Elected Members to the County Executive.

11. The County Commissioners nominations to the County Executive Committee.

The County Commissioner’s nominations are:

Carolyn Driver, Elaine Cough, Gareth Pierce and John Reynolds.

Mark confirmed that additionally the County Scout Network Commissioner, Matt Turner, is an ex officio member; the Regional Commissioner for the North East of England, Vicki Pearson, has the right of attendance and the remainder of the Executive is made up of co-opted and invited members as required. Mark thanked all members of the Executive Committee for the sterling work they have undertaken over the past twelve months.

12. County Members to the Council of the Scout Association.

Mark confirmed that as part of our constitution we nominate both an Adult and Youth Member of Council to serve as a member to TSA Council for three years. The current nominated representatives, Rachael Pierce , Adult Rep, and Matthew Turner, Youth Rep, have now fulfilled their term and Mark thanked them for their service.

Sue Heald again thanked members of Council for the nominations received and announced the results of the postal ballot held of Council.

13. The County Commissioner – Mark Stageman.

Mark summed up the year and was pleased to announce that over 9000 people are involved in scouting in the County which is the highest number for the last 10 years.

Green Withens and Bradley Wood continue to thrive with thanks to Peter Haigh and Peter Whitworth and their respective teams.

Our chosen charity for the year has been Simon on the Streets and there has been various events to highlight the homeless issue.

Key phrases for next year are Empowerment, Valued and Proud.

Mark concluded by presenting various service awards to members present, including the Chief Scout Commendation for Good Service and Awards of Merit.

14. Himalayan Adventures Presentation.

The County contingent to India gave an illustrated talk on the 2013 County expedition to India . The contingent was formed from 9 leaders and 40 young people from throughout the County. Mark Stageman congratulated the contingent on a successful expedition and received the County flag back from the contingent.

15. The meeting closed and everyone retired for refreshments in the bar.
