Brief Recap: The Mission
FEMA Mission Assignments for EPA ($83M): • sampling and analysis of ambient air, debris, water • "washdown" of personnel & vehicles• removal & disposal of hazardous materials• vacuuming of dust & debris from streets• monitoring discharges to Hudson River• provide data & health info to the public • Assist Financial District in retrieving electronic files/papers• Supplying PPE to rescue workers

• NYC under a state of Siege• City-lead response (w/FEMA funding)
– FDNY controlled WTC site– NYPD controlled the landfill– NYCDDC ran debris removal– HQ’ed from NYC EOC
• Site work focused on human remains recovery• Initial (EPA) taskings were from the White House• Significant portion of EPA workers not emergency
responders• ICS commitment was within ER program, not the Agency• Used some ICS “tools”, rather than true ICS

• Sampling & Data Management was assigned within Operations Section, some tactical decisions made at RA/DD level
• Environmental monitoring mission transcended the entire response• ICS organization didn’t include substructure for IT support, risk
assessment, and overall scientific & data management support• Multitude of organizations conducted sampling under no common
umbrella, including within EPA (HQ/ORD assets)• Public data release controlled by HQ OEI (not in command structure)• Some sampling decisions made in reactive mode• No clearly defined & documented sampling objectives (QA Plan) led
to lack of any exit strategy. Substantially the same air sampling program in May ’02 as in September ’01.

activity (IT, scientific support, logistical support) within Region & HQ
• Operated primarily as single agency command, subordinate to NYC
• Demobilization was problematic – key functions not always replaced & duration of duty tours were not clearly defined

RNC Pre-deployment
• USCG COTP-NY is pre-designated OSC for Manhattan
• EPA supported Coast Guard-led organization in integrated ICS structure, staged at COTP-NY facility
• EPA deployment was supported by Area Command org in Edison RRC (strategic planning, logistics, finance)
• Expansion plans for EU to relocate to Edison RRC if need for expansion
