Above: L to R: Cpt al mundo and capt paul mawn. Spring in Boston began with the Chapter meeting of 1 April. Senior Vice Commander LTC Fred Maguire opened the meeting and presided, explaining that the Chapter Commander, LTC Walt Stamper was experiencing medical issues and expressed the hope that he will soon be back on duty. The guest speaker, LTC Gerald Wellman, and cadets Jacob Medina and Brittany Brancado of the JROTC Clipper Battalion at East Boston High School were introduced.

LTC Mike Lavey gave the Treasurer’s report stating that all bills of the Chapter had been paid to date, and also reporting on the Chapter’s current cash balances. COL Willwerth gave the Adjutant’s report consisting of minutes of the last meeting. Both the Treasurer’s and Adjutant’s reports were accepted without alteration.

It was then reported that the 2013-2014 YLC (Youth Leadership) program in cooperation with Norwich University was recently completed. 150 students completed the program in four sessions. The need for additional local recruiting to support this program was emphasized and LTC Wellman was given a direct invitation for students at East Boston High School to participate in the future.

CPT Al Mundo, chairman of the Nominating Committee, presented the report of that Committee. See below for a list of those nominated. Accordingly, the slate presented was duly placed in nomination. No nominations were made from the floor. Elections will be held at the May meeting, and installations will occur at the June meeting.

LTC Maguire reported that over the next three months the Chapter will give MOWW awards to 3 ROTC and 22 JROTC units. CAPT Alan Rieper will supervise and coordinate this program again this year.

LTC Maguire also reported that MOWW Gold Award Recognition certificates have been or will be awarded at the following Girl Scout Gold Award ceremonies: Quincy, already held on March 23, Medfield, already held on March 29, Pepperell, already held on March 30, Duxbury on June 1, Newton on June 8 and Natick on June 10.

CDR Bob Gillen, the Massachusetts Department Commander, sent word that new contact addresses for National Headquarters had been issued (see below) and that under new guidelines each chapter will have to file a Chapter Activity Report annually (Form 27),After the break for lunch,, LTC Gerald Wellman, Senior Instructor, JROTC East Boston High School assisted by Cadets Jacob Medina and Brittany Brancato gave an interesting presentation concerning the JROTC program .

LTC Wellman is a 21 year US Army Veteran, former MIT ROTC Professor of Military Science, and has been directly supporting JROTC”s “Clipper Battalion” at East Boston High School since 1993. He is supported by three retired non-

commissioned officers. The East Boston JROTC “Clipper Battalion” consists of 330 cadets out a cultural diverse school population of 1,342. Currently Boston has ten (10) JROTC programs: (6 Army, 2 Marine Corps, 1 Navy, and 1 Air force). The JROTC’s primary goal is to ensure that each cadet will graduate from high school through a curriculum of citizenship, integrity, respect, and instruction in leadership. .

Each luncheon attendee was given a wireless remote to record their answers to a test quiz displayed on the screen. After everyone answered a particular question, each individual’s answer would be displayed and compared against the correct answer. This interesting feature demonstrated that the JROTC program is digital and self-contained.

The Junior Reserve Officers' Training Corps (JROTC) is a Federal program sponsored by the United States Armed Forces in high schools across the United States. The program was originally created as part of the National Defense Act of 1916 and later expanded under the 1964 ROTC Vitalization Act. Female participation was in implemented in 1973. According to Title 10, Section 2031 of the United States Code, the purpose of Junior ROTC is "to instill in students in [United States] secondary educational institutions the values of citizenship, service to the United States, personal responsibility and a sense of accomplishment."The primary goal is for each student enrolled to complete High School.

The Department of the Army has declared those objectives for each cadet to be:

Developing citizenship and patriotism;

Developing self-reliance and responsiveness to all authority.

Improving the ability to communicate well both orally and in writing;

Developing an appreciation of the importance of physical fitness;

Increasing respect for the role of the U.S. Armed Forces in support of national objectives; and

Developing knowledge of team and basic military skills.

Taking 3–4 years of the course grants cadets the ability to rank higher if they pursue a military career.Boston has offered military education to high School students since 1880, but the 1964 reorganization to expand JROTC, eliminated financial support for Boston’s JROTC, and resulted in no JROTC program until 1976 when funding was reestablished. The “Clipper Battalion”, initially organized in 1880, has remained a viable and active organization since. The JROTC at East Boston High School is considered as a direct part of the School Day and is scheduled as a class period each day five (5) days a week.LTC Wellman estimates that approximately 20% of the “Clipper Battalion Graduates will go into the military in the future. The objective is “Find a way for your passion to make the world a better place.”

presented with a MOWW Certificate of Appreciation and a MOWW Challenge coin.

Next Meeting – 6 May 2014We have asked for the courtesy of an RSVP for those planning to attend this meeting because we expect larger than normal attendance and we may need to ask the Union Oyster House to provide us with an alternative room. Here is what is on the agenda;

Apart from Officer elections and normal business, we will be hearing LTC Ted Weibel, USAF, Professor of Air Science at MIT, will brief us on the AFROTC program at MIT. This is the first time within memory that we have had an Aie Force speaker from MIT, which has been a quiet, but staunch, supporter of the all three service ROTC programs. We expect that members will be greatly interested in LTC Weibel’s remarks. LTC Weibel’s picture is shown below. Detachment 365 at MIT includes cadets from MIT, Harvard, Tufts, Wellesley, Salem State, Endicott and Gordon College. There are approximately 60 cadets in the unit, and LTC also supervises many AFIT scholars and fellows. He is a 1992 graduate of the US Air Force Academy.

We will be presenting awards to three NROTC midshipmen who will be accompanied by companion and CAPT Mary Jo Majors. This will continue our program of honoring the achievements of cadets and midshipmen while they are in their ROTC programs and upon commissioning. Many thanks are due to Mary Jo for her efforts to implement this year’s program. She is shown below recently receiving the Patriot Award of the Ahern Family described in last month’s bulletin.

Those companions who attended the meeting at which LT Geoffrey S. Mullis, Royal Naval Volunteer Reserve, (Fmr), described his WW II service will have an opportunity to renew

acquaintance with Geoff. The Chapter is presenting an award to him in recognition of his patriotic services in connection with the D-Day landings in Normandy, the 70th anniversary of which will be celebrated on 6 June of this year. On that historic occasion, Geoff was a fighter aircraft direction officer on the lead ship into Utah Beach, the H.M.S. Enterprise, a light cruiser that was not expected to survive the assault.

In honoring Geoff, we are also recognizing the role and skill of the officers and crew of H.M.S. Enterprise, which not only survived, but also bombarded enemy shore emplacements until her gun tubes were worn out, firing approximately 9,000 six-inch shells at Utah Beach, St. Martin de Varreville, Cherbourg and other locations. Geoff is one of the very few people who can say they served the entire War from its declaration in September 1939 to the Japanese surrender in August 1945.

Informal Dinner Reception

The MOWW Commander in Chief, Captain Debbie Kash, USAF (Ret) is planning to attend the Convention. Region I Commander CAPT Harry Weinberg is planning to have an informal no host dinner reception Friday evening, 6 June 2013 in the Portsmouth, NH/Kittery, ME area. As always attendance is purely voluntary. As we get closer to the Convention date, he will provide more detailed information regarding the informal dinner.

REMEMBERING THE GREAT WARWe continue our picture inserts of World War I as we approach the 100th anniversary of its commencement. One of the effects of that conflict was that it shattered the political makeup of continental Europe, as these pictures remind us. The peace of Europe was based on two alliances. Germany, Austria-Hungary and Italy were allied in the Triple Alliance and England, France and Russia formed the Triple Entente. Italy was the only one of the six to stay out of the war, changing sides and entering the year after war began. Russia left the War in chaos, anarchy and revolution affecting the world for the next 70 years. Austria-Hungary was divided into its constituent parts with issues of the allocation of territories unresolved to this day. Italy’s decision to enter the War paved the way for its post-war Fascist government. France and England were drained and finished the War exhausted. And we need not reflect on the consequences for Germany and the world.

In 1914, most of Europe was ruled by monarchs, notable, but relatively recent, exceptions being France and England, which became democracies only in the last third of the 19 th Century. It has often been said that Austria-Hungary, which spread over central and southern Europe, had the most modern, federal form of government of the three, and might have developed into an ethnically-diverse democracy had it survived. Kaiser Wilhelm was exiled, Tsar Nicholas was assassinated, and Emperor Franz Joseph died in 1916, his successor being exiled at the end of the war.

It is tragic to note that the archduke, who was highly intelligent, progressive and a strong advocate of European peace, made the trip to Serbia to improve relations with that country. The OTHER pictures are mobilization photographs. The declaration of war by Austria-Hungary against Serbia forced Russia to intervene against Austria, which forced Germany to intervene against Russia, forcing France and England to enter the war. Italy might have remained on the sidelines, but Ultimately did not.

TODAY: BELGIAN PRIME MINISTER ELIO DI RUPO, KING PHILIPPE, AND PRESIDENT OBAMA SALUTE THE FALLEN IN FLANDERS FIELD, THE AFTERMATH OF THAT WAR IS STILL REMEMBERED, AT LEAST AS A FORMAL MATTER.
