Report on the assessment of the Impact of Particulate Matter on the Reserved Forest
in the Study Area and Its Mitigation Measures
1.0 INTRODUCTION
Introduction of Project Proponent
Emami group founded by Mr. R. S. Agarwal and Mr. R. S. Goenka in 1974 is a well-diversified,
professionally managed group with the turnover of Rs. 9,000 Crore. Emami group has established
itself in other sectors as; FMCG, news print, writing instruments, Health care and Hospitals, Retail
pharmacies, Departmental stores, Bio diesel, Edible Oil, Real estate and construction. Now, the group
is planning to vary its field of operation to manufacturing of Cement.
Emami Cement Limited is an incorporated Company under Company’s Act 1956, is a unit of Emami
Group and has entered MoU with Government of Chhattisgarh for setting up of an Integrated Cement
Plant along with Limestone Mine and Captive Thermal Power Plant in Risda, Kukurdih and Dhandhani
villages of Balodabazar Tehsil of District: Balodabazar -Bhatapara (Chhattisgarh).
Emami Group is also setting up cement plant in other states; Grinding Unit is under construction in
Panagarh (West Bengal). Company’s Head quarter is in Kolkata, it has a Pan-India presence and
footprints in various countries across the world.
Description of the Existing Project
Emami Cement Limited (ECL) has an existing Integrated Cement Plant having Clinker production
capacity of 1.98 MTPA, Cement 2.50 MTPA and CPP 30 MW at Balodabazar Tehsil of District:
Balodabazar -Bhatapara (Chhattisgarh).
ECL has obtained all the requisite clearances / consents for the same from the concerned authorities.

Emami Cement Limited is now proposing for the expansion of Clinkerization Capacity from 1.98 MTPA
to 3.20 MTPA along with installation of 9 MW WHRB at Villages: Risda and Dhandhani, Tehsil:
Balodabazar, District: Balodabazar - Bhatapara (Chhattisgarh).

Details regarding Forest in the Study area
No National Park, Wildlife Sanctuary, Biosphere Reserve, Protected Forest falls within 10 km radius of
the plant site.
Three Reserved Forest (RF) exist within 10 km radius of the plant site which are as follows:
o Dhabadih RF (SW direction from the plant site)
o Sonbarsa and Latuwa RF (NNE direction from the plant site)
o Mohtara RF (NE direction from the plant site)

Characteristics of the Reserved Forests
The vegetation in the Dabhadih, Sonbarsa & Latwa RF is sparse and patchy; and also shows a relatively
poor species diversity with a little associated fauna. Dominant species of flora here are Agave
americana, Procera juliflora, Careya arborea, Acacia katechu, and a few trees of Terminalia tomentosa
and Cassia fistula. The butterfly diversity here is the poorest perhaps due to absence of species specific
food plants. Also, there are ‘tell tale signs’ of wood collection from this patch and a Kutcha Road
passes right through this Reserved Forest increasing its vulnerability to other such biotic pressures.

2.0 OBJECTIVE OF THE STUDY
Application for obtaining Environmental Clearance for proposed expansion project by Emami Cement
Ltd. (ECL) at Balodabazar - Bhatapara was submitted to MoEFCC, New Delhi on 09th Oct., 2013.
Project was appraised by EAC (Industry) on 19th December, 2013 and subsequently, ToRs were
prescribed by MoEFCC on 31st January, 2014 and revised ToRs on 01st July, 2015.
Based on the ToRs prescribed to the project, the project proponent submitted an application for
Environmental Clearance to the MoEFCC online on 04th March, 2016.
Project was appraised in the 5th Meeting of EAC (Industry - I) dated 30th March, 2016; wherein some
additional details was sought vide MoM displayed on the website of MoEFCC, New Delhi. One of the
additional details sought is given as under:
i. The project proponent should undertake a study to assess the impact of particulate matter on the
reserve forest in the study area and submit a report to the Ministry and Regional Office.
In order to comply with the additional details sought by EAC, ECL have conducted a short term study
to assess the Impact of Particulate Matter on Reserved Forests in the study area.
3.0 METHODOLOGY
To assess the Impact of Particulate Matter (PM) on Reserved Forests (RF) in the study area, Emami
Cement Ltd. has adopted following methodologies:
� Short Term Methodology
By this method, the impact of Particulate Matter on RF has been assessed by “Air Quality
Impact Prediction / Modelling”.
� Long Term Methodology
ECL will conduct detailed study on the Impact of Particulate Matter (PM) on Reserved Forests in
the study area by Reputed Institute.
4.0 SOURCE OF PARTICULATE MATTER IN CEMENT PLANT
Following are the main sources of Particulate Matter in the Cement Plant:
� Point Source Emissions
Point source emission includes the emission from various Stack (Raw Mill / Kiln, Cement Mill,
Coal Mill) during operation of the cement plant.
� Fugitive Emissions
Fugitive emissions are the air pollutants released in the ambient other than those from stacks or
vents. Major sources of fugitive emission in cement plant are:
� Storage and handling of Raw Materials and Finished Product
� Material Transfer
� Transportation

5.0 DETAILS REGARDING RESERVED FOREST IN STUDY AREA W.R.T. POINT SOURCE IN CEMENT PLANT
The present study is confined to the impact of particulate matter on the Reserved Forest falling within
10 km radius of the plant site; moreover, focuses on Dhabadih Reserved Forest citing the close
proximity of the Reserved Forest from the plant boundary.
The approximate distance and direction of the Reserved Forest falling within 10 km radius study area
from the Point Source Emission of PM in Cement Plant is given as below:
� Dhabadih RF (1.0 km in SW direction)
� Sonbarsa and Latwa RF (7.5 km in NNE direction)
� Mohtara RF (10.5 km in NE direction).

Also, the dominant wind direction during the baseline study period is from SW to NE and remains this
way for majority of the year i.e. 8 months.
Dhabadih Reserved Forest which is approx. 1.0 km from the point source emission falls in the upwind
direction hence, the impact due to proposed expansion project of Emami Cement Ltd. will not be
deleterious.
Sonbarsa & Latwa RF and Mohtara RF falls in the downwind direction (i.e. NE) of the plant site, but the
significant distance between them desists the impact on the sensitive receptors significantly.

6.0 PROBABALE IMPACTS OF PARTICULATE MATTER ON RESERVED FOREST IN THE STUDY AREA
� Particulate Matter can be suspended in the air for long periods of time. Thus, it could screen out
sunlight; settle as dust on leaf thereby blocking stomata with the reduction in light required for
photosynthesis, increase in leaf temperature due to changed surface optical properties, lowering
of plant’s conductance to CO2, simultaneously interfering with photo system.
� Changes in visibility: Nearby reserved forest may face haze and visibility impairment if PM
emission level is not kept within the permissible limit. Hence, Increased visibility is the most well-
understood and predictable effect of changing particulate matter standards.
7.0 IMPACT PREDICTION THROUGH MATHEMATICAL MODELLING
Prediction of impacts on air environment has been carried out employing mathematical model based
on a steady state Gaussian plume dispersion model designed for multiple point sources for short term.
In the present case, AERMOD version 8.1 dispersion model based on steady state gaussian plume
dispersion, designed for multiple sources and developed by United States Environmental Protection
Agency [USEPA] has been used for simulations from Industrial sources.
The model simulations deal with major pollutant Particulate Matter (PM10) emitted from the proposed
expansion project of cement plant.
Modeling Procedure
Prediction of ground level concentrations (GLC’s) due to proposed expansion of Cement plant has been
made by AERMOD version 8.1 as per CPCB guidelines. It is US-EPA approved model to predict the air
quality. The model uses rural dispersion and regulatory defaults options as per guidelines on air quality
models (PROBES/70/1997-1998). For this study, uniform polar receptors on flat terrain have been assumed.
Meteorological inputs required are hourly wind speed and direction, ambient temperature, stability class,
and mixing height.
Presentation of Results
In the present case, Short-term simulations were carried to estimate concentrations at the receptors to
obtain an optimum description of variations in concentrations over the site in 10 km radius covering 16
directions.
The incremental concentrations are estimated for the monitoring period. For each time scale, i.e. for 24 hr.
the model computes the highest concentrations observed during the period over all the measurement
points.
Existing value has been covered in the Background Ambient Air Quality Monitoring.
In order to predict the impact of particulate matter on reserved forest, two stations were selected
near these reserved forests. Ambient Air Quality Monitoring depicts that PM10 emission level is 62.1 to
63.8 ug/m3 which is well below the permissible limit.
Apart from this, incremental concentration predicted through mathematical modeling is given as:

Resultant concentration calculated after adding the predicted incremental value to the existing
ambient air quality baseline value, results were found to be well within the prescribed National
Ambient Air Quality Standards.
Hence, the impact of PM on the air quality of the reserved forest in the study area due to the proposed
expansion project will not be deleterious either in upwind or downwind direction. More importantly,
mitigation measures will ensure the desired ambient air quality.

7.0 MITIGATION MEASURES
Following mitigation measures have been adopted by Emami Cement Ltd. to control the PM emissions
from Cement Plant:
� Point Source (Stack) Emissions
To keep the PM emissions from stack below 30 mg/Nm3, all major sources of air pollution (i.e.
kiln, cooler, cement mill etc.) has been provided with adequate air pollution control equipments
like Bag House / Bag Filters / ESP.

Dust may be generated here due to carryover by wind. However, to avoid this, clinker and
fly ash will be stored in silos; and gypsum in covered shed. Details regarding storage

� Material Transfer
Dust will be generated from all the transfer points of belt conveyors. This will be
controlled by providing bag filters at all transfer points. 60 nos. of bag filters have been
installed at various material transfer points to control fugitive dust emissions.
� Transportation
Transportation of clinker to the clinker silo will be done through covered conveyor belt in
a very controlled manner; while that of the fly ash to fly ash silo will be done
pneumatically from tankers. This will help in reducing the fugitive emissions.
Movement of heavy trucks/ vehicles on the non-metallic road generates substantial
quantity of dust emission. This is due to the presence of dust over the road, which is
carried away by wind.
To control the generation of dust, all the roads inside the plant premises is concreted.
Regular sweeping of all the roads and floors will be done by vacuum sweeping machine.
Sprinkling of water through tankers is being done on bare lands and roads.
� Other Measure Being Implemented in the Cement Plant to Reduce the Fugitive Emission
� Maintenance of Bag Houses and ESPs
Periodic scheduled maintenance of the Bag houses includes replacement of bags,
checking the performance of the Bag House, maintenance of ID fans etc.
The information on performance of Bag Houses and ESPs in relation to the process/
production conditions will be collected to optimize the efficiency of Bag Houses and
ESPs.
Adequate capacity bag filters and bag houses in the project installed for higher loads and
gas flow, which can meet the proposed enhancement in production.
� CPCB Guidelines for control of fugitive emissions is being / will be followed
� Enclosures are provided for unloading operations.
� All transfer point locations are fully enclosed.
� Atomized water spraying system is provided on raw material unloading hopper
(limestone).
� Water Spray on roads and other areas by Mobile tanker / water sprinklers.
� All the Roads inside the plant premises are being concreted.
� Regular sweeping of all the roads and floors are being / will be done.
� Dust collected from air pollution control equipment is being / will be totally recycled in
the process.
� Fly ash will be pumped directly from the tankers to silos pneumatically in closed loop or
mechanically such that fugitive emissions do not occur.

� The packing machine is equipped with dust extraction arrangement. Dust is captured in
bag filters.
� Greenbelt Development / Plantation
Out of the total project area i.e. 188.35 ha, 62.16 ha area (~33% of the total plant area) is
being/will be developed under greenbelt/plantation. Greenbelt will be developed all around the
plant boundary.
ECL has already invested Rs. 30 lakhs (2014-2015) in greenbelt development. It will be taken
heed on that the greenbelt is developed within first year of the commencement of the project.
Local plant species is being / will be planted as per the CPCB guidelines in consultation with
Local Forest Department.

Plantation is being / will be done with 1500 trees per ha.
All massive plantation efforts will be decided and executed by ECL dedicated horticulture team.
All efforts to improve the survival of the saplings and their healthy growth will be taken up like
watering, fencing, keeping watch and ward and seeking guidance from the local Forest Dept.
Further in between these tree species, under growth such as shrub variety which gives
abandonment litter to develop the humus in the soil and also which retains the moisture
content of the soil will be developed. Three-tier system of greenbelt / plantation will be done
along the plant boundary, wherever possible.
In order to facilitate proper growth of vegetation, proper measures involving preparation of
seedbed with suitable amount of fertilizers and treatment with mulches will be taken.
Characters of plants considered necessary for removal of Particulate Matter are as follows:
1. Height and spread of crown
2. Leaves supported on firm petioles
3. Abundance of surface on bark and foliage
� Regular Ambient Air Quality Monitoring around the plant and near reserve forest will be done
and action plan will be prepared if any ambiguity in the results is cited.
Four CAAQMS are installed after the approval from Chhattisgarh Environment Conservation
Board, out of which one is already connected to CECB and CPCB website, remaining three are in
the process of inter-phasing with CPCB and CECB website.
8.0 COST FOR ENVIRONMENT PROTECTION MEASURES
Cost for Environmental Protection Measures is given as below:

9.0 POST PROJECT MONITORING PROGRAMME
Study will be conducted to assess the impact of Particular Matter on Reserved Forest in the Study area
on annual basis.
10.0 CONCLUSION
It has been observed that the distance of Dhabadih Reserved Forest from the point source of emission
is approx. 1.0 km and from Sonbarsa & Latwa Reserved Forest and Mohtara Reserved Forest is 7.5 and
10.3 km, respectively.
Ambient air quality monitoring was done at Dhabadih village and Latwa Village which are close to
these reserves forest which depicts that PM10 emission level is 62.1 to 63.8 ug/m3 which is well below
the permissible limit
All the said guideline of CPCB regarding greenbelt plantation and CREP guideline will be adhered to, in
order to keep PM emission level at bay.
ECL will undertake afforestation Programme near Dhabadih Reserved Forest with due consent of the
respective authority. In addition, annual study of the Ambient Air Quality of the said reserved forest
will be done and if needed, corrective measures will be taken accordingly.

Brief Note on Handling of NOx and SO2
Handling of NOx
� NOx generation takes place at high temperature andpresence of excess air.
� The analyzer has been installed at the inlet of kiln and calciner to monitor and control O2 &NOx.
� Low NOxduplex burner is installed for coal burning that provides improved combustion
efficiency of the fuel and also avoid flame impingement on the raw materials.
� In addition to this, Inline calciner has been taken for low NOx formation.
Handling of SO2
� SO2 generation takes place due to combustionof fuel.
� Pyro-process itself acts as a long SO2 scrubber. Kiln with pre heater /Calciner removes 70- 95%
SO2 emissions.
� The SO2 generated during the process is absorbed with CaO and remain with clinker as sulphate.

Brief Note on Utilization of Hazardous Waste in Kiln
Introduction
� As per CPCB guidelines, the co-processing of waste in cement industry is much beneficial option,
whereby wastes are not only incinerated at a higher temperature of around 1400°C and longer
residence time but its inorganic content gets fixed within the clinker apart from using the
energy content of the wastes.
� Apart from this, no residues are left, which in case of incineration still requires to be land filled
as incinerator ash.
� Further the acidic gases, if any generated during co-processing gets neutralized, since the raw
material is alkaline in nature.
� Such phenomenon also reduces resource requirement such as coal and limestone.
Utilization of Hazardous Waste in Kiln
� Emami Cement Limited (ECL) will use hazardous waste having calorific value in high
temperature kiln as an alternate fuel.
� ECL have already developed required infrastructure to incinerate hazardous waste.
� The mapping of hazardous waste available in the vicinity of plant is already done. The available
waste is ETP Sludge, Carbon Black and FMCG Waste.
� ECL is in process to begin the modalities to obtain the hazardous waste available with various
industries in the surrounding area.
� Apart from obtaining of various hazardous waste from surrounding industries, the different
types of hazardous waste i.e. used oil, filter contaminated with oil, used grease and waste oil
generated from different sections of cement manufacturing process, skimmed oil from oil
trapper from mines auto workshop, used grease and oil generated from cement mill, raw mill&
kiln section respectively will be burnt in cement kiln.

Revised ToR Details
Point No. 49: Permission for the drawl of water from the concerned authority and water balance data including
quantity of effluent generated, recycled and discharged is to be provided. Methods adopted / to be
adopted for the water conservation shall be included.
Reply: Permission for the drawl of 1822 m3/day of water has been obtained from Central Ground Water
Authority, New Delhi vide their letter no. 21-4(22)/NCCR/CGWA/2008-402 dated 04.03.2014for
Integrated Cement Plant and Captive Power Plant. Copy of the same is enclosed as Annexure - 8(a).
Permission for drawl of additional water requirement of 2219 m3/day is under process. The
required application has been submitted to the Central Ground Water Authority, New Delhi vide
online application no 21-4/319/CT/IND/2016 dated 02.03.2016. Copy of the receipt of submission of
applicationto CGWA, Raipur is enclosed as Annexure - 8(b).
Water balance data including quantity of effluent generated, recycled and discharged is enclosed
as Annexure - 5along with this reply.
Methods adopted / to be adopted for the Water Conservation
The Emami Cement Limited has adopted several methods to conserve the water are under:
1. To avoid water sprinkling at transfer points, all transfer points are equipped with adequate
capacity of bag filters to mitigate the fugitive emission from transfer points.
2. Air cooled condenser has been installed in Captive Power Plant.

3. Boiler blow down from CPP and waste water from oil separator in mines will be used for
dust suppression.
4. Sewage treated water from plant, and colony will be used in plantation.
5. Drainage in plant already constructed to collect storm water and further conservation of
the same in reservoirs. Two water reservoir have been constructed for storage of storm
water. The rain water harvested and stored in two reservoirs is shown below:
6. Plant internal roads are being paved or concreted to mitigate the fugitive emission.
7. Water fog system installed to wash the Heavy Earth Moving machine at Autoworkshop to
reduce the water consumption
8. Oil Trapper in mines autoworkshop is provided to separate oil contaminated water, after
separation water will be used for dust suppression purpose.

Point No. 50: A note on the impact of drawl of water on the nearby River during lean season.
Reply: There is no major river within 10 km buffer zone area; only few seasonal nallas exist namely Khorsi
Nala (4 km in eastern direction) and Banjari Nala (about and 8.6 km in western direction).
Moreover, no water will be withdrawn from the nearby river/surface water body as the water
requirement for the proposed enhancement project will be met by initially from Groundwater and
later on from mine pits (accumulated rainwater) and recycled water. Hence, no impact has been
envisaged on the nearby river during lean season due to water withdrawal.
Impact Assessment of Project Activities in the Area
There are basically two sources of intercepted water in the lease area i.e. Rainwater Accumulation
and, Mine Seepage within mine lease area. The overall impact of these components on the
quantity of groundwater availability in the area is analysed as under:

Water Conservation Measures and Impact Assessment of Project Activities
(i) Rainwater Harvesting within Plant Premises
Rainwater harvesting practices shall be carried out within cement plant premises
including roof-top rainwater harvesting and rainwater harvesting from surface/grounds.

dams. These two pits located in south block of the mine area having dimensions as given

Two check dams have also been constructed on a seasonal nallah flowing across the mine

(iii) Rainwater Accumulation in Interlinked Mine Pits
Total rainwater accumulated in the mine pits during next four years (2015-2019) works out
to be 0.97 mcm and 0.88 mcm for north and south block respectively. The daily water
availability in north block shall be minimum 43 cubic meters in 1st year and maximum 504
cubic meters in 4th year respectively whereas in south block, it shall be minimum 94 cubic
meters in 1st year and maximum 514 cubic meters in 4th year.

Conclusion
The recharge measures as discussed above would help in improving groundwater regime due to
additional recharge through mined out pits/reservoirs in the end of fifth year of mining which
would be of the order of 0.81 mcm per annum and same would increase in future as mining
progresses with time. Hence, overall a positive impact on groundwater regime of the area has
been envisaged due to project activities.
