Dear Croton-Harmon Students, Parents, Staff and Community,

Developing a school budget is certainly a year-long process that culminates in May with a community vote. Here in Croton-Harmon we have spent our time wisely, balancing the development of a budget that continues our long history of presenting a quality educational program to our students with a budget that remains within the allowable tax levy cap calculation. I am happy to report that we have done just that!

The Croton-Harmon School District is committed to nurturing the attributes of the Profile of a Croton-Harmon Graduate. We must ensure that our graduates leave us with the skills to succeed. These skills are: critical thinking and problem solving, creativity and innovation, flexibility and adaptability, communication and collaboration, initiative and self direction and most importantly, empathy. As a district, we continue to offer rich programs to support these skills and through teaching and learning we see our students thriving in our classrooms, our stages, our athletic fields and beyond. Our staff is committed to their own professional development to ensure that we keep our curricula fresh, engaging and supportive. Our 2019-2020 school budget affords us the opportunity to maintain and expand programs, continue efforts with our district lunch program, upgrade building security, and protect our buildings and infrastructure with upkeep and repairs. Our schools are here for all to cherish as noted by our vibrant community partnerships.

The District has put together a School Budget that is fiscally sound and continues to support our educational programs, extracurricular programs, athletic programs and professional development for staff. Dear Members of the Croton-Harmon School Community,

As we prepare a budget for the 2019-20 school year, exciting changes are taking place in Croton-Harmon. We are once again pleased to report that the proposed budget will provide us with the resources to continue to move forward.

We remain focused on delivering the highest quality of education for our children, with our mission and vision that keeps us focused and guides the formation of our budget. We are so proud of the fact that for the seventh consecutive year Croton-Harmon High School has been recognized as a New York State Reward High School and we now have 20 National Board-Certified Teachers on our staff. As for our talented students, we are proud of our group of National Merit Scholarship Semifinalists and our Regeneron Semifinalist, all announced this year.

The Board of Education and administration are presenting you with a budget that preserves all programs in the school district and offers enhancements. Despite the erosion of public education funding in the last decade, we have presented sound budgets, continue to improve our infrastructure, and will soon offer a lunch program to all students in grades K-12.

The 2018-19 school year marked the second year of our five-year strategic coherence plan. Our plan is known by its tag line, Think. Create. Reflect. Respect. We are happy to report that we are on target with what we

hoped to accomplish in year one. We see evidence of this every day in our busy and engaged classrooms, at our musical concerts and plays, and on the athletic fields.

We are fortunate to have introduced programs and services that respond to advancements in technology, the pressing need for social/emotional learning, and state and federal mandates. At the same time, we are mindful of the New York State tax levy cap and the impact our proposed budget has on District stakeholders. We are happy to announce that again, our proposed budget falls within the tax levy cap for our District.

We are thankful for the support we’ve received from the community on our budgets. By working together we can continue to accomplish great things here in the Croton-Harmon School District.

Proposed 2019-2020 School Budget The proposed school budget, in the amount of $48,513,218, is an increase of $1,341,014, or 2.84%, over the 2018-19 school budget of $47,172,204.

Within the Tax Cap!This year, the allowable growth factor is 2% or the CPI. When using this figure in the tax levy cap calculation, the tax levy growth for the Croton-Harmon School District is 2.76% or $1,078,630. The district has chosen to stay within the tax levy cap with the proposed budget of $48,513,218. Using this tax levy, the estimated tax rate increase in the Town of Cortlandt would be 2.54% and the increase for the Town of Yorktown would be 0.74%.

Highlights of the Proposed 2019-20 Budget

Facilities ImprovementsOver the summer, the Croton-Harmon Schools will be busy with the continuation of Capital Project work at all three schools.

• At Croton Harmon High School, heating and ventilation systems in the 1926 section of the building will be upgraded, including the replacement of aged steam piping. Improvements will be made to hallway and classroom ventilation.

• Air conditioning and ventilation improvements will be made in the testing center, the TAP center and the Community Room.

• Bleachers and the gym floor in the main gymnasium will be replaced. In addition, the fire alarm system in the entire building will be replaced.

• For security reasons, landline phones will be installed in all classrooms

• At Pierre Van Cortlandt Middle School, construction of the new kitchen and servery will be completed so that food prepared in the PVC kitchen can be served at PVC and transported to CET and CHHS. In addition, landline phones will be added to all classrooms.

• At Carrie E. Tompkins Elementary School, windows in the first-, third- and fourth-grade classrooms, the library, the computer lab, and offices will be replaced. The heating and ventilation system in the nurse’s suite will be replaced. New radiant heating panels will be installed in third- and fourth-grade classroom ceilings.

• In addition, a new cafeteria servery will be constructed in the CET all-purpose room, and landline phones will be installed in all classrooms.

• A new maintenance storage building will be constructed at the end of Gerstein Street over the summer, beginning at the end of July and being completed by the end of August. During that construction work, individuals using the tennis courts, Manes’ and Firefighter’s Fields, and Spencer Track must park in the rear parking lot at CET and use the walking path from that lot to access the fields, courts and track. The parking lot can be reached from Hughes Street.

Points of PrideLeadership ChangesCroton-Harmon has enjoyed a productive year with a new administrative team. Under the leadership of Superintendent of Schools Dr. Deborah O’Connell, the District named John Griffiths as Assistant Superintendent and Denise Harrington-Cohen as Assistant Superintendent for Business. As many of you already know, we are losing Croton-Harmon High School principal Alan Capasso to retirement as we head into the 2019-20 school year. We will welcome Laura Dubak as our new CHHS principal in July. We wish Mr. Capasso all the best in retirement.

Top EducatorsCroton-Harmon is proud of its five 2018-19 National Board-Certified Teachers for earning one of the nation’s most prestigious credentials for excellence in teaching. The certification is conducted by the National Board for Professional Teaching Standards.

At Croton-Harmon High School, math teacher Gregory Bradley, health and physical education teacher Kerri Tracey, and special education teacher Stephen Palencsar all received national certification. And at PVC, fifth-grade math and science teacher Erica Camilo and instrumental music teacher Lisa Dwyer earned the honor.

Board Certification was designed to develop, retain and recognize accomplished teachers and to generate ongoing improvement in schools nationwide. It is the most respected professional certification available in K-12 education.

The 2018-19 team brings Croton-Harmon’s total number of National Board Certified teachers to 20.

A New Lunch ProgramWe are excited to launch a new Districtwide Lunch Program in Croton-Harmon in the Fall, after many years of being one of the few districts to not offer lunch. This will be a wonderful enhancement to our schools and also a benefit to our working families. Our school lunch committee has met throughout the past two years with staff and students, the community, and our consultant to help shape and define the program. The District will participate in the National School Lunch Program, which provides guidance and reimburses the District with federal aid to assist in defraying some costs. Participation will allow us to provide nutritious meals at an affordable price to our students.

Healthy lunches will be prepared in the new kitchen to be constructed at PVC over the summer. Lunches made there will also be transported to students at CET and Croton-Harmon High School. A new servery area will also be added in the CET multi-purpose room. As part of the budget proposal, the District plans to purchase a special transport vehicle that can safely transport food from school to school. The district is currently soliciting bids from reputable Food Service Management providers and working with our Environmental Sustainability Committee to address operational and educational issues and opportunities and establish sustainable practices.

Early Learning at CETAt our Blue Ribbon Carrie E. Tompkins Elementary School, we provide support to all students. Our world language program is a hit from kindergarten through fourth grade, and Spanish is being heard throughout the school. The school also provides students with a co-teaching model, which allows special education services to be delivered in the general education classroom. A special class is provided for students with developmental disabilities, and a social-emotional support program is always in place at CET.

In technology, CET this year replaced its first- and second-grade classroom desktop computers. The third- and fourth-grade wing at CET also underwent extensive heating and ventilation improvements over the summer so that our students can be more comfortable while they learn.

Each third- and fourth-grade classroom at CET has 20 laptops, and Google Classroom is used with enthusiasm by students and teachers alike. CET continues to use Science 21 to align the science curriculum with state standards.

Students are offered ample opportunity to practice their artistic and musical skills with a busy arts program and the chance to participate in the popular string orchestra, band and chorus.

PVC Innovation and Social/Emotional LearningStrides have been made at PVC both in technology and the important area of social/emotional learning – a part of our districtwide core mission.

The newly redesigned Innovation and Design Lab (InDe) is a busy place for our students who take classes and can spend their lunch periods there, and enjoy clubs in the learner-friendly space. PVC teachers are working together this year on a new initiative, Project Lead the Way, which focuses on engaging, hands-on classroom environments that empower students.

At PVC, a major focus continues to be meeting the emotional and social needs of all middle school students, spending every Friday of the year taking part in the school’s Advisory Program, now in its 10th year.

If the proposed budget is passed, PVC will continue its successful and popular 1:1 Chromebook Program, implement its Macs for Media

program, add new flat screens and a 3D printer in the InDe Lab, and continue to train its teachers in a K-8 Coding Curriculum, the Yale Center for Emotional Intelligence RULER program, and more.

Honors for Croton-Harmon High SchoolWe are proud to announce that Croton-Harmon High School was named one of 20 schools in the Lower Hudson Valley as a New York State Reward School, a distinction held for the past seven years. Reward Schools have the highest performances on English language arts and math tests for two consecutive years or show the

largest gains on those exams over one year, while also showing small achievement gaps between certain groups of students.

The High School continues to perform well academically and in 2017-18, its students exceeded the five-year global average score on 18 out of the 19 AP exams offered.

With the proposed budget, CHHS is excited to offer two new electives, an Electronic Music course, and the Personal and Academic Skills Seminar (PASS).

Athletic HighlightsCroton-Harmon offers 28 varsity boys and girls sports teams and eight junior varsity sports. At PVC, 18 modified sports are offered to students. We’re proud to note that 114 varsity players participating in our fall and winter sports have been named scholar athletes by the New York State Public High School Athletic Association so far this year.

Our athletes have held several fundraiser tournaments including the Croton-Harmon Hoops for Heroes tournament, which raised money for our military veterans.

In addition, our Athletic Director has formed a partnership with the Positive Coaching Alliance, inspired Tiger Friday with C-H Booster Club, and implemented a Student Athletic Advisory Committee (year two), where students, coaches and the athletic director meet to discuss athletics policies, procedures, and topics of interest.

Bus Purchase Proposition

Proposed 2019-20 Budget Expenditures by Category

The Croton-Harmon School District budget vote will include a proposition for the purchase of vehicles for the Transportation Department, and the Facilities Department, and the District-wide Lunch Program in an amount not to exceed $295,000, which will be funded using Bond Anticipation Notes over five years. As a part of our Fleet Replacement Plan, The Directors of Transportation and Facilities & Maintenance each maintain replacement schedules for all district vehicles and heavy equipment. Replacement schedules are vital to ensuring that the district maintains the proper number of vehicles necessary to cover bus runs when buses are taken off the road for mandatory inspections by the Department of Transportation. Further, replacement schedules support the safety of our vehicles and the financial resources of the district through expenditure stabilization and State Aid revenue reimbursement.

The district proposes purchasing the following vehicles:

• One (1) 66 Passenger Bus• Two (2) 8 Passenger Caravans• One (1) Food Service Vehicle-2019 Chevrolet Express

Cargo Van with Lift to transport lunches made at Pierre Van Cortlandt Middle School to the lunchrooms at Croton-Harmon High School and Carrie E. Tompkins Elementary School.

• One (1) Facilities Truck-2020 Chevrolet Silverado w/Plow, & Lift

The four transportation vehicles being replaced are as follows:

• Bus # 113 – 2005 FORD 5 PASS – 170,559• Bus # 123 – 2009 FORD 5 PASS – 196,205• Bus # 124 – 2009 FORD 5 PASS – 170,598• Bus # 116 – 2006 Thomas 66 passenger bus – 71,210

Due to the ages of the buses and the conditions of the bodies, the buses being replaced will no longer be viable transportation for our students. The plan is to replace older buses with buses that have cleaner, more efficient emission systems which are healthier for our students, staff and the environment.

The tentative budget would set the tax rate at $1,212.82 per $1,000 assessed valuation in the Town of Cortlandt. A homeowner whose property is worth $500,000 has a taxable assessed value of $8,250 using the final ORPTS Equalization rate of 1.65% (down from 1.70%) resulting in an approximate annual tax bill for 2019 of $10,005.78. The above example results in a taxpayer decrease of approximately $47 due to the decrease in the equalization rate and increases in assessed property values in Cortlandt.

Voter Information Eligibility: To be eligible to vote in the May 21, 2019 school election, you must be a citizen of the United States, 18 years of age or older, and a registered voter who has resided in the district for at least 30 days.

Registration: You may register to vote in the school election on Tuesday, May 7, 2019, from 8:00 a.m. to 5:00 p.m. or Wednesday, May 8, 2019 from 4:00 p.m. to 8:00 p.m. in the District Office, 10 Gerstein Street.

Absentee Ballots: Applications for absentee ballots can be picked up at the District Office, 10 Gerstein Street, between the hours of 8:00 a.m. and 4:00 p.m. and are available on the district’s website.

Voting: The vote will take place on Tuesday, May 21, at the Croton-Harmon High School, from 6:00 a.m. to 9:00 p.m. Voting will include:

Estamos muy orgullosos que por séptimo año consecutivo, la Escuela Secundaria Croton-Harmon ha sido reconocida por el Estado de Nueva York, como una Escuela Preparatoria de Recompensas. Nuestro personal cuenta con 20 maestros certificados por la Junta Nacional. En cuanto a nuestros estudiantes, estamos muy orgullosos de nuestro grupo de semifinalistas de Becas de Mérito Nacional y nuestro semifinalista de Regeneron.

La Junta de Educación y la Administración le presentan un presupuesto que preserva todos los programas en el distrito escolar y ofrece mejoras. A pesar de la erosión de la financiación de la educación pública en la última

década, hemos presentado presupuestos financieramente sólidos, continuamos mejorando nuestra infraestructura y pronto ofreceremos un programa de almuerzo a todos los estudiantes en los grados K-12.

El año escolar 2018-19 marcó el segundo año de nuestro plan de coherencia estratégica de cinco años. Nuestro plan es conocido por su etiqueta, Pensar. Crear. Reflejar. Presupuesto Preliminar Escolar para 2019-2020 El presupuesto escolar propuesto, por un monto de $48,513,218, es un aumento de $1,341,014, ó 2.84%, sobre el presupuesto escolar de 2018-19 de $47,172,204.

¡Dentro del límite de los impuestos!Este año, el factor de crecimiento permitido es del 2% o el CPI. Cuando se utiliza esta cifra en el cálculo del límite de recaudación de impuestos, el crecimiento máximo de la recaudación de impuestos para el Distrito Escolar de Croton-Harmon es de 2.76% ó $1,078,630. El distrito ha optado por permanecer dentro del límite de la recaudación de impuestos con el presupuesto preliminar de $48,513,218. Utilizando este impuesto, el aumento de la tasa impositiva estimada en la ciudad de Cortlandt sería de 2.54% y el aumento para la ciudad de Yorktown sería de 0.74%.

Aspectos Importantes del Presupuesto Preliminar 2019-20

Mejoras en las InstalacionesDurante el verano, las tres escuelas de Croton-Harmon estarán trabajando en su Proyecto Capital.

• En la Escuela Secundaria Croton Harmon se mejorarán los sistemas de calefacción y ventilación en la sección 1926 del edificio; incluyendo la sustitución de tuberías de vapor, que afectan al auditorio y otras áreas. Se realizarán mejoras al pasillo y ventilación de las aulas. Las mejoras de aire acondicionado y ventilación se realizarán en el centro de pruebas, el centro TAP y el salón comunitario. Las gradas y el piso del gimnasio serán reemplazados. Además, se sustituirá el sistema de alarma contra incendios en todo el edificio.

Por razones de seguridad, se instalarán teléfonos fijos en todas las aulas.

• En la Escuela Secundaria Pierre Van Cortlandt se completará la construcción de la nueva cocina y su servidor para que los alimentos preparados en la cocina de PVC sean distribuidos en todas nuestras escuelas. Además, se agregarán teléfonos fijos a todas las aulas.

• En la Escuela Primaria Carrie E. Tompkins se reemplazarán las ventanas de las aulas de los grados primero, tercero y cuarto, la biblioteca, el laboratorio de computadoras y las oficinas. En la sala de enfermería se reemplazará el sistema de calefacción y ventilación. Los nuevos paneles de calefacción radiante se instalarán en los techos de los salones de tercer y cuarto grado. Además, se construirá un nuevo servicio de cafetería en la sala de usos multiples de CET. En las aulas se instalarán teléfonos fijos.

• Durante el verano, en el área de mantenimiento se construirá un nuevo edificio de almacenamiento, al final de la calle Gerstein. Esto comenzará a fines de julio y terminará a finale de agosto. Durante esta construcción, los individuos que usan las canchas de tenis, los campos de Mane, Firefighter, y Spencer Track deben estacionarse en el lote posterior de CET y usar el sendero para acceder a los campos, canchas y pistas. Se puede llegar al estacionamiento desde la calle Hughes.

Puntos ImportantesCambios de LiderazgoCroton-Harmon ha disfrutado de un año productivo con un nuevo equipo administrativo. Bajo el liderazgo de la Superintendente de Escuelas, la Dra. Los Mejores EducadoresCroton-Harmon se enorgullece de sus cinco maestros, certificados por la Junta Nacional 2018-19 por obtener uno de los credenciales más prestigiosas de la

nación, por su excelencia en la enseñanza. La certificación es otorgada por la Junta Nacional de Estándares de Enseñanza Profesional.

En la escuela secundaria de Croton-Harmon recibieron la Certificación Nacional: Gregory Bradley, maestro de Matemáticas; Kerri Tracey, maestra de Educación Física y Salud; y Stephen Palencsar, maestro de Educación Especial. En PVC, ganaron el honor: Erica Camilo, maestra de quinto grado de Matemáticas y Ciencias; y Lisa Dwyer, maestra de Música Instrumental.

La Certificación de la Junta se diseñó para desarrollar, retener y reconocer a los maestros realizados y generar mejoras continuas en las escuelas de todo el país. Es la certificación profesional más respetada disponible en educación K-12.

Nuevo Programa de AlmuerzoEstamos muy contentos de comenzar un nuevo Programa de Almuerzos en todo el Distrito de Croton-Harmon en el otoño. Luego de muchos años de ser uno de los pocos distritos que ofrecen almuerzos. Esta será una mejora maravillosa para nuestras escuelas y también un beneficio para nuestras familias. Durante los últimos dos años, nuestro comité de almuerzos escolares se ha reunido con el personal, los estudiantes, la comunidad y nuestro consultor para ayudar a dar forma y definir el programa. El Distrito participará en el Programa Nacional de Almuerzos Escolares, que proporciona orientación y reembolsa al Distrito con ayuda federal que ayuda a cubrir algunos costos. La participación nos permitirá proporcionar comidas nutritivas a un precio asequible para nuestros estudiantes.

Los almuerzos saludables se prepararán en la nueva cocina que se construirá en PVC durante el verano. Los almuerzos hechos allí también se transportarán a los estudiantes de CET y Croton-Harmon High School. También se agregará un área de servicios en la sala de usos multiples de CET. Students are offered ample opportunity to practice their artistic and musical skills, with a busy arts program and the chance to participate in the popular string orchestra, band and chorus. A highlight this year was the CET “Around the World” musical series, in which each class performed musical numbers and dances from various parts of the world, which also became a part of their studies of other cultures.

Aprendizaje en CETEn nuestra escuela primaria, Carrie E. Tompkins - Blue Ribbon, brindamos apoyo a todos los estudiantes. Nuestro programa mundial de idiomas es un éxito desde el jardín de infantes hasta el cuarto grado, y el español se escucha en toda la escuela. La escuela también proporciona a los estudiantes un modelo de enseñanza conjunta, el cual duplica maestros, y así proporcionar enseñanza y apoyo. En CET, cada aula de tercer y cuarto grado tiene 20 computadoras portátiles. Google Classroom se usa con entusiasmo por estudiantes y maestros por igual. CET continúa utilizando Science 21 para alinear el currículo de ciencias con los estándares estatales.

El programa de artes ofrece a los estudiantes una amplia oportunidad de practicar sus habilidades artísticas y musicales. Además la oportunidad de participar en la popular orquesta de cuerdas, banda y coro. Lo más destacado de este año fue la serie musical “Around the World” de CET; en la que cada clase interpretó números musicales y bailes de diversas partes del mundo, y fueron también parte de sus estudios sobre otras culturas.

Innovación en PVC y Aprendizaje Social/EmocionalSe han logrado avances en PVC, tanto en tecnología como en el área del aprendizaje social /emocional, que forma parte de nuestra misión principal en todo el distrito.

El nuevo y rediseñado Laboratorio de Innovación y Diseño es un lugar para nuestros estudiantes. Se ofrecen clases, los estudiantes pueden pasar sus períodos de almuerzo allí, y disfrutar de clubes en el espacio provisto. Los maestros de PVC están trabajando en una nueva iniciativa, Project Lead the Way, que se enfoca en entornos de clase atractivos, prácticos y que capacitan a los estudiantes.

En PVC, un enfoque importante sigue siendo satisfacer las necesidades emocionales y sociales de todos los estudiantes de la escuela intermedia. Cada viernes participamos en el Programa de Asesoría de la escuela, ahora en su décimo año.

Honores para la Escuela Secundaria Croton-Harmon

Nos enorgullece anunciar que Croton-Harmon High School fue nombrada una de las 20 escuelas en el Valle de Lower Hudson, como una Escuela de Recompensas del Estado de Nueva York; una distinción realizada durante los últimos siete años. Las Escuelas de Recompensa tienen los mejores rendimientos en exámenes del lenguaje en inglés y matemáticas durante dos años consecutivos o muestran las mayores ganancias en esos exámenes durante un año, mientras que también muestran pequeñas brechas de logros entre ciertos grupos de estudiantes.

CHHS ofrece un programa instructivo integral para satisfacer las necesidades de todos los estudiantes (AP to RISE to FLEX to ELL support y el Seal of Biliteracy, a Resource Room and Learning Centers support). La Escuela Secundaria sigue teniendo un buen rendimiento académico. En 2017-2018, sus estudiantes superaron

Destacados en AtletismocCroton-Harmon ofrece 28 equipos “varsity” de deportes para niños y niñas, ocho deportes “varsity” y 18 deportes modificados para estudiantes de PVC. Durante este año nos enorgullece que 114 jugadores que participan en nuestros deportes de otoño e invierno han sido nombrados atletas académicos por la Asociación Atlética de Escuelas Secundarias del Estado de Nueva York.

Nuestros atletas han celebrado varios torneos de recaudación de fondos, incluido el torneo Croton-Harmon Hoops for Heroes, que recaudó dinero para nuestros veteranos militares. Los equipos también organizaron el Torneo anual Robert E. Mayclim de la Escuela Secundaria Croton-Harmon, que contó con concursos entre numerosas escuelas secundarias, incluidos los jugadores de Croton.

Propuesta sobre Compra de Vehículo

Repaso del Presupuesto por Categoría de Gasto Preliminar 2019-2020

El presupuesto del Distrito Escolar Croton-Harmon incluirá una propuesta para la compra de vehículos para el Departamento de Transporte, el Departamento de Facilidades y el Programa de Almuerzos de todo el Distrito por un monto que no excederá los $295,000, que se financiará con los Bonos de Anticipación de cinco años. Como parte de nuestro Plan de Reemplazo de Flota, los Directores de Transporte, Operaciones y Mantenimiento mantienen los horarios de reemplazo para todos los vehículos del distrito y equipo pesado.
