2.1.1 System architecture of NCVTS - block diagram
According to the system architecture, we strongly feel that the latency will Increase at great extent w hich will not allow VolP VHF to operate and to control the ships in real time Moreover, you will not be able to record VHF and telephone communication at one point and therefore it w ill require lot many separate VHF data recorders which is not recommended by lALA Also, It Will Increase the requirement of manpower as well as IT hardware and software at great extent Therefore we suggest a new configuration which i s attached herewith.

Page Clause Description
118. 14 2.2.2 ASTER
IX format
Why only in ASTERIX format? Once a data is received in IVEF format, there are no issues in integrating with a VTS Software.
Please see reply at serial 18 above.
119. 16
2.2.5 a Existing NAIS network is to be used…..
Please give details of NAIS data network If NAIS network is using VSAT terminal for data transfer. Then it Will have a high amount of latency which Will not allow a real-time Tracking and VOIP VHF communication. If new configuration suggested by us is implemented, it Will solve this issue.
120. 16
2.2.6 (a to i) The software features asked under this clause are very
basic. We suggest to include the latest features like built-in
Geographical Information System (SIS), open standards like
ODBC, WMS. It should have:
a) Fast response user interface
b) 2D 8: 3D viewing ,
c) Warning calculation feature,
d ) Geo referenced map, charts and imagery: S-57, S-63,
MIF, ADRG, MIF, JPEG, DTED, MrSid, etc.
e) Service oriented architecture
f ) Breaks the land/sea [dry/wet) div1de
g] Dynamic Risk Assessment
h) Connection to centralized data bases.
i) Support drag and drop for OLE objects
j) High quality radar video

iii) VDES
121. 20
2.2.11 ….. edit and change the S52 schemes ………
Under cl. No.2.2.11 (b) you have asked for S63 format. So is this a typographical error? It should be S63 in place of S52.
“S52”in page no. 20 may be read as “S63”
122. 22
2.2.17 CCTV system
CCTV System specifications shown do not clarify about what kind of target you want to see. Kindly clarify what size of ship and from what distance you want to monitor. At the same time, what object on that ship you want to monitor.
Please see reply at serial no. 19 above.
123. 24
2.2.19 Alarm Cl no. 2.2.19Systemstored automatically for a period of not less than 30 day
The separate recording of alarm system is not at all useful As per lALA, all sensor data as well as VHF and telephone communication should be recorded all together With date and time stamping to create a holistic picture so that while retrieving data one has to specify only date and time period and all the sensor data like radar, AIS, metrological & hydrological sensors, LRIT fusion, VHF and telephone voice communication with respective channels
including alarm generated by the system will be reproduced.
Requirement of recording/storing alarm for 30 days is deleted.
124. 26
2.2.30 128-bit architecture
Which microprocessor is providing 1 28 bit architecture and with
operating system 15 supporting 128 bit architecture ? 64bit
architecture i s available in the market. The processors
manufacture like Intel and AMD are producing and HP,
DEL and IBM are using 64 bit processors for
manufacturing servers and PCs
Please see reply at serial 20 above
125. 26 2.2.30 8 GB RAM 16 GB is recommended. Please see
annexure 5
126. 26 2.2.30 Disk storage Does it refer to hard disk and what is the capacity required?
We suggest new solid state drives instead of HDD. Please see reply at serial 21 above
127. 26
2.2.30 (g & i) DAT drives/High speed back tape drive system
DAT drives and High Speed back tape drive system are
sequential backup system. Retrieval Will be slow Will you
still require?
We suggest highly reliable SAN [Storage Area Network)
drive in redundancy
Please see reply at serial 21 above
128. 26
2.2.30 j Operating System UN IX/ LINUX
Why only
UNIX/ LINUX operating system is required?
We suggest that windows operating system should also
be allowed to create healthy competition.
All over the world 90% VTMS are using Windows
operating System Even in India, except Gulf of Kutch
VTS, all other VTMS are using Windows Operating
System. This is also contradicting w1th your clause no
2 2 32 [a] on pg. no 27 "Server running MS SQL Server
2008 or better". SQL Server 2008 itself requires Microsoft
Windows operating system. VTMS of Singapore,
English Channel -MCA. Canadian Coast Guard VTS,
Los Angeles VTS, Indonesia VTMS System and many
other Important port VTS of the globe are using
Windows operating system
Please see reply at serial 22 above
129. 29
2.2.34 As suggested earlier, all sensor data as well as all type of communication including VHF 8; telephone communication should be recorded together with date and time stamping It should not be required to synchronize VHF communication with radar and AIS sensors. It should be automatic Delete/ erase recorded volume through password should never be allowed otherwise, true incident scenario cannot be retrieved . The VHF audio recording should b e 'must 'and not 'shall be possible' as mentioned in [1].

BOM, Sl A(1) Provision of circular Polarization
On page no 13, cl No 2.1.1 (iii), you have
Mentioned horizontal polarization only Do you require both
polarization in BOQ?
If both polarization are required, the word 'provision'
should be replaced with 'switchable'.
Please see reply at serial no. 23 above.
131. 30
BOM Sl A(2) Radar Data Processor Unit
Do you mean radar extractor and tracker unit and how have you arrived at the quantity of 168 ? If you consider the existing 34 radar + new 45 radars + 84 ICG radars and if you require radar data processor/radar extractor& tracker in redundancy, you may require 326 units. Without having radar extractor & tracker in redundancy, there is no point of having radar transceivers in redundancy.
Please see revised bill of Material at annexure 2
132. 30 BOM Sl A(3) Radar
display unit- 84 nos
Do you mean 84 nos of display monitors or 84 nos of consoles, each with three monitors?
Please see revised bill of Material at annexure 2
133. 30 Kindly let us know how you have derived the quantity of Bill of
