1 Background

Within the framework of the European Union's flagship "Climate Change Mitigation: Supporting Low Carbon Technology" under the Global Public Goods and Challenges Programme (GPGC) 2014-2020, "Capacity Building for Climate Mitigation in the Maritime Shipping Industry" has been identified as a priority action. It is based on the negotiations in the International Maritime Organization and the United Nations Framework Convention on Climate Change (UNFCCC), and also on contacts with beneficiary countries.

This GMN project targets the maritime shipping industry, a sector with rapidly growing greenhouse gas (GHG) emissions. It also targets developing countries, as they play a significant role in international shipping. Within the project, the prime target regions are those with significant number of Least Developed Countries (LDCs) and Small Island Developing States (SIDS) with the main aim of limiting and reducing GHG emissions from their shipping sector through technical assistance/capacity-building to promote ship energy efficiency. This will be achieved via formation of 5 Maritime Technology Cooperation Centres (MTCCs) in the different target regions. The MTCCs will have a strong regional dimension in that they will carry out different activities (see below) in the different PDCs in the region to promote the uptake of low carbon technologies and operations in maritime transport in the host country and the designated regions. These MTCCs will be formed and then capacitated to undertake project activities in the following primary areas 1) Capacity building 2) accelerated uptake of low carbon technologies and operations and 3) the setting up of pilot projects on "data collection and reporting" and their showcasing. As part of the project, the results of capacity building activities and pilot projects will be widely disseminated within the international maritime community using tailor made communication and dissemination specific activities as well as through relevant meetings at IMO and other meetings where IMO Secretariat participates. As a result of this intervention, the project will provide enhanced capacity at national and regional levels in all aspects of maritime GHG emissions and energy efficiency but also invaluable local experiences on uptake of energy efficient technologies and operations, data collection and relevant projects' planning and management.

Between December 2016 and May 2017, IMO signed contracts with five institutions to host MTCCs in Africa, Asia, Caribbean, Latin America, and the Pacific regions, namely Jome Kenyatta University of Agriculture and Technology to host MTCC Africa, Shanghai Maritime University to host MTCC Asia, University of Trinidad and Tobago to host MTCC Caribbean, International Maritime University of Panama (UMIP) to host MTCC Latin America, and Pacific Community (SPC) and the Secretariat of the Pacific Regional Environment Programme (SPREP) consortium to host MTCC Pacific. The contracts clearly specify the expected results and deliverables.

2 Justification, objective and scope of work

In accordance with Activity 9.1 - Project monitoring and reporting, of the Description of the Action of the EU-IMO delegation agreement, a mid-term evaluation of MTCCs is to be conducted by IMO Project Coordination Unit (PCU) at project mid-term.

The purpose of the MTCC MTE is to assess the MTCCs' performance since the contract was signed between IMO and MTCCs' Host Institutions (HI). The MTE will evaluate the adequacy, efficiency, and effectiveness of the implementation of MTCC activities, as well as assess Deliverables and Milestones to date as specified in the Contract. By assessing the work program for the remaining period of MTCC operations, the MTE will identify signs of its

success or failure and prompt necessary adjustments if necessary. The MTE will also identify lessons learnt and best practices from the MTCC activities that could be applied to future projects.

Taking into consideration the original proposal of the HI and other documentation related to the MTCC activities, the MTE will review the past and ongoing activities and identify deviations if any. It will evaluate the efficiency of project management, including quality and timeliness of deliverables and the relationship with IMO. Looking into the future the MTE will assess the MTCCs' work plans and sustainability strategies.

The MTE will also determine how the MTCCs activities contribute to the overall objectives of the GMN Project.

3 Terms of reference

The evaluation will include and is not limited to the following elements:

Overall performance: 1. An assessment of the performed and ongoing activities versus originally proposed at

the tendering stage by the HI 2. An assessment of efficiency, quality and timeliness of submission and or/completion

of all contractual deliverables and milestones specified in the Contract with HI. 3. A determination of whether the MTCC is meeting the expected results in accordance

to the Project Monitoring Plan (PMP). 4. An assessment whether the outstanding deliverables and milestones are realistic

within the time, whether the work plans are adequately designed to achieve the deliverables and results, what are the risks, possible impact, and recommended mitigation measures

Impact of the activities: 5. An assessment of the impact of the activities implemented and the contribution of

those activities to the overall objectives of the GMN Project.

Customer relationships: 6. The level of satisfaction of the stakeholders with the MTCCs' activities. The

stakeholders include IMO, European Commission, MTCC host country government and selected regional government representatives, and other as determined necessary.

Governance 7. An assessment of the effectiveness of the MTCC governance structure.

Sustainability: 8. An assessment of progress towards sustainability and potential replicability of the

activities, e.g. pilot projects. 9. Recommendation to IMO on future (beyond 2019) investments and funding

possibilities in MTCC activities based on the accomplishments and potential regional needs identified.

Note: In all above assessment points, gender equality and women empowerment has to be reflected as a crosscutting issue. Recommendations should be objective, realistic, practical, understandable and forward looking. The recommendations should be logically linked to the findings.

EVALUATION METHODOLOGY

The evaluation will use desk studies, interviews, and field visits:

1. Desk review of the project related documentation provided by GMN PCU, including the delegation agreement between EU and IMO, contracts between IMO and MTCCs, MTCC deliverables, reports, pilot projects proposals, and other (please refer to Annex 1 ). All relevant project documentation and materials will be provided by PCU. PCU will also provide clarifications and guidance related to project documents and deliverables as required.

2. Review of the project's and MTCCs' websites and media publications

3. Interviews with the PCU, selected IMO and EU staff, His senior level representatives overseeing the MTCC activities, MTCC host country maritime institutions representatives, Project Global Stakeholder Committee selected members, and other stakeholders as necessary. PCU will assist with identification and introductions to MTCCs and key stakeholders.

4. Compulsory field visits and participation in the MTCC organized workshops (the below is a tentative schedule, to be finalized and confirmed with IMO/PCU): a. Trinidad and Tobago, June 2018 b. China, July 2018 c. Kenya, September 2018 d. Fiji, October 2018 e. Panama, November 2018 f. Final report findings presentation at IMO HQ in London for a wider IMO audience

5. Other methods as appropriate and feasible that will be agreed upon with IMO/PCU.

4 Contract, implementation and financial proposal

IMO Secretariat will be responsible for procuring the services of the tenderer and supervising the execution of the evaluation.

The preferred consultant will be offered a deliverables based all-inclusive lump-sum Consultant Contract, and payment terms around specific and measurable (qualitative and quantitative) deliverables; IMO general conditions are found in Annex 1. Payments are based upon output, i.e. upon delivery of services as enumerated below.

He/she will be expected to provide a cost breakdown of this lump-sum (incl. travel, per diems, and number of anticipated work days) in Excel format and invoice IMO in accordance with the below proposed Payment Schedule and Annex 2. No additional reimbursements will be made for travel, accommodation or incidental expenditure.

5 Consultant's background and qualifications

Academic Qualifications: Advanced university degree in management and/or administration or a related field. Certification in quality management (e.g., Chartered Quality Institute) will be considered advantageous. Academic background or professional experience in maritime industry, natural resources management or environmental sciences would be an advantage.

Experience: Work experience in program/projects management and/or evaluation or related discipline of at least 5 years. Experience in conducting evaluations on EU and/or UN projects would be a preferred advantage.

Skills: Languages: Fluent English communication, writing and reporting skills. Speaking, writing and reporting skills in Spanish would be an asset.

6 Eligibility

Qualifying bids must include all of the following:

• up-to-date CV (incl. information on date of birth, country of residence, languages capabilities);

• name, address, complete contact details and details on legal status of the consultant;

• evidence of experience in the relevant discipline of at least 5 years; • brief description of approach to work/technical proposal of why the consultant

7 Evaluation of tenders

Tenders received before the deadline will be evaluated based on a scoring system with 100 points as the maximum. The offer that receives the highest score according to the pre­ determined set of technical and financial criteria will be selected.

ANNEX 1

IMO GENERAL CONDITIONS APPLICABLE TO THE HOLDERS OF CONSULTANT CONTRACTS

1. By accepting a consultant or expert contract, Consultants undertake to carry out the work committed to them and to regulate their conduct with the interests of IMO in view only.

2. Consultants are subject to the authority of the Secretary-General of IMO and are responsible to him in the performance of their work.

3. In carrying out their work, Consultants shall neither seek nor accept instructions from any government or from any authority external to IMO except as may be authorized by the Secretary-General of IMO.

4. Consultants shall conduct themselves at all times in a manner befitting their international status. They shall not engage in any activity that is incompatible with the performance of their work for IMO. They shall avoid any action and in particular any kind of public pronouncement which may adversely reflect on their status, or on the integrity, independence and impartiality that are required by that status. While they are not expected to give up their national sentiments, or their political and religious convictions, they shall at all times bear in mind the reserve and tact incumbent upon them by reason of their international status.

5. Consultants shall exercise the utmost discretion in regard to all matters of official business. They shall not communicate to any person unpublished information known to them by reason of their work, except in the performance of that work or by authorization of the Secretary-General. The Consultants shall hold the interests of IMO paramount, without any consideration for future work, and shall strictly avoid conflict with other assignments or their own corporate interests. The consultant shall not accept for their own benefit any trade commission, discount or similar payment in connection with activities pursuant to this contract or in the discharge of its obligations hereunder, and the Consultant shall use its best efforts to ensure that staff under his supervision shall not receive any such additional payment. The consultant shall not engage, either directly or indirectly, in any business or professional activities that would conflict with the activities assigned to them under this contract. These obligations remain binding after the conclusion of the contract.

6. All rights, including title, copyright and patent rights, in any work produced by a Consultant by virtue of his contract, shall be vested in IMO, which alone shall hold all rights of use.

7. Any Consultant who, by malice or negligence or by failure to observe any rule applicable to him, involves IMO in unnecessary loss, expense or liability, shall be held responsible and shall be required to pay compensation therefore.

8. Any immunities and privileges that may be accorded to Consultants are conferred in the interests of IMO. These privileges and immunities shall not be invoked to excuse the Consultants who enjoy them from discharging private obligations or from observing laws and police regulations. In any case, where a question of privileges and immunities may arise, the Consultant concerned shall immediately report to the Secretary-General of IMO, who shall decide whether they shall be waived.

9. Consultants shall inform IMO how and where they can be contacted during the period of their contract with IMO.
