overnment organisations spend more than 40% of their IT budgets supporting and maintaining business

applications. Nonetheless, they are expected to do more with less, targeting a £3.2 billion a year or 20% savings as per the Operational Efficiency Programme Final Report1.

In addition:

• The current administration and opposition have indicated that cuts in public spending are required over the next several years to reduce budget deficits.

• The UK population is increasing and asking for more flexible services. This raises the need for exploiting legacy applications quickly and cost- effectively.

• In light of high-profile programmes that have overspent, Government organisations are under increasing pressure to demonstrate a clear return on investment.

Government organisations must therefore ensure they get the innovative solutions they need in the expected timeframe and cost. They are focused on mitigating contractual, financial and delivery risks by contracting for smaller and more defined solutions with third parties who share their values and ways of working.

Fujitsu has exceptional experience, providing the credibility, capability and the capacity to ensure the effective transfer of staff under the Transfer of Undertakings (Protection of Employment) Regulations (‘TUPE’). Fujitsu’s experience spans the period that the TUPE regulations have been in force. Approximately 12,000 staff have transferred into the company over the past 20 years. The scale of these transfers has been from a single employee to 900 employees in a single transfer.

Fujitsu has provided an avenue for great opportunities for personal growth; several people within my team have already been presented with an opportunity to lend their skill and support to other Fujitsu business streams and training courses within the business have been introduced.

ReferencesFujitsu has provided a variety of Application Services to a large number of Government organisations, including the DVLA, FCO, DWP, Environment Agency and Ministry of Defence:

• Successfully transferring 18 major DVLA systems; 110 network connections; 300+ external links; 800 million images; and the live records relating to 39 million drivers and 30 million vehicles.

• Fujitsu developed and continues to provide third line support and end-to-end service management for the FCO’s intranet, which is used by around 16,000 staff at some 280 locations worldwide. The site is a key component of the FCO’s communication strategy and has received a number of industry awards. The services provided include forums, blogs, a directory of FCO staff and content management, supported by document templates and structured workflow. Access is provided from the FCO’s secure networks, the Government Secure Intranet (GSI) and internet with appropriate authorisation.

• The Department for Work and Pensions (DWP) Oracle e-Business Suite solution run by Fujitsu is the largest in Europe and one of the largest in the world (approximately 130,000 on payroll with over 70,000 using system on a single day).

• Fujitsu’s bespoke flood warning solution operates seamlessly with the Environment Agency’s National Flood Forecasting System to ensure that flood warnings can be issued extremely quickly and with assured reliability when required. Five million people in flood risk areas get faster warnings as a result, reducing flood damage. For example, in 2008, 44,000 people were evacuated during floods as a result of this partnership. The system was commended in parliament the following day.

• openJOP from Fujitsu enables MOD Commanders to tailor their views of the JOP(Joint Operational Picture) in real-time, in-theatre, allowing, military personnel to modify, easily and quickly, menus, picture layouts and information sets to present operational information for any situation in an unambiguous and easily understood way.

he increased use of Shared Services continues to be a key focus for Government through the Treasury’s

Operational Efficiency Programme. Shared Services deliver on the goals of joined-up public services, improved communications between organisations and removal of duplicated work. Information can be shared, efficiency increased, and money spent in ways to benefit the public at large.

Cost savings are accrued through economies of scale because common services become economically viable for a number of customers, where they would have been prohibitive independently. Energy costs can fall drastically as the systems used to provide the services can be operated at a much higher level of utilisation, and hence the overall capacity required is reduced.

Fujitsu’s Application Services focus on providing Shared Services solutions for Central and Local Government as call-off services to Public Sector Flex or as part of independent initiatives to implement business solutions. This includes providing shared solutions for corporate functions, such as Human Resources, but extends to any business function shared by multiple Government organisations. For example, the Cambridgeshire and Northamptonshire county councils decided to implement a shared Enterprise Resource Planning (ERP) solution which includes finance, human resources, procurement and payment facilities.

Whilst the basic idea of any shared services solution is to reuse standard services wherever possible, individual departments need to be able to tailor the service they receive. Our Shared Services approach focuses on providing cost-effective and agile business solutions that meet the needs of the users. The emergence of Cloud Computing gives us additional flexibility to provide shared services as a variety of on-demand services. For example, a shared ERP solution could be provided as a Software as a Service solution or a dedicated hosted business application depending on what is appropriate for the Government organisations involved.

SHARED SERVICES

T CASE STUDYCounty councils share the loadCambridgeshire and Northamptonshire County Councils entered a ground-breaking tripartite partnership with Fujitsu to create a unique ERP shared service.

Based on the Oracle 11.i.10 e-Business Suite, the solution enables the councils to share the delivery of back office processes and transactional services across a range of key functions, including finance, human resources, online procurement and payment facilities.

The underlying infrastructure is owned, hosted and managed by Fujitsu, which also provides shared technological support and application development.

The benefits include:

• Improved customer experience: financial and staff resources can now be redirected to customer-facing operations and aligned more closely to the needs of citizens.

• Reduced costs: the councils expect to save a total over £3 million over two years through savings on IT costs, economies of scale in the delivery of services, and greater operational efficiency.

• Optimised productivity: the enhanced functionality and standardised processes have streamlined operations and replaced labour-intensive, paper-based processes.

• Enhanced decision-making: comprehensive and reliable management information is available to monitor and manage service performance and resource allocation.

• New revenue generation through the expansion of the service to include other public sector organisations, which will also increase the overall economies of scale.

Fujitsu Delivers Shared Services using the Flex FrameworkTransformational Government places emphasis on improving the efficiency of corporate services and infrastructure to free up resources for front line service which will enhance services and choice for citizens. To help achieve this objective, the Cabinet Office has negotiated Public Sector Flex to provide information and communication technology (ICT) as a shared service across the public sector. The Cabinet Office has taken up the service itself and will also act as a purchasing authority for any other public sector organisations, a number of whom have already signed up, most recently HM Treasury. The highly scalable shared services are delivered by Fujitsu. The framework and associated commercial terms can be used by any UK public sector entity to contract with Fujitsu without the need for a costly procurement process.

Organisations benefit from a Core Shared Service intended to offer the best value for money ICT service available to the public sector, as well as a range of optional services. The Core Shared Service comprises a security accredited service delivering modern office productivity applications from a shared data centre facility, through a fully managed infrastructure. A variety of tools, such as Microsoft SharePoint, are used to increase the productivity of the service’s users and applications hosted as part of Public Sector Flex leverage Fujitsu’s Application Outsourcing approach. Users will have access to ITIL-compliant support through a shared service desk. John Suffolk, Government Chief Information Officer, says:

Using this input, our solutions are implemented using our lean delivery methods and tools, providing a flexible delivery approach that can be adapted to specific governance processes and implementation styles.

UNDERSTANDING YOUR BUSINESSEmbarking on a transformation journey without full visibility of your as-is operations and processes (and hence an understanding of your change path) incurs significant business risk. Unfortunately, it is very difficult for most organisations to understand their as-is state for a number of reasons:

• Most operational staff don’t deal with the end-to-end process, they only deal with parts of it.

• They only experience a small number of the process instances.

• It’s easy to recall the rule but harder to capture all the exceptions.

• People are reluctant to provide information that might reflect negatively on them.

Using our consultants’ experience and Fujitsu’s BPM-e tool, we are able to go beyond the creation of current-process diagrams to uncover the real process issues and identify priorities, benefits and the most effective improvement path.Process Visualization is the first step in understanding how an application portfolio must be transformed to support an organisation in the long-term. Fujitsu uses its Application Value Assessment to define a vision for a sustainable application portfolio and governance process, using and complementing an understanding of the as-is and future state operations and processes.Large organisations are typically dependent on a correspondingly large number of applications to support their business processes. However, the cost and value of applications changes over their lifecycle.Increasingly, CIOs, CFOs and CTOs want to demonstrate that the budget spent on a particular application will have maximum impact on business goals. DELIVERING SOLUTIONSApplication Services solutions are delivered within Fujitsu’s Solution Framework, which ensures the integration of business, service, application and infrastructure elements in solutions that meet the totality of our customers’ requirements and achieve the required business benefits.

Fujitsu’s Application Services are delivered using our Application Lifecycle Management (ALM) environment - Apt. Apt embodies the principles of a Lean approach to

the complete solution lifecycle from specification through delivery to subsequent support services.

Apt environments can be provided as robust shared services (SaaS) to reduce start-up time and costs for most projects or as private environments for security-sensitive projects or customer site installation.

Projects using Apt expect 15% to 30% development cost saving through higher productivity and shared infrastructure. The risk of overruns is significantly reduced for the following reasons:

• Requirements and solution scope are clearly bounded with an auditable relationship to cost and timescale.

• A clearer way of working for project teams to follow, facilitating delivery from multiple locations.

• Better management information through regular metrics of project status and progress (e.g. earned value) ensures that delivery issues are detected early.

• Clearly defined and governed transition into service and subsequent service provision.

Apt is regularly updated with additional methods and best practices from a range of sources including industry-standard approaches and vendor-specific methodologies.

ACCELERATING SOLUTION DELIVERYFujitsu’s consultancy-led approach and Application Lifecycle Management (ALM) solution are focused on implementing innovative and practical solutions quickly while mitigating risk. TRIOLETRIOLE is Fujitsu’s process for the industrialisation of IT. It captures repeat requests by customers for components or solutions and tests the standardised assets produced in response. It also takes account of discontinuities in markets or technologies. TRIOLE covers the complete stack of infrastructure, applications, business process and of course service management where TRIOLE for Services adopts the global standard ITIL processes.

Lean PrinciplesLean is a philosophy derived from Toyota and their Toyota Production System (TPS) and provides the principles, practices, and tools to create “precise customer value” - that is, offering services with higher quality and fewer defects at a lower cost that meet customer requirements. While initially adopted by manufacturing companies from the early 1990s, Lean is now being applied to IT services and in particular the Application space.

ur next generation Application Services will focus on further reducing the financial and delivery risks

of application solutions while speeding up, simplifying and reducing their implementation and support cost. We believe that this can be accomplished by a combination of new business models, technology innovation and delivery efficiency while keeping our Application Services offerings closely in line with your needs.

TECHNOLOGY INNOVATIONMany analysts anticipate that Cloud Computing will contribute significantly to achieving this during the next two to four years. Fujitsu is an active member in the CIO Council’s G-Cloud initiative to help Government realise its Cloud Computing vision.

Fujitsu believes that Cloud Services for Enterprises will encompass a range of on-demand services for infrastructure, application platforms, software and the workplace client (e.g. the virtualised desktop). Solutions become aggregations of services that are integrated with legacy functionality, delivered with end-to-end service management and hosted as appropriate: taking into account balancing issues like cost reduction and appropriate security.

Services will be picked from a catalogue when required with minimal time to deployed use after appropriate configuration and testing. For example, if a Government re-organisation creates a new agency or department, that department can go to the catalogue and buy “200 users of HR”.

The Cloud will manifest itself in different forms:

• External public Clouds, such as Google or Salesforce.com.

• Shared closed-wall trusted Clouds, such as the G-Cloud initiative. In Government, this type of cloud can host an appropriate catalogue of services through mechanisms like a Government ‘App Store’.

• Internal Clouds to optimise use of resources, such as a Cloud for a large government department.

Fujitsu’s Application Services will use Cloud Computing to provide Government organisations with access to the solutions they need using the most appropriate service and cost models.

The benefits of on-demand services are significant:

• Only pay for what you use - an operational expense with minimal capital investment.

• Greater flexibility and agility in delivering solutions - minimising time to value.

• Take complexity and risk out of your organisation - buy the service and allow the provider to manage its delivery.

Many organisations do have legitimate concerns especially around security, integration and clarity on total cost of ownership. Our knowledge of Government and consultancy-led approach will ensure that we identify the most appropriate way to deliver application solutions for a particular need.

Central Government Organisations, Local Authorities and other Government organisations may have different journeys to adopting on-demand services. Some may most easily get benefits from transforming their traditional data centre hosted infrastructure and migrating their legacy applications to the new on-demand infrastructure, while others may choose to transform the desktop to a virtualised workplace or exploit externally provided software services.

Whilst we believe that Cloud Computing will have a significant impact on the IT industry going forward, Fujitsu expects that Government will also benefit from several other technology trends during the next several years. We are continuously exploring how new and emerging technology trends such as social networking and Open Source can help Government achieve its transformational goals. For example, Government issued its action plan for Open Source, Open Standards and Re-use. Fujitsu will use the action plan and its experience to help Government make the appropriate choices between Open Source, Commercial products and custom solutions and achieve the benefits of increased Open Source use.

DELIVERY EFFICIENCYOur focus on industrialising our services has also shaped our implementation of our global blended delivery model for both application development and support services. With our near-shore capabilities in Northern Ireland and Europe and off-shore centres worldwide we are able to deliver complex services from the most appropriate location both from a security and cost perspective.

We believe appropriate use of blended delivery will be increasingly relevant for government. We will work with Government to determine the most appropriate, efficient and cost-effective mix of service delivery from the pre-sales through the bidding and transition stages of each engagement, taking into account Government’s security needs and supporting UK economic interests.

YOUR NEEDS AND OUR OFFERINGSTechnology innovation and delivery efficiency will only help Government organisations if Fujitsu continues to build and utilise its knowledge of Government to apply these innovations. Fujitsu has formed an Applications Portfolio Offerings Board to focus on continuously aligning our offerings with Government needs, using both industry and internal trends as well as our experience in working with Government day-to-day to drive improved service delivery and innovation.

In addition to continuously aligning its offerings, Fujitsu participates in several Government forums to contribute both its Government experience and innovations to Government’s strategic IT initiatives.
