About the Court: One of 58 trial courts in California, the Superior Court of California, County of San Mateo, holds jurisdiction over one of the

most physically attractive and culturally diverse counties in the state. The combination of cities, towns and unincorporated

areas adds to the richness of this Bay Area community, which is home to over 765,000 residents.

The Court currently has 26 judges and 4 subordinate judicial officers (commissioners) who hear court proceedings in 4

different locations: the Northern Branch in South San Francisco, the Juvenile Branch in San Mateo, the Southern Branch Hall

of Justice in Redwood City and the Traffic Annex also in Redwood City. Approximately 285 employees serve the needs of the

Court by providing operational, administrative and clerical support. The Court staff includes the Court Executive Officer (CEO)

and a four member executive team consisting of a Deputy Court Executive Officer (DCEO), Information Technology Director,

Finance Director and Human Resources Director. The Court’s current budget is approximately $45 million.

The Position: The Court Executive Officer is an executive level position appointed by and serving at the discretion of the judges and under the direction of the Presiding Judge. In conjunction with the judicial leadership, this position is responsible for providing strategic direction to the Court and has overall management authority of the non-judicial components of the court system. The CEO is responsible for planning, directing and overseeing all of the administrative and operational aspects of the Court. This is a highly visible role, in which the CEO provides leadership in all court related issues of interest to the community, through partnership and collaboration with county departments and other justice agencies, community organizations, business leaders and citizens.

Typical duties of the CEO include, but are not limited to, the following:

• Works closely with the Presiding Judge in developing and overseeing administrative and operational programs, policies and procedures for the Court.

• Recommends initiatives to further the Court’s long and short-term goals and its mission to promote the fair administration of justice and maximize public access to the Court.

• Makes recommendations regarding modification and adoption of Superior Court rules and policies and implements them when approved by the judges.

• Analyzes proposed legislation and administrative regulations for their impact on the Court.

• Monitors the effectiveness of court operations, directs operational and analytical studies/review as needed, identifies issues, and recommends and implements procedural and administrative changes as appropriate.

• Directs the development and implementation of organizational policies, procedures and technology for the Court, including personnel plans, recordkeeping, calendar and case flow management (specifically the Tyler Case Management System Odyssey), and navigates the Court’s current vision and efforts towards a fileless/paperless court environment.

• Directs the preparation of and administers the Court’s budget and employs sound budget and fiscal management practices.

• Plans and coordinates the collection, analysis and reporting of survey and statistical data to the Judicial Council of California and other governmental agencies.

• Serves as Jury Commissioner and supervises through subordinate management staff, the selection and qualification of prospective jurors to serve as trial jurors.

• Serves as liaison to the Judicial Council, state and county departments, the San Mateo County Bar Association and the news media.

• Participates as an active member of the Court Executives Advisory Committee.

Able to develop and maintain relationships at the state and county levels that are critical to the Court’s operations and financial structure, including the Legislative and Executive branches of state government, officials of county government, other trial court executive officers, the District Attorney, Probation Department, Sheriff, Private Defender Program and San Mateo County Bar Association.

Knowledgeable and experienced in labor relations and negotiations.

Qualifications:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Experience: Six years of increasingly responsible experience performing duties related to court management in a large, complex public agency, including two years of experience in a senior level administrative or management position.

Highly Desirable Qualifications: • A bachelor’s degree from an accredited college or university in judicial, public or business administration or a closely

related field, or a graduate degree in these same fields.

• Experience as a California Court CEO, Assistant CEO or Chief Operations Officer.

Compensation and Benefits: The annual salary range for this position is $183,500 to $229,400. The Court offers an excellent benefits package that

is available to spouses, domestic partners, and other dependents.

•Retirement: Membership in the Court Retirement System plan (SamCERA).

•Insurance: Choice of three medical and two dental plans with the majority of the premium paid for employee and

eligible family members plus Flexible Spending Account option. The vision care plan is fully paid for employee and

eligible dependents. The Court provides $50,000 of Basic Life Insurance.

•Additional Insurance: Family Death, Disability and Supplemental Life Insurance policies are available to employees.

Long Term Disability benefits fully paid by the Court.

•Vacation: Employees receive 13 paid days a year for the first 5 years of service. Additional days are added with

increased years of service.

•Holidays: 13 paid holidays per year.

•Administrative Leave: Management employees accrue 130 hours per year to use as time off. In April of each year,

employees have the opportunity to convert 50% of their then current Administrative Leave hours balance for a

cash payment.

Dependent Care Spending Account, Deferred Compensation, and Tuition Reimbursement Program.
