You got it Right RDA 2.3.1.4 tells you to transcribe the title as found on the resource.
Under the general rules for transcription (1.7) you are referred to instructions for capitalisation in Appendix A. A.4 contains the guidelines for titles of manifestations
which tells you to capitalise the first letter of the first word.
The alternative instruction at 1.7.1 allows institutions to follow in house guidelines on capitalisation therefore the title for this website could be recorded in capitals.
