COUNTY AWARDS OF EXCELLENCE (CAE)

The County Awards of Excellence is the basis for recognizing the activities of county Young Farmer &

Rancher committees. It is based on organization, education, community service, and recreation activities of the

county Young Farmers & Ranchers. The primary purpose is to recognize the work of county Young Farmers

& Ranchers during the year. It is also an excellent county Program of Work and is designed to give

suggestions to county Young Farmers & Ranchers.

In an effort to place emphasis on Farm and Home Safety, the Tennessee Young Farmers and Ranchers are

continuing a concentrated safety program for county clubs/committees. In order to make this project

successful, each county should actively participate in this safety program.

County YF&R committees may develop and carry out any safety program they desire. It may include one or

more special projects. (For assistance in planning and conducting programs in farm, home, and rural safety

The YF&R County Awards of Excellence (CAE) is awarded at the Tennessee Farm Bureau Annual

Convention each year. Points will be based upon an evaluation of each county's program under the method of

scoring on the following report form and scorecard.

The YF&R County Awards of Excellence (CAE) report needs to be entered online at the local county Farm

Bureau office by October 5th. All county Farm Bureau secretaries must enter reports on Farm Bureau’s

sharepoint site to be judged for the Annual Tennessee Farm Bureau County of Excellence Awards so that

award certificates can be prepared for the State Convention. Late reports will not be included in the awards

presentation. Scoring is based on activities from November 1 of the previous year to October 31 of the current

year.

PURPOSE OF COUNTY PRESENTATION

The purpose of the County Presentation is to show the activities and events that a county has been involved in

for the past year. This is a cumulative presentation beginning with State Convention in December running

throughout the year, including Young Leaders Conference, Young Farmers Conference, Fall Agriculture Tour,

and ending with State Convention. A County Presentation should also include county meetings, district

meetings, cookouts, farm days, safety projects, etc.

This project should be used as a learning experience by interchanging ideas between counties about their

activities and projects. This is your opportunity to showcase your Young Farmer Program.

COUNTY PRESENTATION "GUIDELINES"

1. Presentation will be shown during the YF&R Annual Conference on Saturday evening during the

Tennessee Farm Bureau Federation Annual Meeting during December at the Cool Springs Marriott in

Franklin.

2. We need you to e-mail five (5) high quality digital (jpeg) pictures to Chris Fleming at

[email protected] by November 15, 2018. Chris will develop the pictures into a presentation and he

will have them all put together when you get to the convention. You may also prepare your own

presentation. Please send your CD to Chris Fleming at Tennessee Farm Bureau, Special Programs

Division, PO Box 313, Columbia, TN 38402-0313 by November 15.

3. No more than 2 minutes in length. No more than 5 slides (subslides allowed).

4. Each county must also be prepared to have one or more persons narrate their presentation.

5. Examples of some pictures (unique activities, service projects, fundraisers, Farm Days)

6. Each county will receive a plaque for participation, which will be presented at the Young Leaders

Conference.

7. A County Presentation is required for a county to receive a top five (5) County Activity (cash) Award.

GENERAL INFORMATION

ANNUAL TENNESSEE YOUNG FARMER OF THE YEAR

ACHIEVEMENT AWARDS PROGRAM

1. In 2018, it will be the 49th year this program has been offered by the Tennessee Farm Bureau in cooperation with

the Tennessee Young Farmers and Ranchers and the American Farm Bureau.

2. County participants will be recognized and presented a certificate on Friday night, July 20. The top two young

farmers from each district will be announced at the Young Farmers Conference on Saturday morning, July 21.

There will be a ten-minute interview for each of the ten finalists on Saturday morning, July 21. The District &

State Winners will be announced at the Young Farmers Conference in Columbia, Tennessee on Saturday night,

July 21, 2018.

3. Each county contestant will receive a $200 cash award from TFBF provided that all requirements have been met

and the application is in the TFBF Office or postmarked by May 15th. Two winners will be selected from each of

the five Farm Bureau districts. This will be the top ten finalists, who will compete for the district and state

winners. The Ten State Finalists will each receive $300 cash from TFBF. All contestants must attend the

Friday and Saturday night banquets to receive any cash awards.

4. Each district winner will receive up to $1,000 of Farm Bureau Services of their choice provided by the Tennessee

Farm Bureau, Tennessee Farmers Insurance Companies, Farm Bureau Health Plans, Farmers Service, Inc., and

Tennessee Livestock Producers. (Ex. Auto, Farm, Home, Life, or Health Insurance; Farm Business Analysis,

Income Tax, or Livestock Marketing Services). Winners must meet all application and normal underwriting

requirements.

5. The state winner will receive a years’ use up to 150 hours of a Case IH Tractor, $1,000 from TFBF, RTV loaded

to keep from TFBF, $1,000 in qualified Farm Bureau Services, and insurance on the Case IH Tractor for one-year

provided by Tennessee Farmers Insurance. The state winner and their spouse will also receive trips to the

American Farm Bureau Annual Convention in New Orleans, Louisiana on January 11-16, 2019 to compete with

other state winners for national awards, AFBF YF&R FUSION Conference, and all TN YF&R Conferences. The

2nd place winner and their spouse will receive up to 250 hours free use of a Kubota Tractor, $1,000 in qualified

Farm Bureau Services, $1,000 cash from TFBF, trips to the American Farm Bureau Annual Convention, AFBF

YF&R FUSION Conference, and all TN YF&R Conferences. The national winner will receive a 2019 truck to

keep and paid registration to the 2019 AFBF YF&R FUSION Conference. The national runner-up will receive a

CASE IH Farmall Tractor to keep and cash awards. (In the event that the prizes/awards as agreed to be supplied

by our sponsors are unavailable, AFBF reserves the right to substitute a prize of comparable or greater value in

its sole discretion).

6. The following rules are to be observed in the selection of each county participant:

a. Must be Farm Bureau members actively farming, the husband and wife being no more than 35 years of

age. (May not reach their 36th birthday prior to January 31, 2019 of the National Convention).

b. State Application-Entry Form of the county applicants must be in the office of the Tennessee

Farm Bureau Federation or postmarked by May 15, 2018. The application must be typed on the

online version at www.tnyfr.com. The Young Farmer Application and Entry Form will be in a PDF

document.

c. The county applicants must be sponsored by the county Farm Bureau to be considered for state and

national recognition. Application must be signed by the County Farm Bureau President.

d. A panel of qualified judges will make the final selection of the state winner.

e. Members of the Tennessee Young Farmers and Ranchers State Committee will not be eligible to

compete in the awards program.

f. To receive any county, district or state awards, county contestants must be present at the Young Farmers

Conference and meet all qualified requirements.

FARM BUREAU ANNOUNCES STATE YOUNG FARMER OF THE YEAR

announced the rules for the 2018 State Young Farmer of the Year Awards Program. Any young farmer in

County between 18 and 35 years of age, Farm Bureau member, and cannot reach

their 36th birthday prior to January 31, 2019 is eligible for the award. The application must be typed from the

online version at www.tnyfr.com. The Young Farmer Application/Entry Form is in a PDF document. All

entries must be received in the County Farm Bureau Office by , 2018. (Suggested

date should be set to fit county situation.)

At the state contest, each county contestant will receive a $200 cash award from TFBF provided that all

AREA 1 FARM OPERATION & GROWTH - size, scope, yields, efficiency, etc.

AREA 2 FINANCIAL PROGRESS OF OPERATION - This means considering all assets available to

begin farming, and the utilization of those beginning assets, plus gifts, earnings, and additional

borrowed capitol, and evaluate the progress and growth made to the present time. By applying

this principle, you will be able to compare farming operations with many variables such as

beginning assets, type, size and current financial statements and net worth. Management of the

farming operation and the financial statement deserve major emphasis in this area.

Sections II – Agricultural Status; III – Agricultural Operation; IV - Applicant's Financial Statement; V –

Progress of Operation are included in these two areas.

AREA 3 FARM BUREAU LEADERSHIP - There are many opportunities for leadership experiences

within the Farm Bureau Organization. These leadership roles may occur on the County, State or

AFBF level. They may consist of voluntary or elected position of leadership. Major emphasis in

this area should be not only on the number of leadership roles but on the number of years

served as well.

FARM BUREAU ANNOUNCES THE EXCELLENCE IN AGRICULTURE

AWARD PROGRAM

The 17th Annual Tennessee Young Farmer & Rancher Excellence in Agriculture Award Program will be

conducted this year by the Tennessee Farm Bureau and the Tennessee Young Farmers and Ranchers on Friday,

October 5, 2018. The Excellence in Ag Contest is conjoined with the Young Farmers Fall Agriculture Tour in

Sullivan County on October 5-6, 2018.

This is a contest for young individuals or couples involved in agriculture, but not dependent on farming for the

majority of their income. Applicants must have derived a majority of their income from a non-production

agribusiness enterprise for the past three years. For example, a part-time farmer, Ag teacher, extension agent,

farm employee, or a chemical salesperson would be ideal to enter this contest.

The Application-Entry Form, which includes the rules and guidelines for the program is available

at www.tnyfr.com. All applications must be in the Special Programs Division or postmarked by September

1st. Mail applications to: Dan Strasser, Tennessee Farm Bureau Federation, Special Programs Division, PO

Box 313, Columbia, TN 38402-0313. All applications must be signed by the county Farm Bureau

President. We recommend all applicants develop their Presentation, and give the presentation to the county

Farm Bureau Board of Directors and local civic groups. The application counts 80% and the presentation

counts 20% of total score.

The top ten applicants will present a presentation on Friday night, October 5. The top five state winners and

awards will be announced at the Young Farmers Dinner on Saturday evening, October 6. Farm Credit Mid-

America will present the John Deere Gator on Sunday evening, December 2nd during state convention in

Franklin.

The State Winner will receive a $1,000 cash award from Tennessee Farmers Insurance Companies (TFIC),

$500 cash award from Tennessee Farm Bureau Federation, $1,000 in Farm Bureau Services, a John Deere

Gator from Farm Credit, and trips to the 2019 AFBF Annual Convention, AFBF YF&R FUSION Conference

and to all TN YF&R Conferences for the coming year. The National Winner will receive a 2019 truck to

keep. All awards are subject to change.

The 2nd Place Winner will receive $600 from TFIC, trips to the AFBF Annual Convention, AFBF YF&R

FUSION Conference, and all TN YF&R Conferences for the coming year. The 3rd Place Winner will receive

$400 from TFIC; 4th Place Winner will receive $200 from TFIC; and 5th Place Winner will receive $200 from

TFIC.

The Top Five State Finalists will each receive $300 from Tennessee Farm Bureau Federation. Each contestant

will receive $200 from Tennessee Farm Bureau Federation provided that all requirements have been met and

the application is in the TFBF office or postmarked by September 1st. All contestants must attend the Young

Farmer Fall Agriculture Tour and Awards Banquet to receive any cash awards.

YOUTELL AG AMATEUR VIDEOGRAPHY CONTEST GUIDELINES

Designed and added in 2013, the “YouTell Ag” Videography Contest is designed to provide participants the

opportunity to enlighten other producers and the general public on methods of production and issues facing

today’s farmers. Videos should be between 2-3 minutes in total length. Counties which participate by having

a current YF&R member in good standing submit a video to the contest will be eligible to receive 10 points on

their YF&R County Awards of Excellence application. Submissions must be received by Fall Tour annually.

A district winner will be selected from each of the five districts in Tennessee. A state winner will be selected

and announced at State Convention in December. The county submitting the winning video will receive a

informational purposes, with the application serving as permission of the contestant who submitted the video

recording.

Guidelines for this contest are a follows:

1. Videos must be unpublished (not yet posted to YouTube, Facebook, or any other media, etc.) at the time

of submission.

2. Videos may be recorded by cell phone, camcorder, iPad, iPhone, etc. and should be a minimum of two

minutes but no longer than three minutes in total length.

3. Topic of the video submitted should be relevant to production agriculture, production methods, product

use, farm safety or issues farmers face within the state of Tennessee.

4. Videos are to be positive and must avoid negative comments toward any product, group, individual, etc.

5. The intended audience for the videos should be the general public.

6. Video must contain only original work of the contestant. Therefore, no materials from another source

that are subject to copyright or trademark protection (such as music or logos) are to be included.

7. No people other than the contestant, his or her immediate family members, and other county YF&R

members and their immediate family members may appear in the video.

8. Filming locations shown in the video must be owned or leased by the contestant submitting video or his

or her immediate family.

9. Videos should be submitted by email to [email protected] by first day of Fall Tour annually.

10. Amateur editing only – no professionally edited video accepted.

OUTSTANDING YF&R WOMAN OF THE YEAR

The Tennessee Outstanding YF&R Woman of the Year Contest will be held during the State Convention in

Franklin at the Embassy Suites on December 1, 2018. Contestants will be judged by a committee of three

impartial judges. Each contestant must comply with the rules set forth below. The purpose of this event is to

recognize outstanding women leaders in the organization and for county clubs/committees to conduct county

contests for the same purpose.

We will recognize district winners along with the state winner. Each contestant will receive a certificate and a

$200 cash award from Tennessee Farm Bureau. Each district winner will receive a $500 cash award from

TFBF. The state winner will receive a $1,000 cash award from TFBF, a trip to the AFBF YF&R FUSION

Conference, and trips to all Tennessee YF&R Conferences. If no district has a contestant, then no prize will be

awarded. All contestants must attend the Awards Banquet to receive any cash awards.

RULES

1. Contestants must be 18 years old, but no more than 35 years of age as of December 31, 2018.

2. Participants at the state convention must be attired in Sunday or Business Dress during contest.

3. No previous Outstanding YF&R Young Woman state winner is eligible to compete.

4. (Only the top two in each district will be interviewed). Contestants will be judged on the

Interview and the Application: 50% Farm Bureau/YF&R Activities (including current and past

years activities, offices held, and committees and projects involved in on the state, district or

local level); 30% Presentation/Communication Skills; and 20% Community & Civic

Involvement.

5. Interview time limit of 10 minutes.

6. The State Winner will be recognized on Monday Evening during the Tennessee Farm Bureau

Banquet.

7. Entries need to be mailed into the state office by November 15, 2018.

MABEL PATTAT LEADERSHIP AWARD

Mrs. Harold (Mabel) Pattat first became active in Farm Bureau through Young Farmers & Ranchers during the

1950's in Fayette County in District I. After Mrs. Pattat became active as county women's chairman and board

member, she was elected to the State Women's Committee in 1971. In 1981, she was elected as chairman of

the State Women's Committee and to the TFBF Board of Directors. During her tenure, county Farm Bureau

Women's Committees became more active in Commodity Promotion, Public Relations, Legislative Activities,

Leadership Development and especially Ag in the Classroom.

In June of 1991, Mabel passed away after a lengthy battle with Cancer. Her life was an inspiration to everyone

she came in contact with and she promoted agriculture and leadership in Farm Bureau right up to her death.

Because of the influence that she was in all of our lives, the TFBF Women's Committee established the Mabel

Pattat Leadership Award in 1992 to be presented to the Young Farmers & Ranchers Outstanding Young

Woman each year during the State Convention.

Each year’s winner's name will be engraved on a permanent plaque that hangs in the Special Programs

Division at the TFBF office in Columbia.

DISCUSSION MEET

Tennessee has participated in the AFBF Discussion Meet since 1950. The Discussion Meet is an organized

discussion of farm issues. The contest is open to any young farm man or woman between 18-35 years of age.

Previous state winners are ineligible to compete. The county YF&R club or county Farm Bureau will certify

members for state competition by November 15.

A Discussion Meet "Warm-Up" will be conducted during each of the five District YF&R Fall Meetings. There

is no limit to the number of entries from a county in the District Warm-Up or the State Contest.

Each contestant who participates in the State Contest will be presented a certificate and a $200 cash award

during the Tennessee Farm Bureau State Convention in Franklin provided that all requirements have been met

and application mailed to TFBF office or postmarked by November 15th. All contestants must be present

Sunday night to receive any cash awards.

The State Contest will consist of as many semi-final rounds as necessary. The four finalists in the State

Contest will receive a $500 cash award from Tennessee Farm Bureau.

The second- place winner will receive a $750 cash award from Tennessee Farm Bureau, trips to American

Farm Bureau Federation National Convention, AFBF YF&R FUSION Conference, and all Tennessee YF&R

Conferences.

The state winner will win a $1,500 cash award from Tennessee Farm Bureau, a ZTrak mower from

TriGreen Equipment, a trip to the 2019 AFBF National Convention in January to compete with other state

winners to win a 2019 truck to keep, paid registration to the AFBF YF&R FUSION Conference, and trips to

all Tennessee YF&R Conferences. All awards are subject to change.

The state winner will have their name placed on a permanent plaque at the TFBF Office in Columbia as the

winner of the "Max E. Osborne Leadership Award." Max Osborne was the first state YF&R president and a

Talk Fest Winner now known as the Discussion Meet.

MAX E. OSBORNE LEADERSHIP AWARD

Max E. Osborne first became active in Farm Bureau through YF&R and served as state YF&R president in

1947. He participated in the Talk Fest, now known as the Discussion Meet and was recognized as state winner

and national runner-up. Max served as Farm Bureau Insurance Agent in Obion County and as the first and

only District Insurance Agency Director in West Tennessee until his retirement in April 1985. The Farm

Bureau Insurance Agents in West Tennessee, District I, have set up a trust fund in honor of Max E. Osborne

and his continued interest and support of Young Farmers and Ranchers activities. The interest from this fund

will provide for awards for the winner, runners-up and contestants in the Discussion Meet Contest. A

permanent plaque which will contain the names of recipients each year has been placed in the Special

Programs Department at the Tennessee Farm Bureau office.

I. WHAT IS THE "DISCUSSION MEET"?

A. The "Discussion Meet" is a contest promoted by the Tennessee Young Farmers and

Ranchers State Committee. It is designed for the participation of young farmers between the

ages of 18 and 35.

B. The contest itself involves a moderator and from 4 to 6 contestants. The moderator's

responsibility is to introduce the topic and contestants and to start the discussion, keep it on

track and see that no one monopolizes the time.

C. The four fundamental bases of general discussion are (1) constructive criticism, (2)

cooperation, (3) communication, and (4) problem solving. With this in mind, the

participants' responsibility is to exchange ideas and information in an effort to solve a

problem. The discussion should not be "conversation" or aimless talk nor should the

participant take the role of a persuasive speaker. The participant should attempt to

cooperatively shed further light on the problem and tentatively retain a flexible position. A

successful participant is a productive thinker rather than an emotional persuader, who is free

to state beliefs and change positions whenever new information and ideas make that a

reasonable thing to do.

D. Finally, this is not a panel symposium wherein each participant makes a presentation in his

proper turn with the moderator ending the session with a summary. Rather, it is an exercise

in problem solving using techniques of letting the participants loose on the subject and on

each other, with the questions, answers and statements coming from any quarter at any time.

E. Generally speaking, the discussion should follow these steps:

1. Statement of problem or need.

2. Explore, define, understand problem or need.

3. Identify causes for problem or need.

4. Elaborate all possible alternative solutions.

5. Evaluate and compare alternatives.

6. Test and project what appears to be the best solution.

7. Arrive at ways to implement the solution.

II. PURPOSE OF THE "DISCUSSION MEET"

A. To involve young farmers in analyzing their agricultural problems and deciding on solutions

which best meet their needs.

B. To provide an opportunity for greater participation on the part of young farmers in Farm

Bureau.

C. To help young farmers develop a greater command of basic discussion skills. They will

acquire a better understanding of how people can think in groups for the sake of better

understanding and solutions to problems.

D. As a leadership training and self-improvement device, the "Discussion Meet" experience

will:

1. Stimulate logical thinking and a desire for accurate information.

2. Develop a concise and direct manner of speaking.

3. Improve the ability to listen.

4. Aid the participant to overcome timidity or stage fright.

5. Assist the individual in the practice of giving and receiving criticism in a helpful

manner.

6. Teach the value of compromise.

7. Develop leaders for effective problem solving through group discussion.

III. WHO MAY PARTICIPATE?

A. Must be a Tennessee Farm Bureau member between the ages of 18 and 35.

B. Contestant must be sponsored by a County Farm Bureau or County Young Farmer and

Rancher Committee/Club.

C. The contestant must not have reached 36th birthday by January 31, 2019.

D. Members of the Tennessee Young Farmers and Ranchers State Committee are not eligible

to participate during their tenure as a committee member.

E. Any contestant who has received a fee or honorarium for public speaking is ineligible to

compete.

F. All previous state winners are ineligible.

G. There is no limit to the number of contestants who can enter the District "Warm Up" and/or

State Contest from any county.

H. County, state, and American Farm Bureau employees are not eligible, this also includes

affiliated companies.

IV. AWARDS

A. Each contestant who participates in the state contest will be presented a certificate and a

$200 cash award from Tennessee Farm Bureau on Sunday evening, December 2, 2018

during the TFBF State Convention. All contestants must attend the Sunday night YF&R

Banquet to receive any cash awards and have met all the requirements.

B. Counties are urged to pay the expenses of their contestants to the district and state contests

to encourage participation.

C. The National Winner of the "Discussion Meet" will receive a 2019 truck to keep and paid

registration to the 2019 AFBF YF&R FUSION Conference.

D. The State Winner of the Discussion Meet will receive a $1,500 cash award from Tennessee

Farm Bureau, a ZTrak mower from TriGreen Equipment, a trip to the American Farm

Bureau Federation Convention in New Orleans, LA on January 11-17, 2019 to compete

with other state winners in the national contest, a trip to the AFBF YF&R FUSION

Conference, and trips to all TN YF&R conferences. They will also receive a plaque as the

recipient of the Max E. Osborne Leadership Award that will be placed in the state office.

E. The second place winner gets a $750 cash award from Tennessee Farm Bureau, a trip to

the AFBF Annual Convention, a trip to the AFBF YF&R FUSION Conference, and trips to

all TN YF&R conferences.

F. The final four will receive a $500 cash award from Tennessee Farm Bureau

V. HINTS FOR CONTESTANTS

A. Study as much material as possible relating to the overall topic in addition to prepared

material in folders. Sources: library, newspapers, magazines, Farm Bureau policies, county,

state, and AFBF publications and conversations with those having knowledge of the subject.

B. The Discussion Meet should be a conflict of ideas, but not of personalities. Remember,

this is a discussion, not a debate.

C. Be prepared to ask questions, state facts and opinions, and urge others to be specific.

D. Be aware of the audience, but not to the exclusion of the panel. Talk loud enough to be

heard by all of the audience.

E. Participate whenever it will contribute to furthering the discussion without monopolizing.

F. Make notes of key points as the discussion proceeds for use in summary statement.

G. Use your one-minute time to organize your summary statement.

H. Stand and make your closing statement to the audience -use accepted speech techniques -

stay within time limit.

I. Professional attire is recommended.

VI. COUNTY MEET

A. Each county is encouraged to hold a county meet to provide your contestants as much

experience as possible for the District "Warm Up" and State Contest. This would also be

an excellent program for your August or September meeting.

B. The County Young Farmers and Ranchers and County Farm Bureau should extend a

personal invitation to all qualified young farmers in the county.

B. It is not necessary to compete in the District "Warm Up" to be eligible to enter the state

contest.

VIII. STATE MEET

A. The State "Discussion Meet" will be held in conjunction with the Tennessee Farm Bureau

Federation Annual Convention in Franklin on December 2, 2018.

B. The state contest will consist of as many semifinal rounds as necessary (Sunday afternoon)

and a final round (Sunday night).

C. Contestants will be placed in semifinal rounds at random.

D. The semifinal rounds may be shorter than the final round.

E. The same judges will be used for both semifinal rounds and the final round. (If possible)

F. The four contestants with the highest scores will be selected from the semi-final rounds for

the final round. In the event of a tie, five finalists may be selected.

IX. PHYSICAL ARRANGEMENTS OF THE "DISCUSSION MEET"

A. The physical arrangement of the meeting room should provide for two tables at the front

facing each other and the audience with moderator seated in the center of the two tables.

Name cards will identify the contestants. A contestant drawing will be held just prior to the

start of the meet to determine the order of seating.

The contest will include:

1. Announcement of the "Discussion Meet" rules.

X. THE "DISCUSSION MEET" ITSELF

The following is a step by step account of the actual procedure during the District and State

Discussion Meets: (County Meet can be conducted in the same way.)

A. All contest officials and contestants will be in the proper room at their stations at the

appointed hour.

B. The room chairman will call the meeting to order and announce the topic to be discussed

and then introduce the timekeeper and moderator.

C. The moderator will introduce the contestants and re-announce the topic to be discussed. He

will call on the contestants in voluntary order to make a 30 second opening statement.

Contestants for "Discussion Meet" should stand for their opening statement.

D. The timekeeper will stand at 30 seconds and remain standing. Judges may subtract points at

their discretion for contestants abusing the time limit.

E. The moderator will then indicate the opportunity for open discussion, which will run for a

total of 35 minutes. (25 minutes in semifinal rounds and district contests.) He will, at his

discretion, give "directed discussion" by encouraging contestants to consider other aspects

of the topic under consideration.

F. The timekeeper will indicate to the moderator when 20 minutes have elapsed and the

moderator will interrupt discussion to announce the remaining time and may close the

discussion at his discretion if discussion is lagging. (15 minutes in semifinal and district

contests.)

G. The timekeeper will indicate to moderator when a total of 30 minutes have elapsed. (25

minutes in semifinal round and district contests.)

H. The moderator will call for a minute of quiet time allowing the contestants to consider a

closing statement.

I. The moderator will call upon the contestants in voluntary order to make a one-minute

closing statement.

J. Moderator will recognize the judges and request them to leave the room to finalize the

tabulation of their score sheets. Judges will not be permitted to confer with each other prior

to the completion of their tabulation.

K. The moderator will thank the panel and ask for audience recognition of their efforts. He

will then request the contestants to each discuss their personal farming programs for the

benefit of the audience.

L. The room chairman with the assistance of the timekeeper will supervise the final tabulation

by the judges, and report results to the group. Judges will use a point system indicated on

the score sheet to assist in selecting their winners. Each judge will be instructed to break all

tie scores.

M. The room chairman and timekeeper will rank the panel winners, based on the total scoring

given by each judge; i.e., 1 point for 1st, 2 for 2nd, 3 for 3rd, 4 for 4th, and 5 for 5th. The

contestants with lowest ranking scores will be adjudged the winners and announced to the

audience.

N. The room chairman will advise the panel winners of the next level of contest to be

conducted, its location, time and next topic to be discussed.

O. Contestants may not bring research information into any of the Discussion Meet Contest -

County, District, State or National. They may have blank paper with them for the purpose

of making notes during the actual meet.

TENNESSEE YOUNG FARMERS

ENVIRONMENTAL STEWARDSHIP AWARD PROGRAMIntent

The purpose is to recognize outstanding environmental stewardship efforts of Tennessee young farmers.

A second purpose is to increase public awareness of the agricultural community's commitment to

environmental stewardship by publicizing winners' accomplishments. The program is also an additional

incentive for environmental action.

Eligibility

Nominations will be made from Tennessee young farmers who:

1. Have evaluated the potential environmental effects of practices, structure and conditions on their farm.

2. Have a plan to deal with significant environmental/conservation problems and opportunities.

3. Have shown significant progress in implementing their plan over two to four years, or longer.

4. Are YF&R members and a Farm Bureau member.

Procedure

Nominations will be typed reports following guidelines given below prepared by county extension

faculty in cooperation with Farm Bureau staff.

County nominations will be submitted to the county extension offices by June 1. The county extension

offices will mail the applications to Dr. Shawn Hawkins at the University of Tennessee-Knoxville Extension

Service by June 15.

All Farm Bureau district nomination applications will be submitted to a committee consisting of three

extension employees appointed by the Dean and three members of the Tennessee Farm Bureau Federation

appointed by the President for selection of five district winners and a state winner.

Awards will not be made if the extension service or state committee find that no suitable nominations

have been submitted.

Awards

Five Young Farmer Awards will be presented, one in each Farm Bureau district and the statewide

winner. The awards will be presented on Friday, July 20, 2018 at the Young Farmers Conference in Columbia.

District winners will receive a personalized framed certificate and environmental stewardship sign

suitable for outdoor display at the farm entrance or similar location. The district winners will receive a $400

cash award from TFBF.

The state winner will also receive a personalized framed certificate and environmental stewardship

sign along with a $1,000 cash award from TFBF, a trip to the AFBF YF&R FUSION Conference, and trips to

all Tennessee YF&R Conferences.

The extension agent submitting the nomination for a district winner will receive a $400 cash award or

the state winner will receive a $1,000 cash award for program enhancement in the county.

To receive any district and state awards, attendance is required at the Young Farmer Conference

on Friday night by the young farmer nominee and the county extension agent.

In addition, county nominees may be recognized at suitable local events and through the media.

Nominators may wish to select a county winner to be recognized at Farm-City days, county Farm Bureau

annual meetings, stewardship dinners, civic club events, county rural development committee meetings or other

suitable occasions.

Nomination Content Nominations should be typed with no page reductions and contain:

1. Letter of nomination from the county Extension Agent.

2. Letter of nomination from the local Farm Bureau President and Agent in charge of YF&R.

3. Nomination summary----An overview of the nomination's major points on a separate page. The

nominee's name, mailing address, and phone number should be included. One-page maximum.

4. Nomination----A narrative describing the farm, problems addressed, plans made, actions taken and

results achieved. Economic analysis should be included as well as physical results. Twenty-page

maximum. Include before and after pictures.

5. Supporting materials----Information selected to illustrate, support and document the narrative such as

photos, maps or diagram, newspaper clippings, field day programs, farm plans, nutrient management

plan, Farm-A-Syst results, monitoring data, etc. Twenty-page maximum.

6. Evaluation----Up to five letters from individuals familiar with the farm evaluating and supporting the

nomination based on the criteria for the award.

Evaluation The judging criteria and maximum points for each item are evidence of:

1. A total farm assessment to identify problems. Up to 20 points.

2. Development of a feasible, comprehensive plan to address identified problems. Up to 20 points.

3. Plan implementation including actions to date and a logical plan for future actions. Up to 25 points.

4. Results of actions taken including environmental effects, both on the farm and off-site, and impacts on

the farm business. Up to 25 points.

5. Other participation in conservation programs (CRP, wetlands reserve, ag non-point source fund, etc.).

Up to 5 points.

6. Working with organizations (soil conservation districts, RC&D councils, FFA, 4-H, Farm Bureau,

county rural development committees, etc.). Up to 5 points.

Total possible is 100 points.

YOUNG FARMER AGRIBUSINESS RECOGNITION

RULES & APPLICATION

PURPOSE: To recognize local Agribusiness professional leaders businesses, or organizations who have made

a significant contribution to local agriculture and specifically, Young Farmers & Ranchers.

1. This is sponsored as county Young Farmer & Rancher Recognition.

2. There is no age limit. The person chosen could be a young person who has worked closely with the

county YF&R Committee.

3. This is an optional county program and no competition will be held on the state level.

4. Application can be modified by county Young Farmer Committee.

5. Award(s) provided are left up to county YF&R Committee.

6. One Certificate and plaque will be provided by TFBF to counties to give to recipient locally.

7. This award was suggested by the YF&R Resolution Committee and approved by the voting delegates at

the 1990 State Farm Bureau Convention.

8. Both the 1991 & 1992 State YF&R Committee had input into the criteria and application for the award.

9. To order your plaque, contact the Tennessee Farm Bureau Federation Special Programs Department at

least 3 weeks prior to when you will make the presentation.
