Transfer Discrepancies for ADPA 2015
Discrepancies long-outstanding issue
Similar figures to previous years
79 States Parties have transfer discrepancies for
2015
(83 States Parties in 2014)
Seven SPs did not submit AND (15 SPs in 2014)
Represent 2.5% (13 TDs out of the total 527 transfer
discrepancies )

Actions Taken By The Technical Secretariat (1)
Collaboration with WCO
to allocate unique international 6-digit HS code
Update of the tools for identification of scheduled
chemicals
Provide guidance on resolving transfer discrepancies
included in Declarations Handbook 2013 –6 OPCW official
languages
Promote the use SIX for transmission of CI
24 24
Working together for a world free of chemical weapons
www.opcw.org
Actions Taken By The Technical Secretariat (2)
Continue to provide training to relevant stakeholders
Continue to provide support SP for the legal
implementation
Continue to emphasize the importance of timely,
accurate and complete declarations
Particularly to those SPs who have not submitted AND
declarations and are involved in TDs
25 25
Working together for a world free of chemical weapons
www.opcw.org 26
Actions to be considered by States Parties
Respond to TD letters indicating the outcome of their efforts
Implement decisions on low concentration thresholds
Follow recommendation to declare the weight within a
mixture
Work with other SP involved, particularly with those SPs who
did not declare the transfer
NA day’s meeting and CSP would be a great opportunity to
hold consultation with other SPs
Provide feedback and propose further actions and/or
measures 26 26
