In accordance with Title 30 CFR Part 250, Subpart J, 250.1006 and 250.1019, Kinetica Partners, LLC hereby requests approval to decommission, permanently abandon and relinquish approximately 3.54 miles of twenty inch (20") pipeline in the Eugene Island Area, Gulf ofMexico, offshore Louisiana. Kinetica will follow Tennessee Gas Pipeline Company's previously accepted decommissioning procedures which have already been approved by BSEE, a copy of which is attached hereto.

Flowever. pursuant to 30 CFR 250 1754, please be reminded that you may be ordered to remove the pipeline, should the Regional Supervisor delermine that lhe pipeline is an obstmction to other users of the Gulfof Mexico Ouler Continental Shelf.

We have determined that the decommissioning procedures set forth in your application are consistent with regulatory requirements applicable to thc proposed operations. Sec. e.g.. 30 CFR 250.1703. 250.1751 You must perform lhe decommissioning operations in accordance with those procedures or obtain prior written approval ofany changes.

Your request to complete decommissioning of this pipeline no later than the earlier of fi} one year following the completion of TGPC's appeal; or (ii) December M, 2017 is herebv granted.

Scope of Work

1.0 P.'f 20-inch 523M-9700 Pipeline (El 250A Platform to El 227 SSTI) 1.1 Company and Contractor shall lock out and tag out (LOTO) El 250A Platform 1.2 Mobilize Dive Support Vessel (DSV) with pump equipment and high pressure

hoses to El 250A Platform 1.3 Prepare 523M-9700 line for pigging operations

1.3.1 On El 250A Platform, verify CLOSEO Valve A, Valve B, and Valve C (Reference Drawing Number 141112_523M 9700_Schematic)

1.3.2 Bleed down existing El 250 pig launcher and install foam disc pig(s) into launcher (Reference Drawing Number 141112_523M-9700_Schematic)

1.3.3 At El 227 SSTI, verify that Valve E is in the pinned-open position (Reference Drawing Number 141112_523M-970O_Schematic)

1.3.4 At El 227 SSTI, place Valve F into the 25% open position. Pin open Valve E (Reference Drawing Number TO-F2-523M-9700-1B)

1.4 Pig 523M-9700 Line 1.4.1 Contractor will flush the 523M 9700 pipeline via existing pig launcher on

the El 250A Platform deck 1.4.2 Contractor will install pumping equipment and high pressure hoses on

pig launcher and launch pig(s) by utilizing fiange from Valve B 1.4.3 Contractor will verify OPEN Valve C for pigging operations (Reference

Drawing Number 141112_523M-9700_Schematic) 1.4.4 Contractor will push a minimum of 110% pipeline volume of seawater
