PREFACE&This manual is designed to assist students, faculty supervisors, staff, administrators, and

agency supervisors in understanding the policies, procedures and requirements for the Senior

Practicum (Rec 473) in Recreation and Park Administration at Eastern Kentucky University.

The Practicum (Rec 473) experience is an integral part of a student=s total educational

preparation. It should reflect the content and objectives of the core and option curriculum, and

provide students with the confidence that is essential in carrying out professional objectives.

The Practicum provides a structured and systematic opportunity for students to develop

professional behavior and apply theory to practice. It is a phase of professional preparation that

enables students to assume leadership responsibility in their daily activities. Students are

expected to progress to supervisory responsibilities while under the supervision of an

experienced agency supervisor.

INTRODUCTION&This Manual is to serve as a guide for establishing and carrying out the practicum

experience. The practicum student is an emerging professional who in the future must guide the

course of his/her own career. Consequently, a major portion of the responsibility for the success

of the experience rests with the student and the supervising agency.

The senior practicum provides a meaningful full-time work/learning experience of 40

hours per week for 14 weeks (560 clock hours). It is the culmination of course work, previous

fieldwork experiences, and accumulated knowledge. This is the opportunity for the student to

apply professional knowledge and expertise in the field under the direction and supervision of a

qualified practitioner. The student should receive varied practicum experiences ranging from

leadership to program development, to exposure to higher level supervisory responsibilities. The

variety and intensity of experiences should allow the student to assess knowledge and skills in

relation to career goals. The student would be challenged in such a manner that both strengths

and weaknesses are evident. Such experiences can only be assured through careful planning by

the student and the agency supervisor.

This practicum course offers twelve (14) credit hours to students in the Department of

Recreation and Park Administration. An twelve (12) credit hour practicum course should contain

a great deal of value and benefit to the student. Consequently, a strong set of purposes has been

developed for the Practicum course.

Purpose of the Practicum

The primary purpose of the Practicum is to provide a work-study-learning program to

further the professional growth of students. Students are to select agencies appropriate to their

curriculum option, personal needs, and career goals.

Agencies electing to accept practicum students have an obligation to maintain their

reputation for professional services, and cannot tolerate inefficiency, irresponsibility or

insubordination by student trainees. When accepting an agency for the practicum experience, the

student accepts the standards, rules, and regulations of that agency, as well as the University and

Department. Maximum benefits of the Practicum experience will depend largely upon the

student’s realization of responsibilities.

Selection&of&the&Practicum&Agency&Students may be allowed to commence the Practicum only when the agency has an intern

supervisor with the educational and experiential qualifications to supervise the student.

Three (3) years of successful professional experience is typically a minimum

qualification for agency supervision.

The following factors are considered in selecting practicum agencies:

1. The agency should show evidence of a sound professional philosophy of leisure service. 2. The agency should show evidence of adequate acceptance and support. 3. The agency should be professionally recognized and competent in the area of parks and recreation, or in its specific emphasis. 4. The agency should have an active, balanced, and broad recreation and/or park program. 5. The agency and its staff should be willing to provide opportunity for active participants as well as observation of program procedures. 6. The agency should have adequate equipment and facilities that are available for practicum student use. 7. The staff should be highly qualified through both education and/or experience to give supervision to students. 8. The agency should have sound administrative procedures including an adequate budget, public relations, personnel policies, maintenance procedures and inservice training programs. 9. Therapeutic recreation option majors must be supervised by a Certified Therapeutic Recreation Specialist (CTRS). 10. A Certified Park and Recreation Professional (CPRP) should supervise nontherapeutic recreation Practicum students, however this is not a requirement.

Available to all Seminar (REC 450) students seeking practicum placement, are file

folders containing information on agencies which should be helpful in analyzing the agency.

Such information may include but not necessarily limited to: program operation, personnel of the

agency, organizational structure, legal status, general administrative policies and procedures,

budget, clientele of the agency, characteristics of the community, duties and responsibilities

during the practicum experience, job description, facilities of the agency, cooperative agency

agreements, and remuneration/living arrangements for the practicum experience.

The prospective Practicum student must realize from the very beginning the importance

of the decision in selecting an agency for the professional practicum experience. In most

instances, the professional career of the student will be measurably influenced by the agency

selected for the practicum experience. It is perhaps the most important decision faced by any

student in pursuit of a career. The responsibility for this decision rests largely with the student.

In the beginning of the process in selecting an agency, the student should:

1. Review folders and bulletin boards containing information about agencies.

2. Visit with faculty concerning potential agencies.

3. Discuss potential agencies with professionals in the field.

4. Consider all personal reasons that are very important in selecting a site (living

arrangements, economic requirements and geographical area in starting a career).

5. Seek advice from those who have recently completed the Practicum experience.

6. Complete a list of objectives for the practicum experience.

After the student has become as familiar as possible with potential agencies and

determined a realistic set of goals, it is necessary to initiate procedures to set up interviews with

prospective agencies. This is most commonly done with a letter of inquiry; however, other

procedures such as a personal visit or telephone conversation may be acceptable with approval

from the REC 450 instructor and/or Practicum Coordinator.

All correspondence is to be typed/word processed with clean, correct, and appropriately

styled copies sent to agencies. A summary record of all correspondence, whether initiated by the

student or by agency personnel, is to be kept in the student=s Seminar folder.

Prior to initiating any contact with prospective agencies, the student must complete a

resume and have it approved by the Seminar instructor. Additionally, all written correspondence

initiated by the student must be approved by the Seminar instructor and/or Practicum

Coordinator before being sent to the agencies.

Each student is expected to engage in a minimum of three interviews. Additional

interviews may be needed in order to achieve the best possible agency for the Practicum

experience. The student should be prepared for each interview with a clearly stated list of

objectives for the Practicum experience, and a list of questions to ascertain if an agency can

provide the desired experiences. The student should prepare for the interview by becoming

familiar with the important aspects of the interview process in general, and by researching the

agency involved for each specific interview. “Preparedness is the key.”

Senior&Practicum&Guidelines&REC&473&(12&credits)&

One of the most difficult, and yet, one of the most important adjustments for the

graduating senior from a curriculum in Recreation and Park Administration, is the application of

the academic theory and concepts to practical application during the Practicum experience they

will face. The Senior Practicum is designed to provide students, in their senior year, an

opportunity for practical application of knowledge gained in the classroom to the professional

work setting. An application for the Senior Practicum (See Appendix E) is completed by the

student, the instructor, and the agency should all share the responsibilities of the experience.

Eastern Kentucky University is providing this type of experience with the professional

aid of recreation and/or park agencies in the Kentucky region and throughout the United States.

The following is a brief outline of the field experiences.

1. The student will: complete fourteen (14) weeks at approximately 40 hours per week for 480 hours of practical and related work for a total of fourteen (14) University semester hours credit. The experience is to be continuous and completed during any one semester. The student is expected to follow the rules, regulations, and policies of the agency. The student will not assume any other employment or outside assignment unless approved by the Practicum coordinator.

2. The University provides this Practicum Manual for the professional field experience.

This Manual describes the philosophy and objectives of the field experience; progression and scope of experiences; the policies and procedures; and the forms, records, and reports to be submitted. A listing of University Responsibilities can be found in Appendix A.

3. The student must provide their resume to the agency. A University representative will visit (250 mile radius of Richmond) the agency for conferences with the student and agency supervisor.

4. The agency will assign a staff member qualified by professional certification, education,

and experience to supervise the student. This person will outline the student’s weekly schedules and submit evaluation reports (See Appendix M or N) on the Practicum experience. The student will be evaluated midway through the experience and again at the conclusion of the training. The same form is to be used at the midway and conclusion points.

5. The student will: participate in planning the Practicum experience, submit weekly and other specific reports (See Appendices H, I, J, K) to the University Supervisor; and have periodic conferences with the agency and University supervisors.

6. The agency and the University will jointly agree upon the placement of a student in the agency, after consultation with and in consideration of the needs of the student. The student must complete an interview with the agency before a final placement is approved. The agency will return an acceptance form (pg. 12) indicating a general plan for student involvement.

7. During the field experience students should gain insight into agency activities. Some examples would be:

To observe:

1. Board, commission, or team treatment meetings. 2. Construction of recreation areas and facilities. 3. Office organization and management procedures. 4. Treatment interventions. 5. Fee-charging practices and policies. 6. Volunteer leadership procedures. 7. Maintenance techniques, procedures and/or problems. 8. Budget preparation, presentation, and administration.

To observe, and participate: 9. In staff and/or department meetings. 10. In the operation of programs, maintenance of facilities, and the care of equipment.

To observe and confer: 11. With recreation and/or park supervisors, interdisciplinary allied health workers, center directors, or special activity leaders as to their duties and job parameters.

To observe, plan, and conduct: 12. Specific program activities for different age levels in various situations.

To analyze: 13. The internal organization of the agency. 14. The scope of services offered by the agency. 15. Any political considerations for understandings.

To collect, analyze, and understand: 16. The records and reports used by the agency.

Other desirable experiences: 17. To plan and conduct recreation surveys. 18. To prepare and submit publicity information. 19. To research information on special topics. 20. To meet and cooperate with other community agencies and organizations.

The professional field experience should help the student to understand the total agency

through the discussion of actual problems and situations in the operation of the agency. Agency

supervisors should feel free to add valuable and useful information and experiences. The above

20 points should serve as a guideline. It is expected that experiences will be adapted to the

characteristics of the specific agency.

The key to success of the practicum is, of course, the helpfulness of the supervisor in the

agency. There can be a great deal of flexibility in assigning the student different types of

experiences while providing necessary supervision.

Appendix&A&UNIVERSITY&RESPONSIBILITIES&EASTERN KENTUCKY UNIVERSITY

Department Of Recreation And Park Administration

The Department of Recreation and Park Administration has the following responsibilities:

In collaboration with the student, the Practicum Coordinator will assist in selecting a quality senior practicum site. Supply the student with all information needed to prepare for the Senior Practicum. Consult with the students and be available for conferences as needed. Advise the agency of the Practicum standards and regulations. Upon request, supply information regarding the student’s background and prior work experiences. Coordinate with the agency personnel the nature of the experience students should receive. Supply information, evaluation forms and any requested materials to facilitate supervision by the cooperating agency. Upon student request, discuss the agency’s evaluation with the student for the purpose of helping the student grow professionally. Schedule an agency visit(s) with the student and the agency supervisor to observe procedures and monitor student progress. Be available for consultation with the student and the agency. Compile the necessary information needed to submit a letter grade for the Practicum. Encourage dialogue between the agency, University, and student to evaluate the learning effectiveness of the Senior Practicum.

Appendix&B&

&RESPONSIBILITIES&OF&THE&UNIVERSITY&SUPERVISOR&!

Review folders of all assigned students prior to meeting with students before they leave campus to begin their Practicum. The Department supervisor should familiarize himself/herself with the student’s academic background, previous work experiences, strengths, weaknesses, Practicum objectives and reasons for agency selection.

Become acquainted with agency supervisors and agency personnel.

Supervise the training of the student assigned to a cooperating Practicum agency. In agencies within reasonable distance of the campus (approximately 250 miles), this supervision will include one visit during the Practicum in order to confer with the agency supervisor concerning the student’s progress. During the visit the Department supervisor may discuss the student’s past and future experiences, meet separately with both the student and the agency supervisor, review the midterm evaluation with the student, meet staff, visit facilities, observe and critique the intern’s programmatic success, and assess the intern’s overall effectiveness.

Communicate with the agency supervisor and the student as needed.

Evaluate Practicum reports (i.e., initial report, weekly reports, project proposal and final report).

Evaluate the student’s Practicum experience in cooperation with the agency supervisor and assign the student’s final grade.

Submit the midterm and final evaluations to the Practicum Coordinator for permanent files.

Discuss student problems and concerns with the Department’s Practicum Coordinator.

Appendix&C&RESPONSIBILITIES&OF&THE&AGENCY&PRACTICUM&SUPERVISOR&

Review the practicum manual to determine the commitment on the part of the agency and the agency person assigned as the practicum supervisor. It is suggested that one person in the agency have primary responsibility for the practicum student and have assigned time for this responsibility. Such individual should not be assigned to supervise more the three students at a given time.

Understand the student time-line as outlined in the Practicum Manual (Appendix G).

Conduct an initial meeting with the student to determine the specific needs and objectives of the student and adapt the practicum program accordingly.

Provide an orientation session(s) to the student to familiarize him/her with agency policies, procedures, and organizational structure.

Meet with the student at least once per week to arrange schedules, discuss, review and sign reports, assess progress, and discuss upcoming assignments and schedules.

Inform the student of personnel policies and procedures.

Assist the student in understanding the role of the practicum student and the practicing professional.

Allow the student to progress at a rate that challenges him/her and yet is in the best interests of the agency and its clientele.

Monitor the student to assure the quality of the agency’s programs and practices in serving its clientele.

Provide the student with a written guide of expectations and responsibilities within the agency.

Interpret the practicum program to agency personnel, clientele, governing boards, and the community.

Assist the student in meeting professionals in the field by way of making an effort to introduce the student at area, regional, and state professional meetings. Encourage the student to attend such meetings by providing time for such experiences during the practicum.

Conduct a formal evaluation of the student at least twice during the practicum placement (See Appendix M).

Assign a total point value to the student’s internship project. This will be recorded on the final evaluation form (See Appendix M).

Work cooperatively with the University Supervisor in assigning a final grade that is reflective of the student’s performance.

Provide suggestions to the University for ways in which it might improve its practicum program.

The practicum for Therapeutic Recreation students must meet NCTRC Field Placement Requirements:

a. An acceptable internship must be based on the therapeutic recreation rpocess as defined by the knowledge and tasks in the current NCTRC Job Analysis Study. This means the student will have experience in all areas of the NCTRC National Job Analysis Skills, including: agency and TR service planning, assessment for TR intervention, individual intervention planning, implementation of TR services, evaluation of the intervention plan, documentation, working with treatment/service teams, organizing and managing services, outreach/advocacy, public relations, and professional development.

b. The agency supervisor for the student is the one who works daily with the student and not merely the person who signs their paperwork and evaluations.

c. The CTRS supervisor must be employed full-time by the agency. NCTRC defines full-time employment as a minimum of 32 hours per week on site for the supervisor.

The CTRS supervisor must be currently certified.

d. A minimum number of hours and weeks must be completed as one agency site over a consecutive period of time. No less than 20 hours per week or more than 45 hours per week will be accepted for the field placement experience. The field placement experience must be completed in no less than 14 consecutive full weeks and the total minimum number of hours is 560.

e. The field placement experience must take place on one agency site and total hours may not be split between two or more sites or accumulated over multiple sites. Experiences at two different sites will not be accepted even if they are within the same corporation or chain of agencies.

Appendix&D&RESPONSIBILITIES&OF&THE&PRACTICUM&STUDENT&Every practicum student should purchase professional liability insurance if it is not provided by the agency. Students will be able to purchase insurance per instructions received in REC 450. Notify the practicum coordinator if an affiliation agreement with the agency is required. Provide all information required for the practicum folder for use by the Seminar (REC 450) instructor and Department Supervisor. Fulfill the terms of all written agreements with the University and/or the agency. Discharge all responsibilities in a professional manner, participate in conferences and training sessions, and submit all reports required by the agency and department. Visit, observe, and participate in phases of the agency operation other than those assigned. Keep a daily log to be used in completing weekly reports. Submit all required reports and projects to the department as scheduled and on time. All correspondence must be typed or word processed. Develop, with the agency supervisor, a plan of study and experiences designed to meet his/her needs and goals. Follow the policies and duties outlined by the agency, meeting all scheduled commitments and arrangements made in connection with the practicum. Contact the department supervisor to discuss any problems or concerns encountered during the practicum. Be a positive reflection on yourself, the University, the Department, and the practicum agency. The Therapeutic Recreation student must verify the active certification of the supervisor before beginning a placement at any agency offering a therapeutic recreation field experience by obtaining a copy of the supervisor’s current NCTRC certificate and/or card. The Therapeutic recreation student must verify that the agency supervisor is a full-time employee working no less than 20 hours per week or more than 45 hours per week. The Therapeutic Recreation student must ensure that the agency and CTRS supervisor follow the TR process. This means the student will have experience in all areas of the NCTRC National Job Analysis Skills, including: agency and TR service planning, assessment for TR intervention, individual intervention planning, implementation of TR services, evaluation of the intervention plan, documentation, working with treatment/service teams, organizing and managing services, outreach/advocacy, public relations, and professional development.

(1.) As a student majoring in Recreation and Park Administration with an option in Therapeutic Recreation, I am aware that I must complete my B.S. degree senior practicum under a National Council for Therapeutic Recreation Certification certified specialist (CTRS) in order to be eligible for certification by this certifying body. The CTRS supervisor must be a full-time employee of the agency. The accepting agency and CTRS must follow the Therapeutic Recreation process as outlined by the NCTRC Job Analysis Study.

(2.) As a student majoring in Recreation and Park Administration with a non-TR option, I am aware there is a National Certification Board with State/Branch affiliation through the Kentucky Recreation and Park Society that certifies personnel in non-Therapeutic areas of employment in the recreation and leisure services field. This certification is referred to as Certified Park & Recreation Professional (CPRP). I fully understand that some agencies will only hire (or give preference to) a CPRP, and that it is my sole responsibility to become certified if I choose to do so.

(3.) It is my understanding that Eastern Kentucky University and the Department of Recreation and Park Administration are not certifying bodies and have no authority to certify professional recreation and leisure services personnel.

(40 total points) Instructions: student will write one (1) 500 word advocacy paper on an issue of importance

related to their agency or an letter to the local newspaper. The letter to the editor/advocacy paper has to relate to the agency in some way. A discussion with the supervisor should occur before the student researches the topic. The student is expected to word process the document in Times New Roman with a 12 point font. Examples of possible topics are funding, sponsorship, inclusion, and public relations to name a few. The letter to the editor paper will be emailed to the department supervisor on the assignment due date as stated on the Student Timeline in appendix G/fourth week of the internship. Manager, Administrator, Director, Commissioner, Park Manager) to gain insight into the position of the interviewee. It is expected the agency will assist the student in arranging the interview. It is also expected the student will dress and act professional during the interview in order to make the best impression possible during the time of the interview. Dependent upon who the student interviews some possible questions are the following:

Tell me about your career path? How did you get to where you are in the organization? What advice would you give to a new graduate in relation to skills? What do you like best about your job? What challenges does your agency face? What do you look for in a new employee?

The student is expected to be highly reflective, thoughtful and insightful when writing the

paper. The student is expected to reflect upon the answers the interviewee has given and compare his or her own skills against the interviewee and determine areas of improvement. The student is also invited to add any questions he or she deems beneficial to the interview. The student is expected to include the question in the paper and conclude the paper with his or her reflection on the interview. Department of Recreation and Park Administration REC 473

REC 473: Practicum (12 credit hours). Prerequisites: All required REC courses; 2.0 GPA. COURSE DESCRIPTION: Placement in a recreation agency to lead and develop recreation programs, supervise personnel and facilities, and perform administrative duties. A minimum of 560 clock hours typically covering 14 weeks. TEXT: Senior Practicum Manual. Department of Recreation and Park Administration, Eastern Kentucky University, Revised: Fall 2012.

COURSE OBJECTIVES The professional practicum placement is designed to: ...provide a distinctive contribution to student development by providing various types of park and recreation opportunities through agencies. ...provide a structured and systematic opportunity to develop professional behavior. ...apply theory to practice in accordance with growing professional knowledge, outlook, and self- awareness. ...enable students to assume leadership in a variety of settings and programs and to progress to supervisory responsibilities. ...gain insight and understanding into the total agency operation and thus allow a gradual smooth adjustment into professional status.

COURSE REQUIREMENTS 1. Each student will complete a 14 week (560 clock hours) practicum in an agency setting. 2. Each student will submit periodic reports to the University supervisor. See the student

time-line to avoid late reports. 3. Complete a special project assigned by the participating agency and approved by the

department supervisor.

EVALUATION 1. The agency will evaluate the student midway through the experience and at the end of the student’s involvements. See the Senior Practicum Manual for evaluation forms. 2. The department practicum supervisor may make an on site visit to the student and agency supervisor to determine the student’s progress. 3. At the termination of the scheduled assignment the department supervisor will assign the final grade. 4. Students must adhere to the personnel policies of the agency. Tardiness, lack of cooperativeness and relative acts of non-professionalism will not be tolerated by the agency or by the department. Failure to comply with agency policies may result in a withdrawal or failure for REC 473. 5. The majority (61%) of the practicum grade will be determined by the professional experiences gained, per the evaluation recommended by the agency supervisor. The remaining 39% of the total grade will be determined by the other University written assignments. University assignments are a requirement of the practicum course, and the quality of work will be reflected in the total determination of the grade. The basis for the final grade will be: Agency Performance 53% Agency Project 8% Project Proposal 5% Weekly Projects 15% Advocacy Paper/Letter 8 % Final Report 6% CEO Interview 5% TOTAL 100% A letter grade (A, B, C, D, or F) will be reported at the conclusion of the practicum. The practicum must be repeated in its entirety should the student receive a “D” or “F” grade. FAILURE OF THE INTERNSHIP: THE INTERN WHO DOES NOT SATISFY ALL OF THE REQUIREMENTS OF BOTH THE UNIVERSITY AND THE AGENCY WILL FAIL THE INTERNSHIP. !
