    ABOUT HANDICAP INTERNATIONAL

    AND THE REBUILD PROJECT

    Handicap Internationalis an independent and impartial international aidorganization working in situations of poverty and exclusion, conflict and

    disaster. Working alongside persons with disabilities and other vulnerable

    groups throughout the world, our action and testimony are focused on

    responding to their essential needs, improving their living conditions and

    promoting respect for their dignity and their fundamental rights. Handicap

    International was founded in 1982 and a co-recipient of the Nobel Peace

    Prize in 1997 and the recipient of the Hilton Humanitarian Prize in 2011

    Handicap International in the Philippineshas been operational since

    1985 and is one of the key organizations in the disability sector in the

    country. It has a wide range of complementary projects which assists to

    promote inclusion of persons with disabilities and their issues in

    development policies and actions, build capacities of key local

    stakeholders and reduce the impact of natural disasters and conflicts.

    The REBUILD Project is a three-year inclusive livelihood and rights-based project (January 2012 to December 2014) which is implemented inthe Municipality of Baras by Handicap International. The Project aims toprovide:

    Access to livelihood and social opportunities for 250 vulnerablehouseholds (those with people with disabilities, older persons, andsingle women who head their households) in Barangays SanJuan, San Jose and Pinugay

    Support in enhancing the capacity of the municipal level andbarangay level Disabled Peoples Organizations (DPO) in the 10Barangays of Baras, Rizal.

    Support in enhancing the capacity of service providers to haveinclusive services in Baras, Rizal.

    INTRODUCTION

    The promotion of the full and equal enjoyment of all human rights and

    fundamental freedoms by all persons with disabilities is enshrined in theUnited Nation Convention on the Rights of Persons with Disabilities

    (UNCRPD). As one of the signatories, the Philippine Government enacted

    national policies and programs to promote and advance inclusion of

    disability issues. Among these are Batas Pambansa(B.P.) 344 otherwise

    known as Accessibility law, Republic Act (R.A.) 7277 or the Magna

    Carta of Persons with Disabilities, R.A. 9442 amending R.A 7277, and

    the recent R.A 10070, an act creating the Persons with Disability AffairsOffice (PDAO) in each province, city and municipality.

    However, issues and concerns of persons with disabilities such as

    accessibility, health, education, employment, equality and non-

    discrimination are still not addressed partly due to lack of information on

    services available from the service providers operating in the areas.

    To bridge this gap in information needs, Handicap International has put

    together information on service providers that are relevant to the needs

    of persons with disabilities. This information material known as Directory

    of Serviceswill hopefully assists the vulnerable sector such as persons

    with disabilities including their family and caregiver; senior citizens; single

    women-headed households and their household members, of the

    Municipality of Baras, Rizal province in locating service providers that

    correspond to their needs.

    In this directory, we included information on development organizations

    that may not be providing direct services to persons with disabilities, but

    are playing the role of coordination, referral and linkages to provide

    persons with disabilities access to services. In addition, some of these

    organizations are involved in advocacy work on disability issues.

    Since such organizations maybe working at the community level, it may

    be easier for persons with disabilities to contact them directly and obtain

    information from them about specific services that they may need.

    Information has also been included on services provided by some

    hospitals in the district. For each institution, details have been provided

    This type of assistance will enable poor but qualified applicants toavail of opportunities for overseas employment.

    Special Program for Employment of Students and Out-of-SchoolYouth (SPESOS)

    This program shall endeavor to provide employment to deservingstudents and out-of-school youths coming from poor families duringsummer and/or Christmas vacations as provided for under Republic

    Kabuhayan Program

    Collateral free loans of anywhere between P500.00-P50,000.00 to individuals who will join other borrowers in groups oftwenty- five to thirty members.

    Loan payments are guaranteed by the groups where the

    borrower is a member to instil discipline and solidarity. Loans are payable in six months on a weekly basis

    Maunlad Program

    Collateral-based loans to individual kabuhayan members ofmore than two years standing.

    Loans range from P30,000P150,000, payable in six toeighteen months, with a flexible repayment schedule.

    Palayan Program

    Offers rice farmers loans of P20,000-P35,000 per hectare,providing them much needed funds for rice productionactivities as a source of livelihood. Loans are granted toindividuals who form themselves into borrowers group.

    Housing and Sanitation Loan Program

    A facility for housing and/ or toilet construction or renovationwith loans up to P100,000 for housing loan and up to P15,000

    for toilet loan. Loan terms range from eighteen months to five years.

    Health Care Program

    Offers individual members with loans amounting to P1, 200.00,payable in six months, as premium payment for one yearhealth coverage.

    Gives members and their dependents access to personal

    health care services, including in-patient hospital care and out-patient medical care, as early as three months after thepremium is paid.

    Educational Loan Assistance

    Offers loans for any schoolrelated expenses of themembers children.

    The amount of loan is determined by education level atmaximum of P10,000 payable in three to six months, with

    weekly repayment.

    Micro-Insurance

    This service is provided to TSPI employees, members andtheir immediate families through TSPI Mutual Benefit

    Association, Inc. for an annual premium of only P240.00. Thepackage consists of mandatory benefits: term life, accidentaldeath, dismemberment and disablement and equity value.

    For a separate premium payable weekly, and depending onthe size of the loans, loan availment benefits include: creditlife, term life, accidental death, dismemberment anddisablement.
