submissions, Gafcon is managing the design, development

and financial planning for this 1,347-acre urban park in the

heart of Orange County, California. As the focal point of

redevelopment of the former 4,700-acre Marine Corps Air

Station El Toro, the Great park will include extensive natural

areas, sports, recreational, cultural and visitor-serving uses.

To ensure long-term financial sustainability, the financial

plan creatively blends public/private financing with

development opportunities and private sponsorship.

Gafcon and ken Smith Landscape Architects are leading

a team of more than 20 consultants in the park’s design and

development.

CITY hEIGhTS urBAN VILLAGESan Diego, CA

The City heights urban Village has recreated the core of the

City heights community, establishing a pedestrian-friendly

town square with important public facilities and centers of

learning. Engaged by the site’s visionary developer, assignments

included market analysis, development programming and

financing, fiscal impact analysis, cost estimating, financial

feasibility, “gap” analysis and public/private partnering.

The redevelopment includes offices, 116 town homes, library,

performance area, recreation center, playing fields, police station,

public swimming pool, elementary school, a retail center and an

adult learning center.

conducted a retail market analysis and expansion feasibility

study for this 250,000 square foot retail plaza located in

Del Mar, California. The study assessed the feasibility of

creating a mixed-use village consisting of office, residential,

entertainment and retail with recommendations in the size, scale

and mix of uses to strengthen the site’s overall performance.

Alternative site configurations were studied from a financial and

market perspective.
