The ACEEE’s first everEnergy Efficiency Scorecardanalyzed the country’s 34most populous cities. Bostontook the top spot with 76.75points out of a total 100.
The top-scoring city wasnot the leader in all five pol-icy areas, says Eric Mackres,
one of the report’s authors.A number of cities were highscoring in more than one cat-egory.
“I think it’s an excitingtime with a lot going on atthe local level with citiesadopting policies, programsand initiatives around energyefficiency,” Mackres says.
Based upon five criteria(local government opera-tions, community-wide ini-tiatives, buildings policies,energy and water utilitiesand transportation policies),the report scored cities ona number of metrics within
each policy area. Overallscores were gathered fromeach city’s five policy areascores.
The report divided citiesinto six tiers of those withsimilar scores. The cities thathave the most potential torise in the rankings are thosefound in the second tier(Washington, D.C.; Minne-apolis, Minn.; Chicago; Phila-delphia and Denver), accord-ing to Mackres.
“Those are the up-and-comers that maybe don’thave as much of a historicaltrack record in doing a lot on
energy efficiency, but havereally taken to it over thepast decade or less and aremaking significant progressby launching a lot of newpolicies,” he says.
If you’re looking to buya home, new programs mayhelp you to estimate futureutility costs. “These disclo-sure policies are attemptingto fill that information gapand make it easier for folksin the real estate market tounderstand what their costsare going to be related to en-ergy,” Mackres says.

Buyers spend a lot oftime looking at prop-erties online, touring
homes on the Sunday openhouse circuit, and talkingto their real estate agent.They’re laser-focused on find-ing the best home that meetstheir needs. The problem is,buyers sometimes don’t takethe long view of a property.They’re only looking at ahome as a potential buyer– and not as someone who,years down the road, mayalso have to sell the property.Given that homes are such abig investment, there shouldbe a little inside your head,picking away at your optionsand decisions.
As the home buying mar-ket starts to heat up again,here are ten things youshould consider when choos-ing your next home.
1. Location, location,locationPerhaps nothing is more im-portant than the three L’s,and there’s a reason why it’ssaid three times.Location is extremely impor-tant when it comes time tosell. You can have the worsthouse in the world with theugliest kitchen and bath. Butput it on a great block or ina good school district, andyour home will be coveted.Location, location, locationmatters on so many differentlevels. At the highest level isthe town where the house islocated, then the school dis-trict, then the neighborhoodand the block — right downto the location of the lot on
the block. Keep all of this inmind when shopping. Alsoremember that while real es-tate markets rise and fall, noone can take a great locationaway from you.
2. The school districtThe school district is right upthere on the list of what’smost important to many buy-ers. It’s not uncommon forbuyers to start their searchbased solely on the school
district they want to be in.Parents want their kids to goto the best school, which candrive up prices of homes inthose districts. Even thoughyou might not have chil-dren, buying a home in agood school district is alwayssmart. If the schools are de-sirable, homes tend to holdtheir value. As a homeowner,you should always be awareof how the schools are do-ing, not unlike being aware
of your roof’s condition, theneighborhood developmentor city government.
3. The home’s position onthe lotWhere the home sits on thelot in relation to the streetor the overgrown oak arekey elements in picking outa home. In the case of acondo, an end unit vs. aninterior unit is a key con-sideration. You may have
chosen the most beautifullyrenovated home in the bestschool district and figure allis good. But if the main livingareas are shaded by a neigh-bor’s extension or the mas-ter bedroom looks into theneighbors’ family room, youmay have a location prob-lem. Light or privacy may notbe a hot button for you, but

The past couple ofmonths have provedto be a challenge in
getting some homes to ap-praise to current values be-cause of the continuing priceincreases in Old Town. This isprimarily due to the lack ofinventory in this area. Manyhomes are getting multipleoffers within a few days ofgoing on the market, there-fore, buyers are bidding upthe price, resulting in sellersaccepting offers above listingprice.
If the buyer is getting aloan, the appraiser that ishired by the lender will haveto use comparable sold list-ings of properties that have
sold in the last 6 monthsto justify the home’s value.Since market prices have in-creased in relation to wherethey were 6 months ago, andthere are so few new sales touse as comparable proper-ties, it’s hard to find appro-priate sales to support theseincreases.
Appraisers might have toconsider using homes thatare under contract but notyet closed, and may alsoneed to make adjustments tothese changing market con-ditions. Lately, we are seeinghomes that are not apprais-ing at the contract price,which results with the buyerrequesting that the seller ad-just the price accordingly.
With so much demandfor their home, sellers arereluctant to do this and willjust as well accept anotheroffer and take their chancesthat the next offer will nothave any appraisal issues, oreven possibly receive an all-cash offer where there is no
financing and/or an appraisalcontingency.
It’s good news for thesellers that many of themhave these options, but notso great news for the buyerswho end up losing the hometo someone else through nofault of their own.
A Realtor can help in thisprocess by providing the ap-praiser with a current marketanalysis, to show other prop-erties that are under contractand ready to close for the ap-praiser to consider when de-termining value. If we saw anincrease in inventory to meetthis buyer demand, it wouldcertainly be a more stablemarket in Old Town, allow-
ing buyers to find a homewithout having to inflate theprice in order to get a home.

tions went into effect inJanuary. How much harderwill they make it for self-employed borrowers to geta loan?
Answer:It’s true that new mort-
gage standards were in-troduced in January, but inmany ways the “new” stan-
dards are not new at all.In fact, the best way to
look at the new rules re-quired under the Dodd-FrankWall Street Reform and Con-sumer Protection Act is to goback to the 1990s. At thattime, virtually all lenders re-quired fully documentedloan applications.
In the period that led up
to the foreclosure meltdown,borrowers could avoid docu-mentation requirements with“no doc” and “low doc” loanapplications. Such quickieapplications are largely out— but not entirely.
Now, lenders are requir-ing pretty much the samepaperwork as the 1990s. Forthe self-employed borrower,
that means you’ll need tosupply tax returns, leases,complete financial state-ments, etc., just as it was be-fore the housing boom.

4. CrimeIt’s a good idea to check the latest crimefigures for a neighborhood. It can giveyou a good snapshot about the numberand severity of crimes over a time period.So much information is online nowadaysthat when you find your perfect home, aquick Internet search on the area shouldprovide you with the much-needed infor-mation.Most municipalities post their police blot-ters or crime statistics online these days.Don’t freak out if you notice more crimethan what you’d have expected. Crime,especially petty crime, is everywhere. Ifyou’re new to the area, consult with yourreal estate agent if you have concerns.
5. WalkabilityMore than ever, ‘walkability’ is becoming akey factor in the search process. There areentire websites, apps and algorithms thathelp people figure out how walkable theirfuture home is. As a matter of fact, Zilloweven has a Walk Score for most homes. Aspeople get out of their cars and slip intotheir Keds, they want a home in a walk-able neighborhood. People put high valueon the ability to walk to a store, school,work or public transportation. The morewe move away from cars and the morewe see invested in public transportationover the coming decades, the more of ahuge value-add walkability will become.
6. The neighborhood’s characterYou may have found the absolute mostperfect home, on the best block, in thebest school district and on a great lot. Butthere could be circumstances outside your
control that may give you pause – spe-cifically, the character of the surroundingneighborhood.Check out the area late at night, earlymorning and in the middle of the day.See if there are any odd weather or traf-fic patterns and try to observe some ofthe neighbors. You may even go so far astalking to some neighbors. It’s importantto walk around, open your eyes and earsand make sure there isn’t anything you’reoverlooking. That next-door neighborpracticing drums in the garage at 9 p.m.could be a source of immediate neighborconflict. Go into it with eyes wide open.
7. Don’t buy the best house on theblockSimply put, avoid buying the best houseon the block because there may not beany room for your investment to grow (un-less you physically have the house movedto a better neighborhood). It’s better tobuy the worst house on the best block,because you can improve the house toadd value to an already great location.
8. Is it a fixer-upper?If you’re buying a fixer-upper, make sureyou understand what you’re getting into.Did you set out to buy a home that need-ed work? Or does the home just happento be in the most desirable neighborhood,the block of your dreams?

Be sure that the amount ofproperty tax and assessmentsare clear from the get-go. Ifin doubt, go to city hall ordo research online. If you’dbe buying into a condo com-plex, be sure to get yourhands on the meeting min-utes, financials of the HOAand the condo documents.Any mention of changescoming down the pike? Doesthe HOA seem well funded?It could take one quick $10Kassessment to immediatelyaffect property values if youneed to turn around and sellyour new home. And any un-

Under Wall Street Reform,most lenders will make QMsthat meet certain standards;however, lenders also canmake loans that do not meetthose standards, so-callednon-QM financing. Becausenon-QM financing meansgreater risk for the lender,you might find higher costsbut also a wider range ofloan options, including jumbomortgages, loans with a debt-to-income ratio of more than43 percent and interest-onlyfinancing.
Most lenders have beenfollowing these rules for sometime and are entirely readyfor self-employed borrow-ers. One study from October2013 found that 80 percentof the loans being originatedat the time would qualify forqualified-mortgage statusunder the 2014 rules. TheConsumer Financial Protec-tion Bureau said in Januarythat roughly 92 percent of allloans were in compliance be-fore the rules even went intoeffect.
In the end, self-employedborrowers will have plenty ofloan options for 2014. You’llbe able to get financing un-der the new rules, and youwill likely get it faster thanunder the old system.
Ellie Mae, a company thatprovides closing software, re-ports that in December 2013it took 43 days to close a loan,compared to 55 days the yearbefore.
No less important, lend-ers will want your business.Why? Loan originations areexpected to fall in 2014 be-cause of greatly reduced refi-nancing activity.
At the same time, self-em-ployed borrowers are becom-ing a larger part of the workforce. A report from Intuit es-timates that there will be 40million self-employed workersby 2020.
