A great challenge to get this one offs the ground but we managed it. We are very proud to wel-come onboard our sup-porting new partners and want to thank our trusted

The Chairman of the Architect Association and Director from Eco Lakaz who talks about his initiative to introduce the Green Building in Mauritius. Our second interview is with Mr Marvin Chung who is the Interior Designer at Roche Bobois. Marvin gives us an insight on how to relook your home. And our last inter-view is with Architect Designer Miss Anima Boudara from Mobalpa who gives us an overview on the latest kitchen trends.

If the sea doesn‘t float your boat, there are nu-merous land-based pursuits to participate in. Choose from inland adventure tours, sight-seeing in four-wheeled drives, on mountain bikes or hiking (Yann De Maroussem from Ya-naventures is a great hiking enthusiast who knows his way around the South), along with a wealth of other activities. The adventurous among you should head to Yemen Nature Park for great quad bike riding and abseiling close to the 3 Mamelles Mountains. The game reserve of Domaine Du Chasseur offers fabu-lous panoramic views and sunsets, while the magnificent Black River Gorges National Park is home to wonderful wildlife, where bird-lovers can spy protected bird species such as

the pink pigeon, kestrels and rare forest trees. Photographers will love snapping away at the Vanilla Reserve des Mascareignes, home to Nile Crocodiles.

If gardening‘s your thing, the Pamplemousse Garden is one of the oldest tropical gardens in the world, bursting with exotic flowers and tropical trees. If architecture‘s your kick, you won‘t be disappointed by the 1830 Eureka

House or St Aubin Colonial House, The Ruins of Ballaclava or Martello Tower, il-lustrating intriguing history from early settlers. History buffs shouldn‘t miss the modern sugarcane exhibition of

L‘Aventure Du Sucre and the Salt Pans of Tamarin, for fascinating facts about the slavery trade. Animal lovers can spend the day with wild stags, tigers and mon-keys at Casela Bird Park, home to 140 bird species from five other continents.

Set in 25 hectares of tropical vegetation, con-sisting of a wide variety of palm trees, bam-boos, eucalyptus and colorful exotic flowers

such as the hibiscus and orchids, you‘ll enjoy a gorgeously-perfumed day. So, where do we all get this amazing history and mixed heritage from? Well, it all started back in the 10th century when the Arab navi-

gators, already familiar with Mauritius, gave it the name of Dina Arobi but were not interest-ed in settling. It was only rediscovered by the Portuguese in 1505, followed by the Dutch, who were believed to have caused the extinc-tion of the famous Dodo which is now the em-blem of Mauritius. Then came the French, who lost out to the British, before independence was attained in 1968. Since then, Mauritius has enjoyed a stable democracy with regular free elections (every five years). Along with a posi-tive human rights record, the country has at-tracted considerable foreign investment and has earned one of Africa’s highest per capita incomes. Due to poor weather in the last cou-ple of years, the declining sugar prices have slowed economic growth, leading to some protests over standards of living in the Creole community, but tourism, textile and offshore investments are the other major economic contributors and Mauritius is one of the few countries which has been resilient throughout the global recession.

What is the Integrated Resort Scheme (IRS)?

What is Real Estate Scheme (RES)?

Real Estate FileThe IRS is basically a project for the construction and sale of luxury villas to foreigners in an idyllic setting near the beautiful coastal region of Mauritius. The acquisition of a villa for resi-dential purposes only by a foreigner under the Scheme will allow the foreigner and his family to reside in Mauritius as long as he holds the property.

The Integrated Resort Scheme (IRS) provides:

Villas sold under the scheme form part of a complex of luxury villas of international stand-ard and high-class facilities and amenities such as: golf course, marina and individual swim-ming pool, nautical and other sport facilities, health and beauty centres, high class restaurants amongst others. Maintenance, waste disposal, gardening, security and other household ser-vices are also included. The extent of land in respect of each villa shall not exceed 1.25 arpents (0.5276 hectares). The villa can be acquired on the basis of a plan or during the construction phase.

Mauritius is renowned for his hospitality industry with some of the best resort hotels in the world. With this in mind government has attracted foreign investment (FDI) by the in-troduction of several regulations to allow foreigners to purchase real estate in Mauritius.

The Real Estate Scheme (RES) provides:

The RES, is a new scheme which has been introduced by the Government of Mauritius at beginning of December 2007 to allow the development of any mix of residences for sale mainly to non-citizens on freehold land of an extent of at least 1 arpent but not exceeding 10 hectares. The scheme must offer commercial and/or leisure amenities in addition to the residential component. Individual sites should not exceed 1.25 arpents. There is no mini-mum value to purchase in the RES scheme yet on property which exceeds USD 500000 the buyer will be granted residency status once his purchase is approved by the government.

The Invest Hotel Scheme (IHS) allows hotel developers to finance the development of a hotel project by allowing them to sell villas, suites, rooms or other components that form part of hotel to individual buyers.

The Invest Hotel Scheme (IHS) provides:

for the development of a hotel on either freehold or leasehold land of more than 1 hectare where unites, villas, suites or other parts of the hotel can be sold; that the buyers of a unit en-ters into a lease agreement by which the property is leased back to the seller; and that the unit leased to the seller may be used and occupied by the unit owner or any person on his behalf for a total of not more than 45 days in any period of 12 months.

Meeting with the “Socio-Architect” Vinesh Chintaram

Could you tell us what Eko-Lakaz is all about?

Eko-Lakaz™ is a brand which emphasizes on sustainable and affordable housing solutions. It was developed (since early 2010) to provide sustainability advice, eco-house design and construction solutions adapted to each context of intervention (in-situ). The concept is being implemented in Mauritius as a “socio-environmental & eco-nomical development catalyst” and caters for the low and mid-dle income groupsThe brand is intended to be promoted across other African countries. It is aimed to play a key role in line with the UN’s MDG to alleviate poverty by providing decent shelters to one and all.

What could you say about the green design principles?

Pre-designed eco-housing mod-els based on passive design concepts are proposed. The

houses incorporate efficient use of natural sunlight, optimized cross-ventilation for cooling; and make maximum use of local made and low carbon footprint materials. The concept also ca-ters for rain water harvesting systems and incorporates waste water recycling systems where appropriate. Renewable energy solutions may also be provided whenever required. Why the middle and low

income group?

Eko-Lakaz™ is not only meant to adopt eco-friendly principles but most importantly proposes affordable/economical houses. The target group very rarely calls for/afford architects to design and competent contractors to build their houses, and one of the key consequences is the on-going degradation of the “built-scape” especially in rural areas in Mauritius. Eko-Lakaz™ is thus

expected to respond to these challenges by bringing positive change. Furthermore, the target group represents a very signifi-cant market both locally and re-gionally.

Moreover, in Mauritius, land is becoming very scarce and ex-pensive, and the target group represents mostly people who live in rural areas, in general not yet ready to live in apartments / high rise houses. It is simply not part of the local culture. Most real estate projects under devel-opment do not meet the needs of the said category of people.

Eko-Lakaz™ is also a “half-half concept which could be called as “Intermediate housing”. Thus, proposing a relatively compact but comfortable house on a small plot of land, is to some extent a way to allow Mauri-tians and others to perpetuate local traditions (receive families, friends, neighbours for religious events and other kind of com-munity exchanges etc.). After all, sustainability is also about conserving cultural dimensions wherever possible.

Additionally, the models pro-posed are in modular forms thus

promoting standardized pro-duction/ building methods re-ducing cost. Extension modules are available to respond to cur-rent & future needs of the users.

Could you now talk about your construction techniques?

At its first implementation stage, our professional team (archi-tects and engineers, as well as sustainability consultants) found it wiser to make use for the local available construction materials, i.e. in block works and reinforced concrete structures. However, we have enhanced the execu-

tion technique, which allows us to make efficient use of re-sources.

Between, in early 2010, we had an experiment with the contain-er house designs. Due to lack of availability of containers locally, we could not further develop the scheme. But, along with our partners, we are actually final-izing a special metallic frame structure house we which will soon launch on the market. Be-sides, wooden structure houses are also in the pipe line.

Last but not least, we are devel-oping our own eco-friendly con-struction material which shall significantly reduce the carbon footprint. This is top secret as this stage!

How do you intend to implement your concept?

The company Ma Villa de Reve Ltee (the Developer) has espe-cially been established to imple-ment the concept Eko-Lakaz™ The Developer, with its partners, offers One-Stop-Shop solutions (planning, financing, design and construction, management ...) for residential development projects ranging from low cost housing to high standard villas which adhere to sustainability principles. It has the ability to develop individual houses as well as multi housing units/ resi-dential complexes.

Between, the brand was offi-cially launched during the 1st

“Salon de la Construction et de l’Immobilier” held at Free-Port Mer Rouge (27th Feb -2nd Mar 2013). The kick-off was a success story; more than 50% of the visitors came especially for Eko-Lakaz™.

Finally, why do you call yourself a “Socio-Architect”?

My personal aim is to vulgarise the architectural profession and make it accessible to one and all, and place the architect at the centre of every societal develop-ment!

Indeed, I coined the term “Socio-Architect” as it means what I am, a social worker after all

Who is Marvin CHUNG?After studying interior design for four years in Pittsburgh, U.S.A, Marvin Chung joined work full time for an architectural firm in Pitts-burgh. One year later, he returned to Mauritius and worked for an event management company. After a while, Marvin decided to go back to his preferred field of interest which is to enhance the living environment of occupants. Marvin was given an Honourable Men-tion in the 31st Annual Photography Contest while he was still living in Pittsburgh. He was also twice awarded the first prize in the interior design competition for the university. He eventually returned to in-terior design when he was given the opportunity to join the team at Roche Bobois, Mauritius. Marvin is thrilled to be able to work with contemporary and neo classic style furniture which is Roche Bobois’ trademark.
