It may sound strange that my husband and I sold our house in Frontenac, and bought a house in Clayton, through a Realtor that specializes in Webster Groves, but that is exactly what we did. Optimism Prevails Over Recent Activity In Home Market SalesReal estate agents say that now is a fantastic time to purchase a new homeby Kevin Murphy

St. Louis area real estate agents remain “fairly optimistic” about the future of the housing market, encour-aged by recent numbers that show increases in home purchases.

Glen Vatterott is the president of the St. Louis Association for Real-tors.

“Agents are more upbeat at this moment than they have been in the last few years,” Vatterott said. “There seems to be signs of Federal Reserve Chief Ben Bernanke’s ‘green sprouts,’ plenty of reasons to be cautiously op-timistic about the upcoming spring season.”

Vatterott said the number of units sold in the St. Louis area in the past 90 days is up 20 to 30 percent com-pared to the same period last year. Driving that increase, said Vatterott, are increased sales of affordable, multi-family buildings for use as rental properties.

Nationally, there has been a 4 per-cent increase in home sales in 2012.

“We are encouraged by an increase in activity, in home purchases and in more people attending open houses. There is much room for optimism,” Vatterott said. “At the end of the day, housing follows employment, so we will be watching employment num-bers closely.”

The current real estate market, however, is not without its downside. In the St. Louis area market, while unit sales are up, prices are down about 5 percent over this time last year. Data shows that prices have fallen back from their peak in 2006 to levels of about 2003.

picking up but it will be a while be-fore values come back to their peak,” Vatterott said. “It has been a bit of a tough market, but homes priced to the market and in good condition are selling.”

In the Webster Groves School Dis-trict, for example, the average sales price for January and February was 96.5 percent of the list price. That fig-ure is virtually the same for homes in the Kirkwood School District.

Phil Hunt is the owner of Pru-dential Advantage Realtors. He said Shrewsbury, Webster Groves, Glen-dale and Kirkwood — the “enchanted corridor” as he refers to it — enjoys distinct advantages in home sales over other areas of St. Louis County. In those communities, the market remains stable with homes moving quickly, even today.

“In these areas they’re buying into the community, the ambiance, the schools and the parks. They’re not just buying homes, they’re buying the full package,” Hunt said.

Hunt said his sales team has en-joyed a good February and March, and is looking forward to increased home sales this spring.

“I think people have been hold-ing off on buying homes until things get better,” Hunt said. “They’ve been

beaten down by all of the negative press on the economy, on home sales, but now they’re tired of hearing it and they just want to get on with their lives. Interest rates are at a 50-year low. That’s fantastic. It doesn’t get any better than this for buyers.”

Hunt said home prices remain well below what they were at the height of the real estate market in 2006, but he notes that 2006 levels were fantasti-cally high and are not likely to be re-peated any time in the near future.

Vatterott said that the St. Louis area in general was not as damaged by the housing crises as other mar-kets.

“We did not have the extraordi-nary peaks and subsequently did not have the falls. Ours is a more mod-erated market than most,” Vatterott said. “We’ve always been among the most affordable for housing in the country.”

A Great Time To BuyMortgage interest rates remain at

historically low levels, though agents warn potential buyers that there’s no telling how much longer those rates will be around.

“I think people are motivated by the selection of housing out there, the affordability of housing, and the

affordability of home financing. Any extended delay in purchasing a home puts the affordability at risk because of the potential increase in financing and pricing,” Vatterott said.

While obtaining financing can be much more challenging than when the housing market was at its peak, Vatterott said loans are available for credit-worthy buyers.

He argues that home ownership is preferable over renting, with rent-ers likely to spend 5 percent more of their monthly budgets on hous-ing costs than homeowners. As rents rise, Vatterott said that gap is likely to widen.

Owning a home remains a smart investment, according to Vatterott.

“The Federal Reserve’s Survey of Consumer Finances has consistently found that those who own a home amass greater wealth than those who rent,” Vatterott wrote in a re-cent column. “Factor in the equity po-tential of owning versus renting, the historical appreciation rate decade to decade, the mortgage interest tax de-duction, plus the hedge on inflation that home ownership offers, and that first home investment looks more at-tractive all the time.”

A home is one of the largest pur-chases most people will make. It can also be one of the most stressful. In-dividuals take quite a financial leap when buying a home. Even after care-ful consideration of funds and budget-ing, it’s easy to become overextended. A home warranty can take some of the bite out of unexpected expenses.

Although home buyers are urged to hire an inspector and check a property and structure from top to bottom be-fore signing on the dotted line, a home inspector cannot foresee everything that may crop up after a person takes

ownership. Home warranties can be a smart

investment that take some of the fi-nancial pressure off of new homeown-ers. They can also be negotiated into the sale terms of the home so that the seller is responsible for providing the warranty to the new buyer.

Home warranties do not negate the need for homeowner’s insurance, but they can add protection against large monetary payouts to repair many items around the house. Policies may differ as to specific coverage, but most home warranties will cover major sys-tems of the home, such as heating/cooling, plumbing, electrical, as well as certain appliances.

To decide if a warranty is the right

investment, home buyers should con-sider the following:

• Home warranties are only as good as the company backing them. Careful investigation into the trustworthiness of the warranty company and its track record should be completed.

• Read the fine print of the warran-ty. Learn what exclusions exist, which may not make the warranty practical.

• Keep in mind that the warranty company reserves the right to deter-mine if a repair or replacement is ad-equate in a claim situation.

• In general, warranty companies work with their own set of contractors. This means a homeowner may not be able to hire his or her own preferred contractors to do work.

• There may be a deductible or a fee charged prior to having a technician assess a repair situation.

• The warranty company may re-quire inspection of the house to be sure items are in good working order before offering a plan.

• If a warranty is offered through a home seller, there may be no negotia-tion on the coverage or company used.

Home buyers should keep in mind that there are many unforeseen ex-penses that can arise when purchasing a new home. Having some additional protection, such as a home warranty, could mean saving money on out-of-pocket repairs.

If considering buying a home this year, it pays to do research and be aware of a few tips before beginning the process.

• Narrow down the target area. Choose a desired area before begin-ning to look for houses. Things to consider in the area are the school district system if a family has chil-dren, proximity to transportation or employment, recreational activities, distance from friends and family, and municipal taxes. Other considerations might be safety, whether there’s a lot of industry in the area, congestion, or any other factors which are important to the potential buyer.

• Get a pre-approval from a lender. A pre-approval will give an estimate of what an individual can afford in a home and what a bank will lend for a mortgage. This can help narrow the search for a home and figure out a buy-ing budget.

• Figure out the price range. Once the individual has pre-approval he or she can set a price range. It pays to be conservative when setting this range to ensure the potential buyer will have enough money after mort-gage payments and utilities for other necessities. The current market is fa-voring buyers, so buyers can probably negotiate the asking price down by a few thousand dollars. Therefore, if in-terested in a home for $300,000, set the limit at $325,000 when looking at properties.

• Decide on a house style. Some

buyers prefer townhouses or condos because of their all-inclusive nature. Others want semi-detached or com-pletely detached homes. Or they might

like the all-on-one-level nature of a ranch-style house or the cozy dormers of a Cape Cod. See what houses are at-tractive and select those styles.

• Consult with a real estate agent. Potential buyers can certainly do home searching by themselves. How-ever, real estate agents have access to up-to-the-minute listings of properties from all different real estate agencies. Although they will receive a commis-sion, it is paid by the seller, so using an agent is a wise investment. The same can be said if someone needs to sell a house to buy a new one. An agent can market a house more effectively than an individual. It could be worth the commission for the exposure a home will receive.

• Visit potential properties. Save time by getting on an agent’s email list that will automatically send listings in the right price range and area. This way potential buyers can narrow down properties based on features and even do drive-by visits before viewing the property if it seems promising. If they like a particular house, an appoint-ment can be made with their agent to visit it. Don’t wait until the weekend. Weekends are busy days for house ap-pointments and an agent may be able to spend more time with a client on a weekday. Plus, beat the crowds to view the property.

• Don’t get discouraged. Buying and selling homes is a process. Some-one may fall in love with a house only to lose it to a higher bidder. Or a desir-able house may be just above a buyer’s price level. With time, buyers will find a home that has much of what they want, even if it takes months to get there.

neighborhoods of homes with character of a bygone era – one of many reasons homeowners are drawn to the area. Many residents have fought to keep the historic nature of their neighborhoods by banding to-gether to form historic districts.

Webster GrovesIn Webster Park, Webster Groves’ newest local

historic district, even if one doesn’t know its bound-aries the contours are clear from an aerial map. The neighborhood is bounded on the north side of Lock-wood bordered mainly by Glen, Bompart and New-port.

As the eye wanders down from northern Webster Groves between Bompart Avenue and the railroad tracks, the tightly gridded streets suddenly turn circular and wavy. South of Newport Avenue, the main arteries seem to flow with organic enthusiasm displaying a distinct lack of corners with side roads radiating out like bicycle spokes or protractor mea-surements.

“The original real estate developer who created Webster Park really wanted to create a country en-vironment for people who were coming out from the city at that time,” said Doug Nissing, Webster Park resident. “That explains the curving streets and lack of 90 degree angles. Many intersections have little parks and islands.”

Nissing isn’t just a resident of the neighborhood. He’s also president of the Webster Park Association and he thinks preservation of the area’s distinct character is now more secure. Last year, the subdivi-sion was named a local historic district by Webster Groves. It’s the fifth such designation the city of Webster Groves has made, all of them in the heart of the city.

“It affords a little bit more protection for the community and the hom-eowner,” explained Mike Harney, city building com-missioner and liaison the landmarks commission.

Harney said that histor-ic designation at the local level allows homes more shielding on development issues in many instances than recognition on the Na-tional Register of Historic Places. He did note that the higher level delinea-tion can confer certain tax benefits for residents.

The basic idea behind designation is to ensure that development fits with the overall look and feel of the neighborhood.

“One of the things we encourage all the districts to do when they are designated is to create a guide-line by which their buildings can be judged,” he said. “Webster Park put together guidelines saying ‘we’d like to get these types of roofs. should evolve or grow.”The largest protected area is the Central Webster

Historic District, an angular tract that runs north from West Jackson Road between Gray and South Maple before extending over to Plant north of East Swon. It abuts the much smaller Old Webster His-toric District that hugs Lockwood and North Gore. The Marshall Place district runs a bit up the road while further east on Lockwood brings one through the irregularly-shaped Webster College-Eden Theo-logical district.

Like the other districts, a majority of Webster Park’s roughly 210 homes had to approve the move to designate it a historic district. About 82 percent of the association favored the creation of the district which has been on the Na-tional Register since 2008.

The area’s unique lay-out can be traced to its roots in the 1890s when it was designed as a golf course. A number of archi-tectural styles are present among the construction from a variety of Queen Annes and Tudors to Mod-ern Contemporaries. It isn’t just the century-old buildings that make the area notable. Well-known individuals have called the area home, including per-former Phyllis Diller in the 1960s and Governor For-rest Smith who ran the state in the early 1950s.

“When you look at a historic district, it could be people. It could be architecture. It could be setting. It could be a number of different things,” Harney said.

KirkwoodThe mid-20th century American architecture was

certainly the deciding factor in neighboring Kirk-wood’s most recent historic district designation of Craig Woods subdivision, which was platted in 1953

with two additions platted in 1954.

“The citing was also somewhat progressive,” said Nancy Luetzow, a resident of Craig Woods. “It was organic rather than clear cutting and getting rid of all the trees which was standard oper-ating practice back then. They did less grading and tried to fit homes into the natural topography.”

Luetzow, along with neighbor Kathe Dunlop, spearheaded the drive to

get their neighborhood Craig Woods designated as historic by the city.

Like their counterparts elsewhere, it was concern over development that prompted the move. Luetzow said that controversy over periodic new houses being built in the area over the years spurred thoughts of getting recognition from the city.

“Back then we had considered going for historic district status to gain protection on infills and tear-downs and new construction,” she said. “The hom-eowners weren’t willing to go that far so we put it on

the back burner.”But that changed recently when an inventory of

the area by county historic preservation official Es-ley Hamilton found a fair amount of significant ar-chitecture in Craig Woods which was designated last year with consent from the majority of residents in the 49-home subdivision.

Prior to the Craig Woods’ designation, Kirkwood had four historic districts, which included more than 160 contributing places. Some neighborhoods like the Savoy Historic District, which hugs West Jewel Avenue, have homes built as recently as the 1950s.

Other local districts consist of the Meramec High-lands with homes from around 1892 and Central Place with homes from the 1920s.

Others districts like Jefferson-Argonne, which runs along the two streets in its name between North Holmes and North Taylor, date to the mid-1800s.

Additionally, the Na-tional Register of Historic Districts include more than 150 contributing plac-es adjacent to Jefferson, Argonne, and East Monroe and downtown Kirkwood.

“They (these areas) represent the earliest residen-tial developments in Kirkwood,” said Alan Lamberg, the city’s cartographer and Landmarks Commission staffer. “You also have downtown Kirkwood itself which was listed on the National Register a couple of years ago which is great because that’s a boon for economic development there.”

However, Craig Woods is proof that an area needn’t be generations old to be designated. In this case it was architectural consistency that was the key. Unlike Webster Park’s mixture of design styles, Craig Woods was laid out completely in the mid-cen-tury modern style. Sometimes known as California Modern or California Ranch, the design was a popu-lar suburban style brought to the Kirkwood by Bur-ton Duenke. He worked with the area’s natural ter-rain creating a variety of split-level homes with clean lines, gently sloping roofs and a comfortable feel.

“It represents a modern cohesive development that is characterized by a particular builder and ar-chitect,” Lamberg said. “It wasn’t just haphazard. It has a very cohesive style.”

He noted that historic designation provides protec-tion from unwanted development, both by requiring delays and public meetings in tearing down struc-tures, as well as providing control by local reviewing panels over the construction of new development to ensure architectural harmony with the surrounding community.

“The houses that are in that district are subject to design review, so if you have a demolition and you want to have someone build a new home there, that new construction is infill and its design is reviewed by the landmarks commission,” he said.

He also notes a less tangible, but no less impor-tant, benefit.

“There’s also the whole promotion of the town’s character,” he said. “You have cultural, architectur-al, (historic) persons. That’s part of how Kirkwood sells its community. That’s what’s part of the draw.”

When children move out and on with their own lives, a home may be-come too big for its occupants. At this point, residents may feel it’s time to downsize to a smaller home.

Downsizing can be exciting and challenging at the same time. Go-ing through and packing belongings can be a trip down memory lane. But chances are a smaller space will mean parting with a number of belongings

which have been collected over time.To make the process easier, first as-

sess how much space there will be in the new home. Many times floor plans or room dimensions are available. First mea-sure large items, such as furniture, to be sure it will fit in the rooms. Then think about storage possibilities.

Next, make a run-ning list of what items can be discarded and where those items will go. Some belongings can be donated to charity, while oth-ers may be given to family and friends. Many other things could end up in the trash or recycling bins. Knowing

where things will go will make them easier to sort.

For those doing a major clean-out of the home, it could be efficient to hire

a dumpster to be placed on-site. This way, larger bulk

items can simply be tossed inside.

Some municipali-ties restrict what

can be placed in the regular trash or how

much garbage can be collected, so this alleviates the stress of dealing with excess trash.

When actually beginning to get rid of things, start with the areas that re-

ceive the least amount of use. Belong-ings stored in the attic or basement may be simply taking up space and hold less sentimental value. People can then work their way toward items that are used on a regular basis. Du-plicates of things can be donated. It can be cathartic to clear out clutter and get ready to start anew.

Some people find they have to down-size because of financial reasons. In these cases, thinning out belongings can also be a way to earn a few extra bucks. Selling or auctioning off seldom used items may produce a little extra cash that can help finance moving ex-penses or even bills.

The housing market has not yet re-bounded to pre-recession prices, when buyers seemed to be stepping over one another to bid up the price of homes. Today’s sellers may be lucky to get their asking price, with the reality be-ing a certain percentage below. How-ever, that doesn’t mean sellers should accept bottom-of-the-barrel offers. There are still ways to get the best price possible on an offered home.

With sellers hoping to get the most possible for a home and buyers inter-ested in spending the least, it’s some-times a battle of wills when it comes to hashing out a confirmed price in the world of real estate. Sellers who wonder whether they’ll struggle to get a good offer can hedge their bets in the right direction by employing a few strategies.

• First impressions count: If a po-tential buyer pulls up to a home that doesn’t give them “warm and fuzzy” feelings immediately, it may be hard to later sway their opinion of the home – even if it’s pristine on the inside.

Individuals do judge a book by its cover, which means that effort should be put into making a home’s exterior as appealing as possible. Landscap-ing should be neat and lush. There shouldn’t be any obstacles leading to the front of the home. Items that look in disrepair should be mended. Curb appeal does matter.

• Use a real estate agent: Many peo-ple forgo this step, thinking they can sell their home just as well without an agent and not have to pay commission in the process. A real estate agent is schooled in the process of negotiating the price of an offered home. In fact, the higher a home’s selling price, the higher the agent’s profit. That’s incen-tive right there. Furthermore, agents

know the average prices of similar homes and can help a seller price and market a property correctly. That may add up to a faster sale (and a better offer).

• Price it competitively: Some sell-ers think the higher they price their home, the more money they’ll get for it. The fact is, the longer an overpriced home sits on the market, the less ap-pealing it will appear to buyers. In-dividuals looking for a home may re-peatedly see the listing and wonder what’s wrong with the home. Even if it’s the best home in the neighborhood, it may be seen as a red flag that should be avoided.

• Give people what they want: Buy-ers often prefer updated kitchens and bathrooms. Most buyers are not look-ing for “handyman specials.” They want a relatively turn-key property. A kitchen or bathroom that is an eyesore can repel potential buyers. Home shop-pers may be more inclined to go closer to asking price if some of the bigger-ticket items are already completed.

• Don’t be an open book: If a buyer knows that time is of the essence or the home is “priced to sell,” he or she may sense that desperation, almost guaranteeing a low-ball offer. Sellers shouldn’t let on too much about their reasons for selling or make it seem like they’ll be in dire straights if the home doesn’t sell quickly. Selling a home un-der duress is not likely to cause pro-spective buyers to pony up.

• Don’t be afraid to counter-offer: A buyer who is excited to get an offer on a home in a slow market, but feels the offer is below value, should definitely counter-offer. While the buyer may not accept the counter, he or she may make another offer that is more to the seller’s liking.

Curb appeal is one factor that can help a home sell faster and for more money.

Today’s real estate market presents an excellent opportunity for all types of home buyers, including those who are choosing to go it alone.

About 30 percent of recent home buyers are single women or men, ac-cording to the National Association of Realtors. With a variety of home styles, affordable home prices and tax credits from the government, single buyers have strong incentives to make

their move into the housing market.“For many singles, this is a great

time to make their first big purchase,” said Jim Dohr, president of Coldwell Banker Gundaker. “Interest rates are at historic lows and there is currently a great inventory of homes to choose from. It makes good investment sense to purchase the home of their dreams now.”
