Re: Invitation to participate in the Act-Belong-Commit campaign
Thank you for your interest in the positive mental health promotion campaign ‘Act-Belong-Commit’.
The Frankston Mornington Peninsula Primary Care Partnership (FMPPCP) is keen to partner with you to
improve attendance, participation, membership and volunteerism in community groups, activities and
events, and help to build a stronger, more resilient community.
What is the Act-Belong-Commit campaign?
Act Belong Commit is a community-based health promotion campaign that encourages people to take action
to improve their mental health and wellbeing. This evidence-based campaign was developed primarily from
research undertaken by Curtin University into people’s perceptions of mental health and the behaviours
they believed protected and promoted good mental health. The FMPPCP has partnered with Curtin
University (Mentally Healthy WA) to implement the campaign through health services, local governments
and not-for-profit groups across the Frankston and Mornington Peninsula municipalities.
Act – Keep mentally, physically and socially active: take a walk, do a crossword, go out dancing…
Belong – Join a community group and participate in community activities. Join a book club, take a cooking
class, be more involved in groups you are already a member of…
Commit – Take up a cause, help a neighbour, volunteer, learn something new, set yourself a challenge…
The campaign uses a variety of social marketing and community development strategies to encourage
community members to be more mentally, physically and socially active, to join local clubs and organisations
and to make civic commitments, while simultaneously encouraging community organisations to work
collaboratively to promote their activities.
In essence, Act Belong Commit aims to:
1. Raise awareness about the types of activities that promote positive mental health and wellbeing
2. Encourage people to participate in these activities
3. Encourage community groups and organisations to work together to provide opportunities for people
to participate in mentally healthy activities
There is substantial evidence that being active, having a sense of belonging, and having a purpose in
life all contribute to happiness and good mental health.

What are the benefits of becoming an Act-Belong-Commit partner?
Community and organisational benefits include:
Increasing people’s understanding of mental health, their awareness of their own mental health,
and their desire to be more proactive about their own and others’ mental health.
Increasing people’s participation in individual and community activities
Building the capacity of community groups and services to provide opportunities for mentally
healthy activities
Increasing and strengthening a sense of community connectedness
Shifting perceptions of mental health to encompass wellbeing, and destigmatising mental illness
Strengthening connections between organisations with common or complementary goals
Fostering partnerships between government, non-government organisations and community
groups to create a more cohesive community and service system
Assisting communities to reduce the long-term outcomes of mental health problems including
depression, suicide, alcohol and drug abuse and juvenile delinquency.
How can I get involved?
FMPPCP is seeking organisations whose values fit with the Act-Belong-Commit ethos. We are keen to
partner with community groups and organisations to raise awareness of the activities that promote good
mental health and increase participation in community activities across the Frankston and Mornington
Peninsula region.
Community groups that sign-up as a campaign can receive:

Training and support from the FMPPCP Act Belong Commit Coordinator
Further support and opportunities for information sharing through the local Act Belong Commit

How can agencies use Act Belong Commit to enhance their existing services?
You can use it as a social marketing campaign by:
Displaying the logo. This helps to raise brand awareness,
communicate a unified vision for mental health promotion in the
local area, and shift perceptions of mental health to encompass
wellbeing.
Examples: Displaying A-B-C posters in reception areas, waiting
rooms and community settings; setting up banners and
distributing merchandise at events; embedding the logo in email
signatures; and linking to www.actbelongcommit.org.au on your
agency’s website and elsewhere.
Distributing fact sheets and brochures, to increase people’s understanding of
mental health and to offer practical strategies to help them to be more proactive about their
own mental health.
Examples: Adding A-B-C information materials to welcome packs for new clients; showbags for
events; making available at reception, including as part of care plans, etc.
Advertising the core messages behind the
campaign, to raise community awareness about
mentally healthy activities.
Examples: Setting up A-B-C stalls at service expos;
running A-B-C print adverts in agency newsletters
and the local paper; running radio adverts on free to
air radio like 3RPP, etc.

It can also be used a community development initiative through:
Building the capacity of groups to be more inclusive and accessible, and promote the
A-B-C message to other group members, family, friends and the broader community.
Examples: Setting up a buddy system for welcoming/orientating new group members; making
group activities easier for people to access and participate in; explaining to members the
messages behind the campaign; etc.
Developing staff knowledge and skills
around mental health promotion, and how workers can use
Act Belong Commit to promote mentally healthy activities to
their target groups.
Examples: Staff PDs on the campaign philosophy, evidence
base and applications for use; giving A-B-C presentations at
professional network meetings, forums and conferences.
It’s also a great way to promote your service innovation and partnership work!
Building partnerships with other agencies, which can help you strengthen
professional relationships; share learnings and resources, address common service priorities;
and work together on joint activities and events that promote a unified vision 4 mental health.
Examples: Running joint service expos, fun runs, sausage sizzles, music events, art exhibitions.
Aligning your services with the 3 Act Belong Commit
domains, and ensuring that programs are socially inclusive where
possible.
Examples: Conducting internal audits of existing services;
cobranding current programs that fit in with A-B-C activities;
identifying gaps and developing new programs to target
disengaged groups.
Embedding Act Belong Commit in organisational values, plans and policies, so that
mental health promotion and social inclusion continue to be service priorities.
Examples: Using the research/evaluation data to justify EFT for mental health promotion work.
You can do as little or as much as you wish, depending on your agency’s capacity and needs. The great thing about Act Belong Commit is that lot of the work has already been done in
developing and testing the campaign resources. So you can hit the ground running!

work?

What does FMPPCP offer partners?
Community groups that sign-up to the FMPPCP Act Belong Commit
campaign can receive:
Promotional resources and merchandise. We have a whole range of ready-made fact sheets,
brochures, posters, merchandise, logos and advertising templates, PPT presentations and
research articles which will be provided to partners in a hardcopy kit and electronically on CD!
Training and guidance from the Frankston Mornington Peninsula Act Belong Commit Coordinator,
to equip you with the skills and ‘know how’ to get your campaign up and running!
Networking and information sharing opportunities through the Frankston Mornington Peninsula
Act Belong Commit Working Group. This group has been set up for local partners to meet on a
regular basis, to share updates about their campaigns, support each other on troubleshooting
issues and work together on A-B-C partnership projects and events.
What does FMPPCP require from partners?
Successful partnerships involve give and take! So to help give your campaign the best opportunity to
succeed we ask that the following requirements be met as part of our partnership agreement:
Submit 6 monthly reports on your Act Belong Commit activities to the FMPPCP. This supports
Curtin University in its ongoing program evaluation, research and development. Full details about
the reporting requirements are provided on page 13.

A key contact is appointed in your agency, who is responsible for submitting your 6-monthly
reports.
To formalise your agreement with the FMPCP, we also require that you complete the Act Belong
Commit Partnering Agreement form. This document is included on page 7.
If you wish to order printed resources and/or merchandise, we also require you to complete the
Resource Ordering Excel Template (a picture of this template is included on page 10).
What else should I consider?
Before signing up, we recommend that you consider the following planning issues:
How do you intend to use the campaign in your organisation? It may help to brainstorm ideas
with other staff members or speak with key contacts from organisations that are already running
the campaign. What did they do and how did they achieve their goals? What were the challenges?
A special planning template is also included on page 11 to assist with this process if needed.
What do you require to achieve your campaign objectives (e.g. staff EFT, training and resources)?
Do you need approval and support from your manager/s and staff teams to run your campaign?
If so, how are you going to get their 'buy in'?
The FMPPCP Act Belong Commit Coordinator can also help equip you to deal with these matters!

Act-Belong-Commit Partnering Agreement
1. PARTIES
This document constitutes a partnering agreement between (partner organisation) and the
Frankston Mornington Peninsula Primary Care Partnership (FMPPCP) for the implementation of
the Act-Belong-Commit Campaign.
The FMPPCP has entered into a Local Service Agreement with Mentally Healthy WA for the
implementation of the Act-Belong-Commit Campaign in Frankston and Mornington Peninsula
from May 2011 to June 2014.
The scope of this agreement will define roles and expectations of all parties and provide clear
direction for the implementation of the Act-Belong-Commit Campaign in the Frankston and
Mornington Peninsula local government areas.
2. PURPOSE
The purpose of this written agreement is to operate the Act-Belong-Commit Campaign by
(partner organisation) with the support of the FMPPCP.
3. MENTALLY HEALTHY WA SHALL
a. Provide FMPPCP with an Act-Belong-Commit manual.
b. Provide FMPPCP with templates and guidelines for the collection of basic process data as
outlined in item 3. d.
c. Provide electronic resources and materials related to the Act-Belong-Commit campaign.
d. List FMPPCP as a partner on the Act-Belong-Commit website.
e. Provide standard media releases for FMPPCP to adapt for publishing in local media
f. Acknowledge FMPPCP in conference presentations and public forums where appropriate
4. FMPPCP SHALL
a. Use, modify and adapt resources and advertising material from Mentally Healthy WA as
agreed between the parties.

b. Will operate independently from Mentally Healthy WA and implement the Act-Belong-
Commit Campaign for mental health promotion at the discretion of FMPPCP, while
respecting and following Mentally Healthy WA’s philosophy wherever suitable.
c. Provide Partner Organisation with electronic resources and materials related to the Act-
Belong-Commit Campaign
d. Provide Partner Organisation templates and guidelines for the collection of basic process
data.
e. Appoint a FMPPCP staff member to be the main Act-Belong-Commit contact with Mentally
Healthy WA.
f. Provide Mentally Healthy WA with the following process data at six monthly intervals (end
of June and December each year):
o Evidence of all media materials associated with the Act-Belong-Commit Program
(i.e. scanned articles)
o A count of the events and activities held branded with Act-Belong-Commit with
participation numbers
o A log of all presentations, workshops or forums delivered
o A brief 6 monthly report at the end of June and December each year
5. PARTNER ORGANISATION SHALL
a. Will implement the Act-Belong-Commit Campaign for mental health promotion at the
discretion of FMPPCP, while respecting and following Mentally Healthy WA’s philosophy
wherever suitable.
b. Appoint a Partner Organisation staff member to be the main Act-Belong-Commit contact for
the FMPPCP.
c. Provide the FMPPCP with the following process data at six monthly intervals (end of June

o A count of the events and activities held branded with Act-Belong-Commit with

Act Belong Commit Campaign Planning Template
The following template has been created to assist Act Belong Commit partners in planning their campaign strategies.
It is NOT MANDATORY for you to complete this as part of your partnering agreement.
Here are some tips/ideas to help you start thinking about your campaign:
1. Secure ‘buy-in’ from management: Usually it’s difficult to go ahead with new projects if you don’t have approval from your manager and
support from staff. How about organising a special meeting to present your ideas and explain what Act Belong Commit is about and how it can
benefit your community and organisation?
2. Key contact/champion: Do you have someone in your organisation with the passion and commitment to be a champion for the project and who
has the EFT capacity to take responsibility for coordinating the implementation of your campaign?
3. Start with an internal audit: What programs, events and activities are you already running which align with Act Belong Commit? Can you co-
badge these activities with the Act Belong Commit logo and create opportunities to promote the campaign’s messages?
4. Where are the gaps? Which groups aren’t engaged and how can you create opportunities for them to Act, Belong and Commit?
5. Smart use of logo: Where possible, try to promote the logo with some explanation about the messages behind the campaign (i.e. via
presentations, discussion or info resources), so that people understand what the logo means and there is a take home message for them.
6. Partnership opportunities? Know any agencies/groups who might like to organise a joint event to promote mentally healthy activities?
Examples of possible activities have been included below in red to give you some ideas for how you can use it.
Remember, these are just examples, ultimately it’s up to you to decide how much or how little you wish to do with the campaign!

Act Belong Commit Evaluation Requirements
As a minimum, agencies that have formally signed local service agreements are required to submit reports on a six-monthly basis. The report should
detail strategies delivered, partnerships developed and include basic process data. Reports are due at the end of July and January each year. Please
include data from the six month reporting period only. For example, the December report should include campaign data from July–December only.
