Description of Opportunity: National Center for Advancing Translational Sciences (NCATS) is issuing this Notice of Special Interest (NOSI) to highlight the urgent need for research on the 2019 novel coronavirus (SARS-CoV-2) and the disease it causes, i.e., “coronavirus disease 2019” (COVID-19). NCATS is particularly interested in projects that repurpose existing drugs or biologics (existing therapeutics) that have already begun or completed a Phase I clinical trial.

The hypothesis for proposed studies must be developed using innovative processes to identify the therapeutic/indication pair. Examples include the following:

Testing a publicly posted therapeutic candidate for use to treat COVID-19. Examples include clinical candidate therapeutics in documents publicly posted by the World Health Organization (types/classes of candidate therapeutics) and (candidates for clinical evaluation).Testing a candidate therapy to treat COVID-19 that was already identified with a publicly available computational approach.

Testing of existing therapeutic candidates that work on mechanistic targets shared among other viruses that may be relevant to SARS-CoV-2.

Description of Opportunity: There is a need to strengthen the nation’s public health communications infrastructure to be able to respond to the historically unique challenges presented by the COVID-19 pandemic. The COVID-19 pandemic has strained the public health infrastructure in the United States almost to the breaking point. Maintaining a strong public health system requires strong communications and public affairs support throughout every level of government and across the entire

Public information officers (PIOs), public affairs officers (PAOs), and other health communicators can provide safe and consistent messages and guidelines for safely reopening America in communities across the United States. As each state and locality will need to address issues specific to their jurisdiction, it is important to ensure that the public health communication infrastructure can support effective dissemination of consistent public health messaging. This program seeks to strengthen the public health communication infrastructure.

The COVID-19 pandemic has resulted in an unanticipated and tremendous surge in demand for real-time public health information from CDC, tailored to each state and local jurisdictions’ needs. One criticism of the current response as seen from communications monitoring and congressional inquiries, is the lack of cohesion in messaging: the various levels of government are sharing different messages. Therefore, the public struggles to understand which messages to listen and what strategies to implement. As each state and locality grapples with how to best continue “reopening America” in a way that is safe, based on data, and that addresses each jurisdiction’s needs, there is a high likelihood of mixed messaging. While some sectors have already opened, other key sectors—such as schools in the fall—will require cohesive and consistent public health messaging. As new evidence is incorporated in public health guidance and strategies related to reopening must shift accordingly, the public health communications network will require immense support. Since the responsibility of reopening has been pushed down to the state and local level, the federal response needs to have a trusted channel and organization that can bring their membership body together. Public health communicators at the state, local, tribal and territorial levels need additional support to effectively do their job in ensuring that their health department and their partner organizations are providing accurate and actionable guidance.

Program Title: Lifespan Respite Care Program: Special Projects to Strengthen Program Development, Implementation and Sustainability


Description of Opportunity: The U.S. Administration for Community Living (ACL), Administration on Aging (AoA), will be publishing a competitive grant opportunity to implement special projects under the authority granted in Section 2903 of the Lifespan Respite Care Act of 2006 (P.L. 109-442). These special projects will complement the work of the Lifespan Respite Technical Assistance and Resource Center (TARC). Additionally, under the “RAISE Family Caregivers Act,” an Advisory Council has been established to “provide the establishment and maintenance of a

[National] Family Caregiving Strategy…” With the formation of the Family Caregiving Advisory Council and the forthcoming National Strategy, an anticipated focus on improving access to respite, workforce issues, and the role of natural supports will be a likely focus of attention nationwide. Thus, the special projects carried out under this funding opportunity will be expected to concentrate on expanded Technical Assistance projects that focus on strengthening lifespan respite program development, implementation and sustainability (capacity building) with respect to the following:

Develop, test and scale a respite workforce recruitment, training and retention program to better meet the respite needs of families, particularly in light of the impact of the COVID-19 pandemic on the workforce;Develop and field test a state-based framework and roadmap for respite system planning and development, which ties to the forthcoming National Caregiving Strategy, currently under development; andStrengthen and test enhanced approaches to help caregivers and families develop or strengthen their own natural support systems to include respite and other supports.OPTIONAL: Other areas of expanded TA and capacity building to improve state-based respite capacities, as identified by applicants and their partners.

ACL/AoA plans to award one (1) Cooperative Agreement to engage in the above activities. Applicants will be required to demonstrate considerable knowledge and expertise in the field of respite, family caregiver support and respite program development and implementation across the age, disease, and disability spectrum. The successful application will reflect a collaborative approach among a consortium of organizations that approach the work in a well-defined partnership, with one entity acting as the fiduciary and programmatic lead. Finally, the successful applicant will be expected to demonstrate the ability to collaborate and partner with multiple organizations and entities at the Federal, state and local levels in order to support overall project objectives.

For the purpose of this initiative, disasters are defined as presidentially declared emergencies or major disasters under the Stafford Act, a public health emergency declared by the Secretary of the HHS, or other local, regional or national disaster(s), and include extreme weather-related disasters (e.g., hurricanes, typhoons, tsunamis, floods, mudslides, tornadoes, volcano eruptions, earthquakes, snowstorms, wildfires and others), human-made disasters (e.g., oil and chemical spills and contamination, nuclear testing and contamination, and water contamination), and their long-term consequences in the infrastructure (e.g., extended power outages, extended disruptions in the water systems, food supply, communications, transportation and housing). Public health emergencies may include the COVID-19 pandemic, influenza, zika, chikungunya or dengue outbreaks, and other epidemics. Disasters could be current, recent or past. Long-term is defined as 1 year or longer after the sentinel event(s).


Program Title: Notice of Special Interest (NOSI): Small Business Research and Development of Biomedical Technologies for Coronavirus Disease 2019 (COVID-19)


Description of Opportunity: The National Institute of Biomedical Imaging and Bioengineering (NIBIB) is issuing this Notice of Special Interest (NOSI) to highlight the urgent need for accelerating the development, translation, and commercialization of technologies to address Coronavirus Disease 2019 (COVID-19). Description of Opportunity: This Notice of Special Interest (NOSI) highlights the urgent need to understand the social, ethical, and behavioral implications (SEBI) of COVID-19 testing among underserved and/or vulnerable populations across the United States through the Rapid Acceleration of Diagnostics for Underserved Populations (RADx-UP) initiative. The overarching goal is to understand factors that have led to disproportionate burden of the pandemic on these underserved populations so that interventions can be implemented to decrease these disparities. The funding for this supplement is provided from the Paycheck Protection Program and Health Care Enhancement Act, 2020.

The Office of the Director is therefore offering Emergency Competitive Revisions to active eligible grants and cooperative agreements addressing the objectives described below. This NOSI is one of four related RADx-UP opportunities. The purpose of this SEBI NOSI is to identify, analyze, and address the social, ethical, and behavioral factors likely to influence access and uptake of COVID-19 testing in underserved and/or vulnerable populations. Single or mixed methods approaches involving community partners will inform the development and evaluation of such testing programs. These studies will assess the ethical, historical, healthcare, social and contextual factors surrounding COVID-19 testing, as well as how cultural beliefs and attitudes, perceived expectations, and preferences influence the ability and

These two-year community-engaged Testing Research Projects will examine SARS-CoV-2 infection patterns and efforts to increase access and effectiveness of diagnostic methods through the Rapid Acceleration of Diagnostics for Underserved Populations (RADx-UP) initiative. The overarching goal is to understand factors that have led to disproportionate burden of the pandemic on these underserved populations so that interventions can be implemented to decrease these disparities. Description of Opportunity: Homekey provides funding to rapidly sustain and expand the inventory of housing for people experiencing homelessness or at risk of homelessness and impacted by COVID-19. Homekey is an opportunity for local public agencies to purchase motels and a broad range of other housing types in order to increase their community's capacity to respond to homelessness and the current COVID-19 pandemic.

The Department requires all Applicants to engage in a pre-application consultation with the Department and/or the Department of General Services (DGS) prior to submitting an application. Description of Opportunity: The CARES Act provides institutions with significant discretion on how to award this emergency assistance to students. This means that each institution may develop its own system and process for determining how to allocate these funds, which may include distributing the funds to all students or only to students who demonstrate significant need. The only statutory requirement is that the funds be used to cover expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance, such as food, housing, course materials, technology, health care, and child care). With that said, I would like to encourage the leadership of each institution to prioritize your students with the greatest need, but at the same time consider establishing a maximum funding threshold for each student to ensure that these funds are distributed as widely as possible. As a point of reference, you might consider using the maximum Federal Pell grant (for the 2019-2020 academic year, $6,195) as that threshold.

At the time of publishing this FOA, the COVID-19 pandemic has changed the workplace environment and increased worker concerns about economic insecurity, mental health and well-being, isolation and other challenges of working remotely, and reintegrating back into the workplace safely. Research is needed to understand the potentially complex relationships between alcohol consumption and COVID-19 related-outcomes to enhance the nation’s response to the current pandemic. The outcomes include overt pathophysiology and the impact of social and policy measures on COVID-19 outcomes. Such studies also will help to lay the groundwork for responding to future public health emergencies. AOI #4.1-E: Pediatric Diagnostic Tools for Severe COVID-19 Disease and MIS-C The clinical presentation of COVID-19 in children is not fully understood and remains challenging to address. Many children infected with SARS-CoV-2 are asymptomatic or display mild symptoms, but the risk of severe COVID-19 disease that may lead to hospitalization and in some cases, sepsis, still exists. More recently, Multisystem Inflammatory Syndrome in Children (MIS-C) has been described as a condition where inflammation affects multiple organs causing a range of symptoms that may occur weeks after infection with, or exposure to, SARSCoV-2. There is a need to develop solutions that recognize or predict severe COVID19 disease in children and/or subsequent complications like MIS-C which may arise outside of apparent symptomatic infection.

Diagnostic technologies that can specifically identify and distinguish severe COVID19 disease from mild illness in children and/or predict the onset of MIS-C are needed to aid in clinical management of these patients. These host-based or clinical technologies may include, but are not limited to:

1) In vitro diagnostics, EHR based tools, or algorithms that can collate data to predict, identify or prognosticate risk trajectories.2) Clinical decision support software, or remote/continuous monitoring devices appropriately sized for children.

Technologies should be capable of capturing and quantifying a broad range of host biological, immunological, clinical, laboratory, and/or physiological data as appropriate to predict and identify severe pediatric COVID-19 and/or MIS-C.

Description of Opportunity: As part of this initiative, NIH is urging all scientists and inventors with a rapid testing technology to compete in a national COVID-19 testing challenge for a share of up to $500 million over all phases of development. The technologies will be put through a highly competitive, rapid three-phase selection process to identify the best candidates for at-home or point-of-care tests for COVID-19. Finalists will be matched with technical, business and manufacturing experts to increase the odds of success. NCI anticipates that in infrequent cases, NCI-funded investigators will have novel insights and research proposals of immediate relevance to SARS-CoV-2 and COVID-19.
