Tomas, Batangas The RDC IV-A conducted a two- day technical budget review on the FY 2016 budget proposals of 14 agency regional offices (AROs), five state universities and colleges (SUCs) and two government- owned and controlled corporations (GOCCs) on 3-4 February at the San Tomas Suites, First Philippine Industrial Park, Sto. Tomas, Batangas. The participating entities were: BFAR, DA, DAR, DENR, DILG, DPWH, DOH, DOST, DOT, DSWD, DTI, DOLE, LLDA, NIA, TESDA, DepEd, CavSU, LSPU, BatStateU, URS and SLSU. The review panel was composed of DBM, NEDA, DILG, DOST, CHED, Provincial Planning and Development Coordinators and RDC private sector representatives. Representative Lani Mercado- Revilla of the 2 nd District of Cavite and 15 staff of Calabarzon legislators provided inputs. The budget proposals include the major programs and projects (P/Ps) based on the 2016 Annual Investment Program (AIP). The AIPs are supportive to the Updated Regional Development Plan 2011- 2016 and the President’s Social Contract with the Filipino People. The proposed FY 2016 budgets of the AROs, SUCs and GOCCs were subsequently reviewed and endorsed by the RDC sectoral committees to the RDC Full Council during their 1 st quarter meetings held on 9-12 February. Following is the sectoral breakdown of the endorsed 2016 budget proposals (in P million): Economic 4,394.56 Infrastructure 44,951.57 Social 198,827.49 Dev’t Administration 886.67 Total 249,060.29 The RDC under Section 4 of Executive Order 325 is mandated to review and endorse the annual budgets of AROs, SUCs and other government bodies in the region to the agency central office and DBM. The RDC IV-A conducted a two-day technical budget review on the FY 2016 budget proposals of 14 agency regional offices (AROs), five state universities and colleges (SUCs) and two government-owned and controlled corporations (GOCCs) on 3-4 February at the San Tomas Suites, First Philippine Industrial Park, Sto. The Provincial Government of Cavite hosted the 4th Quarter Regional Development Council (RDC) Full Council Meeting held at the Island Cove Leisure Park and Resort last 18 December 2014. Governor Juanito Victor C. Remulla, Jr. welcomed the members and guests and shared some of the development initiatives of the Provincial Government of Cavite. The RDC endorsed the: a) Quipot Irrigation Project; and b) Philippine Coconut Authority Calabarzon Emergency Fund. Plaques of commendation were given to the top destinations of same-day visitors in Calabarzon as recommended by the Department of Tourism Region IV-A, namely: a) provinces of Laguna, Quezon and Cavite; and b) cities/municipalities of Sta. Rosa, Tagaytay and Lucban. Also recognized were: a) Ms. Efigenia B. Javier as the 2013 National Outstanding Barangay Nutrition Scholar; and b) Rizal, Laguna Mayor Antonio A. Aurello and Tagaytay City Mayor Agnes D. Tolentino

for gathering 4th and 5th places, respectively, in the 2014 National Literacy Awards, respectively. The RDC confirmed the Directors of Commission on Higher Education Region IV-A and Technical Education and Skills Development Authority Region IV-A as regular members. The following were also presented in the meeting: a) Visit Philippines Year 2015; b) Updates on the Batangas Port Operation; c) North-South Railway Project; d) Joint Migration and Development Initiative Phase 2 Project; e) SUMMID Calabarzon Updates; and f) the Status of RDC Endorsed Projects. The RDC agreed to hold the succeeding Full Council meetings in the provinces to give focus to the issues and concerns of the provinces. The next to host the Full Council meeting will be the province of Laguna. After the meeting, the RDC members celebrated the Yuletide season with a simple fellowship party.

PSRs support RDC priorities for 2015

The Calabarzon Regional Development Council (RDC) Private Sector Representatives (PSRs), expressed support to the RDC Priority Thrusts and Activities lined up for CY 2015. Last 22-23 January 2015, the National Economic and Development Authority Region IV-A conducted the PSRs Orientation and Team Building at the RJS Resort, Brgy. Pansol, Calamba City. The activity includes action planning workshop to allow the PSRs to identify and align private sector priority activities with priorities of the RDC and to assign who among the PSRs will take the lead for each activity. The activities identified by the PSRs aligned with RDC priority thrusts and activities are: a) regular attendance at planning workshops and consultations; b) active involvement in budget

consultations; and (c) proactive monitoring of project/program implementation. Likewise, the PSRs committed to assist in the dissemination of RDC advocacy materials as well as to come up with policy papers related to regional development concerns such as issues on idle land tax, integrated railway system, engaging migrants on economic development, among others. They also extend full support in strengthening RDC’s efforts to address challenges on simplifying business application processes, cybersecurity, middle-income trap and achieving the Millennium Development Goals. Aside from the action planning workshop, the PSRs Orientation and Team Building activity includes: a) orientations on the

Calabarzon RDC roles and function, Regional Development Plan Midterm Update 2011-2016, RDC endorsement process and Regional Project Monitoring and Evaluation System; and b) team building exercises designed to strengthen collaboration and camaraderie among the PSRs and RDC Secretariat. The activity culminated with a visit to the Calabarzon Regional Government Center (RGC) and DILG IV-A’s office, the first occupant of RGC. The PSRs Orientation and Team Building was attended by 13 out of 18 PSRs and the RDC Secretariat.

The Regional Development Council adopted the Calabarzon Regional Development Plan (RDP) Result Matrices (RM) during its 4th Quarter 2014 Full Council Meeting on 18 December 2014 at Island Cove, Binakayan, Kawit, Cavite through RDC Resolution No. 54, Series of 2014.

The RMs provide an indicator framework to the statements of results under the Strategic Framework of the Calabarzon RDP. RMs serve as a reference tool for

monitoring and reporting of annual accomplishments, programming, budgeting as well as in preparing the regional development report. The sectoral committees on Macroeconomy and Development Administration, Economic Development, Social Development and Infrastructure Development during their respective meetings reviewed and endorsed to the RDC the adoption of the Calabarzon RM.

RDC supports the National Coin Recirculation Program by Alvin Caezar V. Olanday, NEDA Region IV-A

The RDC supports the National Coin Recirculation Program (NCRP) by encouraging the Regional Line Agencies, Local Government Units and State Universities and Colleges to turn over coins during Full Council meetings. RDC Resolution No. 61, Series of 2014 was passed during

its Full Council Meeting on 18 December 2014 at Island Cove, Binakayan, Kawit, Cavite. The NCRP is a project of the Bangko Sentral ng Pilipinas (BSP) which aims to encourage the public to circulate coins in storage as a strategy to address the problem on

coin shortage in the country. According to BSP, the low regard towards lower-denominated coins is one of the main reasons why coins are not circulating efficiently. Coins play an important role to ensure smooth commercial transactions and to keep inflation manageable.

NEDA Region IV-A consults local planners on CY 2015 priority thrusts

NEDA Region IV-A officials led by Dir. Luis G. Banua discussed its CY 2015 Priority Activities with the Calabarzon Development Planning Leader’s Group (CDPLG) on 20 January 2015 at the RDC Conference Room, Marcelita Bldg., Brgy. Real, Calamba City. Present in the meeting were the five Provincial Planning and Development Coordinators, 11 City Planning and Development Coordinators, two representatives from the Municipal Planning and Development Coordinators and six local planning staff. Dir. Banua urged the local planners to support the following activities of NEDA Region IV-A and the Regional Development Council: a) 5th Regional Gender and Development Convention; b) Regional Physical Framework Plan updating; c) project development initiatives; and d) reactivation of the local project

monitoring committees. The local planners, on the other hand, shared the status of the preparation of Comprehensive Land Use Plan, Comprehensive Development Plan and local level data generation as well as the issues and concerns encountered. The local planners sought NEDA’s help in addressing the issues encountered in the implementation of their tasks. The local planners also reiterated their request for NEDA to be the ‘mother’ organization of the League of Local Planning and Development Coordinators, Inc. similar to how the DBM shepherds the Philippine League of Local Budget Officers. Also discussed in the meeting were the implications of RA 10587 or the Environmental Planning Act of 2013 which mandates all persons who practice environmental planning to secure a license, the acquisition of the Energy Fund and the updates on

the DRR-CCA initiatives of Cavite Province and the Strengthening, Upscaling and Mainstreaming International Migration and Development or the SUMMID Project. OIC-ARD Fidel Udarbe shared his experiences in taking the environmental planning licensure examination to encourage the local planners to secure a license.

Both the NEDA officials and the local planners vowed to support each other in carrying out their priority development planning activities. The CDPLG members look forward to the convergence of initiatives towards a more enhanced planning practice in the region and at the local level. The local planners requested Cavite Province to host the next dialogue which was readily accepted by PPDC Jesus Barrera but noted that this is subject to the final approval of Governor Jonvic Remulla.

The Strengthening, Upscaling, and Mainstreaming of International Migration and Development (SUMMID) Calabarzon Project Management Office monitored the conduct of the Reintegration, Planning and Counseling seminar for Quezon on 12-14 January 2015 and Laguna on 3-5 February 2015. Around 20 participants from each province representing the provincial governments, migrant families and civil society groups from the three provinces attended. The three-day seminar helped participants gain skills in reintegration counseling. This was accomplished through orientation on the issues related to the challenges of the migrants and families in reintegration planning. Programs providing concrete psychosocial, investment, technical vocational and entrepreneurship training for migrants were presented and discussed by resource speakers from government agencies and private sectors. In addition, monitoring and mentoring scheme of migrants and families who participated in the financial education course and involved in reintegration planning were also discussed. Reintegration counselling will be part of the services to be offered in the provincial One-Stop Migration Resource Centers.

Among the government agencies and service providers who served as resource persons were DA Region IV-A, DOT Region IV-A, NEDA Region IV-A, NCRO Region IV-A, OWWA Region IV-A,CFO, provincial DTI and TESDA, SIDC, Landbank, One Renewable Energy Enterprise, St. Jude Multi-Purpose Cooperative, Care MBA, Ato Belen’s Farm, Philam Life and Vista land. The seminar in Batangas province is scheduled on 24 and 31 March and 7 April while the one for Rizal province will be in the second quarter of 2015.

The Department of Science and Technology Region IV-A has come up with an online information system called “IMPRESSION,” an acronym for Information and Monitoring of Projects, Services and S&T Interventions. IMPRESSION is being developed to enhance the monitoring, documentation, and management of SETUP, GIA and Roll-Out Projects and Services in DOST Region IV-

A. It also gives an outlook of the technology transfer operations of a DOST Regional Office. IMPRESSION lead developer and DOST Region IV-A Project Assistant III from the Management Information System (MIS) unit Ms. Solejaena Herrera described the system as a library database of DOST Region IV-A. It also has notification settings and back-up

features which would be very useful in case of disasters. DOST Region IV-A Senior Research Specialist and Head of Planning and MIS Unit Mr. Francisco R. Barquilla III conceptualized the system. It consolidates all of the projects and services as well as serves as the central repository of all technical operations functions of DOST Region IV-A making it relevant for planning, monitoring and evaluation purposes. Moreover, the system has the capability to extract certain data and translate it into values with respect to the DOST Region IV-A’s major final outputs. The IMPRESSION will be operational on the first week of February with continuous update on the system. A users training program will be conducted for all the prospected users of IMPRESSION in Provincial S&T Center offices in Calabarzon.

The Department of Tourism Region IV-A has recently launched the Visit Philippines Year 2015 Campaign last 28 November 2014 at the Queen Margarette Hotel in Lucena City during the 1st Calabarzon Tourism Summit. The Philippines’ Tourism Tactical Campaign is based primarily on the development, organization, implementation and promotion of a year-round calendar of events in 2015 that compels local and foreign tourists to visit the Philippines and pro-actively participate in activities lined up. Among its purpose is to strategically promote the Philippines as a Meetings, Incentives, Conventions and Exhibitions/Events (MICE) destination beyond business meetings and conferences, but also cultural, adventure and lifestyle festivals suitable for attendance / participation by all levels of tourists. It also aims to improve the number of international and domestic tourism arrivals within the Philippines in 2015-2016. Furthermore, it will generate tourism revenues and creation of jobs as well as increase the contribution of the tourism industry in the overall Gross Domestic Product of the country.

As part of these promotional efforts, events will be organized in partnership with private sector, local government units and relevant alliances, taking into consideration financial viability, community involvement, cultural stewardship and organizational growth. Rizal’s Integrated Infrastructure Development

In line with the Provincial Government’s vision for Cavite to become a world class province in terms of its local administration, social services provision and being at the forefront of development, Governor Jonvic Remulla has steered the entire Provincial Government of Cavite to be a dynamic organization that strictly adheres to the principle of good governance. One significant milestone it has achieved towards this end is the establishment of an ISO certified quality management system that requires no less than excellence in the quality of public service. Aside from recognitions from government agencies and other organizations, its efforts in improving local administration have become the subject of several benchmarking activities from delegations all over the Philippines and abroad. While the governor transparently cascades the same principle to all local government units (LGUs) in the entire province, he recognizes the fact that good governance will remain intangible in the absence of proper logistics and infrastructure that will support the organization’s operation especially in municipalities without a suitable municipal building. Having this in mind, Governor Remulla pulled out the necessary resources to provide the much needed support to the LGUs of Indang and Gen. Emilio Aguinaldo, for the construction of their municipal hall to replace their undersized and rundown building. These two projects are deemed significant in improving the quality of service delivery for the people of these towns and will open new doors to facilitate the influx of development, especially for Gen. Aguinaldo with an income classification of fifth class.

Infrastructure support to Cavite LGUs, opening doors to dev’t

Promoting the built-in advantages and the allure of the province has become one of the focal points of Rizal Gov. Rebecca Ynares’ administration. Her governance is anchored on sustainable development preserving and protecting the province’s rich culture and heritage and an ecologically balanced environment, with solid and integrated infrastructure development. “We have a highly integrated approach to infrastructure development,” Gov. Ynares says. “We don’t build for the sake of building; we build in order to provide people with efficient access to services and economic opportunities,” she explains. Education Infrastructure The province also has an aggressive school building program that has added a total of 26 school buildings

with 120 classrooms in year 2014 alone. In addition, 422 classrooms were constructed under the Counter Parting Program between the Department of Education and the Rizal Provincial Government. As a matter of policy, the province allocates some 16-17 percent of its annual budget to the construction of new school buildings and facilities. Health Infrastructure At present, there are six provincial government hospitals under the Rizal Provincial Hospital System and have undergone major upgrade, including additional rooms and modern medical equipment. Recently, ground breaking was conducted for the seventh provincial government hospital in Binangonan town which will be the biggest among the hospitals with a modern diagnostic center. In addition, health

The peace and order program was such a good start for 2015 for the Batangas Philippine National Police (PNP) and the Provincial Government of Batangas. Police Senior Supt. Omega Jireh Fider led the traditional courtesy visit of the 55 ranking officers of the Batangas PNP Commanders composed of Provincial and Directorial Staff and the Chief of Police of 31 municipalities and 3

cities at the office of Gov. Vilma Santos Recto last 5 January 2015. The Governor received the police officers at the Governor’s Mansion through a snap salute followed by snap salute and conference through a security briefing from PD Fidel which includes peace and order plan, security operations for the whole province for the year 2015 and time to express the PNP’s gratefulness for all the support

given by the Provincial Government to empower the abilities and capacity of the police force in the province. Support given by the provincial government to Batangas PNP included service vehicles, IT and communication equipment, fire arms and ammunitions, force protection equipment and capability trainings for the police special forces like the S.W.A.T. teams as response of Gov. Vilma Santos Recto maintaining the integrity and dignified image of the Batangas PNP in the eyes of the Batangueños. According to her, the strong relationship among the civilians with the assistance of the local government and the PNP is the key in maintaining the prosperous economy of the province due to the strong peace and order situation in the province. And for this year , the PNP Command is waiting for their four mobile patrol cars, 12 force protection vests and 12 uniforms for their S.W.A.T. Team and various caliber ammunitions.

day care centers have been and are being constructed in different barangays in the province to cater the health needs of Rizal’s constituents. Housing and Resettlement Infrastructure With the reorganized Housing and Resettlement Office of the province, a more effective and sensitive program is now in place for the housing and resettlement needs of homeless Rizaleños. Gov. Ynares is spearheading an improved housing program, more viable, affordable, and accessible to his constituents. At present, there are 13 relocation sites, seven of which are housing and resettlement projects of the Rizal Provincial Government, in partnership with the National Housing Authority. These housing and resettlement projects have an inventory of 47,472 housing units, with some 39,627 families now relocated.

To date, Ynares’ administration has invested millions of pesos for the construction of roads, bridges, and public facilities.

13 PPP infrastructure projects soon to boost Calabarzon’s competitiveness by Engr. Josephine D. Hapil, NEDA Region IV-A

A total of 13 infrastructure projects amounting to P425.77 Billion are being implemented in Calabarzon Region through Public-Private Partnership (PPP) and other mode of government

-private venture. The implementation started in 2012. The projects are composed of five expressway, three railway, three social infrastructure and two water supply projects. Expressway/Toll Road There are two toll road projects that will be completed this year, namely the STAR Tollway Stage II and the Daang Hari-SLEX Link.Both toll roads interconnect the South Luzon Expressway (SLEX).1 The STAR Tollway starts at the intersection of the Pan Philippine Highway (also known as Maharlika Highway) and the SLEX in Sto. Tomas, Batangas and runs southward to Batangas City. The Stage II project involves the construction of two-lane, 19.74 kilometers toll road (northbound) from Lipa City to Batangas City with a project cost of P1.95 billion. It also includes asphalt overlay of Stage I (Sto. Tomas-Lipa City), STAR-SLEX Toll Road 3 interconnection and other miscellaneous works. It is targeted to be completed on 21 May 2015. According to DPWH PPP Service, the Stage II project is 7-month ahead of schedule.2 The completion of the project will further improve the mobility to Batangas Port . The Daang Hari-SLEX Link is the first PPP project implemented under the Aquino administration. The project aims to provide a high-standard expressway that would facilitate flow of traffic to and from Bacoor City in Cavite to SLEX in Muntinlupa City, Metro Manila. This will serve as an alternate route between Metro Manila and Cavite. The project involves the construction of four kilometers, 4-lane toll road with a project cost of P2.0 billion. The road will connect the existing Daang Hari Road in Bacoor City to the SLEX near Susana Heights Interchange passing through the NBP Reservation in Muntinlupa City. It is targeted to be completed on 30 March 2015. Three other toll road projects for implementation are the SLEX Toll Road 43, Cavite-Laguna Expressway (CALAX) and Laguna Lakeshore Expressway Dike (LLEDP).4 The SLEX Toll Road 4 runs from SLEX Toll Road3 in Sto. Tomas, Batangas up to Lucena City in Quezon. It aims to address traffic congestion along the Maharlika Highway and will improve the investment environment of the southern part of Calabarzon and the Bicol Region, thereby spurring development in those areas. The Regional Development Council has been advocating the connection of TR4 to Lucena Port. The P10.854 billion project involves the construction of 57.589 kilometers,4-lane toll road which is divided into five sections. The project cost is P10.854 billion. The five sections are TR4A (Sto. Tomas to Makban), TR4B (Makban to San Pablo), TR4C (San Pablo to Tiaong), TR4D

(Tiaong to Candelaria) and TR4D (Candelaria to Lucena). The detailed engineering design (DED) of Phase I (San Pablo to Tiaong) is already completed. The preparation of DED of Tiaong to Lucena City is ongoing. The CALAX is one of the priority projects under the CALA Transport Study of the CALA Urban Development and Environmental Management Project in 1996 to 2000. The study was funded by World Bank and later supported by JICA.The project aims to reduce traffic congestion along Governor’s Drive, Aguinaldo Highway and Sta. Rosa-Tagaytay Road. It will reduce travel time from Cavitex to SLEX by 45 minutes. The project involves the construction of 44.70 kilometers, 4-lane toll road from Cavitex to SLEX, Mamplasan Exit in Biñan, Laguna. The project cost is P35.40 billion. The project was approved by the NEDA Board on 16 February 2015.5 The LLEDP is the extension of the C-6 from Taguig City up to Los Baños-Bay boundary in Laguna. The dike road will be constructed along the coastline of Laguna de Bay to provide an alternate route and mitigate flooding. The project is one of the biggest capital investments in the region amounting to P122.80 billion. It involves construction of 47 kilometers flood control dike with a 6-lane toll road on top. The procurement for the project is ongoing.6 Railway The development of railway system is part of the intermodal transportation. It will foster socio-economic development and promote interregional linkages. The LRT Line 1 Cavite Extension, LRT 2 East Extension and the North-South Railway Project (NSRP) South Line Project are the three major railway projects in the region.7 The construction of LRT Line 1 Cavite Extension Project will be a great relief to Cavite commuters. The projects aims to improve access to and from central Manila and Cavite which has been experiencing rapid urban development. It will also spur economic activity along the area facing Manila Bay. The project involves 11.7 kilometers extension of existing LRT from Baclaran Station to Niyog Station in Bacoor City, Cavite with a project cost of P64.90 billion. Of this length, 10.5 kilometers will be elevated and 1.2 kilometers will be at-grade. The whole stretch of the integrated LRT 1 will have a total length of approximately 32.4 kilometers and will be operated and maintained by the private concessionaire. The project was already awarded to the private concessionaire and facilities will be turned over on April 2015. The LRT 2 East Extension project extends the existing LRT 2 from Santolan Station in Marcos Highway to Masinag, Antipolo City. It aims to provide a rapid mode of transport east of Metro Manila and ease traffic congestions in Marcos Highway and Ortigas Avenue. The project involves construction of 3.934 kilometers LRT with two stations at

Emerald and Masinag. The project has a project cost of P9.51 billion and will be implemented through PPP scheme and loan from JICA. The contract of the viaduct component was awarded in December 2014 and the stations component is for bidding. The Notice to Proceed for the Electro-Mechanical Consulting Services was already issued to a private consortium company. The South Line project of the North-South Railway Project (NSRP) South Line Project covers Metro Manila, Calabarzon and Bicol Region. The project aims to modernize and expand the existing railway system of the Philippine National Railways. The project is the highest PPP investment in the region with a total cost of P177.22 billion. It has a total length of 653 kilometers including its extension and spur lines. It consists of commuter railway operations between Tutuban and Calamba and long haul railway operations between Tutuban and Legazpi, spur line between Calamba and Batangas and extension between Legazpi, Albay and Matnog, Sorsogon. The project was approved by the NEDA Board on 16 February 20158. The proposed start of construction is on the second quarter of 2016. Water Supply Two water supply projects are now on the pipeline for implementation namely the Centennial Water Source Project 9 and the Maragondon Bulk Water Supply Project.10 These projects will use surface water from major rivers for commercial, industrial and domestic purposes. The Centennial Water Source Project involves the development of a dam at Kaliwa River which aims to ensure short and long term raw water supply in Metro Manila and the adjoining areas in Calabarzon. The project involves the design and construction of an additional raw water supply source with a design capacity of 600 MLD, through the commissioning of the Kaliwa Dam, including intake facilities and other pertinent facilities. The project cost is P18.72 billion. The project is ongoing procurement process. The Maragondon Bulk Water Supply Project is a joint venture of the Maragondon Water District with a private consortium company. The project aims to lessen the dependence of water districts in Cavite province from the ground water extraction, thus, preventing salt water intrusion and allowing the aquifer to recharge. Damariñas, Cavite for instance, is one of the critical areas where extraction of

ground water is no longer allowed.11 The P6.129 billion project involves the construction of a bulk water supply system from the Maragondon River including water treatment plant, pumping stations, 60 kilometers transmission pipes and storage tanks. Securing of LGU permits is now ongoing.

Social Infrastructure There are three social infrastructure facilities that are being implemented in the region namely the Public-Private-Partnership School Infrastructure Project12, Calabarzon Regional Center13 and the Tanauan Public Market Redevelopment.14 These projects aim to improve the social services in the region by providing adequate classrooms, government center and state of the art commercial facility. The Department of Education has entered a contract with a private proponent to supplement the current shortage of classrooms in the country through the PPP School Infrastructure Project (PSIP) Phase I. The project involves the design, construction, and maintenance and financing of 9,300 classrooms in Regions I, III and IV-A. A total of 4,261 classrooms are allotted for Calabarzon wherein 3,421 classrooms were already completed and 695 classrooms are ongoing construction as of January 2015. The Calabarzon Regional Government Center (CRGC) is a one-stop-shop government center located in Barangay Mapagong, Calamba City. The P2.5 billion facility will house the 54 regional line agencies in Calabarzon . The development of the CRGC is a joint venture between Calamba City with a private company. Four units5-storey buildings will be constructed in the three-hectare complex. The construction of the first building was completed, however, the access road and other amenities are yet to be put in place. The Tanauan Public Market Redevelopment is a BOT project of Tanauan LGU that aims to develop a state-of-art commercial facility. It is composed of wet and dry market, parking spaces and transport terminal. Other amenities will be installed such as sewage treatment plant, solid waste processing facility, cold storage facility and delivery area, among others. The project was the first LGU PPP project approved by the NEDA Investment Coordination Committee.15

These projects are supportive of the Calabarzon Regional Development Plan 2011-2016 in enhancing competitiveness by accelerating infrastructure

development that will improve connectivity among urban centers, wedges and interregional linkages, access to potable water, access to social services

and resiliency to climate change and natural disasters.

This distinguished son of Lipa City is a member of the "Sandigan" Class 1982 of the Philippine Military Academy. PCSUPT. Erni is an exceptional police officer who showed utmost professionalism in the various sensitive positions he assumed. His extensive experience in different assignments made him a well-rounded police officer with a keen understanding of the dynamics of police work. Upon his assumption on 22 January 2015 as OIC of PRO Calabarzon, he immediately

called for a Command Conference. He sought the support and cooperation of his men with his strategic action plan under the acronym P.L.E.D.G.E. which stands for: P - Preventive Patrol; L - Live within your means; E - Enforce the law fairly, evenly and without fear or favor; D - Develop Self Respect and Discipline; G - Generate Force Multipliers, E - Exercise tact and diplomacy in dealing with Stakeholders. With his back-to-basics approach, he urged officers, men and women of PRO4 Calabarzon to be one with him in bringing the unit to a height of becoming more responsive, transparent and an accountable oriented agency.

Calabarzon welcomes new PNP Region IV-A Chief

The Department of Science and Technology (DOST) Region IV-A through the DOST Provincial S&T Center (PSTC) Batangas spearheaded the launching of the Community Empowerment thru Science and Technology (CEST) and the Agro-Ecotourism Industry project in Lobo, Batangas on December 12, 2014 at the Municipal Hall of Lobo. The said activity was participated in by 40 participants which composed of leaders and concerned personnel from LGU Lobo, representatives from national government agencies and associations, entrepreneurs and the general public. Lobo Vice Mayor Hon. Renato M. Perez in his welcome remarks thanked DOST Region IV-A in its effort to help the municipality through DOST’s CEST Program. He said that the program is very beneficial for Lobo in its quest for development. DOST Region IV-A Regional Director, Dr. Alexander R. Madrigal expressed his deep desire to help the town through the special

framework designed for the Municipality of Lobo. With the town’s natural beauty and resources, the Agro-Ecotourism Industry project is perfect for implementation. “Aasenso ang isang bayan kapag nakabatay sa Agham at Teknolohiya,” Dr. Madrigal stressed out in his opening message. CEST Project Lobo Mayor, Hon. Gaudioso R. Manalo, Dr. Madrigal and PSTC Batangas Director, Ms. Felina C. Malabanan signed the Memorandum of Agreement for the CEST project in front of the participants. Both parties (DOST Region IV-A and LGU Lobo) agreed that DOST Region IV-A through PSTC Batangas shall provide technical and financial assistance, monitor the project implementation, document milestones, and identify other S&T gaps and areas of development for further assistance. On the other hand, LGU Lobo shall implement the project in accordance with the approved plan and submit status reports quarterly, among others.

Agro-Ecotourism Industry Honorable Mayor Manalo expressed his gratitude by thanking DOST Region IV-A for helping him reach one of his current goals – that is making Lobo the “number one” in Agro-Ecotourism. Prices and Inflation Calabarzon’s average consumer price index (CPI) for the 4th quarter in 2014 stood at 139.7 index points which was the same with the previous quarter and 4.4 index points higher compared to the same period last year. All commodities registered increase in CPI based on year-on-year and quarter-on-quarter comparisons except for housing, water, electricity, gas and other fuels, transport, and recreation and culture. On a quarter-on-quarter comparison, communication and education registered no change. The average inflation rate showed 1.3 percentage points decrease from 4.6 percent during the third quarter to 3.3 percent in the 4th quarter. The provinces of Batangas, Laguna and Quezon registered the highest inflation rate in the month of October at 4.9 percent, 4.3 percent and 4.5 percent, respectively. After the month of October all provinces registered inflation rates, lower than 4.0 percent. Across provinces, Batangas registered the highest inflation rate at 4.1 percent.

The average purchasing power of peso (PPP) remained at P 0.72 for the last two quarters of 2014. On a year-on-year basis, the PPP decreased by P 0.02 lower.

Regional population 15 years and over was estimated at 8.5 million in October, which was about 20,000 higher than in July. The labor force participation rate slightly declined by 0.6 percentage point on a quarter-on-quarter basis and a 0.5 percentage point lower compared to the same period last year. The employment rate in October increased by 0.9 percentage point from 92.0 percent during the previous quarter. On a year-on-year basis, employment rate improved by 1.0 percent. The increase in employment rate can be attributed to the jobs that were created in anticipation of the Christmas season. Unemployment rates at 7.1 percent showed declining trend on a quarter-on-quarter and year-on-year basis. Same as the underemployment rate which also reflected lower rate at 17.8 percent in October, a 2.3 percentage points lower from the previous quarter. Moreover, this quarter’s underemployment rate is lower by 1.1 percentage point compared to the same period in 2013.

Calabarzon’s agricultural production generally expanded during the 4th quarter of 2014. The growth was contributed by the production increment of rice, corn, carabao, goat, hog, chicken and aquaculture fisheries. The gains in production of these commodities were attributed to the sustained interventions from the local government units and regional line agencies while decline in production posted by coconut and aquaculture fisheries were attributed to damages brought about by scale insect infestation and limited fishing trips due to rough sea conditions. Production of rice went up from 149,085 metric tons (MT) to 172, 887 MT, of which 70 percent were from irrigated areas. During the quarter, the volume of rice production was 4.5 times higher than the previous quarter with Quezon as the highest producer in the region. Compared to the same period last year, an increment of 16 percent or 23,802 MT was noted. The gain in production was due to timely harvesting of irrigated palay starting October and sustained interventions from Department of Agriculture (DA) Region IV-A on farmers capability enhancement through the farmers field school were also noted. It can also be attributed to increase in area harvested for both

irrigated and rainfed rice on a quarter-on- quarter basis. Likewise, the region produced more than 15,000 MT of corn. It posted 28 percent or more than 7,000 MT increase in production compared to the same period in 2013. Notable gains were recorded for both yellow and white corn due to sustained assistance from the local government units such as distribution of corn seeds and the seed rehabilitation program of DA Region IV-A. On the other hand, coconut production went down by 32.77 percent or 167, 539 MT. The decrease in production was attributed to 60 hectares of coconut trees damaged by scale insect infestation in Laguna. Rehabilitation stage for trees affected by Typhoon

Glenda in the provinces of Batangas and Cavite and Rizal also contributed to low production during the quarter. Meanwhile, the province of Quezon posted increase in production. Other commodities such as coffee, sugarcane and pineapple also posted shortfalls in production compared to previous year’s erformance. Carabao production inched up by 4.86 percent or 228 slaughtered heads in abattoirs during the quarter while cattle production declined by 7.10 percent or 1,206 heads. The high demand for carabao was due to increasing marketability and good commanding price of carabeef in the market. Carabao for slaughter were mainly coming from the provinces of Laguna and Quezon. Year-on-year data showed that there was a sustained demand for cattle and carabao meat. On a quarter-on-quarter basis, goat production increased twice as much. This was 592 heads higher than the last quarter’s performance. Compared to the same period last year, a nine percent increase was noted in demand for goat. Hog and chicken both posted more than 20 percent increment from third quarter to fourth quarter. Batangas remains to be the major producer of poultry products while Cavite is the leading province in hog production in the region.

Despite the increase in production from the previous quarter, chicken volume of production was 12 percent lower compared to the same period last year. Increase in production of livestock in the region were attributed to built-up of stock fatteners in preparation for the holiday season and increase in number of hogs which recovered from porcine epidemic diarrhea and transmissible gastroenteritis diseases. The year-on-year decrease in volume of chicken was mainly due to repair and rehabilitation activities of farm buildings and poultry houses. Commercial fisheries produced a total of 13,793.37 MT in the 4th quarter of 2014 posting a 4.69 percent decline in production from last quarter’s 14,420.14 MT. However, it recorded a 2.79 percent increment from the last year's record of 13,419.20 MT. Among the contributing factors to the positive year-on-year performance of commercial fisheries includes continuous fishing operation and resumption of operation of commercial fishing boats. The region’s overall aquaculture production increased by 4.69 percent on quarter-on-quarter basis but decreased by 27 percent compared to the same period last year. The decline in year-on- year production were attributed to stopped stocking of fish cage operators due to financial constraints needed in reconstruction of fish cages and slow growth of fingerlings due poor water condition of Taal Lake. On quarter-on-quarter basis, municipal fishing went down by 26 percent or more than 12,000 MT. The decrease in fish catch was due to strict implementation of moratorium in using net gears in Batangas which aims to allow fingerlings to grow into ideal marketable size and limited fishing operations brought about by rough sea conditions.

The total tourist arrival for the region showed steady rise with the 4th quarter posting an increase by 56.98% against the previous quarter and 19.4% compared to the 4th quarter of 2013. The region continues to attract domestic tourists with percentage share of 95.93 percent. Almost 90 percent of the tourists in the region are same day tourists. Overnight tourists decreased by 2.73 percent or 11,930 visitors in the 4th quarter compared to the previous quarter. The province of Laguna has the highest overnight tourists accounting for 273,860 or 67.97 percent of the total overnight tourist. On a year-on-year basis, overnight tourist recorded an increase by 32.09 percent. On the other hand, same day tourist increased by 72.65 percent or 1,207,648 visitors in 4th quarter

while it increased by 17.83 percent on the same quarter of the previous year. Laguna accounts for 35.33 percent of the total same day tourists. The decline in tourist arrival may be attributed to the long public holidays, where residents of NCR who usually visit the region during weekends spent vacation in other places outside Calabarzon. The top destinations in the region are the Skyranch and Picnic Grove in Cavite, the hot spring resorts in Laguna, the beaches of Batangas, the Regina Rica of Rizal, the Kamay ni Hesus of Quezon and the various churches. Despite the increasing trend in tourist arrival, it is important to note that foreign overnight and same day tourists decreased by 13.58 percent and 7.02 percent, respectively, on a year-on-year basis. According to tourism offices, the decrease in foreign tourist may be attributed to the non-submission of tourism data by tourism establishments.

Development Outlook Agriculture performance of the region is likely to continue its positive trend given the capability enhancements of farmers in production and post-production activities. There will be no threat of an El Nino for 2015 based on climate change projections of PAGASA. The sustained efforts of local government units and regional line agencies in terms of infrastructure development such as construction of post-harvest facilities and farm-to-market roads and strengthened crop and livestock insurance will enable Calabarzon farmers to cope with the current and emerging challenges of the sector. Implementation of fisher folk registry system will enable implementing agencies to provide equal opportunities for men and women to participate in agriculture production and post-production activities. Initiatives of DOST and DTI in strengthening capabilities and positioning of MSMEs in the global value chain will enable the local industries to be at par with other ASEAN member states. Tourism potential of the region will continue to rise as the Department of Tourism launches the Visit Philippines Year 2015 as well as aggressive tourism campaigns of LGUs. Furthermore, the region is a favorite destination during summer because of its beaches, churches and other places for religious activities.

The Regional Project Monitoring Team (RPMT) of Calabarzon Region conducted a site visit of the Maragondon Bulk Water Supply Project (BWSP) located in Maragondon, Cavite on 29 January 2015. It is a joint venture project of the Maragondon Water District with WBS Consortium, a private investor. The RPMT is composed of representatives from the Regional Project Monitoring Committee (NEDA, DBM, DILG, OP-PMS, PSR Leabres and PSR Nicolas), RDC/SCID (NIA, Cavite PPDO, PSR Atanacio and PSR Baclea-an). The RPMT was also joined by project stakeholders represented by farmers, civic leaders, consultant MacroAsia, and heads of water districts of Dasmariñas, Carmona, GMA, Tanza and Trece Martires. The Maragondon BWSP involves the construction/installation of a bulk water supply system composed of water treatment plant, five pumping stations, 60 kilometers transmission pipes and seven storage tanks. The project will draw surface water from the Maragondon River. It aims to supply the water requirement of Maragondon as well as supplement the water supply needs of other water districts in the Province of Cavite. The site visit was conducted to validate the project’s impact on the affected farming communities and other stakeholders. The following activities were undertaken by the Team: 1) courtesy call to Mayor Reynaldo Rillo; 2) ocular inspection of the proposed site for the river weir, off take point and water treatment plant; and 3) conduct of problem solving session cum public consultation. The RPMT was able to validate on site that the project will be constructed several kilometres downstream from the NIA irrigation water intake. The operation of the BWSP will not affect the supply of irrigation water needed by farmers. The team, however, noted the following challenges confronting MWD in implementing

the project: 1) completion of all needed permits; 2) need to enhance awareness of the public on the project and its benefits; and 3) need to fast track the project’s implementation in order to respond to the needs of consumers in Maragondon and other water districts in Cavite. The SCID during its 1st Quarter Meeting on 11 February 2015 confirmed the endorsement of the project to the RDC for inclusion in the Revalidated Regional Development Investment Plan 2011-2016.

1st Quarter CY 2015 RPMES Accomplishment Report The major activities conducted in the region under the Regional Project Monitoring and Evaluation System include the following: a) conduct of RPMC meeting; b) monitored on-going major programs and projects; and c) coordinate the problem solving session of LRT 1 and LRT 2 projects. Regional Project Monitoring Committee The RPMC conducted its first quarter meeting on 13 February 2015. The Committee endorsed to the Regional Development Council the proposal to conduct post evaluation of the projects entitled “Establishment of Medium Scale Dairy Processing Plant” and “Enhancing Production and Profitability or Market Oriented Organic Vegetables in Calabarzon”. The projects were implemented in the region with funding assistance under the NEDA Productivity Enhancement Projects.

Other major agenda items that were discussed by the RPMC include updates on the status of the following projects and activities: a) PSIP Phase 1; b) Pantawid Pamilyang Pilipino Program; c) Maragondon site visit report; d) Local project monitoring committee training and Calabarzon Project Monitoring System; e) Calabarzon Regional Government Center; f) Southern Luzon Expressway-Toll Road 4; and g) Quezon Eco-Tourism Coastal Road Phase 3 & Mauban-Real-Infanta Road. DPWH As of December 2014, contract for Package 1 (Viaduct) was awarded and Notice to Proceed was issued to the Electro-Mechanical Consulting Services last January 2015.

North South Railway Project (Southline)

DPWH As of February 2015, the project was approved by the NEDA Board. Construction is scheduled to commence on the 2nd quarter of 2016.
