Subject: Federal Assistance: Information on Federal Funds to Suffolk Countv. New York

Dear Mr. Forbes:

This letter presents information you requested on the level of federal assistance provided to Suffolk County, New York, as well as data on incomes and the distribution of population within the county. Your inquiry stems from the prospect of creating a new county that would encompass the rural portions of Eastern Long Island, New York, including parts of Suffolk County. As agreed with your office, we obtained program and funding information from the Consolidated Federal Funds Report (CFFR), which annually reports federal expenditures or obligations by county, and income and population distribution information from other Bureau of the Census reports.

During fiscal year 1998, Suffolk County, New York, received more than $10.7 billion in federal assistance, according to the latest CFFR. That figure includes about $6 billion in direct expenditures or obligations, such as salaries and grants, and $4.7 billion in other federal assistance, such as guaranteed loans and insurance. Enclosure I summarizes the federal expenditures or obligations to Suffolk County from fiscal year 1996 through fiscal year 1998 and provides a detailed listing of the federal programs that provided funding to the county in 1998, together with the amount of funding they provided.

In the 1990 Census, the median household income for Suffolk County, New York, was $49,128-well above the median household income of $22,737 for the nation as a whole that year. At this level, the county ranked 21” among the nation’s 3,141 counties or county equivalents (such as parishes in Louisiana). At that time, Suffolk County consisted of 136 Census population areas, of which 106 were urban and 30 were rural.’ About 94 percent of Suffolk County’s more than 1.32 million residents were located in urban population areas.’

‘Population areas are Census-defined “places,” which include both legal entities (such as cities, towns, boroughs, and villages), referred to as “incorporated places,” and statistical entities (population centers without legally established boundaries), referred to as “Census designated places.” The term “urban” comprises all terr&oly, population, and housing in urbanized areas- areas consisting of one or more central places, such as a city, and the adjacent densely populated area that together include at least 50,000 people-and places of 2,500 or more people outside urbanized areas. All territory, population, and housing in areas that the Census does not classify as urban are deemed to be “rural.”

The Bureau of the Census estimated that Suffolk County’s median household income increased to $52,080 by 1995 and that its population increased to 1.37 million by July 1998- the most recent dates for which these data have been estimated.3 Enclosure II lists the 136 Census population areas in Suffolk County identified in the 1990 Census, including their designation as urban or rural, population, and median household income.

To obtain information for this report, we used the CFFR, which is compiled annually by the Bureau of the Census and presents federal government expenditures or obligations in state, county, and subcounty areas of the United States.4 All other data, including data on population areas in Suffolk County, are from Census documents and electronic files in the public domain. We discussed the federal program funding and the population and income information with the chiefs of the Federal Programs Branch and Decennial Management Division, respectively, within the Bureau of the Census, to ensure that we were accurately characterizing the data. We also discussed this information with a senior planner in the Suffolk County Department of Planning, who told us the county uses the Bureau’s data on population and income for the county’s planning purposes. We did not independently verify the data. Our work was performed in accordance with generally accepted government auditing standards.
