To thank and honor the Police Officers that have made the ultimate sacrifice while protecting us and our way of life, the Riviera Bay Civic Association has donated an engraved brick for the Police Fallen Hero monument located at Demens Landing Park, Bayshore Drive & 2nd Avenue South, 33701. Our brick can be found on the south side of the third section back from the monument.

Everybody should take some time and really reflect about those officer’s sacrifices and ask themselves if they would actually put themselves in harm’s way to preserve somebody else’s quality of life..... and then to just be perceived as the “bad guys” by many. They need to hear from everybody that what they’re doing is something that we all cherish and appreciate. Just like a lot of us do now with Military personnel, when you see a Police Officer that isn’t involved with his work at the time, shake his or her hand and tell them “Thanks for your service” and

RBCA Newsletter Delivery People

Needed We really

need somebody to step up and deliver

newsletters in the 81st-82nd Ave N area to make

sure everybody stays informed about issues that may directly affect their family’s way of life in St Pete. It only takes about 30 minutes every other month, its great exercise, and maybe you’ll meet some of your neighbors. You’ll be saving the neighborhood a ton of postage money, once a year you will receive a gift certificate to a local restaurant, and you will also be added

to my list for any free event tickets I may get.To check out the details, please contact Prez Dave at

579-3644 or at [email protected]

The 4 public forums will be over by the time you read this, but those who were unable to attend those forums may complete a Pier questionnaire online at www.stpete.org/piersurvey and submit any comments to the Working Group.___________________________________________

Remember the tornado

that touched down in our neighborhood a year ago on 6/24/14? It did quite a bit of damage at various locations around the neighborhood. What a great time to remind ourselves that we are in Hurricane season right now and that it is never too late to get ready for a threat. There a r e several good resources available, but a pretty complete preparedness guideline is available at:

CODES UPDATE

Our new Codes Director, Todd Yost, announced that a

new change they will be making is having evening and weekend patrols to address the complaints about violations that only happen after hours, such as yard parking. Please try to talk to the resident first, but if that isn’t an option, call or email Codes with your concerns.

Since we’ve observed this violation more lately, we are posting this again:

ST PETERSBURG CITY CODE, SECTION 16-1070, PARAGRAPH (h), which states specifically:

It shall be unlawful to dispose of grass clippings, tree trimmings and other vegetative material in the right-of-way or on the property of another or upon any street or alley or into waters within the City directly or indirectly into the municipal storm sewer system. This section shall not be construed to prohibit the use of mulching lawn equipment.

• Clippings that are blown or raked, but not gathered and properly disposed of eventually enter the City’s storm sewers. This causes two (2) problems. First, the storm sewers deposit these clippings into our bays and waterways providing extra nutrients that are not needed by the waterways. Second, the decomposition of these organic materials consumes oxygen which can cause fish kills. Forty percent of the nutrient load that enters our Bay is carried by storm water. This condition worsens in the heat of summer, when even more organic materials are produced by fast growing lawns and the warmer bay waters stimulate faster decomposition.

• You are also encouraged to use mulching lawn equipment. It is to everyone’s advantage because mulching:

• Saves time;• Leaves a lot less debris to be

gathered and disposed of;• Usefully recycles nutrients into

the growth of new plant life;• Reduces the need for

commercial fertilizer;• Results in the use of less

fossil fuels needed to produce the commercial fertilizer, which means less air pollution; and

• Makes grass clippings work for our environment rather than against it.

We hope you will take an active role in improving our environment and encourage others to help, too. If you have any questions, please call Codes Compliance Assistance at 893-7373.

Sincerely, Todd Yost, DirectorCodes Compliance Assistance Department

Prez Dave adds: This shouldn’t really have to be mentioned because I’m just stating the obvious here, but if you have grass in your curb, please edge then sweep or blow it back onto your property, and if you see trash in the neighborhood while driving, walking, biking, walking your dog, use common sense whether it’s on your personal property or not, and please pick it up and dispose of it in your trash can so it doesn’t just end up in the water after the next rain. If you have a lawn service, make sure they blow that grass back onto your property, or you might receive a fine and a Codes violation notice. Plus it just looks better and it’s the right thing to do for the betterment of your community.

ADOPT-A-MILE 83rd Ave Possible FLOWER GARDEN

CLEAN UPSat, Aug 9th - 9 AM

We hope you will join our quarterly effort and

show your pride in where you live. The more volunteers that join us, the less distance each one has to cover, and the less time it will take all of us. We will supply water and all that is needed to cleanup the mile from 4th St to the San Martin bridge, and if we have enough volunteers, we’d also like to do some work in our Community Flower Garden.

Please call Donna Hoover 727-579-3644 or e-mail [email protected] to volunteer or just show up the day of the clean-up. Please arrive at 9 am at the St Pete Presbyterian Hall parking lot, located at 600 83rd Ave NE. (corner of 83rd Ave NE & Macoma Drive NE)

Last Clean-up Follow-up for reporting: I want to Thank Randi Langis for showing up and helping me on the latest 83rd Avenue Clean-up. Along just this one mile of one street, we collected 16 lbs of trash between the two of us. We recycled 5 lbs of glass, 2.4 lbs of plastic, 2.4 lbs of aluminum and 2 lbs misc metal, keeping 11.8 lbs out of the landfill. Every little bit helps, and with us being a canal front neighborhood, we are keeping this trash from washing down the curbs and ending up in the water to do harm to the environment.

Riviera Bay Park Community Flower Garden

By Donna Hoover

Please take some time to check out our new Community Flower Garden. It is the first of its

kind in St Pete being maintained by a Neighborhood Association. We are looking for volunteers to help weed the garden whenever you can. This is a project where

we need to report any volunteer hours to the city, so please contact me for details. I would like to organize one Saturday of the month for a group weeding and possibly 2-3 people who are available to do a check on their own time during the month as needed. If you would like to donate any native plants or donate a little bit of your time whenever you can, please contact me at 579-3644.

Possible “Movies In The Park” Night

Now that our park is here, we have the perfect location for a “Movies in the park” night. The large center section faces a raised berm to the south that would be the perfect place to put the screen. Just like they do downtown, everybody could bring a chair or blanket and maybe we could also have a few food trucks there. We’re not sure what is involved with this, but we’ll be looking into it.

The 7th Annual FREE Memorial Weekend “Floating Concert” was our biggest and best

concert ever. “Sweet Pea” Jones, a Riviera Bay resident, and her

band “On The Hook” opened the show with some great tunes. The headliners, Hal Hammer, Jr., and The Cross Creek Blues Band performed a high-energy set containing almost all originals, slated for their next CD, called “Cross Creek Style . . . Red Hot Blues For a Strong America”. The unexpected attraction of the day was The Chris Hiatt Experience. Chris Hiatt and Cold Shot flew in from Las Vegas where they were the headliners at the annual blues

festival there. They played music from every genre, to the delight of all in attendance.

The crowd was estimated to be in excess of 5,000 people with between 600 and 700 boats, of all sizes from 65 footers to canoes and kayaks. This is a family event, with kids and dogs welcome and in the entire history of the event, there has never been an altercation, or an incident. Everyone works together to produce safe, fun time for all.

The next FREE Concert for the neighborhood will be Labor Day Weekend. SUNDAY! . . . . Always on Sunday!

Two years ago, Troop 263 partnered with our Asso-ciation to help with needs around our community.

The partnership is a win-win for both organizations. The Scouts receive service hours that count toward their rank advancements and the community reaps the benefit of their hard work. This year, the Scouts helped with three different projects for a total of 137 hours of service. They used their canoeing skills to help with the Bay clean up, as well as helped with trash pickup along 83rd Avenue. They also helped with the land-scaping at Riviera Bay Park and provided the color guard for the opening dedication of the park.

You can help support this partnership by helping the Scouts out in November – it’s their annual Scout-

This is a 10 week course, one evening a week, that provides a very interesting and entertaining look “inside” how Pinellas County Government works. Donna & I recently graduated this course and to be honest, we didn’t want it to end. We visited 10 different locations; the Pinellas County Courthouse in Clearwater, the Emergency Services Center in Largo, the Dept of Environment, Infrastructure, Transportation & Stormwater Operations in Clearwater, the Criminal Justice Center in Clearwater, the Reclamation Facility in St Pete, the Elections Service Center in Largo, the Botanical Gardens in Largo, the Suncoast Transit Authority in St Pete, the County Jail on 49th St N, and graduated at Weedon Island Preserve right in our own backyard. Among many others, we talked with County

Commissioners, Judges, State Attorney Bernie McCabe, Sheriff Bob Gualtieri, saw Emergency responses firsthand, got to work some heavy machinery, toured inside the jail, could do a ride-along with a Deputy and along with a Sunstar ambulance. We also met a lot of people along the way that actually do all the work to keep all our families safe and happy. It was well worth the cost. I would highly recommend it.

If you would like some more info about this class, please contact me. Maybe we could arrange a scholarship in exchange for being a board member or something. Class enrollment is limited and you must be at least 18 years old. Classes meet Thursday nights, usually from 6:30 p.m. to 9:30 p.m. Tuition for PCU includes a class polo shirt, all course materials, graduation ceremony and diploma.

Fertilizer Ban &Current Topics

From Dolins GardenCenter’s Newsletter

As of June 1st Pinellas County’s

Summer ‘Fertilizer’ Ban has gone into effect. We are not allowed to use products that contain Nitrogen or Phosphates on our Lawn or Landscape Plants. The problem is that these products ‘wash-out’, with our typical summer rains, and contribute to the pollution of our local waterways.

Meanwhile, our soils are - typically - naturally high in Phosphates. Plus, Nitrogen promotes growth, and plants grow fast enough in the summer. This Ban does not apply to fruit trees (aka; citrus), potted plants and vegetables. For more information on the Summer Ban, click on the following link: The Tampa Bay Estuary Program - www.befloridian.org/

In addition to providing a spectacular light show, lightning also helps fertilize the soil. Gaseous nitrogen makes up about 78 percent of our atmosphere, but because of its chemical composition it’s unusable by plants. However, the electrical discharges that occur within thunderstorms cause these ‘gaseous-nitrogen’ molecules to cling to oxygen molecules, which create nitrogen oxide. This nitrogen oxide, which is dissolved in the rain-water, falls to Earth and ultimately feeds the plants. This process is called nitrogen fixation. Lightning is responsible for 5-8% of all nitrogen fixation.

Plant Care “Hurricane-Cuts” Starve Palms Some folks believe they save time and money by

having their palms trimmed once a year, rather than on an “as-needed” basis. However, in the long run they end up spending more money on fertilizer, once the palms begin to decline, in an effort to help them survive. Palm fronds manufacture ‘food’ for the plant. So, when we remove most of the green fronds, we are essentially removing the food factories. Meanwhile, something else happens when all but the top few palm fronds are removed. When the new leaf bud emerges from the top of the trunk, it needs to develop further and the outer fronds

are used to support it as it grows more rigid. The lack of strong supporting fronds on a “hurricane cut” palm doesn’t provide enough rigid support of the bud and it can fall over and die (especially in a strong wind storm). Additionally, repeated Hurricane Cuts produce a condition referred to as ‘pencil top’ (as seen in the picture on the right). Finally, a good “rule-of-thumb’ is to trim only fronds that hang below a line parallel to the ground.

Lubbers / GrasshoppersWell those itsy bitsy

little hoppers have turned into gigantic yellow monsters. Boy, they sure can do a lot of damage really quickly. While Liquid Sevin (Carbaryl) kills them when they’re young it only deters the mature ones. At this point, the only effective control is ‘Blunt-Force’. For example; hedge clippers, a shovel or a brick.

VegetablesWith the ‘warmer’ weather vegetable gardens

become more challenging. With that said, there are reports of caterpillars and powdery mildew, especially on squash. Thuricide is always your best line of defense for caterpillars, regardless of where they’re found. Either Liquid Copper or Dithane M45 are your best options for Powdery Mildew. While Liquid Copper is rated as the safest, both are natural ingredients.

Lawn CareKeep an eye out for brown patches in your yard.

While “bugs” are the first ‘culprit’ that come to mind, it may also be lawn fungus, especially with our abundant summer rains. However, warm/hot weather is sure to bring out the Cinch Bugs and Sod Web Worms are soon to follow, and then there are always Grubs or Mole Crickets. Hi-Yield Bug Blaster should be used to control the ‘surface’ insects and if you’re having fungus problems in your lawn use Bayer Advance Fungus Control. It’s not too late to be proactive on Grub Prevention. Kill ‘em now while they’re still young, before they can cause real damage. Hi-Yield Grub Free Zone is the product you’ll want to use.

Lawns should only get about half an inch of water once or twice a week. Check your system to make sure you’re not watering more than you need to. And, if you’re getting excessive rains just turn the sprinkler system OFF.

The Water and Land Conservation Amendment will appear as Amendment #1 on the November 4, 2014

ballot, giving Florida voters a direct opportunity to keep drinking water clean, protect our rivers, lakes and springs, restore natural treasures like the Everglades and protect our beaches and shores.

Amendment 1 is our best opportunity to address threats to our water quality and keep pollution out of our rivers, lakes, springs and coastal waters — without any increase in taxes.

For years Floridians have enjoyed the benefits of robust and effective conservation programs that have protected clean and abundant drinking water supplies,

beaches and coastal waters, and wildlife habitat. Florida’s beautiful natural areas attract tourists and safeguarding them ensures a thriving economy.

We owe it to our children and grandchildren to protect Florida’s water quality, natural areas, beaches and wildlife, so future generations can enjoy them the same way we do.

Join the campaign to pass the Water and Land Conservation Amendment an help create a legacy for future generations. Vote YES on Amendment 1: Water and Land Conservation.
