Angelita Cruz Bridges,president of the Hispanic/Latino Democratic Caucusof Lucas County, is steppingdown in January at the closeof her successful two-yearterm.

Bridges, who cut her po-litical teeth during AnitaLópez’s successful cam-paign for election to theToledo School Board in2001, says she wants to givesomeone else a chance tobecome actively involvedin the political process.

But rest assured, Bridgesis not burned out by her ex-perience, which also placedher on the executive com-mittee of the Lucas CountyDemocratic Party.

She and her husbandJonathan, a financial analystwith Jeep Truck Engineer-ing in Detroit, are the parentsof a young son, Donavan,who turns three next March.And while Bridges isn’tabout to become a stay-homemom; she is looking forwardto being able to spend morequality time with her family.

Bridges, who is 30, is a staffattorney at Bowling GreenState University. “I work in anoffice of three, and I am a ten-month attorney, which meansI have two months off. And Iget to work with one of mymentors, Jeanne Johns,” saysBridges.

She is also looking forwardto helping launch the JudgeJoseph A. Flores Scholarship,which is currently at the plan-ning stage at the University ofToledo Foundation. “I lookforward to working with MaryJane Flores to get the scholar-ship endowed,” says Bridges.The scholarship honors thelongtime judge of the Com-mon Pleas Court of LucasCounty, Juvenile Division.

TUCSON, Ariz. (AP),Nov. 30: A federal judge lastTuesday temporarily barredthe state from implementinga ballot initiative aimed atcutting illegal immigrants offfrom public benefits.

U.S. District Judge DavidC. Bury’s order said a lawsuitby initiative opponentsraised questions about theconstitutionality of Propo-sition 200, which was ap-proved by voters on Nov. 2.His temporary restrainingorder will keep the measurefrom becoming law until atleast Dec. 22, when he hasscheduled a hearing on thelawsuit.

Bury said his decisionshouldn’t be construed as acomment on the legality ofthe proposition. The ordermerely gives the court timeto consider the issue, thejudge said.

“It seems to this court thata matter as important and withsuch potential ramificationsas Proposition 200 requiresand deserves time forthoughtful deliberation,”Bury wrote in his order.

Proposition 200 requiresproof of immigration statuswhen obtaining certain gov-ernment services and proofof citizenship when register-ing to vote. Governmentworkers who don’t report il-legal immigrants who try to

get benefits could also facejail time and a fine.

Backers sold the measureduring the campaign as a wayto begin cracking down onillegal immigration in Ari-zona, the busiest illegal entrypoint on the U.S.-Mexico bor-der.

The suit filed here Tuesdayargues that Proposition 200 isunconstitutional because itusurps the federalgovernment’s power over im-migration and naturalization.

“We believe that this is apromising start to ensure thatthe proposition doesn’t be-come law,” said Ann MarieTallman, president and gen-eral counsel of the MexicanAmerican Legal Defense andEducational Fund, which filedthe lawsuit on behalf of theplaintiffs, including severalundocumented immigrants.

Gov. Janet Napolitano’sspokeswoman, JeanineL’Ecuyer, said Napolitano hadbeen planning to sign a procla-mation Wednesday declaringthat Proposition 200 is state law.

However, she andNapolitano general counselTim Nelson said the judge’sorder apparently bars the gov-ernor from issuing the procla-mation. “Our understandingis that the judge’s intent is thatit not take effect,” L’Ecuyersaid.

Proponents who backed theproposition didn’t returnphone calls Tuesday evening

seeking comment on thejudge’s decision. Earlier inthe day, Randy Pullen, chair-man of Yes on Proposition200, said: “I think we are onreal solid ground constitu-tionally.”

The lawsuit argues thatthe law will jeopardize the“health and well-being” offamilies who depend on pub-lic benefits for basic necessi-ties and could potentiallycut them from all state ser-vices, including schools andemergency services.

The measure wasn’t in-tended to affect federallymandated services.

The suit says that provi-sions of the law requiringpeople to present IDs to votewill disenfranchise thou-sands, disproportionatelyaffecting Hispanics who areless likely to have the kindsof identification required.

The suit asks the court todeclare the initiative uncon-stitutional and issue an in-junction preventing it fromever taking effect.

Arizona Attorney Gen-eral Terry Goddard con-cluded that Proposition 200applies only to welfare ben-efits.

But supporters of the mea-sure filed a lawsuit Nov. 18seeking to broaden its scopeto include benefits such aspublic housing, food assis-tance, college education andemployment benefits.

new director of the Aurora L. González Community & Family Resource Center andnothing has been done by the AG Board of Directors to resolve several crises.

Labor grievances and requests to recognize Union Venceremos as the bargainingunit of AG employees as well as requests for a variety of documents under the Freedomof Information Act (FOIA) are pending.

All requests/grievances have been ignored and/or neglected by the AG Board,which bears ultimate responsibility to resolve these impasses and issues.

The Board’s attorney is of the opinion that AG does not have to release its recordssince it is a “private” corporation. But this belies the fact that AG is a non-profitcorporation that depends almost exclusively upon public monies for its financial support,in its pledge to serve the south end community with essential social services.

The AG Board cancelled its regularly scheduled monthly meeting of November 22,and then cancelled, at the last minute, meetings slated for November 29 and December6. One of its officers claims that the next meeting won’t be until January 24 at 6:00PM.If this be the case, three months will have gone by without any negotiation or attemptof resolution.

Meanwhile, clients of AG are complaining of a denial or a diminution of services byAG, which the AG Center is pledged to provide, and six former employees are left highand dry, without due process or hearing and contrary to the AG’s own EmployeeHandbook of 1999.

The Board is urged to attempt resolving these serious issues as soon as possible andotherwise comply with FOIA.

(DETROIT) For JuanaAlvarez, LA SED (LatinAmericans for Social andEconomic Development) hasbrought a new meaning toher life. The 74-year-old lifetimeresident of Southwest Detroitrecalls that “I wasvolunteering at the WebsterSchool on 25th and Porter,and after they got out in June,I knew I had to find somethingto do. I wanted to getinvolved in something, butat some of the places Iapproached, I did not feelwelcome. But here at LASED, they greeted me withopen arms. They actuallyswept me off my feet,” saysAlvarez. “They were happy to haveme here as a volunteer,especially because they wereshort of help. I enjoy helpingthe ladies. I go to the store forthem as well as cleaningtables and picking up afterevents. “I’ve volunteered at theClark Park Recreation Centerand at Head Start, and I reallyenjoy doing this. They’re likea family here, especially myprogram director EdithColón and her staff. “There are a lot of activitiesfor seniors. We have lots of

For almost40 years, its goal has been toimprove the quality of lifefor Latinos and all residentsof Southwest Detroit andsurrounding communitiesthrough advocacy andproviding a comprehensiveprogram of services. Theseservices includeimmigration assistance, taxpreparation, legal advice,and employment services.

According to IsabelRodríguez of LA SED, theagency also provides anarray of educationalprograms for children andyoung adults including after-school tutoring, job trainingand Internet-based classes,dropout prevention andgang-resistance programs forformer gang members andsingle mothers. As Juana Alvarez’s storyshows, LA SED cares aboutsenior citizens. It providesdaily meals, recreation andhealth programs, minorhome repair and chore-workservices for homeboundseniors, intergenerationalcamp and computer literacytraining. In addition, transportation,child care and emergencycare packages are providedto individuals in needthroughout the year. Last year, LA SED’s 2003Annual Holiday Festivitieshelped close to 2,000individuals, most of themchildren and senior citizens.This year, LA SED’s goal isto help 2,500 needy membersof our communitythroughout the holidayseason and winter months. MANDAMIENTOS DELDEPARTAMENTO DE TRABAJO

¿Usted es una persona que trabaja y no sabeel horario que debe cumplir y sueldo que deberecibir por ley?

Entérese que la ley del trabajo especifica quetodo trabajador debe recibir pago por horastrabajadas. Por lo general, esto se refiere a todoel tiempo que usted permaneció en la compañía alservicio del empresario o en cualquier otro lugar detrabajo asignado.

Las situaciones que NO regula la ley, son:a) Pago por vacaciones, por días feriados, por

terminación de empleo ni por enfermedad.b) Periodos para descansar o comer de 20

minutos, aumento de sueldo o beneficios.c) Pago adicional por trabajar fines de semana.d) Aviso de despido, razón por el despido, ni

el pago inmediato del ultimo sueldo de losempleados despedidos.

El sueldo mínimo que debe recibir por cadahora trabajada es de $5.15 En caso de que trabajemás de 40 horas en una semana de 7 días, deberecibir una compensación de tiempo y medio de supago regular. Sin embargo, en ciertos negocioshay empleados que están exentos de lasestipulaciones que requieren el pago de horasadicionales.

Otras cosas que usted debe conocer, son:1. Ley de Contabilidad. Requiere que los

patrones lleven la contabilidad de sueldos y horas.Hora y día en que comienza la semana de trabajo,el número total de horas trabajadas en cadasemana de trabajo y cada día de esa semana.

2. Empleo de menores. La ley prohíbecontratar menores de 14 años. Limita las horas detrabajo para los menores de 16 y prohíbe el empleode menores de 18 en cualquier ocupación peligrosa.

3. Acta sobre Ausencia Médica y Familiar.El derecho a estar ausente por cuestiones médicaso familiares se adquiere después de haber trabajadopor 12 meses. Las compañías de 50 o mástrabajadores deben ofrecer hasta 12 semanas deausencia sin pago al año por enfermedad propiagrave, por el nacimiento o adopción de un hijo(a),o cuidado de algún familiar.

4. Ley para la Protección de los ObrerosAgrícolas Migratorios y de Temporada (MSPA).Cuida del salario, vivienda y transporte del migrante.También exige que los empleadores se inscribanal Departamento de Trabajo de EEUU.

Nineteen law enforce-ment officials, com-mended for their dedica-tion to the safety of thelocal community, partici-pated in the ceremony heldat the Lorain Police De-partment.

During the event, An-gel Pagán, PRFAA seniorcommunity officer in Ohio,praised the officers for serv-ing as role models to youngpeople.

“No tengo un plantodavía para el futuro”, dijoRivero pocos minutosdespués de llegar a su casaen un barrio capitalino, sobrelas 9 de la mañana.

Versiones desde elextranjero habíanmencionado que el escritorpodría buscar el exilio.

Rivero, de 59 años, tienesu vida momentáneamenteen un “compás de espera”,luego de casi 21 meses deprisión, aunque lasautoridades le sugirieron noemigrar.

“Nunca querría irme deCuba. Pienso que voy aobservar si puedo hacerperiodismo normalmente,como estaba haciendo”,agregó. Antes de serdetenido, Riverocolaboraba con mediosafuera de la isla y coordinabauna agencia de prensa nogubernamental.

LORAIN, OH: CenturyTelhas been receiving many callsfrom customers inquiringabout the *72 call forwardingfeature. Recent repair ticketpatterns indicate a high use of*72, the calling feature thatforwards incoming calls to anumber specified by the cus-tomer.

Locally, we have receivedcalls related to recent phonecalls from the prisons. Inmatesrandomly call numbers in ourserving area. When a customeranswers, they ask the unsus-pecting person if they couldplease help them reach a lovedone.

The caller asks the cus-tomer to just dial *72 and aparticular phone number forthem. When a customer presses*72 and dials a phone num-ber, they forward their phonenumber to that phone number.

The phone number is,many times, a long distancephone number, and the cus-tomer incurs these long dis-tance charges on his/her phonebill. Each time the person atthe prison wants to reach thatphone number, they call ourcustomer’s local phone num-ber that has been call for-warded to the long distancenumber they wish to reach.

Our customer is billed thelong distance charges. Simi-larly, every time anyone callsthe customer, they are for-warded to the long distancephone number. The customer

pays for all these calls, manytimes long distance calls, un-til the call forwarding featureis deactivated.

In other areas, someCenturyTel customers havereceived a call with an auto-mated message advising themof an injury or death to a fam-ily member, and asking themto dial a long distance phonenumber that begins with *72.By dialing *72 and the phonenumber, the customer acti-vates the call-forwarding fea-ture on their line. This hasresulted in long distancecharges on the bill.

The operation of the callforwarding feature is the sameregardless of whether the cus-tomer is a monthly subscriberor activates it on a per-usebasis. Call forwarding can bedeactivated by pressing *73to clear the phone line. Cus-tomers should also know thatthe call forwarding feature canalso be activated by simplypressing 72#.

We strongly encourage ourcustomers to exercise extremecaution when accepting col-lect calls, forwarding calls, andpressing * and numbers. Pleaserefer to the CenturyTel Direc-tory Residential Service Call-ing Features and Services onPage 17. This page fully ex-plains the features and howthey can be activated or deac-tivated.

Velásquez family, listenerscatch the wave of new and oldPuerto Rican, Cuban, Mexi-can, and Central & SouthAmerican music—salsa,reggaetón, cumbia, ranchera,bachata, merengue, mariachi,tejana, and even rap or hiphop.

They do it for the love ofthe music and to show every-one in the U.S. communitythat, yes, Latinos have tremen-dous cultural and creativepower.

The Velásquez family isoriginally from Ponce,Puerto Rico. There, Miltonand his brothers would singreligious songs in theirchurch, La Cuandragular.But they also liked to singon radio programs through-out the island. That’s howall the Velásquez familylearned to love music.

As time passed, Velásquezmoved to Lorain. He had beeninvited by an older brother,Porfirio, to relocate there. Hestarted working at Lorain’sFord factory, being employedthere for thirty years, retiringin 1998. Milton is married toElba Rivera and they haveparented four children.

Six years before Milton’sretirement, his brotherHeriberto, who was visitingfrom Puerto Rico, asked himwhy there was no Spanish

music on the radio. From thatsimple question grew a plan tocreate a radio station.

After much effort, Miltonand Heriberto secured a radiolicense from the FCC in thename of the Spanish CulturalNetwork—La Onda Cultural.Milton was left to find and buya site to put up the necessaryantenna, build a studio, andobtain the needed broadcast-ing equipment. That he did.

Milton found the site forWNZN at a corn field in BerlinHeights. He wisely chose alocation on the highest part ofthe county. He placed a sec-ond mortgage on his house topurchase five acres for build-ing an 88-meters tall antennaand a small studio building tobroadcast from.

The network has tried toobtain recognition as a non-profit organization, but, todate, has been unable to se-cure such status. If Milton com-plains about anything, it’sabout the lack of help to main-tain and improve the station.

“People don’t take intoaccount the cost and sacrificesof money that we have madeso they can hear the music.We’ve invested more than$150,000 in it,” saidVelásquez, in an exclusiveinterview with La Prensa.

Because of the radio’s fi-

nancial drain, Velásquez wasforced to mortgage his home asecond time. Heriberto helpswhen he can.

Radiothons, the most com-mon fund raising method forthis type of educational sta-tion, have not worked. Morebusinesses are needed to sup-port the unique, educationalprogramming. Most recently,Milton and his board haveresorted to sponsoring dinnersin the Latino community.

The station’s broadcastingequipment usually lasts sev-eral years. Due to a lack offunds, Velásquez usually pur-chases used equipment fromother stations. Also, lack ofroutine maintenance hascaused the station to stopbroadcasting from time-to-time. The last time was inApril of 2004—the blackoutlasted three and a half weeks.Two years earlier, Velásquezsent for a radio engineer fromPuerto Rico to fix certain de-fects with the equipment.

But Velásquez is optimis-tic—recently, IMG, a market-ing firm headed by business-man Richard Romero, begancoordinating with the stationto increase its sponsorshipsand funding.

This writer is associatedwith some of IMG’s businessactivities and promotions, in-cluding the Second AnnualThree Kings Baile scheduledfor January 8, 2005 at DelucasPlace in the Park in Lorain,sponsored by La Prensa, withthe assistance of La OndaCultural Latina. Both mediasheld a successful event lastJanuary at the same venue,with Sammy DeLeón andRoberto Ocasio performingand a skit performed by ClubTaino from Toledo.

This year’s baile will in-clude a special recognition ofRoberto Ocasio and his LatinJazz Project & Tropical JamOrchestra. Ocasio died in atragic automobile accidentseveral week’s after January’sbaile.

Why don't people plan? By Stuart D. Kay

Some of the common stumbling blocks older people face in planning for the future are: • Fear of losing control of resources. At times, older adults may fear that in making their finances an open book to a family member, attorney, accountant, or financial planner, someone will take over their resources, steal their money, or otherwise have them lose control over their finances (and therefore their lives). Many can remember the stock market crash of 1929 and the depression when backs failed. While there is (potentially) some reality to this concern, it is usually more of a psychological issue than a real one. One way to get around this is to address it directly, and be reassuring that the older adult in your life will make his/her decisions, not you or a financial planner. • Avoiding confronting one's own mortality. Looking at future financial plans almost always involves questions of an estate or a will, which in turn implies that an individual is going to die someday. A sizeable portion of the population do not have wills, one often given reason is that making a will reminds you that you will die and that thought is uncomfortable for many people.

There is no simple way around this issue. At the same time, talking about it (and your own mortality) can lead to positive outcomes both in financial planning and in the relationships in your family. • Fear of stirring up family conflicts. Families often have conflicts, hurts, and potentially volatile issues that only surface when there is a crisis or a decision to be made. Some families implicitly decide to avoid conflict by avoiding issues that may stir up the conflict. However, avoidance is, honestly, simply putting off the inevitable. It is frequently far better to raise a family conflict as a planning concern than to have to deal with it at a time of crisis. • Discomfort with deciding who should receive assets or be in charge of the estate. Parents have views and opinions about their children, all children are not viewed equally (be it accurately or not). Parents have the legal right to determine who gets what and who is to be in charge of their assets/estates. Children, on the other hand, may have very different views than parents about what should take place, who should be in charge, and who deserves what. Parents may not want to talk about these matters because they perceive that the children will have problems with the discussion. However, many experts recommend that these wishes should be made known in advance both for legal reasons and to help diminish the conflicts that will possibly take place at a later point when the wishes are made known.

Let’s still use my hypothetical example and say at the time Jack and Jill were added to the home it was worth $200,000, meaning Jack and Jill as co-owners each received a $50,000 gift.

Fifteen years go by and both parents die, Jill is remarried, her husband has a great job, kids are in high school, same with Jack and, oh yeah, they live far enough away that moving is out of the question and so I managing the home, so they choose to sell it And it sells for $400,000. WOW, $200,000 for each child…wrong!

If they inherited the whole property when it was worth $400,000 and sold it, they don’t have to pay any income tax on that sale, but they didn’t. Both Jack and Jill have a basis of

$50,000 each in this property, the value of their gift, remember? So now they each owe income tax

on a gain of $150,000, that’s going to be one

big tax bill. And, because they didn’t live in the property

for 2 years, they lose the $500,000 gift exemption thatmarried couples receive for selling their own home. So, what do you think of joint tenancy now? It’s not a cure-all by any means.

Consuela Alcala, 69, has cared for her mother for almost 30 years. Reflecting on her Hispanic culture, Consulea believes that has been a blessing. "You feel the mother gives of herself totally,

and it's well thought of to make sure she's in a home setting," Consuela said. "We look at our parents, and see the sacrifices they make. We think our parents deserve to have care from their families. It's a type of gratitude." The mother of 11 - seven still living, between the ages of 65 and 80 - Maria is the matriarch of a huge extended family of more than 100. Consuela dotes on her. When Maria stirs from sleep - about every four hours around the clock -Consuela hurries to her room, helps her into her chair and offers her food. Every night, relatives and friends come to

visit. Maria loves to be the center of attention. Her nails are manicured and painted with bright red polish, and her silver hair is swept up into a

pretty knot. Maria received her guests in a bedroom overflowing with dolls and religious icons. She speaks with them in Spanish. Hispanic families go to great lengths to keep their elders out of a nursing home, said Edith Colon, of the senior center at LA SED, a social and economic development group in Mexicantown. "You're taught to respect your elders. I see that respect when people bring their elders to the center," Colon said. Consuela feeds Maria, visits with her a little and then tucks her back into bed. Maria asks each of her guests for a goodbye kiss. She considers her long life a gift from God. "That's what God has willed," Maria said in Spanish. "God has loaned me life. That's the way it is."

Marcía C. García, 66, of west Toledo, passed away Thursday, December 2, 2004, in her homesurrounded by her loving family. She was born July 14, 1938, in Toledo to Casper and Martha(Sieja) Roman. Marcía worked 23 years for the Daimler-Chrysler Jeep Corp. retiring as aninspector in 1998, where she also served as a union steward. A loving and giving woman,Marcía will be remembered for her very generous spirit. She was a long time parishioner ofSt. Clement Catholic Church and a former parishioner of St. Peter and Paul Catholic Church.

Marcía was also a member of F.O.E. Aerie # 197 Auxiliary. Her hobbies included crosswordpuzzles, playing cards (especially poker) and gambling trips to Las Vegas. Among her familyand friends she was known for making the best potato salad. She enjoyed camping and familyvacations to Ludington, MI, where they enjoyed many fun activities.

Marcía was a devoted wife, mother, grandmother, and great-grandmother.Marcía is survived by her beloved husband of 45 years, Ramon “Ray” Nava García; daughters,Tina-Marie (Ray) Peart of Toledo, Anna-María (Joseph) Turski of Swanton, Bonnie Lynn(Larry) Billups, Sr. of Waldorf, MD and MSgt Tammy Ann García of Wright-Patterson AFB;son, Raymond Joseph (Linda) García of Lambertville, MI; sisters, Pat (Norm) Augustyniak,Rose (Jim) Leady and Diane (Bob) Lambert; 15 grandchildren and 8 great-grandchildren. Inaddition to her parents, Marcía was preceded in death by her sisters, Bernadine Kajfasz andKathleen Reilly.Family and friends may visit Sunday from 2-8 p.m. in the Sujkowski Funeral Home,Northpointe where a Rosary will be led at 7:00 p.m. Funeral services will begin Monday inthe funeral home at 9:30 a.m. and continue with the Mass of Christian Burial in St. ClementChurch at 10:00 a.m. Interment will follow in Restlawn Cemetery.

The family would like to thank Hospice of Northwest Ohio for the loving care they providedto Marcía, especially Diane Braker (who Marcía accepted as a very close friend, who caredfor her with loving care, almost like a family member versus a nurse).
