1. Introduction
The purpose of the statutory inspection of tools and tackles, equipment, plant and machinery at
workplace are to evaluate the fitness to their intended purpose and ensure there should not be any
harm to the user and to the environment. Also required to comply with legal requirements
proactively on particular work or similar process to protect employees from injury or ill health,
property damage and environmental depletion.
Work place inspections are essential components of prevention program. The process involves
carefully examining work stations on a scheduled / surprised basis with a view to;
Identifying and recording the status of Inspection compliance on actual and potential hazards
posed by tools, equipment, environment, processes and practices;
Recording any hazards requiring immediate attention;
Determining whether existing inspection controls are adequate and operational;
Recommending corrective action where appropriate.
Visual inspection is a common method of quality control, data acquisition, and data analysis.
Visual Inspection, used in maintenance of facilities, mean inspection of equipment and structures
using either or all of raw human senses such as vision, hearing, touch and smell and/or any non-
specialized inspection equipment. Inspections requiring Ultrasonic, X-Ray equipment, Infra-red, etc.
are not typically regarded as Visual Inspection as these Inspection methodologies require
specialized equipment, training and certification
“Judgment inspection” ( prevents shipment of defective batches)
Quantify, and if possible sort out, defects. Takes place after production is finished. Prevents defective lots from reaching the customer. But does not decrease the defect rate.
“Informative inspection” (allows for implementation of corrective actions)
Investigate sources of defects. Feed the information back to the processes. Implement corrective actions, in order to reduce the defect rate.
“Source inspection” ( prevents defects from appearing )
Work on processes to prevent errors from happening, when possible.
Work on processes to make sure errors are caught before they become defects.

4. Definition
Inspection An scheduled / surprised examination on work place to evaluate the statutory
requirements
Inspector An authorized / competent person to carry out the inspection to evaluate the
level of the compliance of the requirement
Benefit Potential outcomes on good productivity and protection of the employees,
property and environment.
Consequences A penalty / loss on noncompliance which affect legal, financial and morale of the employees/
Statutory A rule established by the local government or international standard of the
particular facts which require mandatory compliance.
OHSEMS A standard level on international Occupational Health, Safety, Environmental
Management System.
MSRA A specific document which refers work procedure, associated risks and
mitigating control measures.
2nd Party Inspection An auditing practice to be carry out by Client, Consultant or main contractor

5. Benefit of the inspection
Minimize risk
Today, businesses and customers seek reassurance that the products, materials or services they
produce or purchase meet their expectations or conform to specific requirements. This often means
that the items are inspected to determine their characteristics against a standard or a specification.
For the manufacturer or supplier, choosing a technically competent inspection body minimizes the
risk of producing or supplying a faulty product.
Expensive re-inspection
Inspecting products and materials can be expensive and time consuming. If the quality of the
inspection is poor, the consequences can be expensive; as well as the need for re-inspection, if aproduct has failed to meet specifications or customer expectations, it may lead to product recalls,
rework, litigation and reimbursement. If re-inspection is required, it is invariably damaging to the

reputation of the supplier or manufacturer too. Choosing a technically competent inspection body
minimizes the chances of additional inspection being required.
Enhance your customers’ confidence
Confidence in a product is enhanced if clients know it has been thoroughly evaluated by anindependent, competent inspection body. This is particularly so if a product supplier candemonstrate to their customers that the inspection body itself has been evaluated by a third party.
Increasingly customers are relying on independent inspection evidence, rather than simplyaccepting a supplier’s word that the product is “fit for purpose”.
There are many benefits to conducting effective workplace inspections. There are various types of
inspections that can be carried out in the workplace, some of which are a legal requirement under provincial or federal legislation. These include pre-start operation inspections of special equipment
or work processes that are often required before any work is carried out, spot inspections
undertaken on a random, sometimes daily or weekly basis, as part of a general safety responsibility,
or regular planned inspections, such as those conducted by worker representatives on a health and
safety committee.
Inspection is an independent evaluation on the requirements like; legal/system which helps to
improve the practically affordable safety cultures at work place while performing day to day
activities. This inspection evaluates the duties, roles, responsibilities and accountabilities of theindividuals on day to day activities which includes but not limited to;
Legal duty of employers to ensure that workplace inspections are carried out in the
workplace. Not only are these inspections legally required, there is also a moral obligation
to ensure they are carried out.
A workplace inspection is a necessary and important component of an effective
occupational health and safety management system where the workplace is examined for
the purpose of identifying potential and actual hazards and implementing and monitoring
effective controls.
Such inspections allow interacting with staffs/workers and discussing any potential
concerns the worker or their supervisor may have about the work or the workplace, they
allow a further understanding of specific jobs and tasks, and an opportunity to identify
existing and potential hazards and determining their underlying causes.
Once potential hazards have been identified, corrective action can be taken by
implementing effective controls, such as engineering controls, administrative practices
and/or personal protective equipment. Keep in mind that once the controls are
implemented, it should monitor for effectiveness and to ensure that they do not create a
new hazard.
The benefit of a workplace inspection is to identify potential and actual hazards in order toeliminate or reduce the possibility of an incident occurring.

Checklists can be used for forklifts, tractor semi-trailers and other lifting tools and
accessories.
New equipment inspections involve series of specific tests and checks that are carried out
before starting up any new piece of equipment. This means that prior to starting to operate a
recently acquired air compressor, the manufacturer or installer checks to ensure that all the
parts are in the right place and are working properly.
Routine inspections are inspections to be carried out on a regular basis in a given work area.
They cover all working conditions, including work hazards, processes and practices.
Mainly routine, regular and planned inspections are the principles these applies in the types
of inspections which can easily be adapted to other types of routine and non-routine
activities which mainly focus to;
- To identify health and safety hazards in the work place;
- To develop health and safety standards and procedures;
- To establish preventive controls;
- To monitor the effectiveness of controls.

Other relevant check lists/ formats based on the OHSEMS manual can be used and it will be very
helpful to carry out the particular inspection and easy to record.
8. Conformity inspection by the HSE Department
A part of the work place inspection, HSE department has to play an independent role to measure
the compliance level on noncompliance highlighted during the inspection by the authorized
inspector. The representative of the HSE department should able to measure on legal and system
requirement and the level of the compliance to prevent re-occurrence.
Any other aspects of a prevention program, it is important that, the senior management supports
and demonstrate its commitment for inspections and the goals they are intended to achieve.
The first step to making that a reality is to develop and disseminate a prevention policy that places
special emphasis on inspections.
Senior management's commitment on inspections and recognition of their importance;
The role of HSE inspections to be carried out to aims of the company with respect to work
place health safety and environmental protection.
The designation of individuals who will be responsible for ensuring the proper operation of
the inspection system. To measures required on the part of both the employer and employees to abide by the spirit
and intent of the statutory regulations.
To ensure the effectiveness of compliance system.
Evaluation on responsibility and recommendations and implementing corrective measures
raised during the inspection.
Planning and schedule of conformity inspection.
Physical inspection in the area of the concerned.
Writing reports to the management on feedback against the observation made by the
inspector during the inspection.
Following up and continuous monitoring on recommendations and compliance status.

9. Applicable Legal Requirements
The legal requirement on routine and non-routine activities depends on the company’s faculty that
refers on the mandatory requirement to be implemented during execution of the job. The main
purpose to refer the legal requirements to made aware duty of care of employer and employees.

Client, consultant and main contractors at work place are considered as second party and a
workplace inspection as per their schedule can be carry out to evaluate on the compliance level of
legal, system/ procedure and their own requirements as well. These inspections are carryout based
on their own procedure and requirements.
Inspectors from the HSE Rep and production team are to be nominated by their management team
to carry out the inspection. These inspections records to be reviewed by their senior management
and to be forwarded to the concerned company for immediate corrective/preventive action.
The purpose of the 2nd party inspection as similar likes to be highlighted as categorized below;

12. 3rd party inspection
3rd party inspections are the authorized, independent inspection agent who will be hired by the
company for workplace inspection to evaluate both legal and system requirements. Such
inspections also as similar as external audit procedure where the work place inspections are
scheduled to evaluate compliance level of legal and system requirements.
These agencies are carrying out such inspections independently who are approved by the local
authorities. Competent inspectors from the hired agency to be nominated by the authorized personto carry out the inspection.
The purpose of the 3rd party inspection as similar likes to be highlighted as categorized below;
NCR: Deviation on legal and system requirements
SFI: Scope for improvement where system in place but needs to be enforced affectively.
An enforcement authority assigned and approved by the local government also consider as 3rd party
who can carry out the work place surprise visit to evaluate the level of the compliance on legal
requirements only. Such authorities like; JAFZA authority, DM etc.
13. Action required on post inspections
In order for inspections to be a meaningful part of any prevention program, the information collected
must be analyzed and put in place. To that end, a person must be designated to take responsibility
for analyzing the situation and determining what action is required.
No matter how well conducted, an inspection will only be worthwhile if the concerns noted by the
team are carefully examined and appropriate corrective action is taken.
A team or representative should carry out the post inspection and physically verify on the
compliance status and to be updated to the level of the management based on the concerned
raised by the level of the inspection.
The reporting and the skill levels of the individuals given this responsibility will vary from one
organization to the next, but it is important to remember the following points when assigning
responsibility for reviewing inspection reports and assigning for post inspection;
Analyzing of inspection reports and carry out the post inspection is one of the primary
functions of the work place committee and the work place health and safety representative.

At least one of the persons responsible for reviewing inspection reports should have the
authority to take or determine the necessary corrective measures and to delegate that
authority, as appropriate. Certain issues may require the opinion of an expert, such as an engineer or an industrial
hygienist or an environmental specialist.
It is important to inform those performing the inspections of any follow-up measures that are
to be taken, in order to improve their motivation.
It is just as important to ensure that those who are responsible for performing inspections
receive timely feedback. Clearly, if there is no feedback or demonstration of interest, they
will quickly conclude that inspections are a pointless exercise.
14. Any other information
Finally, information obtained from regular inspections should be subject to a comprehensive
analysis in order to determine which areas are in need of general corrective measures, and to
identify trends as part of the effectiveness auditing program. Diligent analysis of inspection reports
has the potential to accomplish, in particular, the following:
Identify the need for training in certain areas;
Explain why certain types of incidents are occur in certain areas;
Establish an order of priority for corrective action;
help to establish healthy work methods or improve existing methods; Identify areas, equipment, tasks, etc., for which a more in-depth risk analysis would be
helpful.
If, during an inspection, concerns are raised that pose an immediate danger, these
concerns should be immediately reported to the responsible supervisor or manager, and
corrective action should be taken immediately.
All the evaluation should be on the equal evaluation on system as well as legal requirement
and to be focused on workplace health, safety and environmental protection as well.
There are various types of inspection check lists and formats as per the company standard like;OHSEMS can be followed based on the inspection criteria and it may useful for smooth workplace
inspection on statutory requirements.
