Shri Parmar belongs to 1992 batch of Bihar Cadre, according to the release by Kandla Port. He has done MA in Public Administration from USA. Shri Parmar has held several key posts in the State Government (Bihar), including that of Addl. Secretary, Health & Family Welfare Department, Project Director, State Aids Control Society, Bihar and Executive Director, Health Services. Shri Parmar was holding the post of Secretary, Social Justice & Empowerment Department, SC, ST & BC Welfare in the Government of Bihar since 4th July 2010. He has been holding the post of Dy.
