Sharaf Biography Dr. Rasha Saad Sharaf is an associate Professor of International and Comparative Education and Education Administration at Helwan University and formerly the Egyptian Educational and cultural Attaché in London for two years. For the previous six years she worked as the director of the Strategic Planning Unit at the Ministry of Higher Education in Egypt combining both academic and practical sides of higher education reform in Egypt. She led planning activities at the national, regional and institutional levels of higher education sector. She has provided technical assistance, consultations and training in topics related to international education and education administration among which strategic planning, internationalization, programming and projects, quality assurance, gender issues and teacher education. She has also worked on projects with World Bank, CIDA, SIDA, USAID, DAAD and Save the Children (USA & UK). Her research interest is in comparative and international education and education administration, higher education planning, policy studies, higher education reform and quality assurance in Education. She is the founder of the Virtual Graduate Diploma in Education administration at Helwan University. She is a certified trainer from European Institute for Public Administration (EIPA). She has been a member of official missions and study tours for Sweden, France, China, Belarus, Portugal, Morocco, USA and Germany. She has been a member of the OECD teams for Reviews of National Policies for Education in Egypt in 2009 and Abu Dhabi in 2011. Sharaf holds a PhD in strategic planning for higher education through a channel program between Helwan University and the University of Pittsburgh, a master’s degree in comparative education and education administration from Helwan University, a graduate diploma in foundations of education and a Bachelor degree in TEFL from Helwan University.

Biography

Dr. Rasha Saad Sharaf is an associate Professor of International and Comparative

Education and Education Administration at Helwan University and formerly the

Egyptian Educational and cultural Attaché in London for two years. For the previous six
