PREFACE
We are of the opinion that, the present system of Higher
Education is in the crises, so excellence and quality in Higher Education is quite
vital. As the competition is the part and partial of the globalisation and in order to
survive in this dog-eat-dog world, education of hi-tech is a necessity. But
considering the local scenario, we endeavour to tread in the direction of quality
assurance of higher education. Simultaneously, we are conscious of our
commitments towards the overall development of the common students belonging
to this rural area.

INTRODUCTION
After deep consideration the need of education for the students of Nerparsopant and its
surrounding villages, Nehru Education Society accepted the challenge and laid down the
foundation stone of Nehru Arts and Commerce College in 1965 on a land of 8 acres very near
to the locality.
At the beginning, all in all 65 students were admitted to the college. 30 students out of
65 in the pre-university Arts and 25 in pre-university Commerce and 10 students in the
B.Com.I were admitted. Five teachers (including Principal) were appointed for the sacred job of
teaching and imparting knowledge, one clerk and one peon were appointed for the
administrative activities. In this regard the Nehru Education Society tried successfully for the
education of this rural, social and economically backward area. The society has a commitment
that it will remain bound for the purpose of education. At present the college has Arts,
Commerce and Science faculties upto degree level.
In 1975 college adopted 10+2 pattern of education as per the direction of State Govt.
and opened Junior college wing. In between 1975 to 1990 college introduced some new
subjects at graduate level ie. Sociology, English Literature and Marathi Literature as the
optional subjects. Urdu Language and Urdu Literature subjects were introduced for the
students of Muslim Community and Urdu medium sections in Junior College also. The college
has its own Buildings, Playground, Central Library and Subject Laboratories. In this way
college has been developing itself gradually and qualitatively, including sports & cultural
activities.
From the academic year 2003-2004 to 2007-08 the Government of Maharashtra and
Amravati University has granted the permission to start Science faculty with Computer Science
and optional subjects Home Economics, Music and Geography in the faculty of Arts. In
response to our proposal, the UGC approved two Minor Research Projects, two National Level
Conferences, three Career Oriented Programmes, two Adhyasan Kendra, Remedial Coaching
Classes, Entry in Services Programme to the college under XIth plan including equipment,
books, construction grant for the college development.
In view with the Mission statement, the college has started Open University Centre
headed by Yashwantrao Chavhan Maharashtra Open University in the academic year 2007-08
with the enrollment of 56 students. At the end of academic year 2015-16 the enrollment has
reached to 1050. The students of YCMOU also participated at State Level sports and cultural
activities.

From the academic year 2016-17 the college is willing to start some optional subjects ie.
Chemistry, Botany, Zoology in Science faculty and some additional classes in Arts and
Commerce faculty. The proposal for the same has been submitted to State Government
through Sant Gadge Baba Amravati University, Amravati on 31st Dec. 2015.
In the academic year 2015-16, the number of students enrolled in Sr.College is 1108
and 754 in Junior College. The number of permanent teaching staff in senior college is 14 and
temporary teachers (CHB) are 23. In Junior college number of permanent teachers are 11. The
number of non-teaching staff is 15. The vacant posts in Sr.college are 05, in Jr.college 02 and
06 in non-teaching staff, at the end of session 2015-16.
So we can say that our college is trying hard to realize our goals and moving forward on
the mission path of the society.

Section A : Executive Summary
Nehru Mahavidyalaya, Nerparsopant was established in 1965. After
Independence Pt. Jawaharlal Nehru most favourite and ideal leader was leading the nation. It
was a period of National reconstruction. Insperied by the thought and idealism of Nehru, the
people of Nerparsopant, Dist. Yavatmal came forward and established Nehru Education
Society and laid down the foundation stone of Nehru Mahavidyalaya for the sacred purpose of
education. The society and the college was also named after him. Opening the college at Ner
in July 1965 was a herculean task, but the people of Nerparsopant accepted the challenge and
shouldered the responsibility.
At the opening of the college, the students strength was only 65 including pre
university classes. 5 teachers including principal, one clerk and one peon was appointed to
carry out the academic and administrative responsibilities.
Yavatmal district is socially and economically backward. At present it is known for
maximum number of farmer suicide cases in Maharashtra State from 2007-08 to 2014-15. As
ours is a only sr.college at this tahasil place, the Management of the college has purposefully
decided the mission of the college. It reads “To provide the opportunity of higher education to
all the students of all the sections of the society, so that no student should be deprived from
the opportunity of higher education.”
Nehru Mahavidyalaya, Nerparsopant is affiliated to Sant Gadge Baba Amravati
University, Amravati offers higher education in Arts and Commerce faculties but in the year
2003-04 the college started Science faculty as B.Sc.Computer Science with Physics and
Mathematics, and in the year 2007-08 M.A.in Marathi literature was introduced in the college to
cater the need of the students. The college has wide range of optional subjects in the faculty of
Arts ie. Urdu Literature, History, Economics, Political Science and English Literature, Marathi
Literature, and Sociology were introduced in year 1993-94 and Geography, Home Economics
and Music were introduced in the year 2004-05 on no grant basis. Nerparsopant town
previously known as Ner-Nawabpur having 40% population of Muslim people, but their
enrolment in higher education was very nominal as their primary education is in Urdu medium.
So to bring them in the main stream of education, the college started Urdu and Urdu literature
at under graduate level.
The college has been continuously trying to increase the infrastructure facilities
as per the need. In the academic year 2015-16 the students strength of Sr. college reached to

1108 and 754 of Jr. college. Taking into consideration the increasing strength to lessen the
burden, and to keep the allegiance with our mission statement the college opened
Yashwantrao Chavhan Open University Centre in 2007-08. YCMOU has enrolled 56 at the
opening but in the year 2015-16 this centre enrolled 1050 students.
The college has a central library building with moderate number of text books
and reference books. As it regularly sents its subscription, research journal, magazines and
periodicals are available in the library for students as well as for the teaching and non-teaching
staff of the college. The college always take initiative for the optimum use of library for the up
liftmen of the students. The college library provides one dictionary to the regular and scholar
students as a motivation to increase their attendance in the college. The college library has
implemented the concept of Mobile Library in nearby villages to inculcate the reading culture in
villages. These centres are run by some N.S.S. volunteer of the college or some social worker
of that village. Some books are lent to them for a specific period. The Mobile Library
Committee takes annual review of these centres. The central library has been computerized.
The stock of the library is verified at the end of every year randomly and complete verification
once in a five year.
The college teachers are always motivated to participate in research activities.
They are deputed to attend Orientation Course, Refresher Course, Seminar, Conferences
organized at different places to update their knowledge. The college prepares its academic
calendar at the beginning of the academic session and publishes it in the college prospectus.
The schedule of the academic calendar is followed by the college. The Academic Audit
Committee has been constituted to monitor and superwise the regular teaching work of the
college. Regular teaching has resulted in improving the university exam results. For the
improvement of the student the regular assessment system is adopted by the college by
conducting unit test, class room seminar, presentation and college test exam at the end of
Academic Year.
For allround development of the student, the college always motivate to
participate in games, sports and other cultural activities. Those who availed and regularly
participated in physical activities have been placed in Forest Dept. and Police department. In
the year 2011-12 Volleyball team was first at university level. Many our student were honored
with colour coat in different event conducted at university and inter university level.
The college has established Dr.Kishor Shantabai Kale Pratishthan to preserve
the memory and struggle of Dr.Kishor Kale who was the son of a ordinary dancer from kolhati
community. The college also publishes its fortnightly e-journal Shabdashilp which is a regular

dias for college students as well as teachers. Under the University Grant Commission scheme
the college implemented Nehru and Gandhi Adhyasan Kendra to propogate the teachings and
thoughts of these two national heros.
The college has N.S.S.Unit of 150 students, which always take initiative in
organizing social activities on the current issues like tree plantation, Aids awareness, Water
harvesting, Voting awareness, saving girl child etc. This organization strive to inculcate the
social awareness and spirit of shouldering the responsibility among the students through
various activities.
As the college is located in rural area, due to weak financial position many girl
students commute from some nearby villages. So, to solve their problem the Women Hostel
building in near completion.
In this way, the college keeping allegiance with its mission consistently striving
for excellence which is the need in the world of globalization. We know, to march towards
excellence with limited ways and means is a difficult task. However, keeping in mind the most
famous lines of Robert Frost - “The Woods are lovely, dark and deep, But I have
promises to keep, And miles to go before I sleep!!” are the source of our inspiration in this
sacred job.

CRITERIA VII: INNOVATIONS AND BEST PRACTICES
7.1 Environment Consciousness
7.1.1 Does the Institute conduct a Green Audit of its campus and facilities?
Nehru Arts, Commerce and Science college is located in a serene environment at the
outskirt of the town, Nerparsopant in Yavatmal district. Though formal green audit is
conducted in the campus and in its facilities, sufficient care is taken to keep the campus
clean and green. As the college location has hard strata it is really difficult and pains
taking work to make the campus green. However the college plantation committee
every year plants some sampling and take care for its survival. Though this work is in a
limited range but consistence efforts have achieved commendable success in
increasing the greenery of the campus. NSS volunteers, staff members and other
students contribute in this work. Hygienic facilities are made available to the students,
teachers and ladies at a walkable distance and maintained neat and clean. All the class
rooms, laboratories are kept neat and clean. Sufficient care is taken to maintain
cleanliness within its surroundings and in the college premises.
7.1.2 What are the initiatives taken by the colleg e to make the campus eco-friendly?
o Water harvesting
Scarcity of water has become very serious issue during many last years which deals
with life. To create awareness among the students, the college has developed a deep
pit where the water from the college campus is gathered in this pit. In rainy season this
pits over flows for a number of days. Penetration of water from this pit has increased the
water level. This is an example for the NSS volunteers as well as for general students.
We hope that this will be a motivational example for the stake holders.
o Plantation
As the college is located outside the town and having 8 acres of land, the college
undertakes plantation in the college campus as well as on nearby location where there
is a scope for plantation. Some of the college teachers and NSS volunteers undertakes
this task, and care is taken throughout the year that the plants surview and remain
protected. Outside the college there are nearly 200 plants which are of 2 to 7 years and

had created a shady area on the local S.T.Bus campus and the symmetry of the town
and later this adopted by the municipal corporation of Nerparsopant.
o Hazardous waste management
The college has developed one deep pit to dump the waste material. Throughout the
year waste is gathered in the pit which is at a walkable distance. Therefore it has
become very easy to carry waste to the pit.
7.2 Innovations
7.2.1 Give details of innovations introduced durin g the last four years which have
created a positive impact on the functioning of the college.
o Mobile Library -
As the college is located in mofficil area the students commutes from the nearly villages.
In this villages there are no libraries or any other source of knowledge which can
cultivate the reading culture. With this view the college had opened 13 centres of mobile
libraries. The college provides some books, journals and magazines to these centres
without charging any fees from them. These centres are managed and maintained by
some of the ex-students of this college or by some volunteers who are interested in
social work. Books, Journals and Magazines are made available to them, taking into
consideration the requirement of the centre and the availability of the books. The
scheme of the mobile library has succeeded in cultivating the reading habit upto some
extend in these villages. Annexure C VII - 1
o Shabdashilp -
The college publishes its fortnightly journal entitled as “Shabdashilp”. It contains
information, news, articles which are related to the education field. It was distributed to
the students without any cost. From this year it has been converted into E-journal. The
editorial board gathers news and information related to education field and upload it on
the college website. As this journal is related to the education field it has wide popularity
among the students and teachers. Teachers and students also contribute their views,
poems and some article in it.

o Kishor Shantabai Kale Pratistan -
Kishor Shantabai Kale was the first M.B.B.S. doctor from the tribal community i.e
(Kolhati) whose conventional profession was to entertain the rural masses by
performing dance on the public platform. Smt.Shantabai Kale’s life story is along
struggle against poverty, social customs and unbearable sorrow. In this situation she
gave a birth to Kishor whose fathership remain unknown. Though Shantabai had very
hard time she gave birth to Kishor whose childhood and his struggle for education is
another saga. After becoming a doctor he wrote a biographical novel entitled as
“Kolhatyache Por” which gave him wide publicity and recognition in India and abroad
also. His life is an ideal example not only for the tribal students but also students from
the economically weaker section as a perpetual source of inspiration.
With the view to preserve the memory and to pay tribute to his heroic struggled life, the
college has founded Kishor Shantabai Kale Pratistan in Nehru Arts, Commerce and
Science College. Under the auspices of this pratistan the college has enriched the
library with the books written by Kishor Shantabai Kale and are made available to the
students. The college also organizes university level, Vidarbha level and Maharashtra
level essay competition for the students on social subjects. Best essay writers are
awarded with cash prizes in a function. It is also envisaged to felicitate the person who
contribute his services for the social cause. This work of the college helps a lot in
inculcating the social consciousness among the students.
7.3 Best Practices
7.3.1 Elaborate on any two best which have contrib uted to the achievement of the
Institutional Objectives and/or contributed to the Quality improvement of the core
activities of the college.
o Abhinandan Yojana (Felicitation Programme) -
The college has started felicitation programme from 2001. On every Republic Day
meritorious students of the college, who score highest but above 60% marks in that
subject, are felicited. They are given certificates as well as cash prizes sponsored by
the teaching, non-teaching and the superannuated staff of the college. For this purpose
the teachers have deposited some amount and interest occurred on that amount is

Annexure (See Annexure C I - 3 C)
o Dictionaries and Additional Books -
As the college is located in rural area major quantum of the students come from
economically and educationally poor background. Their approach to the attendance in
the college is casual. So to motivate them to attend the classes regularly, the college
has designed this scheme. The student whose attendance is above 60% is given one
dictionary free of cost and one additional book is also issued from the library in addition
to regular allotment. This has helped in improving their classroom attendance.
