Introduction

Education is considered as one of the basic human needs worldwide, however the education scenario of

our beloved country Pakistan is not much cheerful. The country is still facing the challenges of

illiteracy, inadequate educational facilities and unequal access to quality education. In order to meet

these challenges some efforts have been taken by different governments in the past with the help of

international agencies like UNESCO, DFID, USAID and UNICEF. And recently after 18th

constitutional amendment through which education has become a provincial matter, provincial

governments have also introduced educational reforms at provincial levels.

Punjab, the largest province of Pakistan with major share in population (about 60%) and with better

educational infrastructure, has also initiated education sector reform which comprises of many

initiatives and components. With special concern and interest from the Chief Minister’s office, this

reform initiative itself has started to reshape the education sector in the province according to

contemporary worldwide standards of education.

The DTE mentoring system is one of the key components of this whole strategy. The main

responsibility of District Teacher Educator (DTE) is to improve the learners’ performance through

guiding and working with the school teachers. Mentoring has now emerged as a comprehensive

improvement strategy worldwide, which provides a wide range of benefits, not only to the teachers who

are being mentored, but also to the experienced teachers who mentor them. In fact, the mentors have

found the mentoring process both personally and professionally as rewarding as the teachers do.

The present study is basically an impact evaluation of the DTE mentoring project across the Punjab

province, in order to gauge its effectiveness in improving teacher performance. The objectives of this

study (as defined in the DFID ToR document) are to assess whether the mentoring process is changing

teacher behavior, and to provide insights on how it might be strengthened.

This report is basically a compilation of the Baseline Survey results of the “Rapid Evaluation of Teachers

Quality in Punjab Project” conducted under the umbrella of DFID. Different tools were used to get the factual

data from the stakeholders in the field like DTEs themselves, the teachers who are being mentored by the

DTEs, and the Head Teachers who are mainly responsible for improving the quality of education in their

respective schools.

The team of observers, after piloting the developed tools in 4 schools, visited all schools selected as a sample

for the study during May 2014, covering 77 schools, 144 teachers, 73 Head teachers and 33 DTEs in 6

Districts and 12 Tehsils of the Punjab province. Almost all the schools (except 3 primary schools ) were open,

and most of the head teachers as well as the concerned teachers were present at the school.

In most of the schools, the attitude of the teachers and head teachers was welcoming and the teachers

willingly presented their prepared lessons in front of the observation team. DTEs were also found cooperative

and supportive to the study.

The MVF was the main tool used in this study, however, in order to gauge the performance of DTEs in the

second part of the MVF, a separate tool was used to review the previous record of MVF at schools. Other

tools used in the survey were 3 questionnaires for the teacher, Head teacher and the DTE. The respondents

were asked to answer some structured questions through a rating scale, with some extra space for their

comments and suggestions. A separate running log was also used for critical observations and comments

from the investigators.

This report has been divided into 5 major parts: part 1 carries the basic information regarding the survey and

summary of the school visits; in part 2, overall item-wise analysis has been presented to have an overall

reflection and insight of the survey; part 3 comprises of a detailed comparison between different districts

included in the sample; part 4 presents analysis from different perspectives like responses from different

respondents on same questions. The last part encompasses descriptive comments and suggestions by the

respondents. An annexure has also been added comprising the comments and suggestions made by the

respondents and of the copies of tools used in the study.

Statistical analysis was done by using SPSS (Statistical Package for Social Sciences). The tables and graphs

were created through importing the data into EXCEL files. Almost all the analysis has been presented in self-

explanatory mode through tables and graphs. The detailed description is only added where it was felt

necessary to explain some specific point.

Although different counter-checking techniques have been applied during data entry, cleaning and

processing, but human factor cannot be ignored. The organization takes the responsibility for the correction

and reprocessing of the data if required.

1. Some DTEs were not found satisfied with current process/method of

mentoring. They pointed out that they have no authority to complain

about non-performing teachers.

2. Some DTES suggested that they must have some share in teachers’

appraisal or grading done by the education department.

3. HE was of the opinion that teachers must have permanent source of

improving their methodology through videos, DVD, CDs

4. There should be focus on appointment of new teachers as the old PTC

teachers are not performing up to the mark.

5. Most of the DTEs was found aware of their responsibilities and were

co-operative with the observers.

6. Checking of written work of students is not proper.

7. DTE has applied all teaching techniques to mentor his teachers.

8. Mentoring is a fruitful process, DTEs have planned a lot of different

planning schedules and provided to the teachers.

9. No proper record of MVF was found.

10. There was no proper mentoring in previous session.

11. Some head teachers shared that DTE should visit more frequently for

guidance.

12. Teachers are not following the instructions of the DTE properly.

13. Some head teachers (female) were of the opinion that female DTEs

should be appointed to observer and mentor the female teachers.

14. The observers also found that at some schools there was conflict

between the DTE and the head teacher.
