1. Genaral 1.1 General The rally will be run in compliance with the following:

A. FIA International Sporting Code (ISC) and its appendices. B. FIA Regional Rally Championships Sporting Regulations (RRSR) C. National regulations, the national championship regulations (NR & NCR). D. FIA­NEZ championship regulations (where applicable). E. These Supplementary Regulations.

All of these regulations are easily and readily obtainable and downloadable from the web.

These Supplementary Regulations are published in the following manner:

where any modifications, amendments and or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the Organiser or the Stewards). Bulletins will also be made available to competitors in written form at rally headquarters upon request.

1.2 Surface Mostly gravel with a two special stages run on a rough sealed surface.

1.3 Distance The event is about 1000km in length with around 300km on 21 special stages (18 different). It is a three day event, run over four legs, starting 16:00 Thursday 28th August 2014 and finishing on Saturday 30th August 2014. A detailed description of the event will be in the road book and will also be posted on the event website.

2. Organisation 2.1 Titles for which the rally counts Results from this event count towards the following titles in the Icelandic Rally Championship:

National Championship 2WD Championship Non­Turbo 4x4 Championship Jeep Championship

The coefficient for the rally in the Icelandic Rally Championship is 1.5.

The event hosts the FIA­NEZ Icelandic Challenge Cup as defined in article 10.5.

4. Entries 4.1 Entry procedure The absolute closing date for entries is 26th August 2014 at 17h00.

4.2 Entry procedure Those wishing to take part in Rally Reykjavik 2014 must complete the on­line entry form at http://www.rallyreykjavik.net/entries before the entries close at 26th August 2014 at 17h00. The entry is only considered valid after confirmation of payment has been received.

The driver shall have a valid drivers license applicable to the type of car used. Icelandic drivers shall both be members of an auto sports club within the Icelandic Motorsport Association and have a valid competition licence issued by the Icelandic Motorsport Association. Foreign drivers must hold a valid international ASN competitors license or, if from within the European Economic Zone, a valid national one for the type of car being driven.

4.3 Number of accepted entrants and classes 4.3.1 Eligible cars

The number of entrants is limited to 90 cars. If more than 90 entries are received the Organiser reserves the sole right to decide which entries among the non­priority drivers will be accepted.

Each class shall contain at least three (3) cars. If the number of cars entered in the same class is lower than this, they will then be combined with the class immediately above, in other words, with cars having greater cubic capacity.

4.4 Entry fees

For entrants not accepting the optional advertising proposed by the Organiser on their competition car the entry fee is double the normal fee at any time.

Entry fees do not include accommodation or meals.

Teams entry fees are set at €50 / ISK8000 and must be received before scrutineering.

Registration for the FIA­NEZ Icelandic Challenge Cup will be done in administrative check and during scrutineering.

4.5 Payment details The entry fee must be paid by cash, cheque or by direct debit into the following bank account:

4.6 Refund

Entry fees will be refunded:

To candidates whose entries have not been accepted – 100%. In case the rally not taking place due to a fault of the Organiser – 100%. In case the rally not taking place due to a force majeure – 75%.

The Organiser may partially refund the entry fee to those entrants who, for reasons of „force majeure” (duly certified by their ASN), were unable to start in the rally and excused themselves before the start of the Administrative Check. The crews who do not excuse themselves will be reported to ASN and the entry fee will not be reimbursed.

4.7 Entry Package

4.7 Personal information waiver Competitors, whose entry is accepted by the Organisers, agree the police may inform the Organisers of infringements of traffic laws in the time leading up to and during the event, both for themselves as well as their service vehicles.

5. Insurance 5.1 Organisers coverage In accordance with Icelandic regulations and law the Organisers insurance policy is only for those working directly for the Organisers and where applicable structures and construction used during the event. It does not cover any insurance for competition cars what so ever.

5.2 Traffic insurance 5.2.1 Competitors insurance

Icelandic law stipulates that the traffic laws always apply, both on or off road as well as in and out of competitive stages. As a result all competition cars competing in the event must have a trafffic insurance which is valid both on road stages as well as special stages. Competitors must be able to supply proof of this.

5.2.2 International Green Card

Competition cars insured by foreign companies must be able to prove they have traffic insurance valid for Iceland. Confirmation thereof should be in the from of an International Motor Insurance Card (Carte Internationale d’Assurance Automobile), or green card.

5.2.3 Insurance on special stages

All competitors must be able to show irrefutable proof their traffic insurance is valid on special stages as well as the road stages of the event.

5.3 Insurance amounts Insurance damages and liabilities for the Organsiser are defined by a regulation issued by the Icelandic Government.

6. Car identification and advertising 6.1 Placement of identification and advertising Placement of identification and advertising proposed by the Organiser is:

Starting numbers, the rally plate and the Organiser’s advertising should be affixed on given spots on rally car according to this schematic before pre­start scrutineering.

6.2 Compulsory identification The Organiser reserves the following places which must remain free according to the drawing in Art. 6.1

A. Starting numbers, 670x170mm B. Rally plates, 430x215mm C. Rear window panel, 300 x 100mm D. Rear side window starting number 200mm (height) E. Rear window panel starting number 200mm (height) F. Rear side window driver and co­driver name.

6.3 Optional advertising proposed by the Organiser The Organiser reserves the following places which must remain free according to the drawing in Art. 6.1

6.4 Drivers and co­drivers name For foreign drivers the first initial(s) and surname of both driver and co­driver and for Icelandic nationals the first name(s) with surname initial, followed by the national flags of the country of the ASN from which they have obtained their licences, must appear on the rear side window on both sides of the car, adjacent to the competition number.

The names must be:

In white Helvetica. In upper case for the initial(s) and first letter of each name with the remainder in lower case. 60mm high (upper case letters) and with a stroke width of 10mm.

On the car at scrutineering and supplied by the crew.

The driver’s name shall be the upper name on both sides of the car.

6.5 Restrictions on advertising Apart from the normal regulations on restrictions on advertising Icelandic law states that advertising for tobacco, tobacco products and smokers’ requisites is forbidden. Advertising for alcoholic beverages other than those containing less than 2.25% alcohol, is severely restricted by law.

6.6 Loss or removal of advertising If it is ascertained at any time during the rally that an advertising plate (or any other type of advertisement) supplied by the Organiser is missing from a car then the crew shall be penalised with a fine of 50 EUR for each missing advertisement or if the advertisement is modified or not placed according to the Article 6.1.

6.7 Competition numbers and rally plates Competition numbers and rally plates according to the Article 19 of FIA RRSR and supplied by the Organiser must appear on both front doors of the car during the whole rally. If it is ascertained at any time during the rally that:

a competition number or one rally plate is missing, this will be penalised by 100 EUR both competition numbers or both rally plates are missing, this will be reported to the Stewards.

7. Tires, lights, service, etc 7.1 Tires The usage of tires is according to Icelandic traffic law, which states a minimum thread depth of 1,6mm and prohibits the use of “slicks” and studded tires.

7.2 Lights Icelandic traffic law states that use of daytime lights / low beams (minimum) must always be turned on.

7.3 Service When competition vehicles are serviced they must be serviced, including refuelling, on a groundsheet or tarpaulin of sufficient size for the car. Competitors failing to comply will be penalised as follows:

First offence, warning Second offence, 5 minute penalty Third offence, exclusion

8. Reconnaissance 8.1 Pace notes The Organisers do not supply pace notes, but, crews may make and use their own pace notes.

8.2 Road closure Competitors are reminded that during reconnaissance, roads will not be closed, so normal traffic law applies to maximum speed, etc. Where the route is on private land, permission from the landowner may need to be sought prior to reconnaissance.

8.3 Reconnaissance car Reconnaissance of special stages by competitors in a competition car is not allowed after the last rally prior this event has been run.

8.4 Reconnaissance During reconnaissance and throughout the event competitors who are driving or being driven at an excessive speed or in a way which, in the opinion of the Organisers, causes or could cause danger or inconvenience to other road users or local residents will be penalised as follows:

First offence, fine of €100 Second offence, fine of €600 Third offence, start refused

For the purposes of this Regulation the decision of the Clerk of the Course with the agreement of the Stewards of the Meeting will be final. Such a decision will be made irrespective of whether or not Police action is taken and irrespective of the outcome of such an action. There is no right of protest nor appeal and entry fees will not be refunded.

Notification of penalties will be made to competitors at the earliest opportunity but competitors may, if appropriate, be notified of second or third offences simultaneously with notification of first or second offences.

9. Scrutineering 9.1 Scrutineering Scrutineering will start at 17:00 on the 26­Aug­2014. The place and detailed time and order by which scrutineering will take place

will be published in a bulletin.

9.2 Documents to be presented at scrutineering Drivers and co­drivers competition license Drivers and co­drivers club membership (local drivers only) Drivers driving license Authorisation from the drivers’ ASN to take part in the rally (foreign drivers) Confirmation of the information given on the entry form Insurance confirmation of the rally vehicle Confirmation the insurance is valid on special stages Competition car

Should the driver or co­driver be younger than 18 years on the day of the competitioin, written confirmation from parents and or legal guardians

9.3 Drivers equipment checked Drivers helmets and flame­resistant clothing (including overalls, underwear, shoes and gloves where applicable)

9.4 Car identification and advertising The car’s identification and advertising will be checked.

9.5 National regulations Competing cars must be equipped with a first aid kit and two reflective triangles.

9.6 Marking and seals A list of the competition cars to be marked and sealed will be published in an bulletin.

9.7 Safety tracking system All competitors must make provision in their cars for the installation of a safety tracking system in accordance with Appendix E.

The system will be installed by the crews and must be shown at scrutineering or the latest at Parc Fermé prior to the start of the event. Competition cars not equipped with the safety tracking system will not be allowed to start. Any attempt to tamper with, to manipulate or to interfere with the safety tracking system fitted to the competition car or any device that fails to record a trace due to external interference will be reported to the Stewards who may impose a penalty up to exclusion.

The safety tracking system units and brackets will be removed from the competitioin cars by the crew after the final time control. In case of retirement the safety tracking system units and brackets will be given to the Organiser as soon as possible.

The safety tracking system units are connected to a monitoring centre that stores all data received. All data is also stored on the unit itself. The device has a self­contained power supply that operates throughout the rally.

Each device has a unique serial number that is assigned to each crew. During the event the Organisers will monitor the position and speed of each crew. It should be noted that the local police may request access to the data.

10. Features of the rally 10.1 Icelandic Rally Championship The event will give 1.5 times the usual points towards the Icelandic Rally Championship for the year 2014.

10.2 Start of the rally There is no ceremonial start in this rally. The official start of the rally will be at the TC into the Parc Fermé before the start of the rally.

10.3 Change of time cards A time card will be issued at the start of each leg with the time card retrieved at the end of the leg.

10.4 Retirement When retiring, crews are obliged to hand over their time card at the next TC or to the course opening car.

10.5 FIA­NEZ Icelandic Challenge Cup The FIA­NEZ Icelandic Challenge Cup is a single event cup hosted within the event with each of the four legs of the event being a separate competition counting towards the Cup..

All competitors taking part in the FIA­NEZ Icelandic Challenge Cup must start at least the first three legs to be eligible for points.

The minimum number of cars for either the 2WD or class is three.

10.5.1 Eligible cars

Eligible cars for the FIA­NEZ Icelandic Challenge Cup are:

Any 2WD car,regardless of class as defined in article 4.3, except those belonging to class 14. Class 14 cars (as defined in Appendix C).

10.5.2 Points awarded

All of the legs will count towards the cup. Points will be awarded as follows, depending on the results for 2WD or J class: 1st place, 10 points, 2nd place, 8 points, 3rd place, 6 points, 4th place, 5 points, 5th place, 4 points, 6th place, 3 points, 7th place, 2 points and 8th place, 1 point.

10.6 Re­entering procedure (super rally) The following pertains to cars that start leg one and have finished leg four. Those cars not starting leg 1 will receive a status of DNS and those cars not finishing leg four will receive a status of DNF.

Should a car for any reason not complete leg one, two or three, it may start the succeeding leg incurring a five (5) minute penalty on the best time in class for each stage. This penalty is added to the total penalty in the normal manner. The car will also incur a 10 minute penalty, which will only be applied once during the competition.

Example:

Car drops out on the penultimate stage in a leg. The penalty incurred is:

Best time in class for penultimate special stage + 5:00

Best time in class for last special stage + 5:00

One time penalty for re­entry 10:00

Giving a total of twenty (20:00) minute additional penalty.

The starting order of the car is left to the initiative of the Organisers.

The crew and car cannot be changed.

A crew excluded from the event on grounds of lateness shall be allowed to re­enter with penalties applied from the time control at which the concerned competition exceeded the maximum permitted lateness.

Otherwise, a crew excluded from the event on grounds of these Regulations and the International Sporting Code will not permitted to re­enter the remaining legs.

The Organisers reserve the right to ask the chief scrutineer and or the chief medical officer to inspect the car and crew respectively prior to allowing re­entry, irrespective of reason for drop out.

The crew must inform the Organisers their intent to compete by noting so in the Notes section of the last page of the time card and confirm it no later than sixty (60) minutes prior to the start of the next leg.

10.7 Early check­in Crews are authorised to check in early without incurring a penalty at all TCs leading to a timed service and the TC into Parc Fermé at end of leg.

10.8 Change of place at start of special stage Cars that have checked in at a start of special stage time control and have been given a starting time, may change places with the next car, at their own discretion, provided neither car is already at the starting line. They must inform the official at the start line who will change the times on the time card to reflect this.

10.9 Timing Timing is done to the second. The time used is that of Ms Clock in telephone 155.

10.10 Class 14 in Leg 1 The cars entered in Class 14 will be run four minutes after all other cars during the first leg only. After that they will be placed normally.

10.11 Road book All the crews will receive a road book containing a detailed description of the compulsory itinerary. This itinerary and the road direction diagrams must be followed. Any deviation will be reported to the stewards.

11. Prizes 11.1 Presentation All awards, cups and trophies will be presented in an event held in the evening of the 30th August 2014.

Those competitors finishing first, second and third overall will not be awarded general class awards, cups and/or trophies.

11.2 Overall winners First place trophy and awards, second place trophy and third place trophy.

11.3 The top Icelandic crew A trophy for the highest placed Icelandic crew should the overall first place fall to a non­Icelandic crew.

11.4 FIA­NEZ Icelandic Challenge Cup First, second and third place trophy for both categories.

11.5 Class awards First place award for the winner of each class.

11.6 The Ashfield Motors Scottish Trophy Originally presented by Philip Walker, Gordon Dean and Gerry Facenna in fond memory of Hafsteinn Hauksson, to be awarded to the man of the rally.

The trophy will be kept at the Icelandic Motorsport Association offices. Winners will receive a trophy to keep.

11.7 Other awards and trophies. Other awards that will be presented are: Team Awards; souvenir Awards; drivers and support crew of each car officially classified as a having finished; drivers and support crew of each car that fails to be officially classified as a non­finisher; staff.

12. Final check and protests 12.1 Final checks The decision of the Stewards and or the Scrutineer to subject a car to final check, will be announced to the competitor or competitors concerned at the finish TC. Cars subject to final checks must have one representative of the entrant as well as mechanics (in case of dismantling) present at the final check.

12.2 Protest fees The protest fee is €600

12.3 Additional fees If the protest requires dismantling and reassembly of different parts of the car, the claimant must pay an additional deposit.

For a protest involving a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork etc.) €1000

For a protest involving the whole car €1800.

Appendix A Rally control signs In general the yellow signs mean beginning or end of control zone, whereas red ones denote a compulsory stop. The exception from that is the red flying­finish sign, where competitors should not stop.

The diameter of the signs is just under 700mm.

All distances are approximate and will take note of the environment they are placed in.

Appendix B Competitors' Relations Officer Principal missions:

Inform the competitors and play the role of mediator at all times.

This post is entrusted to an official in possession of a license issued by his ASN as it implies a certain knowledge of the general regulations. He may attend the meeting of the Panel of the Stewards of the Meeting, in order to keep abreast of all the decisions taken.

The Competitors' Relations Officer will be able to be easily identified by the competitors, as he will both wear a conspicuous badge and vest and will be introduced to competitors at briefings.

Presence at the running of an event :

When the Rally Office is opened, the Secretary of the Meeting will draft a schedule of the Competitors' Relations Officer's duties which shall be posted on the notice board of the event and which shall include:

Presence at scrutineering. At the Rally Office. At the start of the event. At the regrouping halt. Parc Fermé at end of sections Near the Parc Fermé at the arrival (the latter being dependent on the rally timetable).

Function:

Give accurate answers to all questions asked. Provide all information or additional clarifications in connection with the regulations and the running of the event.

Concertation :

Avoid forwarding questions to the Panel of the Stewards of the Meeting which could be solved satisfactorily by a clear explanation, with the exception of protests (for example, clarify disputes over times, with the assistance of the timekeepers).

The Competitors' Relations Officer shall refrain from saying anything or taking any action which might give rise to protests.

Appendix C Class 14 Definitions Cars in class 14 can be in any one of the following three definitions:

1. Series production cross country cars (Category I Group T2) All vehicles defined in appendix J, article 281 in the FIA year book. Valid homologation papers must at all times be in the vehicle during competition.

2. Modified cross country cars (Category II Group T1) All vehicles defined in appendix J, article 281 in the FIA year book. Valid homologation papers must at all times be in the vehicle during competition.

3. Improved cross country cars (Category II Group T3) All vehicles defined in appendix J, article 281 in the FIA year book, having four wheels. Valid homologation papers must at all times be in the vehicle during competition.

4. Open class 4.1 General

Open class of vehicles that not covered by articles 1 to 3 above.

4.2 Definition

Mass produced SUV and or 4x4 vehicles capable of driving difficult terrain (off­road) by a vehicle manufacturer generally available for normal retail sales via a network of dealers with the following restrictions. Please call the organiser’s if you have any doubts or questions regarding eligibiltiy:

1. Have the same silhouette as the original car, except for changes to side­panels to fit tires. 2. Have an FIA approved design roll cage, which may incorporate a space frame. 3. FIA approved seats for rallying, must be fitted instead of the normal seats in the car. 4. A minimum of a four belt four point mounting FIA approved safety harnesses must be fitted. 5. Weighing between 1500kg and 3000kg. 6. Have a valid insurance and be eligible for public road use. 7. Be found to comply with the FIA safety regulations for cars competing in rallies. 8. A maximum engine power output of 300BHP or less at the wheels in a dyno test or an equivalent test. 9. The drive train must be composed of a gearbox / automatic or manual, transfer case and drive shafts connected to the

transfer case connecting to the front and rear axles. 10. Maximum engine cubic capacity of 6000cm3 11. The use of NO2 and similar is prohibited 12. Limitation to the use of engines: Any mass produced engine from mass produced cars may be used. The number of

cylinders may never exceed the number of cylinders which the vehicles subtype was manufactured with. 13. When using turbines or supercharges, restrictors must be used in accordance with the FIA regulations (Appendix J 285).

The cubic capacity of cars equipped with superchargers and/or turbochargers and or Wankel engines will be modified according to the FIA regulations as follows:

For petrol cars equipped with turbo chargers, superchargers or Wankel engine, their capacity shall be increased by a factor of 1.7, and this value will be treated as their actual capacity.

For petrol cars equipped with Wankel engine with turbochargers or superchargers, their capacity shall be increased by a factor of 2.5, and this will be treated as their actual capacity.

For diesel cars equipped with turbochargers or superchargers, their capacity shall be increased by a factor of 1.5, and this will be treated as their actual capacity.

14. Tires may be 33” maximum or 10% bigger than the original tires by the manufacturer, whichever is smaller.

4.3 Allowed changes

All modifications not authorised below are expressly prohibited:

1. Those modifications necessary to comply with the FIA safety regulations are authorised.. 2. Additional gauges for monitoring engine performance may be fitted. 3. Front seats must be FIA approved competition seats. 4. Rear seats may be removed as well as all interior trim. 5. Front door interior skins must be fitted. Door trim may be removed. 6. Firewall must be between the engine and drivers compartment. 7. Suspension is free. 8. Shock absorbers are free. 9. Brakes and brake materials are free. 10. Steering machines are free, but must be eligible for public road use. 11. All changes in suspension, shock absorbers, breaks and steering must be eligible for public road use. 12. Air filter elements are free and may be discarded altogether. Air may never be drawn from the drivers compartment. 13. Drive ratio and locking and limited slip differentials or traction control devices are free 14. Transmission ratios are free including sequential gear boxes. 15. Transfer case is free. 16. One or more spare wheel may be carried securely inside or outside the vehicle. 17. Auxiliary lights may be fitted in pairs. 18. Under body protection may be added. 19. Axles are free.

Appendix D Class 15 Definitions 1. Definition All touring cars produced in at least fifty units and which have been registered by a governing body. The cars must comprise a single body piece and origin. Soft tops are not allowed.

2. Minimum weight Cars are subject to the following scale of minimum weight in relation to their cubic capacity:

The weight given in the above table is the dry weight, including safety equipment.

3. Engine The maximum allowed power output of an engine shall be 300bhp. Only one engine is allowed in each car. The choice of engine is free and not restricted to being of the same make or manufacture as the car itself. The engine must burn normal fuel, readily available to the general public. The use of NO2 and similar is prohibited. The cubic capacity of cars equipped with superchargers and/or turbochargers and or Wankel engines will be modified according to the FIA regulations as follows:

4. Wheels and tires Tires must have a diameter of less than twenty inches. The width of the wheel must not exceed ten inches. The number of wheels shall be four on two separate axles.

5. Braking system Minimum brakes are discs at the front and drums at the back. A fly­off handbrake is allowed.

6. Bodywork The bodywork must be of a single model and make. Should the framework be modified a breaking point must be ensured in front of the engine and suspension mounts. The car may be made lighter, subject to Article 2 and without reducing the strength of the body. Components made from alloys and/or man­made fibers may be used to replace fenders, bonnet, doors, spoilers and wheel arch extenders. The front wind shield must be of laminated glass, other windows are free.

7. Steering Steering gear is free, but must be eligible for public road use.

8. Transmission to the wheels The gearbox and differentials are free. The car may be either front, rear or four wheel driven.

9. Electrical system The electrical system is free, but must comply to normal safety standards. A general circuit breaker must be provided in an easily accessible place by driver and co­driver when strapped in their seats.

10. Fuel system The fuel tank shall be securely fastened and placed outside the drivers’ enclosure. Should the fuel tank be placed under the car a protective shield must be fitted. Fuel lines should be according to FIA specifications.

11. Safety equipment A roll cage must be provided in accordance to FIA Regulations. In addition the roll cage must be supplied with diagonal member in the main arch, and door bars. FIA approved seats for rallying, must be fitted instead of the normal seats in the car. A minimum of a four belt four point mounting FIA approved safety harnesses must be fitted.

Appendix E Saftey tracking system

The safety tracking is from SAGAsystem and is an Icelandic fleet management system which has added functionality in the driving analysis package SAGA Driving.

Installation of SAGAsystem devices The competitors are responsible for installing the SAGAsystem safety tracking device themselves. The device must be shown fully functional at scrutineering or the latest at Parc Fermé prior to the start of the event.

Mounting points for SAGAsystem units

The device must be installed in a visible place (see above picture) to assure that Marshals and other Officials can identify it and to enable as trouble free access to a GPS signal as possible.

Competition cars not equipped with the safety tracking system will not be allowed to start. .

A SAGA system safety tracking system information sticker has to placed on in the co­drivers door in such manner as to be visible to the Marshals and other Officials standing outside the competition car.

The SAGA system safety tracking device must be removed from the competition car after it has passed through the last time control before final Parc Fermé. The device must be handed to an Official.

In the case of a retirement the SAGAsystem safety tracking system device must be returned to the Organisers at the first opportune moment but later than 18h00 30­Aug­2014 at Rally HQ.

During the event, and in a special stage, the crew must have their mobile phone(s) switched on or must switch it on within 3 minutes of stopping.

Attention! The device during its operating time can spread specific radiomagnetic interferences what is typical for GSM connections. We kindly recommend to put other devices that can be sensitive for this Organisers issued equipment in maximum distance from the installed Organisers
