1 - PRESENTATION

Welcome to the 85th Monte-Carlo Rally! New WRC cars take the stage for the first time in our 2017 rally with major changes such as increased engine power, larger chassis and new aerodynamic add-ons. There is also a new manufacturer, Toyota, competing with the Citroen C3, Hyundai I20 and Ford Fiesta in the top class. In the other classes we will also see the return of the Skoda Fabia. To start the 2017 Championship, with competition never more fierce, the Monte Carlo Rally is hosting more than 380 km of special stages (S.S.), divided over 17 timed sections and 4 race days. After shakedown at Gap, on Wednesday 18th January from 16:00 to 20:00, competitors head to Monaco for the official start of the Rally, which starts at 18:11 on Thursday 19th, on the Place du Casino. Drivers then compete in two night-time special stages, which will lead them back towards Gap: Entrevaux – Ubraye (21.25 km), already held last year, and Bayons – Bréziers (25.49 km), held for the first time this year, and to include a spectacular passage at Les Tourniquets. Return to the service park from 23:52. After a short night’s rest, Friday 20th January will be the most intense day with 6 special stages in the programme, covering a total of 160.80 km, and more new routes in Isère and Hautes Alpes. Drivers leave the Gap service park at about 09:00 and drive to Col de Festre for SS 3: Agnières en Dévoluy – Le Motty (24.63 km), which is a new stage, and then continue on to SS 4: Aspres-lès-Corps – Chaillol (38.94 km), taking the same route as two 2016 stages. The third stage of the morning (SS 5) was raced in 2016, but the start has been advanced to include a crossing of the Saint-Leger-les-Mélèzes ski resort and finish in La Bâtie Neuve (16.83 km) passing through Col de Moissière with the finish advanced slightly. These 3 stages (SS 3, 4 and 5) will be held again in the afternoon (SS 6, 7 and 8) and competitors will return to the service park at around 17:04. On the third day of the rally, competitors will drive from Gap to Monaco in 5 special stages and a total of 121.39 km. The first two stages will be run twice: SS 9/11, Lardier-et-Valença – Oze (31.17 km) and SS 10/12, La Batie-Montsaléon – Faye, (16.78 km) roughly retrace the route of the longest special of 2016 in two unequal parts. SS 13, the final stage of the day, is a repeat of SS 2, Bayons – Bréziers (25.49 km), but driven in daylight, with a 15:03 start. After a last stop at the Gap service park, the remaining competitors will drive down to Monaco, where cars will stay in the service park throughout the night, from 21:11. On Sunday 22nd January, the last day of the race, the top 60 cars on the leaderboard will drive two special stages, each twice: SS 14/16, Luceram – Col St Roch, (5.56 km), a hillclimb; and SS 15/17, La Bollène-Vésubie – Peira Cava, (21.36 km), which was run in 2016. The second passage of the latter, SS 17, will be a Power Stage, allowing the first 5 finishers to clock up extra points (new in 2017). Importantly, this day will be driven without a service park, with teams selecting their tyres in the morning when leaving the Monaco service park and keeping them for the whole day. SS 1, 12 and 17 will be televised and broadcast live. The Prize-giving Ceremony will be held, as in previous years, on the Place du Palais Princier, starting at 15:00 on Sunday afternoon, and the gala dinner at 20:30 will close this first leg of the FIA World Rally Championship.

Competitors registered in the FIA World Rally Championship may make their entries using the standard entry form provided by the FIA. Maximum number of entrants: 80, divided in four groups: priority 1 (P1), priority 2 (P2), priority 3 (P3) and non-priority. A « Promotion » classification will be reserved to non-priority drivers.

5 - SERVICE PARK

5.1 Service Park

5.3 Service Park rules and environmental requirements

5.3.1 Environmental requirements The emptying of waste water, the washing of cars and the driving of takes into the ground are not permitted in the Service Park. Any infringement will be reported to the Stewards who may apply penalties.

5.3.2 Rules Evacuation of trucks and trailers will be compulsory done on Saturday 14th, Sunday 15th and Monday 16th january 2017, as from 20h00. All vehicles must be parked on the “ERDF car park” route de la Luye. After the delay, all trucks/trailers parked in the Service Park will get a 1000 € penalty per vehicle immediately paid to the Organiser by Teams or Competitors. Only vehicles carrying a “Service” or “Auxiliary” plate may enter the Service Park. Such vehicles may not be driven in the lanes used by the competing cars during a period extending from 15 minutes before the due check-in time of the first competitor at “TC SP in” to the last competitor’s check-in time at “TC SP out”. Vehicles carrying an “Auxiliary” plate or “Route Note Car” plate may compulsory be parked in the parking provided by the Organizer.

The use on the Monegasque and French territories of radio transmission equipment is subject to prior approval of temporary use of frequencies. Attached forms (Appendixes D3 and D4) to be completed and returned to the concerned Authorities.

9 – HELICOPTERS 9.1 Registration procedure

In accordance with the FIA safety regulations and the requirements of the civil aviation authorities, all helicopters participating in the Rally must be duly registered with the Organiser. The registration form (Appendix D5) must be forwarded before Saturday 31st December 2016. The fee due to the Organiser is 2000 € by helicopter (500 € for costs incurred will not be reimbursed if climate conditions are unfavourable and no flight can be made). A compulsory helicopters pilots’ briefing will be held at 17h00 Thursday, 19th January 2017 at the rally HQ, Centre Omnisport COSEC, Avenue de Traunstein, 05000 GAP.

A reconnaissance form (Appendix D1) must be returned to the Organiser with the payment of 1000 € fees.

18.2 Accreditation procedure

18.2.1 Principles

1. A maximum of three representatives (journalist and/or photographers) per publication may be accredited for the Rallye Monte-Carlo. A maximum of one pass will be issued to websites (photo tabards are not issued for websites).

2. Agencies must meet the same criteria as publications. The central offices or premises of the main

international agencies will be accredited by the FIA.

3. To be accredited, a Media must have a distribution that meets criteria of quality and quantity of the FIA.

4. The advertising, public relation, marketing, agencies, etc…. shall in no case be accredited as Media, and Organiser will not issue accreditation to representatives (press officer or otherwise) of sponsors, suppliers, manufacturers, drivers, etc…..

5. A Media holding a permanent pass issued by the FIA and wishing an additional accreditation for journalist

and/or photographers must apply directly on the FIA website www.fia.com.

2. Monegasque Media must send their request on the ACM official website www.acm.mc before Friday 23rd

december 2016.

3. Press photographers under contract with agencies or publications must provide documentation justifying the publication of a minimum of 15 pictures of the previous edition (2015).

4. The request must include : - The accreditation form completed; - An application for accreditation on an official letterhead paper of the media or agency and signed by the

editor or publisher; - A copy of the publication and information diffusion (distribution, readership, frequency…..) just for first-

time applicants; - Copies of the published articles covering the FIA World Rally Championship 2015 and possibly also those

dealing with the Rallye Monte-Carlo - A photocopy of the press card of the representative who will cover the Rallye Monte-Carlo 2016; - Information on the coverage provided for the Rallye Monte-Carlo 2016, with details on release dates or

broadcast.

5. Documents submitted late and/or incomplete will not be considered.
