RALLY SWEDEN ENVIRONMENTAL POLICY

As one of Sweden’s largest spectator event Rally Sweden shall be a leader and good example in environmental work both nationally and internationally. We will profile Rally Sweden as an organizer that puts the environment in all areas all year round, even if the rally takes place in the winter. We want the entire organization to be engaged in environmental work and that each employee and marshal takes environmental considerations into the decisions taken.Successively Rally Sweden through conscious choice will work for the environmental impact to be reduced and we will:

1. WELCOME AND INTRODUCTION

Welcome to the 63rd edition of Rally Sweden!

The rally will take place 11 – 14 February in the regions of Värmland and Dalarna and we will also visit our neighbouring country Norway.

LocationsIn accordance to the request received from the FIA and the Manufacturers, the Service Park will be es-tablished in Karlstad Harbour, less than 2 km from the City Centre. This means that the start and finish of the rally, the Service Park, Rally HQ (Karlstad Congress and Culture Center, KCCC), Karlstad SSS and Parc Ferme all will be located in Karlstad within a distance of 5 km (see city map in Appendix 2).

RouteThe total length of the route is 1634 km and the special stages covers 331 km. About one third of the special stages kilometres are new compared to last year. The start of the rally and SS 1 will take place in Karlstad on Thursday evening 11 February. On Friday the rally will, in addition to the stage Torsby, visit Norway for some stages; Röjden (with start and finish of the stage in Sweden), the new stage Svullrya and Kirkenær. The classic stages Fredriksberg (in reversed order), Rämmen and Vargåsen with the famous Colin’s Crest will together with the the short Hagfors Sprint form the competitive sections of Saturday. The day will close with a second run on the SSS in Karlstad.

On Sunday the stage Lesjöfors will be run before Värmullsåsen is repeated twice, the second time as the final stage of the rally as well as power stage.

Rally Sweden HistoricFor information, a rally with historic cars will take place on Friday and Saturday in conjuction to the WRC rally. They will drive SS2, SS3, SS6, SS7 on Friday and SS 10, SS11, SS12, SS15 and SS17 on Saturday.

FIA Environment accreditationRally Sweden has become the first motor sport event in the world to achieve accreditation from the FIA Insti-tute’s environment programme. The framework forms part of a broader initiative between the FIA and the FIA Institute aimed at evaluating and reducing the environmental impact of motor sport.

One important factor is the number of print-outs made from various documents. Rally Guide 1 og 2 will only be published on the event website and a bare minimum of supplementary regulations will be copied for the key officials and competitors.

We would appreciate all competitors joining us for this management by informing us early the number of Road Books and other printed documents they need (should be less than the regulatory package), so we do not end up throwing a lot of unused materieals to recycling. 5. SERVICE PARk

5.1 LOCATIONThe service park will be established at the harbor Wermlandskajen in KarlstadGPS Coordinates: N59°22.269 E13°31.076

A detailed drawing of the service park and the designated areas are enclosed in Appendix 4 “Drawings”.NB-the driving way and access to each individual area is on the rear side of the allocated areas.

5.2 SERVICE AND AUXILIARY VEHICLESService VehiclesService vehicles only (identified with Service plates issued by the organiser) are allowed to enter and exit the Service Park. Service cars are only allowed to set-up at times according to Art. 5.4.The number of service plates allowed is included in the entry fee (see Appendix VI in the 2016 FIA WRC Sporting Regulations and Art 4.4.2 in the Supplementary Regulations).

Auxiliary VehiclesFor access to the Auxiliary parking area the vehicles must carry an Auxiliary plate. If a team has space available in their designated area the auxiliary vehicles may be parked there.Auxiliary plates are in some cases included in the entry fee (see Appendix VI in the 2016 FIA WRC Regulations and Art. 4.4.2. in the Supplementary Regulations). Additional Auxiliary plates may be ordered by using the order form included in Appendix 5.

Trailer Parking It is possible to park trailers at Kalvholmens motorstadium GPS: N59° 22.250 E13° 32.320. The trailerpark will not be guarded and we recommend all to put on a drawbar lock.

Access TFZ/LFZ in Kirkenær and HagforsFor access to the parking area next to the TFZ/LFZ, team vehicles must be identified with TFZ / LFZ plates (issued by the organiser).

For access to the team parking next to the regroup area in Kirkenaer and Hagfors the team vehicle must carry an Service or an Auxiliary plate.

5.3 RESTRICTIONS ON THE SERVICE PARKIt is forbidden under any circumstances to drill holes in the tarmac or the ground at the Service Park. Teams and competitors are asked to bring weights for tents and others that need to be fastened.

5.6 RETIREMENTS AND RE-STARTSSee Art. 46 in the 2016 FIA WRC Sporting Regulations and Art. 12.7 in the Supplementary Regulations.

Competitors retireing before the start of section 7 will be assumed to restart the rally at the next section following an overnight halt. A competitor who is retireing and do not wish to re-start must complete the retirement form in the Road Book and submit the form to the organiser at the earliest convenience.

For priority drivers: the time card for the limited service will be given at the service park.

5.7. FACILITIESThe following services will be arranged by the Organiser at Service Park (without charge):

5.8. SECURITYThe organiser has arranged a security company, Q Security, for the over-view control at the Service Park. From Thursday 4 February until Sunday 14 February. For special guarding at your designated area please contact Q Security, for contact details see Art. 20.1.4 in this document.

5.10 WATER SUPPLYFresh water will be available at the Service Park (distributed by a water truck).

5.11 RECYCLING / ENVIRONMENTAL REQUIREMENTSFor environmental reasons we kindly ask teams and competitors to use the recycling areas arranged at the service park (marked on the Service Park drawings). Garbage container will also be available for combustible waste. Oil, drums, spareparts etc may not be left on the runway under any circumstances. A special container for Hazardus Waste will be put in the Service area marked Eco-Simplex, in this the teams can place oil, fluids, lamps, electronic waste, absorbants etc. Empty drums and spare parts can also be put in or close to this container

8. IMPORT OF VEHICLES AND SPARE PARTS

From the European Union.Competitors from the European Union do not need to make any special custom clearance for temporary import of cars and equipment on arrival in Sweden.

From outside the European UnionIf you are importing the rally car, service vans and/or spare parts/equipment from outside the European Union you have to report to the customs on arrival in Sweden. Please contact the Custom authorities in Sweden in advance, phone +46 (0)771 520 520, website: www.tullverket.se, for current information and procedure.

IMPORTANT - REGULATIONS IN SWEDEN and NORWAY

8.1 DRIVING IN SWEDEN AND NORWAYSwedenAll vehicles must be equipped with winter tyres. For current and specific information see: http://www.transportstyrelsen.se/en/road/Vehicles/winter-tyres/

9. HELICOPTERS

The Swedish Transport Agency, Civil Aviation Department, has declared the airspace above the rally area as “Restricted Area”. Only helicopters registered with the organizer and following the instructions of the Swedish Transport Agency and the organizer, are allowed to operate in this area.

For safety reasons, the number of helicopters operating in the area will be limited to 30. VAT) will be charged for this service.

Amendments for operations in Norway.According to regulations a Flight Plan has to be submitted before crossing the border between Sweden and Norway. Due to poor low altitude radio coverage in the area a phone number for closing and opening of Flight Plans will be issued in the informations manual.

Information regarding custom clearence before landing in Norway will be given later.Application for “Restricted Area” has been submitted to the Civil Aviation Authority in Norway. The administrative control for all crews (except P1 drivers) will take place at the registration for reconnaissance. It is compulsory for all crew members to be present at the registration. The reconnaissance registration for P1 crews may be carried out by a representative for the team since the administrative control for these crews will not take place at registration for reconnaissance.

14. SHAkEDOWN

14.2. SHAKEDOWN The place of Shakedown will be announced in a bulletin.The Shakedown will be arranged as an ordinary special stage, i.e. with starting lights, time keeping and communication systems. A special time card will be given to all crews at the starting line. Rescue vehicles (FIV, fire brigade and ambulance) are positioned at the shakedown stage.

15. START PROCEDUREPRE START SHOW - LINE UP (valid only for selected drivers) See also Art. 17.

Before the start of the Rally, a pre start show with an official line-up, presenting selected cars and drivers, will take place 19:00 - 19:45. A drawing / lay out showing the line up area and route to follow is enclosed in Appendix 4 .The selected crews (to be announced in a Communication from the Clerk of the Course) for line up must be present with their cars at the area marked B at the latest 19:10 / a time given in the communication. From there they will drive in numerical order to the area marked C and wait for instructions from the marshals. The crews will be instructed by the marshals to drive into the trotting course and park in accordance to the drawing (area marked D). The drivers and co-drivers are requested to step out of the cars to be presented.

After the presentation is completed for all cars / drivers the presentator will say “Gentlemen, start your engines”. The crews shall step into their cars, start their engines and drive:

1) one lap on the trotting course to the start assembly area (marked E) before the start of the rally and SS 12) to the waiting area (B) if there is waiting time before the crews start time at TC 1

START OF THE RALLYAll crews and cars are required to be present in the start assembly area (marked E on the drawing of the start area enclosed in Appendix 4) at the latest 10 minutes before their start time as announced in the start list for section 1.

ACCESS FOR TEAM MEMBERS TO TYRE MARKING ZONE Access to the tyre marking inside the arena (trotting and rally track) will be at the point marked F on the attached drawing. Access to tyre marking before TC 1, Art. 12.1 in Supplementary Regulations will apply:The presence of team mechanics or any work on the rally car (except by the crew) is not permitted at any time inside the arena. FIA WRC regulations Art. 60.8 will apply in the tyre marking zone.The south gate will be opened and guarded from 19:30 onwards. NB - only team passes are valid for access through this gate. This gate can also be used for team members who want access to the spectator areas.

START ORDER SSS 1The start order for SSS1 is left to the discretion of the organiser and will be published on Thursday 11 February at 14:00

16. FINISH CEREMONY AND PRIZE-GIVING PROCEDUREThe finish TC is TC 21D. From there on, following the instructions from the marshals, the cars and crews will drive into the main square in Karlstad where the finish ceremony and prize-giving will take place (in accordance to Appendix IV in the 2016 FIA WRC Sporting Regulations).

After the finish ceremony all cars (except cars subject to final checks) must be driven to the Parc ferme at the Parking Garage Gripen.A drawing over the finish area is attached in Appendix 4 (see also Appendix 2 for an overview map)

17. PR-ACTIVITIESAUTOGRAPH SIGNINGSelected drivers and co-drivers are invited to attend the official autograph signing at the Super Special stage (the selected crews to be announced in a communication from the CoC)

There will be a common location for all teams with drivers/co-drivers names, tables and chairs. The drivers and co-drivers are required to be present at the location at the latest 18:10.

Arena KirkenaerAll drivers and co-drivers are expected to visit the VIP tent in Kirkenaer during regroup on Friday. Lunch will be offered.
