The West Virginia Division of Highways (WVDOH) is conducting this informational workshop public meeting to make available the approved Beaver to South Eisenhower Drive Project Environmental Assessment. This meeting complies with the public involvement requirements of the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act. Copies of the Environmental Assessment are available here today and online. You are encouraged to examine the Environmental Assessment and discuss the project with members of the study team.
Project Description Preferred 2018 Alternative 2 provides a new roadway and relocates US 19, from a location south of Airport Road in the vicinity of Old Crow Road, to Interstate 64 (I-64) at the South Eisenhower Drive interchange. To some extent, the proposed project relocates US 19 between Airport Road and I-64. The northern terminus is located at Interchange 124 on I-64. The southern terminus is located south of Airport Road and ties into the US 19 project from Shady Spring to Beaver. The project length is approximately 2 miles long.
Estimated construction cost for the Beaver to South Eisenhower Drive Project is $39,873.000. The project creates a new “T” type, signalized intersection for Beckley Z-Way with US 19 near Old Crow Road and creates a new connector from WV 307 (Airport Road) to Beckley Z-Way near Whispering Pine Drive. The northern termini of the project completes Beckley Z-Way with a connection to East Beckley Bypass (US 19) at the existing I-64 Interchange, Exit 124. The modified Exit 24 Interchange includes a new “jug-handle” type I-64 eastbound approach ramp from East Beckley Bypass southbound and two signalized intersections that will reduce accidents within the interchange.

Preferred 2018 Alternative 2 Preferred 2018 Alternative 2 has been selected because it has fewer displacements of businesses and residences than the other build alternative. It will also impact less wetland acreage, but more linear feet of streams.

Both Beckley Z-Way projects (Beckley to South Eisenhower Drive and Shady Spring to Beaver) are part of a program of transportation improvement projects in the Beckley area being developed to alleviate traffic congestion on the existing highway network and provide better access to the City of Beckley and surrounding commercial areas. The Shady Spring to Beaver project will widen existing US 19 from WV 3 in Shady Spring to WV 307 in Beaver. The existing road will be widened from two lanes to three. This will allow for a through-lane in each direction and a continuous center turning lane. The through-lanes will be 12-feet wide and the continuous turning lane will be 14-feet wide. Some vertical and horizontal adjustments to the existing roadway profile will also be necessary.
