relies upon decentralized infrastructure. About20% of these parcels are served by individualwater supply wells. 25% of the county'sexisting residential unsewered lots are smallerthan 0.5 acres in area. An additional 25%of the lots are between 0.5 and 1.0 acres.

Currently, centralized wastewater flows in thecounty (including the city of Gainesville)total 8.38 MGD, and decentralized wastewaterflows are estimated to total approximately10.3 MGD. By 2020, based on currentlyplanned facility expansions and generalpopulation growth, centralized wastewaterflows are projected to be 18.8 MGD, withdecentralized wastewater flows estimated tototal 11.0 MGD. Consequently, decentralizedwastewater systems are and will be animportant component of Hall County'swastewater infrastructure. Cluster systemscould be a significant part of the decentralizedwastewater management approach forresidential growth as well as addressing existingproblem systems.

Total estimated countywide residential build-out potential is 97,000 parcels utilizing existingzoning. Buildout expected in the next 20years is approximately 26,000 parcels, basedon current household size and growthprojections.

Professor Larry West of the University ofGeorgia Soils Department reviewed the countysoils and determined that in most areas theyare amenable to septic systems in accordancewith Georgia regulations. However, hedetermined that the lower soils (which aretypically used for wastewater dispersal) havea lower capacity (primarily due to lowaluminum and iron) to remove phosphorous,and that the upper horizons have a greatercapacity for phosphorous removal.

The Hall County decentralized wastewatermanagement project is one of the severalprojects funded through the National On-Site Demonstration Program (NODP), phaseV of the National Environmental ServicesCenter (NESC). This study was performedto meet the project goals and objectives ofthe NODP V, which was to focus on theissues and needs of the Appalachian region.Specific goals of this project were to developa Decentralized Wastewater ManagementMaster Plan and installation of representativeseptic systems that responded to the identifiedneeds of Hall County.

Hall County is a rapidly growing regionapproximately 90 miles northeast of Atlanta.The County experienced a 56 percentpopulation increase during the 1990's, andrapid growth is projected to continue in thefuture, with the population increasing another42% to nearly 200,000 by 2020. The countyhas significant frontage on Lake Sidney Lanier,a major water supply for the greater Atlantaarea as well as for Hall County. Lake Lanieris also a major regional recreational resource.The incorporated areas are the City ofGainesville (county seat), Flowery Branch,Oakwood, Lula City, and Buford.

Hall County is at a significant juncture indefining its future wastewater managementstrategy. With its substantial projected growth,the county has been debating the merits ofalternative (sewering vs. septic/cluster systems)wastewater management approaches. Also,Lake Lanier's water quality is at risk, withphosphorous recognized as the controllingnutrient for water quality conditions. Theimpact of septic systems on lake water qualityis not well understood.

The Master Plan determined that proactiveidentification and reservation of the limitedoptimal sites for cluster systems in challengingareas will help optimize growth andconsiderably reduce future wastewater problemsand capital expenditures.

The Master Plan also recommended that alot-by-lot analysis of the county's wastewaterneeds should be performed. This analysisshould designate areas within the county thatcan be served on a sustainable basis by:

1) On-Site Systems2) Cluster Systems3) Centralized Systems

The second part of the study consists of thedesign and installation of innovative septicsystems on three residential properties in thecounty. The volunteer properties wereidentified through a public outreach program.Each of the three properties exhibit site andsoils challenges typical to the county, andthe demonstration program promises to beeffective at illustrating the role on-site systems(discharging to the upper soil horizon andwith an iron-phosphorous removal system)can have. The University of Georgia willmonitor for two years.

Thanks for allowing me to sharemy experience with the Zabel

Effluent Filters with other on-sitesewage disposal industry folks. Mybusiness (Scott's Excavating) is locatedin a rural/resort community innorthern Lower Michigan. (I like touse the back of my left hand toi l lust rate Michigan ' s shape.Roscommon is located pretty closeto the middle finger knuckle!) I havebeen in the sept ic sys teminstallation/repair business for over20 years and in the septic tankcleaning business for 15 years. Myfirm has a reputation for high qualityworkmanship. We enjoy much of ourwork via word of mouth. We areopen-minded to new, but mindful ofproven technologies in our industry.In my opinion effluent filters areproven technology. These filtersperform a critical function in theprevention of failed septic systems.With the introduction

of higher capacity (submersible) waterpumps and larger volume waterappliances in rural homes today(several toilets, washing machines,dishwashers, jet tubs etc.) the needto contain the disturbed suspendedparticles in the septic tank beforethere is flow into the seepage bed hasbecome more important.

My firm installs primarily the Zabel

A-1800 Effluent Filter in the septictanks on many of our new and repairresidential on-site sewage disposalsystems. We have installed a few ofthe Zabel A-300 Series Filters oncommercial projects. Two (in series)help protect a large re-circulatingsand filter we installed a few yearsago in an environmentally sensitivearea close to a river. Others havebeen placed after commercial kitchengrease traps and are usually specifiedby engineering firms I have workedwith. I offer them as an extra on mygravity systems and just figure thempart of the package on my moundsystems. I 'm confident theirinstallation in pump (mound)s y s t em s

circumvents likely service callsinvolving pump obstructions. Neitherhealth district that we work incurrently requires effluent filters, butlook favorably on their "Value Added"installation. The other beauty of theeffluent filter is that it produces extrarevenue on my projects. I alwaysprovide them as an "Extra" on myproposals and insert literature(provided by Zabel) in my proposalpackage. I carry a PVC Septic TankBaffle-Tee in my pick-up truck onsales calls with a "Zabel Filter" in it.About 50% of the time I sell (whatI refer to as) the "Septic System OilFilter" to my clients. I walk awayfrom my completed projects pleasedthat my client's system is betterprotected; I made a few more dollarsand my local regulator thinks I'mgreat!

quick disconnects, clearpipe for viewing flow, and a

true union ball valve for flowcontrol and ease of removal.

An easier question might be "What isn't new?" With all the new and improved products that we have introduced the past couple ofyears, it would be quicker to list the original Zabel® products. But at Zabel, we do not spend precious time looking back. Instead, welook to the future of onsite and the leadership role we will play in that future. With that said, here's what's new for the spring of 2002:

50 GPM Turbine PumpThis pump is designed to handle larger flowrates at lower total dynamic heads than theother turbine pumps in our line, giving thedesigner more flexibility with your systemdesigns.

GrommetsWe now have a full line of grommets for use in our Zabel packages, aswell as for purchase individually. The high quality grommets are made offlexible PVC, and are available in eight sizes. Seven of the sizes are foruse with 1/2", 1", 1-1/4", 1-1/2", 2", 3" & 4" SCH 40 pipe, and one that isfor use with 4" SDR 35 or 3034 pipe. Each grommet has the proper holesaw size conveniently marked on its back to ensure you've chosen thecorrect one for a watertight seal.

Dosing SiphonsThese siphons are used toprovide an effluent dosewithout the need forelectricity. Discharge ratesof 48 to 140 GPM areavailable, allowing you to get

the benefits thatonly a dose canprovide to thedrainfield,without the

additional cost of havingto run a power source outto the tank.

Auto DialersWith Auto Dialers, Zabel provides another tool for you to keep ahead of the ever-changingonsite market, and your competition. Auto Dialers make it possible for the system itself tonotify maintenance personnel of system problems. Any alarm condition lasting for more thanone minute will trigger the system to dial the appropriate pager number and leave a codedmessage as to the system location and problem. Now that's putting technology to good use!

The impetuswas the realization thatCa l i f o r n i a n e e d e d amechanism to address theissues and concerns ofwastewater managementpractices. The goal for theCenter is to promote bestmanagement practices byp rov id ing t r a in ing , awastewater technologydemonstration site, and aresearch and resource facilitythat serves the entirewastewater managementcommunity.

Mission StatementThe California WastewaterTraining & Research Centerwill assist in improving thequality of water in the Stateof California by seeking,developing, and promotingeffective multidisciplinarysolutions to wastewatertreatment and management.

Center VisionTo establish a training andresearch center that is anextensive cooperative andcollaborative effort with otheruniversities, federal, state andlocal agencies, other trainingcenters, and private industry.The University ResearchFoundation, the College ofAgriculture, the College ofEngineering, ComputerScience, and Technology, andthe College of NaturalSciences are partners in thisundertaking. The primaryfunctions of the Center are:

1. Establish a demonstrationand display site that effectivelydemonstrates existing and newtechnology. The site servesthe dua l pu rpo s e o fdemonstration and moreimportantly provides a hands-on tool to augment workshop

presentations.

2. Provide workshops, training,education and certification.Workshops target the entirewastewater communityincluding designers, regulators,installers, operators andmaintenance personnel,monitoring personnel, and thegeneral public.

The National OnsiteWastewater Recycl ingAssociation (NOWRA) iswriting a national modelp e r f o r m a n c e c o d e .NOWRA represents allsegments of the onsiteindustry and isorganized and runby volunteersassisted by asmall contractstaff. Aswith allvolunteerorganizations, members that suggest newprojects are inevitably asked to serve asChair of the implementation committee.In June 2000, I suggested to the NOWRABoard that it develop a model code toserve as a template for state and localregulators. As a result, I am writing thisarticle as Chair of the NOWRA ModelPer formance Code committee .

The idea for a model code grew out ofa meeting in my office with Dick Otis.Dick is Chair of the NOWRA TechnicalPractices Committee. He was expressingfrustration over the slow pace of progressin advancing modern technology andmanagement practices in the industry.I agreed that things move slowly. It hadtaken Wisconsin ten years of struggle toget the 2000 code change that legalizeduse of the sandfilter. I noted that I hadrecently read the 1974 ASAE proceedings"Home Sewage Disposal" and the sameproblems and solutions were discussedthen that are being discussed now, withoutmuch progress in between.

In Wisconsin, onsite systems are regulatedby the building code agency. I relatedto Dick the experience of the buildingindustry where, in the 1920s, regulatorsand designers formed organizations todevelop model building codes. The threemodel code groups have combined effortsinto a single model code that is nowused by all state level regulatory agenciesas the basis of their building regulations.Introduction of new materials andtechnology is organized throughevaluation and listing services and isaccepted by regulators without a fuss.

An advantage of a national model code

is thatwe can insert more

s c i e n c e into the process thanl o c a l l y deve loped codesbecause we have access to more experts.In Wisconsin, we are blessed by havingnational experts such as Dick Otis, JimConverse and Jerry Tyler within walkingdistance from our offices. Most otherstates and counties writing their owncodes do not have that resource. Asecond advantage of a national code isthat, when we need to pick a numberfor a numeric standard, we can at leastall pick the same number.

The NOWRA code is being written asa performance code. A performance codespecifies what needs to be achieved andnot how to achieve it, which is commonin prescriptive codes. For example, aperformance code would specify nitrateoutput of less than 20 mg/l and permitmultiple solutions. A prescriptive codewould specify an XYZ recirculating sandfilter as the nitrate reduction solution.

The key concept in developing the codeis the performance standards matrix wherevarious treatment designs will be classifiedby their output qualities and theirassociated quality assurance (QA) features.Each axis of the matrix will be composedof a series of successively more stringentperformance standards appropriate to thetechnology and the various human andnatural environments. The EPAvoluntary guidelines will be incorporatedinto the QA features. Treatment systemdesigns and components will then beable to be evaluated against the matrix.A guidance document will be developedto assist local and state governments inselecting the appropriate standards fortheir area.

The code development committee hasmet in Madison, Wisconsin and Athens,Georgia. Thirty-five leaders and experts

from all segments of the industry and allregions of the country participated. Astatus report was made at the NOWRAAnnual Conference in Virginia Beach.

The cost of developing the code isconservatively estimated at $500,000over three years. Estimated travel andmeeting expenses for a single two-daycommittee meeting are in the $20-25thousand dollar range. The only sourceof funds is donations and grants to coverexpenses and some part-time staff.Committee members' time is donated.Early meeting and travel expense fundingcame from donations from fivemanufacturers and from committeemember employers. EPA recentlyawarded an $85,000 grant to help funddevelopment of the Matrix.

Success in this effort is contingent onthe continued enthusiasm of NOWRAcode committee members and theenlightened self-interest of organizationsthat will fund the committee expenses.If the enthusiasm wanes or expensefunding is not realized, it is likely thatthe project will not be completed. Thentwo different people will be sitting in anoffice in 2025 commenting that theonsite industry is still talking about thesame problems and solutions discussedin the 1974 ASAE Proceedings.Thousands of county and state regulatorswill still be setting unique numericstandards and manufacturers will still beearning their product approvals the hardway, one county at a time.

Harry and I sat in the restaurant inNorthern China and talked of many things.It was Harry's first visit to China, so weneeded to first address the major differencesin business culture between Asia and theUnited States. This was my tenth trip,which did not make me an expert, butjust enough of one to be of some help inZabel's plans.

Except there was no bargaining about tohappen. 40% was the first and last offer.Those tigers are now in Kentucky.

Church in China, and also to those folkwho were less fortunate than he. Harryleft behind in China much more moneythan he saved on the tigers.

The Chinese description for such a manas Harry Nurse is "Gou Lao".

My company, ABS Environmental, hasfor some years been a Zabel customer forour home market in Australia. We have

installed many A300 filters in our ownlocally made polyethylene basins, andhave enjoyed good success. Ourgovernment has field tested Zabel andgiven the A300 full approval. Manyrestaurants and food outlets now rely onZabel to clean up their waste, and satisfyour EPA demands. McDonald's FamilyRestaurants are a Zabel user. In fact,the results of tests carried out in anAustralian McDonald's restaurant haveassisted Zabel in their technical manualresearch studies.

Recently, I had the pleasure of introducingZabel filters to the tiny Pacific Islandcountry of Vanuatu. A particular resorthad been in business there for over twentyyears. In fact, I remember taking a vacationwith my family not long after it openedall those years ago. What a beautiful

place it was then. Clear water and cleanbeaches. A great place to stay.

After all those years of unchecked kitchenfats discharging into the lagoon, the fishand the coral are now dead. The sewagefrom each of the beach huts dischargedinto what could loosely be described asundersized septic tanks, and then straightinto the coral. No wonder it died aftertwenty years of neglect.

Recently, a new owner (who happens tobe an American baseball player) tookover. It is his dream to restore the lagoonto its former pristine condition. This is

where Zabel and ABSEnvironmental will play animportant part to achievethis goal.

Zabel's R&D plays a big part in itsacceptance in Australia and Asia. Casestudies of installations in the United Stateshelp convince a new customer that Zabelreally does know its business, and canhelp them as well.

Zabel holds a good inventory, so dispatchtimes are short and reliable. Shippingdocuments are accurate, saving time.

ABS Environmental has an office in theCity of Suzhou (near Shanghai) as wellas our main works in Sydney, Australia.We manufacture our own range ofpolyethylene pump stations in Australiafitted with submersible grinder sewagepumps.

Our joint venture representatives in Chinaare Clear Environmental who haveinstalled a similar polyethylenerotomoulding plant recently in Suzhou.The basins made in Suzhou will housethe A300 filter as a compact grease arrestor.The Chinese Government is presentlystudying the A300 filter, and is expectedto soon authorize it to be fitted in everyrestaurant. That should see a large number

of containers filled with Zabel filterstravelling from Kentucky to China in asteady stream.

The coming years will see a real demandfor Zabel in markets throughout Asia.Huge populations and unchecked pastpollution ensure a growing need for Zabelproducts. I am happy to be part of theZabel (Asia Pacific) Zone.

By the way, the Chinese meaning of GouLao is 'tough exterior, but really good onthe inside'; however, the literal translationis not so flattering- the nearest thing toit is actually a fried dumpling.

several vendors againsteach other at the same time to lower theprice. In other words, it is easy to beused during the dance if you are notcareful. Think of all the proposals youhave put together that the customer onlyused to either lower prices or to improveservice from current vendors.

There is a term for this phenomenon--it is called unpaid consulting. One of thefirst rules a professional salesperson shouldlearn is to never give your information,prices or proposals without someunderstanding and clear contract of whatthe customer plans on doing with yourinformation. Once you have given aproposal without clear agreements andcommitments you have just spilled yourcandy in the lobby!

You must have a system that gets you onan even keel with your prospect's system.I have been training and coachingsalespeople for over 20 years and I havenever found a stronger selling system tohelp avoid free consulting. Here, in its

simplest form, is the seven-step SandlerSelling SystemTM:

• You must establish and maintain strongrapport with your prospect. Get yourcustomer comfortable telling you thetruth.

• You must establish an up-front contractwith your prospect. Get a clear agreementof what is going to happen next betweenyou and your customer.

• You must uncover your prospect's 'pain'.No PAIN, No Sale! Businesses usuallychange vendors or buy products to solveproblems.

• You must get all the money issues outon the table early on.

• You must find out what decision-making process your prospect goesthrough- in detail- before giving a proposalor price.

Once you have a comfortable honestdialogue and clear agreements then youcan move to:

• Presenting a solution that will get ridof your prospect's pain. Forget the featuresand benefits and show how you havecustomized a fix for your client's problems.

You must post-sell your customer toeliminate back outs and buyer's remorse.

Whether you need one call or one yearto 'close' a new client, these seven stepswork (if executed properly - and properexecution takes time to master). Thenext time you start the dance, see if youtake the lead by following these systematicsteps and remember: Don't Spill YourCandy in the Lobby.

conventionalw a s t e w a t e rsystems. To applya l t e r n a t i v ewastewater solutions based on siteconditions, designers, installers and sanitariansneed training on the available technologies foreffective wastewater treatment.

With the support of the WV Bureau of PublicHealth, the WV Sewage Advisory Board andindustry representatives, the National OnsiteDemonstration III (NODP) project set up a trainingfield site and developed an updated training programfor West Virginia. It is designed to provide hands-on experience with various alternative wastewatertreatment technologies suitable for a variety ofgeological, soil and climatic conditions.

Representatives of the WV Bureau of Public Healthand NODP staff identified two key priorities:

Class II Sewage System Designer/Installer Curriculum andTraining Materials

Class II sewage systems, often referred to as alternative orexperimental systems, are onsite wastewater systemsapproved by the state of West Virginia for use when aconventional septic tank and gravity drainfield system(Class I) would not be expected to function well. Forexample, high water tables, shallow depth to bedrock,steep slopes, or inappropriate soils types or textures mightlimit or prohibit the use of a Class I system thus makingthe Class II system essential. In fact, the need to installClass II systems is expected to increase as fewer sitessuitable for Class I systems remain in West Virginia.

Aware of this situation, Class I installers are interested inbeing certified as Class II installers to expand their businessopportunities and offer customers more viable solutionsfor wastewater treatment problems. However, many ClassI installers are unfamiliar with the technologies and designsfor Class II systems, and can be unfamiliar with the generalconcepts of how soil actually treats wastewater. The ClassII course was designed to educate installers on the designoptions available for installation on sites where a ClassII system is required and to provide them the fundamentalconcepts for wastewater treatment.

Before the WVOTC offered this course, West Virginia'scounty sanitarians took a major role in "designing" ClassII systems for Class II installers and often provided significantassistance with alternative onsite wastewater system design.As widespread use of Class II systems increases, sanitarianscannot provide the level of support previously available.In addition, sanitarians cannot help with the design, sincethey are also responsible for reviewing the final designprepared by the Class II Designer/Installer. TrainingDesigners/Installers to effectively design alternative systemswill reduce their dependence on sanitarians for systemsdesign.

Curriculum Development

After reviewing materials from various onsite trainingprograms across the country, NODP and WV BPH staffbased the training materials partly on the University ofMinnesota Extension Service Onsite Wastewater trainingmaterials, and on Northwest Onsite Wastewater TrainingCenter training materials. In addition, instructors for theprogram provided materials for various segments of thecourse.

Can a Zabel GDS-Z200-D Flow Director be used to divide the raw sewageflow from a residence to two different waste treatment systems?

The Flow Director can be used to direct the flow to different systems. However,the Flow Director or Flow Divider should not be used to move raw sewage.The solids in the waste stream can cause the product to clog. If you are movingwaste from a septic tank or advanced treatment system, the waste stream isalmost entirely liquid. This is what the Flow Director is designed for. Thewaste can be easily directed, using the Flow Director, to separate disposalsystems.

Can a PDS-DV-4-4, four-zonePressure Distribution Valve, beused to distribute effluent to athree zone system?

The four-zone valve is designed to distribute to a four-zone system only. Ifa three-zone system is designed, the cam inside the four-zone valve mustbe replaced with a three-zone cam. This is easily done by removing thetwo screws on top and replacing the cam. However, the best way to handlethis is to avoid the problem altogether and use the PDS-DV-4-3, three zonePressure Distribution Valve, to meet the design needs of a three-zone system.

What is the flow rate through the Zabel Filters?

The filter itself does not restrict the flow rate through any of our filters.The screen of the A1800 series and the plates of the A100/A300 series donot impede the flow out of a tank. The only determining factor with respectto flow is the size of the outlet pipe. The smaller the outlet pipe, the morerestricted the flow. Most outlet pipes on tanks are 4 inches. The flow throughthis pipe is the flow rate through the filter.

Why do advanced treatment systems often get reductions in the amount of disposal field required and conventionaltechnologies, such as gravel filled ditches, do not?

In a conventional system, anaerobically treated effluent, usually from a septic tank, is dispersed in the system wherethe soil is expected to provide final polishing and treatment of the waste stream. Here, the suspended solids and BODload are acted upon by the bacteria in the soil, and these natural processes clean up the wastewater so it can bereintroduced into the ground water supply. While this process is quite efficient and produces good results, it is dependentupon having enough "good" soil available to carry out this process. In areas where "good" soil is limited, or materialsfor conventional technologies are hard to come by, advanced treatment systems, like our Aerocell and Aerodiffuser,clean up the effluent through aerobic processes so that the soil does not have to work as hard. Most regulatory agencieshave accepted the fact that the lowering of the TSS and BOD make a system more likely to operate properly, even inmarginal situations. This is why these systems get the reductions in disposal field that can range from 20% to over50%.

In November Bill Rawlins and Mark Marsh ofMarsh & Moore took Mark’s AISI Marchette to ameeting with Coast Pump Water TechnologiesCo. in Venice, Florida. A nine hour drive onlytook these guys an hour.

Mark has flown since 1978 andholds a singe engine muilti and

glider rating. He is presentlyworking on his sea plane rating.

He flew aerobatic competition andair shows up to 1985 and was

ranked 14th in the United Statesat one time.

The Marchette is an Italian military jet trainerused in third world countries. Mark says theMarchette if full aerobatic stressed to 6g'sPositive and 4G's negative. The top speedis 230 knots with a cruise speed of 185 Knots.

What do you have when you mix education requirements,the desire to help someone in need, and new technology?Another Helping Hands project! The most recentHelping Hands project, sponsored by Zabel took placeon October 26th in Centre, Alabama. Zabel's state-of-the-art AeroCellTM Advanced Treatment System wasinstalled at the home of Ms. Mattie Shooks.

Zabel became aware of the need for the project whenMr. Wade BoBo from the Cherokee County HealthDepartment mentioned the situation in passing. Whenthe call went out from Mr. Kenneth Dodd, a localcontractor, the response was unbelievable. Every needwas met- all materials, equipment and even lunch weredonated.

During this successful project, the participating contractorsnot only helpedsomeone in need butwere also awardedCEU's and were ableto become certified inthe new AeroCellAdvanced TreatmentSystem.

Thanks to each andevery one of you whohelped make thisproblem a thing of thepast for Ms. Shooks.It is the continuedsupport of caringindividuals that makeZabel's Helping Handsprojects a big success.

Can you spot the onsite systemproviding treatment to thewastewater from 16 houses? Couldit be that gorgeous fishing pond rightin their backyards? Here is a tip,unless your fishing for "brown trout"I wouldn't go fishing in that pond!

This subdivision was my first real exposure to a cluster systemutilizing centralized treatment and disposal for multipleresidences. I encountered it during a trip to Graves County,KY to assist the local environmentalist, Noel Coplen. Noeland I were looking at some of his problem sites when he tookme to see one of their success stories. The system had beeninstalled for about 5 years and had been providing a reliableform of wastewater treatment for this development. Theresidents and developer were completely satisfied with theresults.

This particular cluster system consisted of individual primaryseptic tanks installed at each residence with gravity flow toa central lift station. The lift station thenmoved the effluent up to a central lagooninstalled in the middle of the development.Overflow from the lagoon was disposedof through a single drain field systemlocated along the subdivision road. Otherthan the chain link fence surrounding thelagoon you would never know this "fishingpond" was actually treating thousands ofgallons of wastewater everyday. TheHomeowners Association had even takenup a collection to install a fountain in thecenter of the lagoon, to add to its eye appeal. Little did theyknow they were actually aiding the treatment capacity of thelagoon by incorporating a source of aeration.

Cluster systems come in many shapes, sizes and configurations.They can be an ideal solution for difficult sites with limitedroom or poor soils. They provide solutions to developers,homeowners and regulators who are looking for efficient, costeffective methods to treat wastewater. Some may be as simpleas the subdivision Noel and I visited or complex with individualAdvanced Treatment Systems located at each residence andwith disposal occurring through a centralized drip irrigationfield. Whatever the design or configuration, ZABEL can bepart of the solution.
