During a Crime Watching meeting held in May 2010, Officer Hutsen provided insightful tips for becoming more diligent in DETERING crime in our community. Since the holiday season is around the corner, the list includes simple reminders towards minimizing our exposure to crime.

1. Don’t keep Garage door openers in the car, take them in the house with you; a garage door opener makes it easier for someone to enter your garage or house to remove personal property.2. Keep all shrubs and plants at a level low enough that passing by officers or other residents can see if someone is lurking in those bushes! When on vacation, let your neighbor(s) know so they can keep an eye out for suspicious activity.10. When on vacation, keep yards mowed and trimmed, burglars spend a lot of time in a neighborhood looking for their next targets. Overgrown yards are a sure sign no one’s home.11. Know your neighbors and neighborhood, call in any suspicious activity, attend the crime watch meetings.

TExAS PARKING LAwWe have received numerous complaints regarding vehicles, trailers and other items parked on the streets. As neighbors we must adhere to state law as follows:

• Vehicles parked on street must show valid current registration & inspection• 30 feet from stop sign• 20 feet from cross walk• 18” from curb – parallel to curb, turned toward curb, car locked• WITH the traffic direction• No more than 48 hours on a public street – sticker after 48 hours/tow after additional 48 hours• No parking on the sidewalks (except where sidewalk crosses driveway)• 15 feet from fire hydrant• Cannot obstruct another’s driveway

Let’s be mindful to not park in front of a fellow neighbor’s home and mailbox. If you own a boat, trailer and other vehicles our streets should not be treated as an extension of your driveway. We encourage you to not keep such vehicles parked on our public streets for extended periods. Some residential streets become more like an obstacle course and creating blind spots while driving through the neighborhood. More importantly, parking on some residential streets can make it more difficult for emergency vehicles to service our area.

ANNUAL ASSESSMENTS!!It’s almost that time of year again. Here is the schedule for the collection of the Association’s Assessments: November 30th: Initial invoices are mailed out by the end of November. Please make sure the management company has your correct mailing address. January 1st: The Assessment is due on January 1st every year.January 31st: Unpaid Assessments become delinquent.February 1st: Late fees and interest begin and Late Notices are mailed out for all delinquent accounts.March 1st: A Warning Letter is mailed out on all delinquent accounts.April 1st: A Final Notice is mailed (via certified mail) on all delinquent accounts. There is a $35 charge to the delinquent account at this time.May 1st: If payment still has not been received or a payment plan has not been entered, delinquent accounts are sent to the Attorney at this time. The Attorney can file a lien and all legal fees will be billed back to the delinquent account. PAyMENT OPTIONS:If you are unable to make payment in full, please contact KPM Management so that you can make payment arrangements. you will still pay interest on the unpaid balance, but you will not be sent to the attorney. Statements will be mailed the first of every month for accounts making payments.

Quite a few homeowners have started making monthly payments ahead of time, so that when the assessment becomes due they are already paid. METHODS Of PAyMENT:CHECK OR MONEy ORDER: Cash is not accepted. Please make payment with check or money order made payable to your community. ONLINE: you can now make payments online using Visa, MasterCard, Discover or with a checking account. There is a service fee of $14.95 for one time payments or $2 per transaction if you set up recurring payments. Go to www.KPMCommunities.com.

HARRIS COUNTY LEASH LAwAnimals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

Restraint is defined as “the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question

2. When it is within a fully enclosed vehicle3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. RESIDENTIAL ADDRESSA number of our residential homes need to ensure the address clearly visible and not obstructed by plants or other items. If you or someone in your home requires emergency attention, the lack of a visible address may result in delayed assistance. Reflective numbering on the curb nearest the driveway is considered the most effective. Many of the newer homes have the address located on the homes under an external light. If this is the case, it’s critical to ensure the address is not obstructed by plants.

THE STANDING RULES FOR RAINTREE VILLAGE HOA BOARD MEETINGS

The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting.

There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted.

Board Meeting will begin with the open session at 7:00 PM until 7:15 PM when that time slot has been filled, members must wait until the next month’s meeting to be placed on the agenda.

Any Member wishing to address the Board shall speak no more than two (2) minutes.3. YARD OF THE MONTH The yard of the Month Committee (yOMC) has been established to recognize neighbors who demonstrate above-average efforts in maintaining their property, thereby contributing to the overall appearance of the community at large. Our community is subdivided into four sections to recognize more residents for their efforts. On a monthly basis the yOMC will chose four (4) lawns that best demonstrate the qualities as referenced under the “Judging Criteria” section below.

Winners of the yard of the Month are provided a decorative yard sign for display as well as a posting on our community website. Please join the committee in congratulating our winners in the Raintree Village yard of the Month Award.

Again, we encourage all neighbors to get in the spirit of maintaining a beautiful community. Residents may nominate a home for yard of the Month and send comments to the Committee Chairperson, Walonda Hollins at [email protected].

YARD OF THE MONTH juDgiNg guiDELiNESContest Guidelines• Contest period will run from April to December whereby the creativity for holiday decorations will be covered.• All current Raintree Village properties are automatically eligible except members of the HOA board and NBC.• Yard of the Month winners must be current with their Association dues.• One (1) winner from each section will be awarded.• Winners will be selected each month between April-December.• Winners may be disqualified if their property is in violation of any HOA covenants or ACC regulations.• Judging will be done by the Neighborhood Beautification Committee. Award winners are selected based on the judging criteria listed below; decisions are final. • Yards are selected no later than the 10th of each month. • The same property cannot receive Yard of the Month more than twice during the contest period.• Key criteria include manicured yard, beautification, originality, and creativity. The upkeep of the yard can reflect the efforts of the residents themselves or that of a professional landscaper or groundskeeper.• While an individual’s home is being recognized as a Raintree Village “yard of the Month” they are expected to maintain their yard in the same manner that allowed them to win the title.• In the event the homeowner who is chosen to have Yard of the Month does not wish to participate, they must contact the committee chair as soon as possible. The committee will choose another yard.• Homeowners can only keep the award sign in their yard for the month they were awarded.• Award winners are selected based on the recommended judging criteria listed below. All decisions are final.

Judging Criteria Raintree Village yard of the Month candidates are judged solely on the total exterior appearance of their property and front/side yards as viewed from the street. General upkeep of the yard and property is paramount. factors include the overall appearance, tidiness, and neatness of the front of the property as evidenced by pruned, trimmed, and shaped foliage, edged and defined lawns, borders & flowerbeds, and a visually appealing facade.Lawn: Healthy grass with no large bare spots or excessive weeds is necessary. Grass shall be mowed, edged and grass around foundations and fences shall be trimmed. Debris (garbage, pet feces, etc.) shall be picked up and removed. The lawn should have a unified, simple and balanced landscape design. It should be neat and natural.Landscape and flower Beds: Beds weeded and edged. flowers

deadheaded and dead plants removed. Trees and shrubs pruned. Natural areas cleaned. Plantings should be in scale with the surroundings.Walkways and Driveways: Walkways and Driveways shall be clean, including trash containers removed from view. In addition, the area in front of the curb should be free from debris and dirt.Aesthetics: The overall look of landscaping color and textures should be in harmony with the community. Consideration may be given to attractive art pieces, potted plants, birdhouses, etc; but natural landscape will be the primary focus. Summary Note: While lack of strict adherence to the criteria above does not necessarily result in a disqualification, these principles offer general guidelines that are recognized by the Neighborhood Beautification committee. NBC realizes not everyone has a ‘green thumb’; therefore, a homeowner may still win yard of the Month by making an extensive improvement to the curb appeal of their home.

TRASH PICKUP SERVICESRoyal Waste Management encourages residents to call in complaints regarding trash pickup. The crews are participating in a competition whereby the best crew receives a cash bonus at yearend. All complaints are taken seriously and posted internally for all crews to view. Additionally, the crew suffers deductions for each complaint.

If you have a complaint regarding the trash service, contact Charles Gregory (Operations Manager) at 713-526-1536.

Let’s be mindful that as residents, we must do our part by placing waste in trash bags. If you can’t lift the bag or trash receptacle it’s too full. you should consider breaking up your trash into more bags. We encourage you to remove all trash receptacles from curbside before you retire in the evenings. Additionally, the crew cannot pickup paint and other hazardous materials. you must take such items either to a Harris County or City of Houston hazardous waste dumpsite.

STREETLIGHTSWe want all of our streetlights to work. A lighted area is a safer area. If a streetlight is out in your area, please go to www.centerpointenergy.com and report it. Once on the website, click on “electricity” then” residential.” On the left side, you should click on “report a streetlight outage” to enter the required information. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number, closest street address, contact information, an email address and the number of street lights you would like to report.

GARDENING TIPS FOR DECEMBER• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom.

• Take tulips out of cold storage and plant late this month.

• Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure.

• Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again.

• Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch.

• Water plants well before a freeze; dry roots are easily damaged.

• Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

Keys news • Keys MentoringOne mentor, one student, one hour per week. KEyS brings adult role models into Katy ISD schools to motivate, encourage and inspire students on the brink of success. Mentors meet with their student on campus at a pre-designated time each week. As mentor and student build their relationship, they decide together how to spend their mentoring time. Whether spent playing games, reading or just talking, that one hour a week makes a tremendous difference in the life of a child.

kiSD RECEivES TOP RATiNg iN SCHOOLS FiRST FiNANCiAL ACCOuNTAbiLiTY RATiNg SYSTEM

Katy ISD has earned a rating of Superior Achievement under the financial Integrity Rating System of Texas (fIRST) for the 2009-2010 fiscal year. Katy ISD has received this top rating for each of the nine years that Texas districts have been rated through Schools fIRST.

Schools fIRST is a statewide rating system created to ensure that school districts are held accountable for the quality of their financial management practices, while achieving improved performance in the management of their financial resources. The Schools FIRST accountability rating system assigns one of four ratings, with the highest being Superior Achievement, followed by Above Standard Achievement, Standard Achievement and Substandard Achievement. Approximately 784 out of the 1,029 school districts in Texas received the Superior Achievement rating this year.

Katy ISD also recently announced that it has been named a five-Start District in the Texas Comptroller’s financial Allocation Study for Texas (FAST) – one of only 23 districts in Texas to receive this rank for two consecutive years.
