WORK COMPLETED

Extent of Contamination Study (ECS1 Work Plan

EH received laboratory results for soil samples collected from the ponds during pond removal.The laboratory results confirmed the results of the TPH screening, that concentrations of TPHin the soil beneath the ponds is less than 100 ppm. These results will be included in the Extentof Contamination Study. A copy of these results is included as an attachment

On Friday, November 12, 1993, ETI gauged all of the monitoring wells at Potomac Yard andevaluated their condition. This information was used to determine if the wells to fill in data gapsin area A-l are properly located. This information was also used to determine whether the wellsin the Yard Tails and Potomac Greens areas are in locations that will be useful in performingthe assessment as presented in the addendum to the ECS Work Plan.

Meetings

No meetings took place during the reporting period.

Free Product Recovery

RF&P continues to review ETT*s plan for more aggressive free product recovery in the CentralOperations Area.

gite Maintenance

Hand bailing of well MW-25 resumed during the reporting period, as this well is outside theCentral Operations Area and will not be addressed by the free product recovery test plan underreview by RF&P. Hand bailing of Central Operation Area wells remains on hold pending adecision on the proposed recovery test plan and on disposal of product which contains lowconcentrations (< 15 ppm) of PCB's.

DATA ANTICIPATED AND ACTIVITIES SCHEDULED

Extent of Contamination Study fECSl Work Plan

The ECS Work Plan will be submitted to EPA, upon approval by RF&P and upon approval ofthe proposed modification to the existing Consent Order.

The Free Product Recovery system proposed by ETI should be implemented by early December,pending approval of RF&P.

Pond Removal

Until the seeding of the ponds and other areas has taken hold, ETI will continue to monitordischarge and erosion and sediment control measures in place at the ponds (ie. check dams, siltfencing, etc) to determine if additional action is necessary.

A letter will be sent to Virginia Department of Environmental Quality during the week ofNovember 29, 1993 confirming the closure of the oil/water separator ponds.

Site Maintenance

On November 23, 1993, ETI will perform several tasks relative to site maintenance includingrepair of the silt fence surrounding the soil stockpile, repair of the safety fence around the oilcylinder, and organizing drummed material at the site.

PROBLEMS ENCOUNTERED OR ANTICIPATED

The effects of erosion and a sheen were noticed at the area once occupied by the middle pond.The sheen is believed to be the result of bacteria and not from petroleum.

ETI continues to be unable to find wells MW-23, MW-40, and MW-41, which have beencovered over with gravel due to downsizing traffic. Well lids are also being broken by vehicletraffic.

PREVENTIVE OR MTTTGATIVE ACTIONS

ETI visited the site on Thursday, November 18, 1993 to investigate the status of the middlepond. To confirm the nature of the sheen, a water and soil sampled were collected and analyzedfor TPH. Since seeding has not yet taken hold, steps will be taken to reduce the erosion bycreating a preferential flow path with gravel.

ETI is exploring ways to adapt the well covers to withstand traffic and ensure that they can belocated.

None in this reporting period. Approval of the proposed modification to the existing ConsentOrder is expected by the end of November.
