AGENDA ITEM NOJ

1.1. Consideration & approval of 12 number of design projects as recommended by PAP(project assessment panel) from the unspent balance of Rs. 1.84 Crore (appx.) currentlyavailable with IISCBangalore as per old guidelines of Upscaled Design Clinic scheme. In thezs'' meeting of PMACof design clinic scheme, IISCwas allowed to carry the unspent balancewith them of Rs.3.2949242 crores till 31/03/2018.

Sub Committee decision - IISCproposed 4 more nos. of Design Projects in addition to 12Projects for approval from Sub Committee. Sub committee approved all the 16 DesignProjects presented and allowed to carry forward the unspent balance of Rs.1.84crore(appx.) to the current financial year till 31.3.2020 as per old guidelines of up scaledDesign Clinic scheme and advised IISc to utilize all the funds in this FY2019-20 and submitthe Utilization Certificate in this regard. List of 16 Design Projects approved is enclosed asAnnexure B.

1.2 Extension of MoU - IISc requested for renewal! extension of the MoU between % DC(MSME), New Delhi till 31.3.2021. Initially the MoU was signed on 6.7.2012 which wassubsequently extended upto 31.3.2020 by zs" meeting of PMAC(24.7.2018).Sub Committee decision - The sub- committee recommended for approval the extension ofMoU between % DCMSME and IISc,Bangalore upto 31.3.2021.

1.3 Issue of Interest earned on Unspent balance by IISc - Sh. Devki Nandan, US(IFW)enquired IISc that whether they have earned any interest on unspent balance. In thisregard Sh. Prabhakar from IISc informed that he has no information on this and will informthe Committee after checking from their Accounts Department.Sub Committee decision - In this regard IIScwas advised that they have to take permissionof % DCMSME regarding utilisation of the interest earned on the unspent balance if anybefore carrying it forward or its utilisation.

1.4. Issue of Operating expenses of 15% to IISc, Bangalore-

Sub Committee decision - Committee opined that the operating expenseswill not exceedthe over all 15% ceiling.

NID has requested for Rs.1,33,OS,824in rio 26 Design Projects approved in the zs" meetingof PMAC

Sub Committee decision - To sort out the issue of recovery of excess expenditure made byNID during implementation of Phase-1 & Phase-2 of Design Clinic scheme, the matter wasdiscussed in the meeting. NID made a detailed presentation for the activities carried outunder DesignClinic scheme since inception. In this regard committee advised NID to preparea detailed PPTon the expenditure made by NID under various activities of Design Clinicscheme for the next meeting, Date and time of the next meeting will be communicated toNID in due course oftime.

AGENDA NO.3NID was requested to send details of the empanelment procedure followed by them andalso send the list of empanelled Consultants/ Designers and Eol documents to this office.

AGENDA NO.4PPDCAgra was advised to submit detailed proposal for national level publicity campaignsoon after discussion with DAVP.

There being no other agenda item, meeting ended with votes of thanks to the Chair.
