    Dear Exhibitors,

    On behalf of the Region 12 Show Commission, I would like to welcome you to the 37th Annual Region 12 Championship Showand the beautiful Georgia National Fairgrounds and Agricenter. After the 2013 show, we have continued to strive to make this yearshow better than ever! Below are some changes for the 2014 show and we hope you are just as excited about them as we are!

    1. The Region 12 Show Commission made the decision to add a second Dressage judge and to expand theclass schedule to include a Wednesday evening session.

    2. Arabian Global Group will expand their coverage to include the Sport Horse arena.3. The Region 12 Spotlight Program will have a projected payout of over $163,000!

    This year, the Region 12 Spotlight Program is excited to be hosting our first Spotlight Stallion Row. Stallion Row and the Spolight Programs home base will be located in the Beef and Dairy Arena. You are welcome to come and learn about the program a nd thexciting Spotlight Stallions. We will be hosting a silent auction leading up to the live auction. Stallion Row presentations and party wstart at 6 pm Thursday. The Live Auction, hosted in the main arena, will follow the Stallion Row Event. Everyone is welcome to com

    Being a part of the 2014 Region 12 Championship Show Commission has once again been a wonderful experience for me. TheShow Commission is made up of some extremely knowledgeable volunteers who come together with a vast array of horse show experi-ence and work very hard to make Region 12 such a wonderful show!     REGION 12 GENERAL RULES & REGULATIONS1. Life, senior active and junior active members shall be eligible to participatein all classes at Regular Competitions, Eventing Competitions at the Prelimi-nary Level or above and Combined Driving Competitions at the AdvancedLevel, Dressage, Reining and Vaulting Competitions and Endurance Rides. Anonmember may participate as a handler, rider, driver, owner, lessee, agent,coach or trainer at Regular Competitions, Eventing Competitions, DressageCompetitions, Reining Competitions and Combined Driving Competitionsupon payment of a $30 Show Pass fee. Participants in the following classes areexempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3)games and races; 4) classes for 4-H members; 5) walk trot and academy classes

    (academy classes are classes limited to horses used regularly in a lesson pro-gram); 6) USDF introductory level tests, pas de deux and quadrille classes; 7)NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens ofother nations who have proof, in English, of current membership in good stand-ing of their own National Federation, 10) USEA beginner novice division; and11) assistant handlers in Dressage Sport Horse Breeding classes.

    2. USEF FEES: Every horse in this competition shall pay $8 for Drugs &Medication and $8 for USEF.

    3. USEF RULES: Every class offered herein, is covered by the rules andspecifications of the current USEF Rule Book and will be conducted & judgedin accordance therewith. See USEF Rule AR for Arabian Horse rules, classdescriptions & judging specifications. Changes in USEF rules will automati-cally become a part of this Prize List. Show Committee reserves right to makesuch changes in procedure, personnel, rules & regulations as deemed by themto be in the best interest of the show. USEF considers Regional Show, Hunter/Jumper and Dressage classes to be inclusive as a single show.

    4. ADMISSION to ARENA: No person permitted in arena during classesexcept judges, assistants, and exhibitors in class & show photographer. Headersnot permitted in arena until summoned by order of Judge. Arena FOOTING isClay/Sand/Sawdust mixture. O/S is rock dust. Ring dimension are 130 x 200and 120 x 240.

    5. AGE OF HORSE:Horses, except in Yearling Sweepstakes classes, must be2 years of age to enter Mare and Stallion Championship Breeding Classes.Geldings must be 1 year old to enter In Hand Championship Classes. For com-

    petition purposes any horse is considered to be 1 year old on the first day ofJanuary following the actual day of foaling.

    6. AHA MEMBERSHIP STATEMENT: Each competitor (this includes atleast one recorded owner and all trainers, drivers, riders, halter handlers,coaches and the person(s) signing the entry blank) in an Arabian Horse Asso-ciation recognized Arabian Division, at the time of entry into a competition,

    must submit a copy of a valid AHA membership/competition card, join AHAor pay an AHA Single Event Membership fee per competitor. When an agentsigns for the owner at an AHA recognized competition, both the owner andagent must be members of AHA or pay the AHA Single Event Membership.Single Event Membership is not acceptable at AHA Regional or National com-

    petitions. Exhibitors in Walk-Trot classes are exempt from AHA membershiprequirement at qualifying competitions, but must have an AHA membershipwith competition card at AHA Regional and National competitions. Exhibitorsin Lead Line classes or parent/guardians signing for minors are exempt fromAHA membership requirements. (BOD 5/12)

    7. AOTR/AOTD/JOTR/AAOTR/AATR CLASSES: All riders 18 years orolder in amateur owner classes must have in their possession amateur certifica-tion issued by USEF or make application for such certification at least one hour

    prior to showing in these classes. Applications may be secured from the ShowSecretary. Leased horses may not be shown by Lessee in amateur ownerclasses, unless Lessee and Lessor are members of the same family. Combined

    ownership is allowed in amateur owner classes only if all owners are membersof the same family. See USEF GR 122 for definition of family. USEF FarmRegistration Certificate must accompany entries made in farm name that will

    be shown in Amateur Owner classes. Horses entered in amateur owner andJOTR classes must be registered in the name of exhibitor or a member of ex-hibitors family. The sale of a horse does not eliminate this registration require-ment (contracts of sale or bill of sale will not be accepted) USEF AR 101.2.

    8. ARRIVAL TIME: Stalls available 8:00 AM on Saturday, May 3.Assignment charts will be at the Security Station showing barn & stall num-

    bers. Do not stall a horse unless stall has been assigned. Early arrival is dis-couraged, but if necessary, you may make arrangements with the barn managerto arrive on Friday, May 2, at a fee of $25.00 per day, per stall used for any

    purpose, including: tack, feed, dressing room, sitting area, etc. Exhibitorsarriving prior to 8:00 a.m. on Saturday, May 3rd, will be charged a fee of $25

    per day, per stall used for any purpose.

    9. ATTIRE:Riders & handlers must be dressed appropriately. Show Committee may bar any entry or person from entering the ring if not suitably attired toappear before an audience. Headers in driving classes must be properly attired. Awhite smock is usual.

    10. AWARDS:Top five awards will be made regardless of the number of entries in a class. However, only awards made to the top 50% of the class (roundeup and not to exceed 5 awards) will receive Breeders Sweepstakes payout pointsAHA horse achievement awards, high point horse achievement award, hig

    point achievement award and distance award points. All awards not claimed b

    the close of the awards room on the last day of classes, will be forfeited. Awardwill not be mailed to exhibitors after the event.

    11. CALL FOR CLASSES:Classes will be called promptly. There will be calls for classes whenever possible. The first two calls will be made at reasonable intervals. The third & final call will be made while ribbons are beinawarded in preceding class. Exception: First class of each session should be athe gate at the scheduled time for commencement of the session. In classewhere horses compete collectively, two minutes will be allowed after first horsin class enters ring, after which time the gate will be closed. Exhibitors are requested to come to warm-up ring 15 minutes prior to class. However, it may

    become necessary to limit horses & number of attendants in warm-up ring tthose showing in next class.

    12. CAMPERS/RV HOOKUPS: Available only through the Fairgrounds. CaFairground Security: 478.987.3247

    13. CROSS ENTRIES: Cross entries at these shows are prohibited between thCountry English Pleasure classes and the English Pleasure and Pleasure Drivinclasses at the same show.

    14. CRUELTY TO OR THE ABUSE OF A HORSEBY ANY PERSON ATHESE RECOGNIZED SHOWS ARE FORBIDDEN. Excessive use of a whion any horse in a stall, runway, schooling area, show ring or elsewhere on thshow grounds, before or during a show, by any person, constitutes a violationand renders the offender subject to penalty.

    15. DEPARTURE TIME: All horses and equipment must be clear of the Fairgrounds by Monday, May 12.

    16. DISCIPLINE: Exhibitors are hereby notified that the AHA Board of Directors will strictly enforce and actively support all AHA, USEF and/or CEF ruleregarding sportsmanship, conduct & courtesy at all AHA Recognized shows anevents.     prejudicial to its best interests. Any AHA and/or USEF violations committewill be subject to the AHA, USEF and/or CEF penalties.

    17. DISPUTES: Disputes, if any, over Regional Classes which cannot be settled by the Region 12 Show Committee shall be referred to the AHA Nationaand Regional Classes Committee.

    18. DISQUALIFICATIONS: All horses doctored in any way, artificially, improperly or unfairly prepared or tampered with before coming into the showarena will be disqualified, if it is ascertained that any exhibitor has made, ocaused to be made, a false statement in regard to any animal or article exhibitedor if any exhibitor shall attempt to interfere with the Judges in the performancof their duties, he/she shall be excluded from competing or exhibiting. In thcase of any animal being disqualified, the winner of the next succeeding prize iclass shall take the prize that has been awarded to such disqualified animal & th

    alternate for that class shall move up to a placing.19. DIVISION OF CLASSES: Show management reserves the right to splany class which they or the Judge may determine has too many entries for alhorses to be properly or safely shown in the ring at the same time. Effort will bmade to announce the decision in sufficient time in advance of the class. Splclasses will be Even/Odd by exhibitor numbers (even numbers in Section A anodd numbers in Section B), unless the split ends up with uneven entries, at whichtime random exhibitors will be moved to balance the classes. Class splits will b

    posted at the Show Office. Consideration will be given, if possible, to exhibtors prompt requests for changes in section assignment. Requests for sectioncan be made at the time entries are made. The decision of Show Management ifinal as they have a requirement to divide the class as evenly as possible. ShowManagement will make the determination if the divisions will be judged as two

    separate classes, or if selected numbers from each division will be required forfinal class placing. Scheduled classes not needing to be split will become thefinal class and will be held during the Finals time slot. Youth and amateurclasses will split after 20 entries. Open classes will split after 25 entries.

    20. DOGS/ANIMALS LEASH REQUIREMENTS: Perry Animal Controlwill be on grounds during the duration of the show. All pets are required toremain on a leash in all common areas and in the barns. Georgia State Lawrequires all dogs on grounds to have their shot records with them. For all dogscaught running loose, the fine is $115.00. If they do not have their shot recordswith them, there will be an additional fine of $115.00. If the dog is taken backto the shelter, the cost to get the dog back if left overnight is $26.00 plus$10.00 for each night it is boarded. Owners must be able to show proof the dog

    has received its rabies shot.21. ELIGIBILITY: To be eligible in regional classes, horse or equitationrider (except AHA Yearling Sweepstakes Classes) must qualify in accordancewith Regional Show Rules as set forth in the Current AHA Handbook. It is theresponsibility of the person(s) signing the entry form to verify that the horseand/or rider being entered and competing is eligible.

    22. ENTRIES: Pre-entries close March 25, 2014. Entries postmarked afterMarch 25th or received after March 29th but received before the show startswill be charged a $50 per horse post entry fee. EXCEPTION: Entries quali-fying for the FIRST TIME after March 25th do NOT pay the post entryfee as long as entry is made before the official starting time of the show.Entries postmarked March 25th and received by March 29th, will be listed inthe show program. Do not mail entries to the Show Secretary after April 24,rather bring them to the show. Entries must be accompanied by full payment inorder to be processed. Due to bookkeeping procedures, fees cannot be split

    between exhibitors. Entries must be properly made on the official entry form

    in the name of the legal owner only, giving the legal owners complete address.Any deviation between Registration paper and entry form must have validreason; i.e. contract, lease, bill of sale; copies of which must accompany entries(Except AOTR/JOTR classes refer to Rule #7). Entries postmarked by closingdate will be sent an email acknowledgement. Entries must be signed by theowner/agent, the trainer, and by ALL riders/drivers/handlers. If under age 18,

    parent, guardian or trainer must sign entry blank on minors behalf. Junior(Minor) Exhibitor Consent must also be completed. JUNIORS ARE NOTALLOWED TO SIGN ENTRY FORMS!! Exhibitors are responsible for theirown errors and those of their agents in the preparation of entry blanks. Packets/exhibitor numbers will not be released until all entries are complete.

    23. EQUITATION:All classes shall be conducted in accordance with currentUSEF rules as modified by AHA. Equitation rules are found in the currentAHA Handbook. Formal attire is permitted, but not required, in performanceclasses held after 6:00 p.m.

    24. FARRIER PERMIT: Any Farrier other than the Official Show Farriermust pay a Commercial Vendor Fee of $350 and set up in the designated areafor farriers. Exhibitors are cautioned that the USEF Steward and the judges arethe final authorities on measuring the shoe and/or foot.

    25. FEED - HAY - TACK: Available off grounds at Big Indian Feed &Tack; 309 Kellwood Drive (very close to Fairgrounds), 478-988-1347.

    26. HALTER CLASSES: Order of go will be posted by horses birth date.Horses must enter arena in assigned order at a walk and proceed at a trot afterentering the gate until lined up. Horses to be inspected for signs of abuse bydesignated Steward prior to entrance into ring for judging. Manner of inspec-tion will be at the discretion of Show Management. Purebred Stallions &Mares and Yearling Colts & Fillies will be lined up in the order selected byeach respective judge.

    27. HEALTH REQUIREMENTS: All horses must be accompanied by anegative coggins certificate issued within the past 12 months. Coggins should

    be available for inspection if requested by the Show Vet or management, and aCOPY of same must be included with entries or presented at the show officeupon arrival at the show. All out-of-state horses must have a Vet Certificatedated within 30 days of the show, to be presented to the Show Office uponchecking in. All animals are subject to physical inspection, free of charge, bythe Show Vet as a safeguard against communicable equine disease. All horsesmust be serviceably sound, except in Jumper and equitation Divisions. In thecase of suspected unsoundness, the Judge may, if so desired, have the animalexamined by the Show Vet, and the Show Vets decision shall be final. Noexhibitor may use another veterinarians statement to contradict the decision ofthe Judge or Show Veterinarian. The name and phone number of the Show Vetwill be posted at the Show Office.

    28. IDENTIFICATION NUMBERS: Every horse in the show will be as-signed an identification number and this number must be worn by exhibitorswhen the horse is being shown. Any exhibitor using a wrong number or havingno number may be excused or disqualified at the Judges discretion.

    29. INDEMNITY & NON RESPONSIBILITY CLAUSE: All entries areaccepted with the understanding that Region 12 and the Georgia National Fair-grounds & Agricenter will not be held responsible for any loss, damage orinjury to any horse exhibited or any article of any kind. All horses shall beunder the control and direction of the Show Commission but solely at the riskof the exhibitor, who will be responsible for any loss, damage or injury to any

    person, animal or property occasioned by him, his agents or employees, or byany animal owned or exhibited by him, and shall indemnify Region 12 and theGeorgia National Fairgrounds & Agricenter against any and all loss, damagesand liability thus occasioned, including attorney fees, which may be incurred asa result thereof. Submitting of an entry form to Show Secretary shall constitutean acceptance of each person signing same of the provision herein set forth.

    30. JUDGING SYSTEMS: Dressage, Pleasure Carriage Driving, Hunter/Jumper, Trail and Reining classes will be judged by the single judge system.All other Region 12 classes will be judged by AHA MOS system article 1130described in AHA Handbook. The number one judge will call the gaits in allRegional performance classes. Judges cards will be posted after each session.

    31. JUNIOR EXHIBITORS: Children eligible for Junior Exhibitor classesshall not have reached their 19 thbirthday as of December 1, 2013.

    32. JUNIOR HORSE CLASSES: Jr. horses are five years of age and under.

    33. MOTORIZED VEHICLE STATEMENT: USEF GR1301.7: . Minorswho do not have a valid drivers license which allows them to operate a motor-ized vehicle in the state in which they reside will not be permitted to operate amotorized vehicle of any king, including, but not limited to, golf carts, motor-cycles, scooters, or farm utility vehicles, on the competition grounds of li-censed competitions. Minors who have a valid temporary license may operatethe above described motorized vehicles as long as they are accompanied by an

    adult with a valid drivers license. The parent(s), legal guardian(s), or individ-ual who signs the entry blank as a parent or guardian of a minor operating amotorized vehicle in violation of this rule are solely responsible for any dam-ages, claims, losses or actions resulting from that operation. Violations of thisrule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties mayinclude exclusion of the child, parent(s), guardian(s), and/or trainer(s) from thecompetition grounds for the remainder of the competition and charges beingfiled against any of the above individuals in accordance with Chapter 6.Wheelchairs and other mobility assistance devices for individuals with disabili-ties are exempt from this rule.

    34. OFFICIALS: In the event that due to illness or failure of a Show Officialto attend this show or perform his duties, the Show Commission reserves theright to substitute a Show Official. No one shall approach a Judge with regardto a decision unless they first obtain permission from the Show Steward whomay arrange an appointment with the Judge at a proper time & place.35. PA SYSTEM: Due to unforeseen problems with any mechanical device,the PA system & class calls over that system are considered a courtesy. It is theexhibitors responsibility to have his horse at the gate at the prescribed time.While every effort will be made to maintain a working PA system, no refundwill be made, section changed, or protest upheld on the basis of a PA failure.

    36. POST ENTRIES: Post Entries accepted for all classes except Dressage.Dressage post entries will only be allowed at the discretion of management ifride times are available. Post entries will be charged an addl fee of $50 perhorse for entries postmarked after March 25th and received before the showstarts. (EXCEPTION: Entries qualifying for the FIRST TIME afterMarch 25th do NOT pay the post entry fee). Once the show starts, all en-tries, regardless of when you qualified, will pay a post entry fee of $50 perclass if entered by the following Session-by-Session deadlines, for a total of$115 per class.

    MORNING CLASSES: Entries made by 1 PM, preceding dayAFTERNOON CLASSES: Entries made by 6 PM, preceding day

    EVENING CLASSES: Entries made by 9 AM, same day

    If qualified entries fail to enter by the above session-by-session deadlines,then a courtesy class entry fee of $300 per class will be charged.

    37. PROFESSIONAL SERVICES or consultations performed by Show Vetor Farrier outside the show ring shall be on private fee basis.

    38. QUALIFICATIONS: Any horse or equitation rider qualifying at an AHArecognized Region 12 show, may enter. List qualifications on front of EntryForm. See current AHA Handbook for qualification rules.

    39. REFUNDS: All fees (except Office Fees) cancelled before the March 25deadline will be refunded. Refunds for CLASS ENTRY FEES ONLY will bemade after that date upon presentation to the Show Secretary (delivered,emailed, mailed or faxed) a signed and dated Vets Certificate on the veterinar-ians letterhead, at the time horse is scratched from the class. STALL FEESARE NON-REFUNDABLE ONCE THEY ARE ORDEREDNO REFUNDSMADE AT THE SHOW. All refunds will be made by mail within 30 days ofthe shows ending date. No credit will be given for scratched classes unlessanother class is entered, by the same horse, at the time of the scratch.

    40. REGISTRATION REQUIREMENTS: Horses to be shown in classesdesignated for Purebreds (Arabian) must be registered with the Arabian HorseAssociation, Inc. or the Canadian Arabian Horse Registry; or, if under one year

    of age, be eligible for registry, and registration applied for and must be enteredunder full registered name. Horses to be shown in classes designated for Half-Arabian/Anglo-Arabian (HA/AA) must be registered with the Arabian HorseAssociation, Inc.; or be eligible for registry & registration applied for and must

    be entered under full registered name. NOTE: For competition purposes,ANY horse is considered to be one year old on the first day of January follow-ing the actual date of foaling. Therefore, a Certificate of Registration MUSThave been issued for horses entered in the Sweepstakes Yearling Classes.

    41. RETURNED CHECKS/DECLINED CREDIT CARDS: Exhibitors whofails to settle indebtedness to this show will automatically be barred from tak-ing part whatsoever in any Recognized Show until settlement is made. In addi-tion, $100 will be assessed each time a check is returned unpaid or $50 when acredit card is declined. If management must avail itself of the remedies underthe USEF rules, an additional $100 penalty will be assessed for a total of $200/$150 (maximum). After second time NSF check is received, exhibitor musthave cash or certified bank check. In addition, any horse(s) entered with a

    returned check or declined credit card will be subject to post entry fees, unlessall fees paid by the returned check/declined credit card are paid in full by the

    pre-entry closing date. PREMIUM STALLING WILL NOT BE AS-SIGNED UNLESS FINANCIAL OBLIGATIONS HAVE BEEN MET INFULL.

    42. RIDER/DRIVER CLARIFICATION: Please note that rider/drivers /handler cannot be changed once a class starts. With a sectioned class, class isnot over until the final is run. Therefore, a rider/driver/handler who performs insection A or B must also ride/drive/handle in the final class. Likewise, the samerider/driver/handler cannot perform in both section A & B of the same class ontwo different horses.

    43. SHAVINGS: All shavings must be ordered through the Show Office andwill be delivered on your arrival date. Arrival date must be indicated on yourentry form.

    44. SHOW OFFICE HOURS:

    Saturday, May 3 1:00 - 6:00 pm - Trainer appts. (6 or more owners)and General Check-In.

    Sunday, May 4 8:00 am - 5:00 pm - Trainer appointments5:00 pm - 8:00 pm - General Check-In

    On show days, the office will open one (1) hour before the first session of eachday, and will close nightly at 9 PM or at the beginning of the last class of theday, which ever comes first. The office will close one hour following the lastclass on Saturday. The Show Office will not be open on Sunday after theshow. Any variations in the schedule will be announced and posted on theshow office door. Exhibitors are requested to report to show office as soon as

    possible after arrival to pick up show packets, correct any pending items, ormake entries. Trainers with six or more owners may make an appointment.

    45. SHOW TABS: Any exhibitor wishing to purchase shavings, add classes ormake changes in entries at the show office will be required to leave credit cardinformation or a signed check payable to Region 12 . Show Tabs must beclosed out and settled by 6:00 p.m. on Saturday. Those accounts that have not

    been settle by exhibitors will be charged a $25 closing fee by the show office,checks will be filled out, and the accounts will be closed. For your conven-ience, we suggest that you audit your Show Tab and make settlement at theearliest possible time to avoid delays and to obtain account information.

    46. STABLING: All Patrons with barn front stalls must be setup and deco-rated by noon on Monday, May 5, and cannot tear down until after the showends on Saturday evening. Stabling assigned based on the following criteria:

Failure to receive payment in full for any reasowill remove the exhibitor from the premium stalling areas that are being made avaable for the 2014 Show.     50. STALLIONS: May be shown by Ladies or Junior Exhibitors in all classes exceWalk/Trot. No HA/AA stallion, two years or older, may be shown in any In Hanclass open to HA/AAs. HA/AA Stallions may be shown in performance classes. HAA Stallions may be shown in all Sport Horse Classes.

    51. TACK CHANGES must be reported to the Paddock Manager at least two classahead to permit proper notification to ring officials. A maximum three-minute howill be allowed. Exhibitor requesting hold must notify gate promptly when tachange has been completed so class can enter ring without unnecessary delay. All tachanges must be made in paddock area.
