• It has been noted by State Level Technical Committee that Detailed Project Reports for Bhuj,

Dwarka and Jetpur Municipalities (mentioned under sr.no. 1, 4 & 5 in above table) were

approved in 24th SLTC held on 05.03.2019. The Chairman SLTC and Principal Secretary, Urban

Development and Urban Housing Department instructed M/s. TATA Consulting Engineers

Limited to prepare Detailed Tender Paper at earliest. In addition, implementing agencies i.e.

Gujarat Urban Development Company Limited (GUDC), Gujarat Water Supply and Sewerage

Board (GWSSB) & ULBs have been instructed to float the tenders as soon as possible.

• Further, Chairman, SLTC & PS, UD& UHD instructed to expedite the process of publishing the

tenders.

Agenda No. 3: Extension of Contract Period for M/s. TATA Consulting Engineers Limited (TCEL)

The proposal for extension of contract period for the consortium M/s. TATA Consulting Engineers

Limited & M/s. Price Water House Cooper for consultancy of the projects under AMRUT, Smart

Cities and other infrastructure projects was submitted for approval. The proposal was appraised in

details; following are the facts have been noted by SLTC:

• The Mission Directorate i.e. Gujarat Urban Development Mission has undergone the

agreement with the consortium M/s. TATA Consulting Engineers Limited and M/s. Price

Water House Cooper for project management consultancy for AM RUT Mission, Smart City and

other infrastructure projects. As per the agreement, the contract period was of 36 months i.e.

till10.02.2019. Followings are the rates approved in agreement:

• It is mentioned in contract agreement Clause no.: 2.1; Special Conditions of Contract that

"The consultant has to provide services for the period of construction specified in the contracts

awarded to the construction contractor's (Stipulated contract period from the date of award).

In case if, these construction contracts are extended beyond the specified period of consultancy

contract i.e. three years, the consultant's contract (this contract) will also be extended on

mutual agreement .

During the extended period of consultancy contract, the consultant shall provide the services &

deploy his staff as per mutual agreement. During this period, the consultant's price shall be

mutually decided."

• Present scenario of the projects, on which consortium is handling under various missions/

schemes, are as under:

• Most of the projects in above all schemes are under progress or under various stages of

implementation. Looking at the implementation of the projects and manpower deployed by

consortium, requested to extend the contract agreement for 3 years i.e. 10.02.2022 with

escalated rate i.e. 2.568% (total consultancy charges based on project cost). It is mandatory

that all the projects under the various schemes must be completed by end of March 2020,

which is also Mission end date of AM RUT & Smart Cit ies Mission.

• Major observations on delaying of the implementation of t he projects under various missions:

1. Delay due to finalization of the scope by ULBs and other stakeholders; Change of scope in

approved DPRs.

2. Delay in process of the floating of the tenders, re-tendering in many cases.

3. Unavailability of land

4. Less number of deployment of manpower at ground level

5. Delay in appraisal of DPRs, prepared by other consultants hired by ULB

6. Lack of coordination between ULB/ GUDC/ GWSSB

Considering the above facts following recommendation has been made by SLTC:

• Committee noted that as per the contract agreement the estimated project cost is Rs. 6000

Cr. (Rs. 5500 Cr. for infrastructure projects + Rs. 500 Cr. ICT projects) and its consultancy as

per 1.33% and 2.33% respectively is total Rs. 84.80 Cr for AMRUT, Smart Cities Mission and

Other Infrastructure projects.

• The consultancy fee, which has to be paid by Gujarat Urban Development Mission, is

approximately Rs. 29.16 Cr. (for AM RUT+ SJMMSVY projects) as per the current stage project

cost. Payment of the consultancy (i.e. approx. Rs. 29.16 Cr.) for the projects under AMRUT

Mission, STPs & UGD projects under SJMMSVY is to done by Gujarat Urban Development

Mission.

• As the agreement with consortium has been ended on Dt. 10.02.2019; committee instructed

to Mission Directorate that, from immediate effect, no new/ fresh work could be assigned to

the consortium of M/s. TATA Consulting Engineers Limited and M/s. Price Water House

Cooper under the current agreement. Committee also instructed Mission Directorate to issue

a circular in this regard addressing all the ULBs/ parastatal agencies/ other organizations.

• For all the projects under Smart Cities Mission & Asian Development Bank, the Consultancy

fee of the consortium is to be paid by respective SPVs/ implementing agencies.

• As per the detailed presented by Mission Directorate, the implementation of the projects in

which the consortium is involved, might be completed by end of December 2021. Looking to

this, committee decided to continue the services of the consortium up to last quarter of year

2021 i.e. Dt. 31.12.2021, with same consultancy fees & conditions as per the previous

contract agreement. Additionally, the proposal for the price escalation from 1.33% & 2.33%

for infrastructure projects and ICT projects to 2.568%, is all the way rejected by the

committee.

• A fresh contract agreement for the extended period (i .e. from Dt. 11.02.2019 to Dt.

31.12.2021) should be executed between Gujarat Urban Development Mission and the

consortium of M/s TATA Consulting Engineers Limited and M/s. Price Water House Cooper at

earliest for the ongoing projects.

• In addition, Chairman, Sl TC and Principal Secretary, Urban Development and Urban Housing

instructed Mission Directorate to float a fresh tender for the project development &

management consultancy on urgent basis.

• With reference letter no: GUDM/Payment/Smart City/848, 849, 850 dated 29.06.2017 and

625, 626, 627 dated 15.03.2019; cities under Smart Cities Mission have been instructed to

make payment of Project Management Consultancy (PMC) from A&OE fund for smart city

projects. Therefore, payment of consortium M/s. TATA Consulting Engineers limited and M/s.

Price Water House Cooper for Project Management Consultancy (PMC) for smart city project

will be done by respective smart cities.

Agenda No. 4: Empanelment of Guj Info Petro Limited (GIPL) as Project Management

Consultancy

The proposal for empanelment of Guj Info Petro Limited (GIPL) as project management

consultancy for various IT/ ITEs projects under Smart City I AMRUT Mission was submitted for

approval. The proposal was appraised in details and followings are the facts were noted by SLTC:

• Guj Info Petro Limited (GIPL) is a government of Gujarat's (ISO 9001: 2015) subsidiary company

of Gujarat State Petroleum Corporation Ltd. (A govt. of Gujarat undertaking); providing IT /ITES

solutions established in 2001. GIPL is an integrated IT company having operations in the fields

of consultancy I execution of small, medium and large-scale projects, Connectivity I IT

infrastructure services and application software development.

• GIPL in various capacities like Apex Consultant, Nodal Agency and Total Solution provider (TPS)

has consulted and executed projects of Government of Gujarat organizations I board/

corporations and departments across the state of Gujarat which were of the nature of utmost

important for making Gujarat IT enabled and e-governed state.

• GIPL is working as a consultant to urban local bodies since more than 10 years and being local

company is capable of executing state of the art information technology projects. GIPL has

been working as a consultant to statewide urban project s.

• Committee also read the GR from Government of Gujarat for No: TSP/2004/808/DST dated

Agency I entity of the State Government intend to availing IT /ITEs Solution projects.

Product & related services with the Government organizations like GIL, NIC, I NDEX-t- 8 or

GIPL the above open bidding procedure will not be attracted."

• Moreover, Guj Info Petro Limited (GIPL) is ready to work on t he rate of currently working

consultant for IT/ITEs projects i.e. M/s. Price Water house Coopers Pvt. Ltd. in joint venture

with M/s. TATA Consultancy Engineering Limited.

• SLTC discussed the proposal and found the proposal to be acceptable. Therefore, following

resolution was passed.

Resolution:

"It is resolved unanimously that proposal of Guj Info Petro Limited (GIPL) for empanelment as

Project Management Consultancy for IT/ITEs projects is accepted. Guj Info Petro Limited (GIPL) is

hereby em panelled as Project Management Consultant for IT /ITEs based infrastructure projects

under Urban Development Department of Gujarat State.

Moreover, it has been noted by Committee that the Mission Directorate is going to undertake

tendering process to empanel consultants in short time. Hence, it has been also resolved that at

present Guj Info Petro Limited (GIPL) can work on above mentioned rates for Consultancy i.e. 2.

66 % (including taxes) and 2.33% (excluding taxes). Further, if after tendering, the new rate is

lower than the rates agreed by Guj Info Petro Limited (GIPL); Guj Info Petro Limited (GIPL) will

have to modify the rates to lowest rates offered by any other agency. Also, if after tendering any

bidder offers rates higher than the rates offered by Guj Info Petro Limited (GIPL); Guj Info Petro

Limited (GIPL) will have to put up their proposal for reconsideration of State Level Technical

Committee meeting. State Level Technical Committee will be final authority to fix the rates in this

case. Further, Guj Info Petro Limited (GIPL) will have to submit a consent letter for this matter to

Mission Directorate."

Agenda No. 5 To release the forfeited EMD for STP Projects under AMRUT Mission

The proposal to release the forfeited EMD for STP projects under AM RUT Mission was submitted

for approval. The proposal was appraised in details and following are the facts were noted by

SLTC:

• The tenders for STP work at Deesa (18.40 MLD), Valsad (20.20 MLD), Veraval ( 33.90 MLD),

Bharuch (29.30 MLD) and Anand (13.50 MLD) have been floated by M/s. Gujarat Urban

Development Company Limited, Gandhinagar. The agencies namely M/s. P.Das Infrastructure

Pvt. Ltd., M/s. Pooja Builders, M/s. Yogi Construction Company have participated in tender in

joint venture with M/s. Aquafil Polymers Pvt. Ltd. for STP work at who participated in tender

and stood L1 for STP work at Deesa (18.40 MLD), Va lsad (20.20 MLD), Bharuch (29.30 MLD) and

Anand (13.50 MLD) respectively. While for STP work at Veraval (33.90 MLD) bidder namely

M/s. Aquafil Polymers Pvt. Ltd. stood Ll.

• Afterwards, it has been came in knowledge of M/s. Gujarat Urban Development Company

Limited that the bidder M/s. Aquafil Polymers Pvt. Ltd. has been is debarred based on poor

performance in Rajasthan Urban Infrastructure Development Project for three years since

November, 2015 by order no. F3 (106 {43) RUSDIP/PMU/Bidding/16740 of LSG Department of

Government of Rajasthan dated 6.11.2015.

• The same has been brought to notice of State Level Technica l Committee in 8th SLTC meeting;

which was held on 07.02.2017 under Chairmanship of Additional Chief Secretary, UD&UHD.

Considering above-mentioned fact, the SLTC resolved to initiate action against this agency and

other JV agencies to debar them from bidding in GUDC t enders for three years and to forfeit the

EMD for violation of the tender clause 29.2 and 41.1{c) of Vol-1 and ACEO, GUDM was

authorised to initiate action against them.

• As the tenders for the above projects were invited by the Gujarat Urban Development Company

Ltd., the ACEO, GUDM authorised MD, GUDC to take action. After approval of draft show cause

notices by the MD, GUDC, and as authorised by him the Vice President {Project) GUDC issued

the show ca use notices to all the five agencies on 16.05.2017 asking their explanation as to why

their agencies should not be debarred for a period of three years from bidding in GUDC tenders

and EMD should not be forfeited .

• All the above agencies have submitted their replies of the show cause notices in prescribed

time limit of 15 days. Out of the above five agencies, M/s Aquafil Polymers Co. Pvt. ltd., who

was L-1 in the tender for 33.90.MLD, STP work for Veraval approached to the Hon'ble High

Court of Gujarat by filing the SCA No.10606 of 2017 challenging the re-invitation of the tenders

for STP works for Veraval, M/s Aquafi l Polymers Co. Pvt. Ltd also fi led SCA No.10610 of 2017,

SCA No.10611 of 2017 & SCA No.10614 of 2017 challenging there-invitat ion of the tenders for

STP works for Deesa, Bharuch and Anand.

• Moreover, M/s Aquafil Polymers Co. Pvt. Ltd., also filed SCA No.12755 of 2017 before the

Hon' ble High Court of Gujarat and challenged the Show Cause Notice dated 16.05.2017. The

GUDCL filed the affidavit in reply and after hearing the parties, the Hon'ble High Court vide its

order dated 24.07.2017 directed to MD, GUDC to take appropriate decision in accordance with

law and on its own merits preferably within three weeks from the date of order and hence the

case of show cause notice issued to M/s Aquafil Polymers Co. Pvt. ltd., was dealt with and

decided as per law and on its own merits separately and order for debarment for three years

and forfeiting the EMD was passed on 11.08.2017. The performance bank guarantee for Rs.

44.90 lac was invoked by GUDCl on 4.09.2017 and amount is kept received from the bank and

kept as deposit. The said order dated 11.08.2017 was challenged by M/s Aquafil Polymers Co.

Pvt. ltd., vide SCA No.15878 of 2017. The Hon'ble High Court vide its order dated 29.11.2017

quashed & set aside the show cause notice as well as the order dated 11.08.2017. Th is

quashment would not debar the respondent in issuance of the show cause notice afresh. M/s

Aquafil Polymers Co. Pvt. ltd., also vide SlP No.37321 of 2017 challenged the orders of the

Gujarat High Court dated 29.11.2017 before the Hon'ble Supreme Court. GUDCl appeared

before the the Hon'ble Supreme Court and filed affidavit in reply. Thereafter the the Hon'ble

Supreme Court vide its order dated 23.03.2018 set aside the findings reordered in para-17 (of

the Gujarat High Court's order dated 29.11.2017) and left the issue for fresh

determination/adjudication on the basis of the contentions to be advanced by the rival parties.

• Thereafter, GUDCl issued fresh show cause notice to M/s Aquafil Polymers Co. Pvt. Ltd., on

2.06.2018 and after providing an opportunity of hearing the order was passed on 25.06.2018

debarring M/s Aquafil Polymers Co. Pvt. ltd., and forfeiting the EMD. The order dated

25.06.2018 for debarring is challenged by M/s Aquafil Polymers Co. Pvt. ltd., vide SCA No.11731

of 2018. This case is pending for hearing and the next date of hearing was 22.11.2018. On

22.11.2018, the advocate of the petitioner had filed sick note and hence the matter could not

be heard and adjourned. The next date of hearing will be informed by the Court.

• The remaining agencies namely, (1) M/s P. Das & Co., (2) M/s Pooja Builders, (3) M/s Yogi

Construction Co. and (4) M/s P. Das & Co., submitted the bid documents for the respective STP

works for Deesa, Anand Bharuch and Valsad in their capacity of Joint venture with Aquafil

Polymers Co. Pvt. ltd. All those agencies are the lead bidders who had submitted their replies I

explanation of show cause notices separately on the common grounds wherein they informed

that,

1. Aquafil Polymers Co. Pvt. Ltd. has never informed them about the facts of the

debarment of their agency by the State of Rajasthan.

2. All the four agencies further informed in their replies that, Aquafil Polymers Co. Pvt. ltd.,

have challenged the decision of the Sl TC before the Hon'ble High Court of Gujarat

without our knowledge and consent.

3. They further said that, as businesspersons they want to maintain relation and never

enter in to the disputes.

4. They intentionally did not hide the material fact and they have not made breach of

provision of any Clause of the bid document and they are innocent.

5. All the four agencies requested to withdraw the show cause notices and refund the

EMD.

• On 23.08.2017 the representatives of all the four agencies were provided an opportunity of

personal hearing before the Managing Director. During the personal hearing, the following

representatives of the agencies remained present before the Managing Director.

{1) Mr. Nikunj Patel from P. Das infrastructure Pvt. Ltd,

(2) Mr. Pankaj Patel from Yogi Construction Company,

(3) Mr. Chandubhai Patel form Pooja Builders.

• All the above representatives of the respective agencies in their representation before the

Managing Director repeated the same facts, which they had submitted in their explanations. All

the representatives in their written submission dated 23.08.2017 submitted the common facts

as mentioned here under.

"We as a lead partner and joint venture to M/s Aquafil Polymers Pvt. Ltd., submitted

the bid documents for the STP works. At the time of submitting the bid documents and

thereafter, also M/s Aquafil Polymers Pvt. Ltd. Ahmedabad had never informed us that their

firm is debarred for a period of three years by the State of Rajasthan. As such, we are very

innocent and without knowledge of the debarment of M/s Aquafil Polymers Pvt. Ltd. we

entered in to the joint venture agreement with them.

We humbly request that, we are very innocent, we have not hidden anything which

is required to be mentioned in the bid document and hence we should not be punished

considering the facts mentioned above. We once again request to please not take any

action against us and release our earnest money deposit at the earliest".

• M/s Aquafil Polymers Pvt. Ltd. has challenged this decision before the Hon'ble High Court and it

is pending for final hearing.

The SLTC discussed the proposal and found the proposal to be acceptable. Therefore, following

resolution was passed.

Resolution:

"It is resolved unanimously that the proposal to release the EMOs for agencies namely M/s. P.

Oas Infrastructure Pvt. Ltd., M/s. Yogi Construction Company and M/s. Pooja Builders for various

STPs works (i.e. Oeesa, Valsad, Bharuch, Anand) is not accepted by Sl TC committee. It has been

noted by SLTC that the action to forfeit EMD has been taken by Government against violation of

tenders' terms & conditions. It has also been noted by Sl TC that the EMD submitted are in form

of bank guarantee; which are already expired; therefore, M/s Gujarat Urban development

Company limited is instructed to initiate process to renew these bank guarantees & to recover

them at earliest. M/s Gujarat Urban Development Company limited will have to report of

recovery of EMD to Mission Directorate, AM RUT."

include O&M for five years based on user charges. For the purpose of calculation of project cost,

the O&M cost will be excluded; however, the ULBs will fund the O&M through an appropriate cost

recovery mechanism in order to make them self-reliant and cost effective." Therefore, SLTC

instructed ULBs to review the user charges laid by ULBs for house connection of drainage and

further to revised it; so that it can contribute to recover the O&M charges and make system self­

reliant.

The SLTC discussed the project and found the proposal to be acceptable under AM RUT. Therefore,

following resolution was passed.

"It is resolved unanimously that proposal for underground drainage work in zone 1,3 & 5 of

Deesa Municipality amounting Rs. 11,12,93,220/- is approved with condition that the O&M cost

for 5 years and excess amount than allocation shall have to be borne by Deesa Municipality. The

implementation agency of this project will be M/s. Gujarat Urban Development Company

Limited. Moreover, it has been Instructed to Deesa Municipality to review and revised the

charges for house connections. The house connection charges should be such that it should

contribute to recover amount approved for house connection chambers in this project and O&M

cost. Deesa Municipality will have to resolve this in General Board Meeting and submit it to

Mission Directorate before tendering.

Further, it is also resolved that Mission Director I Member Secretary, SLTC be and is hereby

authorised to issue approval letter and accord technical sanction for Rs. 11,12,93,220/- and do all

the subsequent acts and things as may be necessary till successful completion of underground

drainage work in zone 1,3 & 5 of Deesa Municipality. Also, it is resolved that the O&M cost and

A centralized monitoring system for underground drainage work has been proposed for Vapi

Municipality. The proposed system will be compiled network of instruments, PLC panels & SCADA

system; which shall transmit time stamped data remotely via GSM/GPRS enabled wireless RTU/PLC

Panel or via Internet (ISP) to the Centralized Monitoring System. All the required Instruments shall

be installed in the existing underground drainage networks ULB. For each pumping Stations, HMI

based PLC Panel proposed for Local operation and monitoring purpose.

having large number of industrial establishment within and surrounding to it. The proposed

SCADA system will help to monitor intake of any kind of industrial wastewater in to underground

drainage system. Hence, it will help to monitor and control wastewater generation. The

implementation of this project will be done by M/s. Gujarat Urban Development Company

limited {GUDC).

Further, it is also resolved that Mission Director I Member Secretary, SLTC be and is hereby

authorised to issue approval letter and accord technical sanction for Rs. 3,55,10,000/- and do all

the subsequent acts and things as may be necessary till successful completion of underground

drainage {SCADA) work for Vapi Municipality. Further, it is resolved that the O&M cost must be

borne by Vapi Municipality. The resolution in this regard should be obtained from the Vapi

Municipality."

Agenda No. 8: Approval of DPR - Navsari Municipality Underground Drainage Project

(Construction of Sewage Treatment Plant of 47.4 MLD Capacity) (SAAP 2017-20)

The proposal for underground drainage work (construction of sewage treatment plant of 47.4 MLD

Capacity) in Navsari Municipality has been submitted for approval. The DPR was apprised in details;

technical details of project were presented & discussed.

The tender for construction of STP was floated under AMRUT Mission amounting Rs.

59,67,90,200/- and the same has been approved in 9th SLTC held on 23.03. 2017 with quoted price

of Rs. 53.40 Cr for M/s HNB Engineers Pvt. Ltd. Afterwards, location for construction of STP was

changed as the land allocated for construction of STP was inadequate and nalla was flowing

through the plot. The new allocated land for construction of STP is having lower elevation; hence it

is suspected to flood during monsoon. This has caused addition of two construction components

i.e. 1. Construction of Retaining wall and 2. Backfilling. The proposal for separate tender for

construction has been submitted to previous State Level Technical Committee and further resolved

as "On the basis of reports and facts presented by Regional Commissioner of Municipalities, Surat

Zone; It is resolved unanimously that proposal for underground drainage project STP (47.40 MLD)

(excess work) of Navsari Municipality amounting Rs. 13,06,79,270/- is rejected. The present t ender

must be dropped and Gujarat Urban Development Company Limited (GUDC) will have to submit

new DPR with components of construction of STP, retaining wall and back filling for approval of

next SLTC meeting. After approval, Gujarat Urban Development Company Limited (GUDC) will have

• In technical bid evaluation, report it has been mentioned that bidder named M/s. Yogi

Construction Co has not been considered for technical bid evaluation as the bidder has been

black list ed by Narmada Valley Development Authority-Bhopal, Madhya Pradesh. However,

from documents it is not cleared from the document submitted by M/s. TATA Consulting

Engineers Limited.

amount of Rs. 8,89,63,342.85; which is 35.36% lower than the estimated cost put to tender.

Committee resolved that the rate quoted by Ll agency seems on lower side; therefore, Ll bidder

M/s. Kevadiya Infra Projects Pvt. Ltd. will have to submit additional performance security of Rs.

22,34,768.84 i.e. (5% of difference in estimated and quoted amount of items for which bidder has

quoted below 20%). This is against the Performance Security to be deducted from contractor's

Running Account bills till the certified bill amount reached to the difference in estimated and

quoted amount of items for which bidder has quoted below 20% Moreover, the Ll bidder will have

to submit extra performance security in form of bank guarantee at the time of agreement with

implementation agency of respected project i.e. Gujarat Urban Development Company Limited.

Following are the observations made by Scrutiny Committee:

• The storm water lines have been proposed in main areas of city i.e. Amul Dairy Road and TP

9 road. Therefore, shifting of utilizes for construction of strom water network will be one of

major reasons leading to higher cost of implementation .

• The RCC NP3 pipes having diameter ranging from 200 mm to 2000 mm are proposed in this

work. The laying of higher diameter pipes will lead to higher cost of excavation as well as

road restoration works.

The tender was placed in 18th Scrutiny Committee meeting for rate reasonability and based on

above observations following resolution has been made:

"The agency quoted lowest and stands Ll is M/s. Krishna Infra Creation Pvt. Ltd., Mehsana with

quoted amount of Rs. 17,00,71,743.43; which is 2.40 % lower than the estimated cost put to tender

Agenda No. 17: Approval of Tender- Anand Municipality Water Supply Project (SAAP 2017-20)

The detailed project report amounting Rs. 10,02,08,000/- for water supply work for Anand

Municipality under AMRUT Mission SAAP 2017-20 was approved in 21st State Level Technical

Committee meeting against the allocation of Rs. 10.00 Cr.

The agency quoted lowest and stands L1 is M/s. Hariprasad Construction with quoted amount of

Rs. 10,38,33,491.50; which is 1.14 % below than the estimated amount put to tender Rs.

10,52,18,500/-.

The tender was placed in 17th Scrutiny Committee meeting for rate reasonability and Resolved as

under:

"The bidder M/s. Hariprasad Construction, Ahmedabad has quoted amount Rs.

10,38,33,491.50 (calculation based on revised estimated amount put to tender); which is 1.14%

lower than the revised estimated amount put to t ender. During negotiation, L1 bidder M/s.

Hariprasad Construction, Ahmedabad agreed to execute this work on Rs. 10,33,06,125.32 (which is

1.64% lower than the revised estimated amount put to tender).

Committee also resolved that the rates quoted by L1 agency seems on lower side for some of the

items in the tender; therefore, L1 agency M/s. Hariprasad Construction, Ahmedabad has to submit

the extra performance security deposit of Rs. 18,48,000/- (10% of sum of difference in quoted and

estimated amount for items for which bidder has quoted below 20%) in addition to the security

deposit as per t ender terms and conditions.

Further, considering the application of Model Code of Conduct for General Elections, 2019 in near

future & in anticipation of approval of upcoming State Level Technical Committee, the tender for

Anand Water Supply SAAP 2017-20 is approved on L1 bidder (M/s. Hariprasad Construction,

Ahmedabad) rate Rs. 10,33,06,125.32 by Scrutiny Committee & Anand Municipality may further

proceed to issue the work order to L1 bidder M/s. Hariprasad Construction, Ahmedabad."

The tender of water supply work of Anand Municipality was placed for information and approval of

26th state level Technical Committee. Further, it was found that the rates quoted by L1 bidder are

reasonable and SLTC passed the following resolution.

with negotiated amount of Rs. 10,33,06,125.32 ( that is 1.64 % below than the revised

and excess amount than allocated amount shall be borne by Anand Municipality. Committee

Agenda No. 18: Approval of Excess & Extra Work for water supply project of Nadiad Municipality

The proposal for extra items and excess work and revised approval of tender for water supply work

Nadiad Municipality has been presented for approval. The proposal was appraised in detai ls;

technical detai ls of project were presented & discussed. Following instruction has been given by

Chairman, SLTC:

The Regional Commissioner Municipalities, Ahmedabad Zone wi ll have to conduct a site visit and he

1' will have to assess the additional (excess work). In addition, Regional Commissioner Municipalities,

~·· Ahmedabad Zone should not delegate the power to Additional Collector. The Regional

Commissioner Municipalities, Ahmedabad Zone wi ll have to submit a factual report fo r additional

(excess) work to Mission Directorate. The proposal should be placed in next State Level Technical

Committee meeting along with factual report submitted to Mission Directorate.
