There are no proposed changes in the boundaries or benefit zones.

The PBID generally includes all parcels within the area bounded by 7th Street in the west, the Q-R Street Alley and Whitney Avenue in the north, 13th Street in the east, and S Street in the south. The District also includes two adjacent blocks on the east side of 13th Street, bound by Whitney Avenue in the north, 15th Street in the east, and R Street in the south. The District is divided into two zones: Zone 2 generally consists of parcels fronting R Street between 10th Street and 13th Street. The remainder of the District is included in Zone 1.

Enhanced Maintenance

An enhanced maintenance and security program, building upon existing public services, was launched in 2013. The enhanced maintenance program includes graffiti removal, regular litter pickup, and sidewalk pressure washing. The enhanced security services include coordination efforts between law enforcement and existing private security patrols.

Promotion, Events, and Administration

In 2014 a promotions program will be developed to promote R Street as a vibrant commercial center. Special events on R Street combined with promotion and advertising of the area will keep people coming to the District. The R Street area will be promoted as a vibrant commercial center for shoppers and new business tenants. Repayment of a portion of the Capitol Area Development Authority’s costs in forming the District shall also be included in this category; the repayment shall not exceed $25,000 and shall be paid over the five-year life of the District at a rate of $5,000 per year.

Advocacy / Development Catalyst

In 2013 the PBID began facilitating a strong and organized voice to represent the property and business owners in the commercial district. PBID staff represented the District in front of public bodies and on the Sacramento Business Coalition. Advocacy included efforts to secure additional funding for the area, work to expedite streetscape and development projects beneficial to the District, additional police presence and other services vital to the well-being of the District.

10th – 13th Street Maintenance for New Improvements

Funds were collected for future maintenance for the new capital improvements that were installed on R Street between 10th and 13th Streets including electricity for lights on new art installations and entry features, and maintenance of benches, bike racks and decorative lighting.

There is no change in the method and basis of levying the assessment.

Base Formula

Each parcel owner pays based on benefits received. The variables used for the annual assessment formula are gross parcel size and linear front footage along R Street.

The annual cost to a parcel owner in Zone 1 is $0.10 per gross parcel square foot. The annual cost to a parcel owner in Zone 2 is $0.10 per gross parcel square foot plus $4.50 per linear front foot along R Street. Parcels with residential uses of four units or more, including condominiums, are assessed a flat rate of $48.00 per year. Mixed-use parcels are assessed the appropriate rate for their respective Zone, based on the proportional share of the parcel’s commercial square footage, as determined by the percent of building square footage used for commercial purposes as compared to the total building square footage on the parcel. Parcels which are exempt from real property taxation are assessed a rate of $0.03 per gross parcel square foot per year. Parcels with residential uses of fewer than four units are not assessed.

Benefit Zones

To ensure that the level of assessment is in proportion to the benefits which each parcel receive from PBID services, the District is divided into two Benefit Zones.

Zone 2

The assessment based upon the parcel front footage along R Street levied in Zone 2 result in assessments for this benefit totaling $8,898.70. That money will be expended entirely on supplemental maintenance required for new capital improvements between 10th and 13th Street as described in Section V, Item 4.

Zone 1

A parcel front footage assessment will not be levied in Zone 1 since Zone 1 will not benefit from the supplemental maintenance to be provided to parcels in Zone 2.

Parcel Assessment Calculations

The parcel assessment calculation table, as submitted to the County of Sacramento in August 2013, is attached as Appendix 1. There was one parcel split in the district, which added one parcel and additional assessment collection of $34.10.

R Street Sacramento Partnership 10

There are several reasons why a Property and Business Improvement District on R Street was formed. The most compelling reasons are as follows.

1. The Need to be Proactive in Determining the Future of R Street.In order to protect their investment, parcel owners must be partners in the process that determines how new development projects are implemented. The PBID will allow these owners to lead and shape future developments through the PBID.

2. The Need to Attract New Business and Investment Throughout R Street.If R Street is to compete as a successful commercial district it must develop its own well-financed, proactive strategy to retain busi-nesses and tenants as well as attract new business and investment. The PBID provides the financial resources to develop and implement a focused strategy that will work to fill vacancies and attract new businesses to all areas of R Street.

3. An Opportunity to Create a Private/Public Partnership with a Unified Voice for R Street.Because parcel owners would be investing financial resources through the PBID, they will be looked upon as strong partners in nego-tiations. This partnership will have the ability to leverage the parcel owners’ investment with additional public investment on R Street. Property and business owners could be united under the PBID umbrella, which would then have the ability to approach the public sector with a viable and unified private sector voice.

4. An Opportunity to Establish Private Sector Management and Accountability.A non-profit, private-sector business organization was formed for the sole purpose of improving R Street. This organization will man-age the services provided and the PBID. Annual PBID work plans and budgets are developed by a board composed of stakeholders that own businesses and property in the R Street area. New services are subject to private sector performance standards, controls, and accountability.
