The following cable fDr the Minister from the Vlar Refugee Boe.rd.
You are re.uested to transmit the follmwing urgent message to International Red Cross, Geneva, Switzerland:
You are herewith referred to our recent cable re1uesting information concernini possible rel.ief operations for Jews and other persecuted groups. We h.o.ve examined your proposal made to Intergovernmental Committee in December through your London Deleg:·.tion in which you reuested that 300,000 Swiss francs be pl ced at your disposal to enable you to c,,.rry out the indic"ted relief program in F.unania, Hungary, Croatia, Slovakia and Theresiimstadt, and such other relief actions as muy become feasible. The necessury funds for this project are being made av,ilable to your immediately by the Jiiaerican Jewish Joint Distribution Committee, and the Trelisury Department has issued a license authorizing the Joint Distribution Committee to trans -!llit to you the Swiss franc equivalent of $100,000 for this purpose. You are authorized by the license to use the funds for the purchase of food and other supplies in neutral countries and in Rumania and Hungary and otherwise to carry out the above mentioned relief activities. You are re"uested to keep the War Refugee Board fully informed of the action which you take, as well as to indicate to the board what other assistance is needed to carry out this and similar operations.
It is reouested that you fully cooperate with the International Red Cross and with representatives of the Joint Distribution Committee in this matter. Yo~ should trru1smit a copy of the above message promptly to Saly Mayer, in St. Gall, Switzerland, who is the Joint Distributiion Committee representative.

In oontinuation of my lettel' No. 17/98, iiatec1 2oth November, 1943, relating to the question of relief to groups of surviving Jews in Europe, I ~~now writing to say that we have received through the London l,elegation, a reply f1•om the Intel"national Red Cross. This was in German, and was sent in cipher through the Swiss Legation in London. I attach a copr of the translation. (Enclosure I). You will see from this, f1rst, that the International Red Cross is already in a ~osition, through existing li.ed Cross Delegates, to undertake thstribution and to exercise effective control in Rumania, Croatia and Hungary; second, that it is prepared to set up a Lelegation for the purpose in Slovakia and, third, that so ftw as Ger:me.ny and ocQupied territol'los are concerned, both the oppol.'tunities amT agencies for a.fford.ing relief are much more uncertain, except that relief can be given to internees in 'l'herasienstaud. Even in these te:rritories, however, other opportunities at•e likely to arise from time to time.

Before we are in a position to place the scheme before the Executive Committee, there are several points which require claPifications-First there is tho question of the source, or sources from which t~e necessary funds will be furnished. In your letter of the 1st October, 1943, there was the suggestion that private funds were available in the United States, but that in any case youp Jovernment, in consultation with the !.lritiah Government, would be prepared to regard the pi'oject, if approved by the Executive Collllllittee, as ona, the cost of which, should be shared equally by tho A.-rnerican an<l British Govarrunents, subject, of couroo, to previous consultation with the t'VIO Governments before the_ project was aanctioned or expendi turo lncurre<1 thereon. 'l'he matters requirilJb claz>ificntion f1•om the financial point of view are 1 therefore, the following:-
(a) 1\'hat pat•t of the frutds, ii' any, will be aupplied from private sources? and .
(b) are the British ana· American Governraents prepared to share the cost in so far as it is not met from
.· private funds? The further point relates to the functions of the Intergovernmental Committee. It is suggested, as implied in your letter of October 1, 1943, that tho Intergovoz>nmental Committee should be the authority,
(l) through which funds are placed at the disposal of the lntez>national Red Cross,
(2) to which the International Red Cross would render regular accounts, and i
(3) which would be responsible to see that the conditions attaching to the grant are satisfied by the International Red Cross. P
We would suggest that this should apply not only. to frutds from Govel'lllllent sources, but also to funds, if any, from pt>lvate sources. You Vlill remembal' that one of the recommendations adopted by the Executive Committee at its meeting ot the 4th August. 1943. was that "the Executive .Committee shall be empowered to receive and disperse for the pul'poses of preserving, maintaining and transporting l'elugees, fUnds both public an.d pPivate."
The present occasion seems to be a B\liAAb~e (.ne to intt>oduoe the principle of utilising the Intergoyernmental Committee, in auitable cases, for the expenditure of private funds, and s~e the., manner in which the :funds in this pal'ticular case

are to be expended is subject to certain conditions, and can only be made available in the coWltries concerned through licence, it seems reasonable that, if the Intergovernmental Commi ttea is to be the authority responsible to see tha. t the conditions are satisfied, it should be the agency through which funds are placed at the disposal of the International Red Cross.
When the above points a1•e clarified the case will be submitted to the Executive Commi t'tee for consideration.
4. Luring the course of our enquiry, v1e have obtained some information regarding the relief which is already being given to Jews in Europe. ¥1e had the advantage of discussion, while he was in London1 with Mr. Sohwal'tz, Executive Head in Europe of the Joint Distribution Committee, and he vma gooc1 enough to give us a memorandum of what his organisation is doing in this direction. I attach a copy of hill note (Enclosure II).
In this connection I may also refer to my letter to you of tho lOth November, requesting certain information relating to licences granted by the United States Treasury for similar pUl•poses. We have not received a rep~ to that letter, or to a similar letter which was addressed to the British Foreign Office. Vie are, therefore, not in a position to comment fully on this means o£ assistance, but we would suggest that, where it is ol'ganised and carried out by reliable anclexpel•ianced boaies, such as the Joint Distribution Committee, it deserves all the encouragement that can be given,, consistent w~th conl!iderations of policy. It might be convenient for the Intergovernmental Committee to become the authority through which all private bodies should approach the American and British Governments for licences directly concerned with the relief of refugees in Europe1 and to be the authority responsible to see tha.t such condlt1ons as may be imposed by those Governments are satisfied. This, however, is a mattel' of a more general character, which should not be allowed to delay the dispoaal of the specific case, now under consideration.

Internatioilal Red Gross Committee is grateful to have confidence of World Jewlsh Congt•ess and Intergovernmental Committee. According to them, relief action is envisaged only for Jews, ana not, as 'horld Jevwish Gortgl'ass anticipated e.t the beglnning, generally for poo~le affected by war without discrimination as to race and rel~gion. The difficulties pointed out in our No. 7G3G concerning Jewish relief are due to the fact that the German authorities do not recognise any official immixture ofthe International Red Cross Committee in such matters, which they rcgar<l as having internal political charactel'. There are, however, the following possibilities of 1•elief action:

llELP TO GROUPS OF R~FUGEES IN EUROPE
The Joint fjistribution Committee sem1s food ptu•cels from Lisbon to the Jewu in the 'rheresienstadt Concentl•ation Camp and also to the Jews in Poland, particulai'ly those in the ghettos. In the case of Theresienstadt the Czech Gove1•nment sends food parcels to their nationals who are internec1 in that Camp while the J.D.C. sends its parcels largely to non-Czechs who are in the Camp. The Czech Government are sending to-day about 6,000 parcels a month to s,ooo of its nationals Villlile the J.D.C. sends about 5,000 packages to 2,500 non-Czech nationals. The packages contain sardines, dried fruits and almonds, and each packaee weighs about 500 grammes so that each internee on our list receives 1 kg. of £.ood per month. These packages ai'fil sent um1ev License from the Unltod States 'l'reasury which has authorised the expenditure of' 12,000 dollars a month fox· this purpose. Only food indigenous to Portugal may be sent under the Licence. 'l'he United f3tates Legation at Lisbon must be ae.tisfieo that the parcels are reaching their proper destination.
In the case of Poland the evidence of receipt has become scarcer and. ecal'cer and because of this tho sen$1ing of parcels has, fol' ~1e time, been stopped. Later, communication has been taken up with the Jewish Conununity in Cracow which has acknowledged receipt of parcels addressed to them• They underto~~
·. further distribution of these parcels. It is hoped that through the Jewish Committee in Cr~cow, it will now l>e possible to distribute more food pareels to Jews in Poland. Undar our L_iconee, we are authorised to spend $12,000 a month forpnckages to Poland.
At the present time, tho J.D.C. is sanding about 1000 parcels a. month from Teheran to Polish :re.fugees in Russia. It is hoped that in time we shall be able to develop facilities for the dispatch of about 10,000 pnl'cels per month to Polish pefugees in ,-Russia.
'l'he Lend-Lease Organisation has stock of goods in Iran intended originally for the r'oles. vwing to strained official relations, the U.S.S.R. does not permit the im~ortation of these goods through Polish channels but would grant 1mport permission if the J.r..c. took the goods over. l'Tegotiations concerning thia are now in progress. Also the Polish Red Gross owns some stocks in Iran which they al'e not now able to send to Russia. We a!'e negotiatin;c: with the Poles for the purchase of' these supplies to be sent- on a non-sectarian basia to Pol1sh refugees in ltussia.
'l'he Turkish Goverruuent has agreed to permit the export of 250 tons of food stuffs from 'l'u!'key to the 75,000 Jevm actually in Transnistl'ia. The goods will be sent out in individual packages, and the a is tributlon will be under the auspices of the Intet>na tional Red CI'oss whose J.nka1•a delegate is co-opei'a ting vel'y closely. 'rhe J .I. C. has applied to the State Department fol" a Licence to I'Smit i'unds fo1• the pul.'chase of these supplies. 'rhe State Department hns indicated. that this may be referred to the Inter-Govei'IL'1lental Committee fo1• decision an<1 has also indica ted that, in future, all projects for the sending of food packages to any part of occupied Europe may have to be passed upon by the Inte!'-GovePmnental Gommittee.
It is estimated that thez•c a1•e nov1 some 30,000 .Jews in l1utch concentration camps .. particUlarly, at Vlesterbork. Our infor1.'18.tion is to tho effect that the food situation is particularly bad, and we have applied for a Licence to send food packazes from Lisbon. The matter is now pending.
It is not possible to export food or clothi.ng from Switzerland, but some medical supplies as well as an occasional shipment of powdered milk in bu1k can be sent. The organizations in Switzerland, with the co-operation of the International Red GI'oss,occaslonally send such bulk supplies to institutions in Poland as well as to Therosienstad t.
