In the said Regulations:

Explanation below Rule 10-B of Schedule XI of J&K CSRVol-II shall be recast as under ;-

"The apprentice appointed against the post of Accounts Clerk(Accounts Assistant) after completion of the theoretical and practicaltraining prescribed in these rules will be allowed the time scale of thepost of Accounts clerk (Accounts Assistant) with annual increment asper normal rules. However, they will not be eligible to draw their sixthincrement unless they qualify ACC Examination. The date of earningof sixth increment shall be reckoned from the date of passing of thesaid examination. The Accounts Clerk (Accounts Assistant) shall becncadred in Kashmir Subordinate Accounts Service only after qualifyingthe prescribed examination."

SRO-20 I.-In exercise of the powers conferred by proviso toIion 124 of the Constitution of Jammu and Kashmir, the Governorpleased to direct that the following amendment shall be made inmmu and Kashmir Civil Services Regulations, Vol-I :-

In the said Regulations :

The following shall be inserted as Art-41-BBBBB ofK CSRs Vol-I.

"Art-41-BBBBB : The Compensatory Allowance/Border AI-wance shall be allowed to the Govt. servants at the rates given innnexure "B" to this chapter (Chapter Ill). This shall be deemed tove come into effect from 01-04-2006.

All other conditions for the grant of this allowance shall be theme as laid down in Art., 41 AAA and Art. 41-BB of theseulations. "

The following shall be inserted as Annexure "B" tohapter Ill.

cherne) Rules, 1996 introduced vide SRO-14 dated 15-01-1996 :-

The following shall be introduced as proviso below Rule 4(i) :-

"Provided that the entitlement of insitu promotion(s) inrespect of such of the Government Servants who have beenappointed on direct recruitment basis from any other post of thesame service/departments or from a different service/departmentto the present post and his pay has been protected on the presentpost of the service due to applications of the provisions of •Article 77-D read with Article 77-a(ii) of J&K CSRs, his/herentitlement to insitu promotions in the present post of the serviceshall be restricted along with the functibnal/insitu promotionsalready granted/availed in the earlier service.

The entitlement to insitu promotions on the present post ofthe service together with the functional/insitu promotionsgranted/availed in the earlier service shall in no case exceedthree.

Similar procedure shall be applicable mutatis mutandiswhere a Government Servant is encadred on any post from anyother service in pursuance of any rule/law/notification or in casea Government Servant is absorbed on any post of anotherservice while on deputation to State or due to any other pretextwhatsoever.
