State Intelligence – Queensland Police

The Queensland Police Service is undergoing a period of renewal

that commenced early 2013

As part of the renewal, Intelligence officers are now grouped

together under a new Command

17 years experience in the Intelligence field – Intelligence

Operations Leader in charge of Intelligence officers in the greater

Brisbane area

Business Problem

Prior to corporate database QPRIME in 2006 – manual geocoding

of crime locations – could conduct custom analysis in MapInfo

Professional however

QPRIME mapping – MapXtreme based solution – unable to

perform high level analysis – lost analytical GIS skills

Implemented solutions unable to integrate other data sources or

perform ad hoc relational queries

Deficit in capability to undertake analysis for one of the services

core strategies – Place & Case Management – and particularly

the ability to readily identify problem places or issues

The Solution

Level 1 MapInfo training – previously in-house but out of date

Crime Profiler – additional analytical functionality

Drivetime – ability to identify common journey routes

Utilise licencing arrangements for corporate installation of

MapInfo Professional

Outcomes and lessons learnt

Business belief that technical solutions able to replace analytical

capabilities of Intelligence officers

Erosion of spatial analytical skills in the Intelligence domain with

access to desktop software stymied and training programs lapsed

Enabled seemingly disparate datasets to be analysed for

relationships, patterns and trends

Intelligence officers limited understanding of the datasets

available and then how to integrate with their analysis –

disadvantage of presenting data automatically

Next steps

Business understanding the need for specialised spatial analytical

capability v ‘fixed’ web based solutions with limited functionality /

understanding of intelligence requirements

Ability to roll out solution to desktop fleet for intelligence officers

Training requirements to bring skill set back into the intelligence

domain

Integration with mobility program to share analytical results to

frontline officers

Predictive policing modelling – right resource in the right place at

the right time for the right reason
